Swachh Survekshan League 2020: Indore tops ranking among cities having 10lac+ population

On December 31, 2019 the union minister of State (MoS- Independent Charge) Housing and Urban Affairs(MoHUA) Shri Hardeep Singh Puri,has announced the results of Swachh Survekshan League 2020 (Quarter 1 and Quarter 2) at an event in New Delhi. During the event, the 5th edition of the Swachh Survekshan (urban cleanliness survey), which is to commence from 4 January 2020 by MoHUA was also rolled out. It is also to be noted that West Bengal alone did not participate in the Swachh Survekshan League 2020.Rankings:

i.>10lakh population: Among the cities with more than 10 lakh population category, Indore ranked 1st in both quarter 1 and quarter 2.

• Quarter 1: Indore was followed by Bhopal (Madhya Pradesh) and Surat (Gujarat) in the second and third place respectively.
• Quarter2: Indore was followed by Rajkot (Gujarat) and Navi Mumbai(Maharashtra) in the second and third place respectively.

ii.1-10 lakh population: Among cities with 1-10 lakh population, Jamshedpur (Jharkhand) ranked 1st in both quarter 1 and quarter 2.

• Quarter 1: Jamshedpur was followed by New Delhi (Delhi) and Khargone (Madhya Pradesh) in the 2nd and 3rd place respectively.
• Quarter 2: Jamshedpur was followed by Chandrapur (Maharashtra) and Khargone (Madhya Pradesh) in the 2nd and 3rd place respectively.

iii.cantonment board ranking:  

• Quarter1: Among the cantonment board rankings in quarter 1, Tamil Nadu (St.Thomas Mount Cantt.) ranked 1st which was followed by Uttar Pradesh (Jhansi Cantt.)and New Delhi(Delhi Cantt).
• Quarter2: in Quarter 2, Delhi ranked 1st, followed by Uttar Pradesh (Jhansi Cantt.) and Punjab (Jalandhar Cantt.)

Swachh Survekshan League 2020 (SS League 2020):

i.Aim: The scheme aims to evaluate the performance of the cities based on cleanliness.

ii.Quarter division & score: The SS League 2020 is conducted in 3 quarters i.e., April-June, July-September and October-December 2019 with 2000 marks for each quarter.

iii.Evaluation: The marks are evaluated based on monthly updation of SBM-U (Swacch Bharat Mission- Urban;launched October 2014) online MIS(Management information system) by cities along with citizen’s validation on the 12 service level progress indicators.

iv.Rank category: The ranks have been assigned in two categories. They are cities with a population of one lakh and above (with two sub-categories, i.e. 1-10 lakh and 10 lakhs and above) and cities with a population of less than 1 lakh (under the < 1 lakh population category, the rankings are given zone and population wise).

• 25% weightage of the quarterly assessments are to be included in the annual survey to be conducted from 4 January till 31 January 2020.

v.Important parameters: In the SS 2020 parameters, wastewater treatment and reuse, and faecal sludge management have been given special importance. In this regard, ODF+ (Open Defcation Free +), ODF++ and Water+ Plus Protocols work as guiding documents for cities in the survey.

vi.Various other innovative frameworks such as star rating protocol for garbage free cities are also being implemented in the survey to enable good institutionalization of practices.

• Solid waste management: 60% of solid waste are currently being processed while 96% of wards practise door-to-door collection of those wastes.

vii.Targets by the govt:

• Single use plastic free India by 2022.
• Collaboration with Cement Manufacturing Association (CMA) and the National Highway Authority of India(NHAI) to make use of reusable plastics in road construction.
• Introduction of garbage cafés (place where a person can get a meal in return of plastic waste).
• 100% processing and safe disposal of solid waste.

viii.Current achievements:

• 937 of Indian cities are ODF+ and 328 cities are ODF++.
• Over 57,000 public toilet blocks across 2,300 cities have been mapped on Google Maps.
• Through star rating protocol for Garbage Free Cities, 57 cities have been rated 3-star while 4 cities were rated 5- star.

ix.Feedback by citizens:
Verification of the SS2020 progress will be done through direct responses from citizens. The feedback shall be provided by the citizens from January 4, 2020 onwards through the 1969 Swachhata Helpline (1969), Swachhata App, Swachh Survekshan 2020 portal, outbound calls and the Vote for Your City App.

Previous Swachh Survekshan editions:

• 1st edition: ‘Swachh Survekshan-2016’(SS 2016) survey rating 73 cities in January 2016 was conducted.
• 2nd edition: 1st edition was followed by ‘Swachh Survekshan-2017’ that was conducted in January-February 2017 and ranked 434 cities.
• 3rd edition: Swachh Survekshan in 2018 made a major improvement by covering 4,203 cities in 66 days, and became the largest ever pan India sanitation survey in the world, which impacted around 40 crore people.
• 4th edition: 4237 cities were covered in the 4th edition, i.e., Swachh Survekshan in 2019. This was a fully digitized paperless survey.
• While Mysuru emerged as the cleanest city in India in SS 2016, Indore emerged as the cleanest city in the rest of the years. Click here to know more
