GoI announced Seven PM MITRA Park Sites for Textile industry

Seven PM MITRAOn March 17, 2023, the Government of India (GoI) announced the sites for setting up of 7 PM Mega Integrated Textile Regions and Apparel (PM MITRA) Parks for the Textile industry in the states of Tamil Nadu (TN), Telangana, Gujarat, Karnataka, Madhya Pradesh (MP), Uttar Pradesh (UP) and Maharashtra.

  • The information for the same was provided by Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoCI).

About Setting up of PM MITRA Parks:

The execution of these parks will be overseen by the Ministry of Textiles. Also, a Special Purpose Vehicle (SPV) owned by the Centre and State Government in Joint Venture (JV) mode will be set up for each park for the implementation of the project.

Financial & Other Support:

i.The Ministry of Textiles will provide financial support in the form of Development Capital Support of upto Rs 500 crore per park to the Park SPV, along with Competitive Incentive Support (CIS) of upto Rs 300 crore per park to incentivize speedy implementation.

ii.There will be the facilitation of convergence with other GoI schemes to ensure additional incentives to the Master Developer and investor units.

iii.State governments will provide a contiguous and encumbrance-free land parcel of at least 1000 acres of land.

  • They will also facilitate the provision of all utilities, a Reliable Power Supply, Water availability, a Waste Water Disposal system, an effective single window, and a conducive and stable industrial/textile policy.

iv.Notably, this scheme will provide an incentive of up to 3% of the turnover to anchor investors for a few years on a first come first serve basis, only if they aren’t benefiting from any other PLI (Production Linked Incentive) scheme.

Basis of Sites Selection:

These 7 sites were chosen out of 18 proposals for PM MITRA parks which were received from 13 States. Eligible States and sites were evaluated using a transparent Challenge Method based on objective criteria.

  • Various factors were also considered such as connectivity, existing ecosystem, textile/industry policy, infrastructure, utility services etc. PM Gati Shakti- National Master Plan for Multi-modal Connectivity was also used for validation.

About PM MITRA Parks:

Announced in FY22 Budget, it is a Rs 4,445-crore Centrally Sponsored Scheme (CSS) that will be in operation for the period 2021-22 to 2027-28 under the Ministry of Textiles. Inspired by the 5F vision (Farm to Fibre to Factory to Fashion to Foreign), the PM MITRA Parks will aid in realizing the GoI’s vision of making India a global hub for textile manufacturing and exports.

  • Under this, the Centre and State Governments will work together to attract global players, increase Foreign Direct Investment (FDI), promote innovation, and create job opportunities within the sector.
  • Nearly Rs. 70,000 crores investment and 20 lakhs employment generation is envisaged through these parks.
  • The parks will offer excellent infrastructure, plug-and-play facilities as well as training and research facilities for the industry.

Note: India has a target of increasing textile exports to $100 billion by 2030.
