ICCR: “United Against Corona- Express through Art”

On March 31, 2020, ICCR (Indian Council for Cultural Relations) launched a competition titled “United Against Corona- Express through Art”, the art in the time of Corona. The aim of the competition is to unite citizens across the world. The competition was announced by the Ministry of External Affairs (MEA) and this soft-power initiative is being organized by ICCR.India launches soft-power initiativeKey Points:

i.About Art Competition: ICCR invites Indians and world citizens to submit their work of art expressing their emotions, feelings, ideas and innovative thoughts on the COVID- 19 pandemic, social distancing, quarantine and fight against the virus through paintings- on Canvas/ Paper- (oil, watercolours, pencil, crayons), Digital Art Graphic posters and paintings.

ii.The competition is open to all amateur artists (people undergoing self-isolation), professional artists from India & the world over in all age categories, Students and Children- (Below the age of 21) .

iii.The expressions of artists are categorized into Contemporary Art, Folk & Tribal Art, Cartoons & Illustrations, Digital & New Age Art.

iv.The participants are required to send their work to ICCR by May 1, 2020. The best expressions will be displayed in the leading galleries in India and abroad.

v.A permanent online exhibition will also be on display & prizes will be awarded to winners.

Central govt redefines domicile for J&K; Perks and Privileges of ex-CMs of J&K Withdrawn

On March 31, 2020, a new definition for domicile for Jammu and Kashmir was introduced which has stated that a person residing in the Union Territory of Jammu & Kashmir for at least 15 years or has studied for a period of seven years in Jammu and Kashmir and appeared in Class 10 or 12 examinations will now be eligible to be a permanent resident of the UT. This new rule was issued under the Section 3A of the Jammu and Kashmir Reorganisation Adaptation of State Laws Order 2020, under the Jammu and Kashmir civil services decentralisation and recruitment Act.Central govt defines domicile Jammu and Kashmir

  • This new provision also mandated that all the Gazetted and non-GazettedClass IV posts are reserved for domiciles only under Section 5A of the act.
  • It authorizes the Tehsildar as competent authority for issuing the domicile certificateor any officer specially notified by the state government by way of a gazette notification.

Eligibility for J&K domicile:

-The new definition of domicile also included children of those central government officials, all India services officers, officials of PSUs and autonomous body of central government, public sector banks, officials of statutory bodies, officials of central universities and recognised research institutes of central government who have served in the UT of J&K for a total period of 10 years or children of parents who fulfil any of the conditions in sections.

-Additionally, persons registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) in the UT of J&K, will also be included in the definition.

-Children of such residents of J&K as reside outside UT of J&K in connection with their employment or business or other professional or vocational reasons but their parents fulfil any of the conditions provided earlier.

Perks and Privileges of ex-CMs of Jammu & Kashmir Withdrawn
The perks and privileges of former Chief Ministers (CMs) of Jammu & Kashmir have been withdrawn after the central government repealed section 3-C of the State Legislature Members’ Pension Act, 1984. Former J&K CMs were enjoying along list of privilegessince 1984.

  • The ex-CMs were entitled to rent-free furnished accommodation, expenditure to the limit of Rs 35,000 per annum for furnishing of the residential accommodation, free telephone calls up to the value of Rs 48,000 per annum, free electricity to the extent of Rs 1500 per month,car, petrol, medical facilities, driver etc.

Through the above new rules the Centre has repealed 29 state laws, which included the J&K civil services (special provisions) Act, while 109 have been amended.
