NLCPR is a Central Government scheme aimed at speedy development of India’s North Eastern Region by providing budgetary resource for executing social and physical infrastructure projects. The latest continuation has been approved till March, 2020 so that the ongoing projects can be completed. NLCPR is being administered with financial outlay of Rs.5300 crore. Union Cabinet has also approved the introduction of ‘North East Special Infrastructure Development Scheme’ (NESIDS) from 2017-18. NESIDS will be a Central Sector Scheme with 100% funding from the Central Government. It will be initiated to plug gaps in infrastructure development in specified sectors till March, 2020.

Union Cabinet approved the draft National Medical Commission Bill, which seeks to replace Medical Council of India (MCI) with a new body, to ensure transparency. Medical Council of India (MCI), the regulator of medical education in India, has long been criticised for corruption, lack of accountability and unethical practices. The move to set up National Medical Commission is based on recommendations of the Ranjit Roy Chaudhury Committee and a Parliamentary standing committee. Union Law and Justice Minister, Ravi Shankar Prasad has stated that National Medical Council Bill will be tabled in Parliament in the current session. If passed by the parliament, it would replace the Medical Council Act of 1956.

It will be applicable to 11 departments and 21 schemes administered by Meghalaya State Government. Social audit not only enables to bring in corrections in the ongoing schemes but also gives people a direct say in how the money allocated should be spent.

The Cabinet approved an amendment to a current law to allow for payment of an interim compensation in cheque dishonour cases with a view not to allow unscrupulous elements holding payments. Amendment to the Negotiable Instrument Act will allow a court to order for payment of an interim compensation to those whose cheques have bounced due to dishonouring parties. If the drawer is acquitted, the court may direct the payee to repay the amount paid as interim compensation with interest. Similarly, appellate courts would be enabled to order the appellant to deposit a part of the compensation awarded by the trial court at the time of filing appeal. A payee of a dishonoured cheque has to spend considerable time and resources in court proceedings to realise money due to him.

Union Cabinet decided to waive the merchant discount rate (MDR) applicable on all debit cards, Bharat Interface for Money (BHIM) and Unified Payment Interface (UPI) transactions up to Rs 2000. The decision to waive the MDR on all debit cards, BHIM and UPI transactions has been taken to boost number of digital payments which have been stagnant in recent times. This waiver has been given for 2 years with effect from January 1, 2018. The amount waived, will be reimbursed to the banks by the Government. The value of waiver has been estimated at Rs.1050 crore for financial year 2018-19 and Rs.1462 crore for financial year 2019-20.
