MoEFCC Issues Model Rules for Tree Felling on Farmland for Agroforestry
In June 2025, Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India (GOI) has issued “Model Rules for Felling of Trees in Agricultural Lands” in a bid to promote agroforestry and simplify regulations for farmers to all states and Union Territories (UTs).

  • These rules aim to simplify procedures for tree felling and timber transportation on farmlands, encouraging sustainable timber production and supporting India’s climate goals.

i.Farmers are required to register their plantations on the National Timber Management System (NTMS) portal by submitting land ownership details, location coordinates using KML files, information on tree species, planting dates, and the total number of saplings. Geotagged photographs and regular updates must be provided to ensure traceability.

iii.A State Level Committee (SLC), formed under the Wood-Based Industries Guidelines, 2016, will supervise the implementation of these rules, now including officials from the revenue and agriculture departments.
