The People’s house passed the Amendment of Constitution (Scheduled Caste) order bill, 2016. The bill seeks to amend the Constitution Scheduled Castes Order 1950.
Need of the amendment
- The bill was passed on proposals of five states, namely Chhattisgarh, Haryana, Kerala, Odisha and West Bengal, to modify the list of Scheduled Castes in their states
Amendment criteria
- The proposal relates to the inclusion of certain communities, modification and removal of area restriction in respect of certain communities and exclusion of certain communities in the case of State of Odisha
Castes included
- Chhattisgarh included Sais, Sahis, Sarathi, Soot-Sarathi, Thanwar in the SC list
- Haryana included Aheria, Aheri, Hari, Heri, Thori, Turi and Rai Sikh
- Kerala include Peruvannan in the list
Modification in the area of Restriction
- Kerala– Malayan
- West Bengal– Chain
Castes excluded
- Odisha excluded Barikki and Kummari
