Cabinet Approvals on April 04, 2025On April 04 2025, the Union Cabinet, chaired by Prime Minister (PM) Narendra Modi has approved the following proposals/schemes:
i.Approved 2nd phase of Vibrant Villages Programme (VVP-II) with total budget outlay of Rs 6,839 crore, for the comprehensive development of the villages located in the blocks along all International Land Borders (ILBs), other than Northern border already covered under VVP-I.
- The newly approved programme reaffirms the Government of India (GoI)’s commitment for the vision of Viksit Bharat@2047 for ‘Safe, Secured & Vibrant land borders’.
- VVP-II will be a Central Sector Scheme (CSS) which means that GoI will provide 100% funding for the programme.
ii.approved 4 multi-tracking projects for Indian Railways (IR), aimed to enhance line capacity and improve both passenger and freight transportation across key routes.
- The total estimated cost of the project is Rs 18,658 crore and is expected to be completed up to 2030-31.
- These 4 projects will cover 15 districts in 3 states: Maharashtra, Odisha and Chhattisgarh will increase the existing IR’s network by 1,247 kilometer (km).
9 Years of Stand-Up India: Turning Aspirations into AchievementsOn April 5, 2025, Stand up India Scheme, a transformative initiative of Government of India (GoI), has completed 9 years of successful implementation. It was launched on April 05, 2016, to promote entrepreneurship at grassroot level focusing on economic empowerment and job creation.
- The scheme is being implemented by the Department of Financial Services (DFS), Ministry of Finance (MoF) and Lucknow (Uttar Pradesh, UP)-based Small Industries Development Bank of India (SIDBI) is the nodal agency for the scheme.
i.The scheme is designed specifically to address the challenges faced by Scheduled Caste (SC)/Scheduled Tribe (ST) or women entrepreneurs in establishing their enterprises, getting loans and other support required from time to time for succeeding in business.
ii.The scheme offers bank loans between Rs 10 lakh and Rs 100 lakh to minimum one SC/ST borrower and minimum one woman borrower per bank branch of Scheduled Commercial Banks (SCBs).
iii.The scheme has shown significant growth over the last 9 years, with the total amount sanctioned increasing from Rs 14,431.14 crore (as of October 31, 2018) to Rs 61,020.41 crore (by March 17, 2025), since its launch.

GI Recognition for 7 New West Bengal Products Takes State Total to 39In April 2025, Chennai (Tamil Nadu, TN)-based Geographical Indication (GI) Registry under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry (MoC&I), granted Geographical Indication (GI) tag to 7 more products from West Bengal (WB) including ‘Nolen Gurer Sandesh’, Baruipur guavas, and Kamarpukur’s White Bonde.
- With these additions, WB now has 32 products with GI tags. This move is expected to boost the identity and market value of these local items.
- Several organisations helped in securing the GI tags. Misti Udyog, well-known group of sweet makers in WB, applied for the Traditional sweets, Baruipur Farmers Producer Company Limited for the Baruipur guavas, and the State Agricultural Management and Extension Training Institute at WB for Radhunipagal rice.

i.A Geographical Indication (GI) is a sign used on products that have a specific geographical origin and possess qualities or a reputation inherent to that location.

Union MoS Dr. Jitendra Singh Unveils CSIR-NAL’s Indigenous Trainer Aircraft ‘HANSA-3(NG)’ to Boost Pilot Training EcosystemOn 4 April 2025, Union Minister of State (MoS) (Independent Charge (IC)), Dr. Jitendra Singh, Ministry for Science & Technology (MoS&T), launched indigenous ‘HANSA-3(Next Generation,NG)’ aircraft at the National Media Centre (NMC) in New Delhi (Delhi). He also announced the plan to involve the private sector to collaborate in the manufacture of this aircraft.
- A two-seater trainer aircraft is indigenously designed and developed by Bengaluru(Karnataka) based Council of Scientific & Industrial Research – National Aerospace Laboratories (CSIR-NAL).
- This marks the 1st time aircraft will be manufactured in India using fully indigenous design and technology.
Key Points:
i.During the event, the CSIR-NAL has r formalized the Transfer of Technology (ToT) agreement with Mumbai(Maharashtra)-based P M/s Pioneer Clean Amps Private Limited for the manufacturing, commercialization, marketing, and after-sales support of the HANSA-3 (NG) aircraft.
ii.M/s Pioneer Clean Amps will initially manufacture 36 aircraft per year, scaling to 72 annually to meet the domestic and export demand.

IR & DMRC Sign MoU for Automatic Wheel Profile Measurement Systems
In April 2025, Indian Railways(IR) under the Ministry of Railways(MoR) and New Delhi(Delhi) based Delhi Metro Rail Corporation (DMRC) signed a Memorandum of Understanding (MoU) for the procurement and installation of Automatic Wheel Profile Measurement Systems (AWPMS) at Rail Bhawan in New Delhi.
- This collaboration aims to enhance the automation and efficiency of rolling stock maintenance, improving overall operational safety.
- This initiative aligns withIR’s Mission Raftar and Kavach initiatives for safer, faster travel.
i.Under this agreement, DMRC will be responsible for the procurement, supply, installation, and commissioning of four AWPMS units for IR.
ii.This initiative marks a significant step in the modernization of railway maintenance practices and enhances the management of rolling stock.
iii.The AWPMS is an advanced, automated system that utilizes laser scanners and high-speed cameras for the non-contact measurement of train wheel profiles. It allows real-time monitoring of wheel geometry and wear, significantly reducing manual intervention.
- If any deviations are detected, the system generates automated alerts to trigger timely corrective actions, thereby improving both safety and operational efficiency.
India Launches Inter-Ministerial Study to Detect Zoonotic Diseases Using One Health Approach
In April 2025, New Delhi(Delhi) based Indian Council of Medical Research (ICMR) initiated a first-of-its-kind inter-ministerial scientific study titled “Building a surveillance model for detecting zoonotic spillover in increased bird-human interaction settings using the One Health approach”.
- The project, launched under the National One Health Mission (NOHM), aims to identify zoonotic disease risks at the intersection of human, bird, and environmental health.
- It seeks to establish India’s first Early Warning System(EWS) for zoonotic spillovers, enhancing preparedness against future outbreaks.
i.The study will focus on selected bird sanctuaries and wetlands in Sikkim, Maharashtra, and Tamil Nadu(TN), targeting migratory birds, sanctuary workers, and nearby residents.
- In TN, the study will be conducted at the Point Calimere bird sanctuary in Nagapattinam and Vaduvur bird sanctuary in Tiruvarur from May 2025.
ii.It employs Next Generation Sequencing (NGS) and periodic sampling of birds, humans, and environmental specimens to detect pathogens like avian influenza.
iii.The project involves collaboration between the Ministry of Environment, Forest and Climate Change (MoEFCC), Ministry of Health and Family Welfare(MoHFW), and Ministry of Agriculture(MoA).
Note: The initiative aligns with the 2025 International Year of One Health, declared by global organizations to address interconnected health challenges.

HDFC Bank, IDFC First Bank and SSIL Designated as Corporate Agents in GIFT CityIn April 2025, two Indian banks namely, Mumbai (Maharashtra)-based HDFC Bank Limited and IFSC unit of IDFC First Bank and Stock Holding Securities IFSC Limited (SSIL), a broking arm of StockHolding Corporation of India Limited (Stock Holding) are among the 1st entities that have been designated as corporate agents in Gujarat International Finance Tec-City- International Financial Services Centre (GIFT-IFSC) based in Gandhinagar (Gujarat).
- Corporate Agents act as insurance intermediaries that represent an insurance company and sell their insurance products to a wider audience.
Key Points:
i.With this recognition, all these entities have now been allowed to sell insurance products along with their own products to Non-Resident Indians (NRIs) and Persons of Indian Origin (PIO) living across the world.
ii.The key advantage for an NRI to purchase an insurance product from GIFT City is that the succession will happen under the Indian Succession Act, 1925.
Point to Note:
i.In March 2025, International Financial Services Centres Authority (IFSCA) had set up a standing committee on insurance to consolidate GIFT-IFSC’s position as a global insurance hub.
ii.The committee chaired by MR Kumar, former chairperson of Mumbai (Maharashtra)-based Life Insurance Corporation of India (LIC) .

NABARD Extends Rs 5,830 Crore Assistance to Jharkhand in FY25 to Boost Rural InfrastructureIn April 2025, Mumbai (Maharashtra)-based National Bank for Agriculture and Rural Development (NABARD) announced that it has extended Rs 5,830 crore as financial assistance to Jharkhand in Financial Year 2024-25 (FY25) which concluded on April 01, 2025, to boost rural infrastructure across the state.
- This financial assistance has significantly augmented rural infrastructure development, livelihood promotion, institutional strengthening, and financial inclusion in the state.
i.The financial support included funds for irrigation projects, rural development, financial inclusion and tribal community empowerment, have benefitted over 2 lakh farmers and 50, 000 rural families.
ii.The major portion of this financial support was availed by Ranchi (Jharkhand)-based Jharkhand Rajya Gramin Bank and Ranchi (Jharkhand)-based Jharkhand State Cooperative Bank Limited , amounting to Rs 2,143 crore.
iii.NABARD extended Rs 1,988 crore to Jharkhand under the Rural Infrastructure Development Fund (RIDF), for development of critical infrastructure projects.

RBI Imposes Penalties on Karnataka Gramin Bank & SCDCC Bank
In March 2025, Mumbai(Maharashtra) based Reserve Bank of India (RBI) imposed monetary penalties on two Karnataka-based banks : Karnataka Gramin Bank and the South Canara District Central Co-operative Bank Limited(SCDCC) for non-compliance with specific regulatory provisions.
- The statutory inspection of the bank was conducted by National Bank for Agriculture and Rural Development (NABARD), with reference to its financial position as on March 31, 2023.
i.RBI levied a monetary penalty of Rs 1 lakh on Karnataka Gramin Bank for violating directions on Income Recognition, Asset Classification, and Provisioning (IRACP) norms (1996). The bank failed to classify certain loan accounts as Non-Performing Assets (NPAs).
ii.The RBI imposed a penalty of Rs 5 lakh on SCDCC Bank for Sanctioning loans to directors, contravening provisions of Section 20 read with Section 56 of the Banking Regulation Act, 1949.
iii.Penalty imposed under Section 47A(1)(c) of the Banking Regulation Act, 1949 (BR Act).

On 4 April 2025, the Adani Group, India’s largest and fastest-growing integrated infrastructure conglomerate based in Ahmedabad (Gujarat), secured 4 gold awards across different categories at the International Advertising Association (IAA) Olive Crown Awards 2025 held in Mumbai, Maharashtra.

In April 2025, Shaleen Toshniwal took over as the 20th Chairman of Mumbai(Maharashtra) based Manmade and Technical Textiles Export Promotion Council (MATEXIL), an organization dedicated to promoting the export of fibres, yarns, fabrics, made-ups, and technical textiles.
- Shaleen Toshniwal succeeds Bhadresh Dodhia, who previously held the position since 2023.
- Prior to this role, he served as Vice Chairman of MATEXIL.
i.He has been serving as the Joint Managing Director(MD) of Banswara Syntex Limited, a well-established player in the textiles sector.

DRDO & IA Conduct Four MRSAM Flight Tests off Odisha CoastIn April 2025, New Delhi (Delhi)-based Defence Research and Development Organisation (DRDO) and the Indian Army (IA) successfully conducted four flight tests over two days of the Army version of the Medium-Range Surface-to-Air Missile (MRSAM) from Dr. APJ Abdul Kalam Island, located off the coast of Odisha.
- These trials were carried out by the army units from the Eastern and Southern Commands under DRDO’s guidance.
About Medium-Range Surface-to-Air Missile (MRSAM):
i.The MRSAM system has been developed jointly by the DRDO and Israel Aerospace Industries (IAI) headquartered in Lod, Israel. It includes a multi-function radar, command post, mobile launcher, and other support vehicles.
- This system is designed to protect against high-speed airborne threats and will boost the IA’s air defence strength.
ii.This missile measures approximately 4.5 meters(m) in length and weighs around 275 kilograms(kg). It is capable of carrying a payload of 60kg.
iii.The MRSAM boasts a strike range of up to 100 kilometers(km) and achieves supersonic speeds, making it effective against various aerial threats, including aircraft, helicopters, and incoming missiles.
iv.Traveling at speeds of up to Mach 2, the missile exhibits exceptional maneuverability during its terminal phase, enabling it to effectively engage agile targets.
Key Points:
i.The trials aimed to check the system’s ability to handle various aerial threats. The missiles were tested in different conditions: long-range, short-range, high-altitude, and low-altitude.
- In all cases, the missiles hit their targets directly, proving their accuracy and reliability.
ii.The weapon system was tested under operational conditions, with performance data recorded using radars and electro-optical tracking systems deployed by the Integrated Test Range (ITR), Chandipur, Odisha.

International Day of Conscience 2025 – April 5The United Nations (UN)’s International Day of Conscience (IDC) is annually observed across the globe on 5 April to promote a culture of peace guided by love, ethical reflection, and collective responsibility.
- This day encourages individuals and communities to reflect on their moral compass and promote actions that contribute to global harmony and understanding.
- 5 April 2025 marks the observance of the 6th IDC.
Background:
i.Proclamation: On July 25, 2019, the United Nations General Assembly (UNGA) adopted resolution A/RES/73/329, titled “Promoting the Culture of Peace with Love and Conscience,” proclaiming April 5 as the International Day of Conscience. This initiative was introduced by the Kingdom of Bahrain.
ii.First Observance: The inaugural IDC was celebrated on April 5, 2020.
Concept Origins:
The idea of a “culture of peace” originated at the 1989 UNESCO International Congress on Peace in the Minds of Men in Côte d’Ivoire, which laid the groundwork for global peace-building strategies

i.Annual Celebrations: The United Nations Educational, Scientific and Cultural Organization(UNESCO) hosts IDC events at its Paris (France)-based headquarters every 5 April, in line with the UN resolution. Bahrain, as the resolution’s sponsor, provides logistical and financial support.

Haryana Declares Two Harappan Sites in Bhiwani District as Protected MonumentsIn March 2025, the Haryana Heritage and Tourism Department, the Government of Haryana has declared that two Harappan sites, which are over 4,400 years old and part of the Sindhu-Saraswati civilisation, located in Tighrana and Mitathal villages in Bhiwani district of Haryana as protected monuments and archaeological sites.
- This announcement has been made under the Haryana Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1964.
i.Mitathal first gained attention in 1913 when a hoard of coins belonging to Samudra Gupta, a renowned emperor of the Gupta dynasty, was discovered.
i.At Tighrana, archaeological remains from the post-Harappan period offer valuable insight into the continuous evolution of human settlement.
- The region is believed to have been first inhabited by Chalcolithic agricultural communities, known as Sothians, around 2400 BCE.

Synchronized Vulture Survey 2025: Reveals Growth in TN’s Vulture PopulationOn 4 April 2025, Dr. K. Ponmudy, Minister for Forests, Government of Tamil Nadu (TN), released the ‘Synchronised Vulture Survey-2025’ in TN, a census report revealing a steady rise in vulture numbers, with an estimated population of 390 vultures over the landscapes of TN, Kerala, and Karnataka in 2024-2025, up from 320 in 2023-24.
- This is the 3rd landscape level synchronized population estimation and was conducted from February 27 to 28, 2025.
About Synchronised Vulture Survey-2025:
i.The 2025 Survey was organised in the states of TN, Kerala, and Karnataka and was coordinated by the Forest Department of TN with the Forest Departments of Kerala and Karnataka.
ii.TN alone recorded 157 vultures, Kerala accounts for a total of 125 vulture populations, and Karnataka hosts a total of 108.
iii.The survey employed the vantage point count method, utilizing 106 observation points across the three states, with 33 located in TN.

Meghalaya CM Conrad Kongkal Sangma Launches DRMS for Real-time Reporting of Disasters
On 4 April 2025, Conrad Kongkal Sangma, the Chief Minister (CM) of Meghalaya, officially launched the Disaster and Relief Monitoring System (DRMS), a digital platform aimed at streamlining disaster reporting, relief processing, and fund disbursement in Meghalaya.
- The platform aims to build a transparent, efficient, and paperless disaster response mechanism in Meghalaya, ensuring timely relief to the people and reaching affected communities without delays or bureaucratic hurdles.
- Developed by the Revenue and Disaster Management Department with the National Informatics Centre (NIC), Meghalaya, DRMS is now the mandatory platform for managing relief applications under the State Disaster Response Fund (SDRF) and the National Disaster Response Fund (NDRF).
Note: The DRMS (active from 1 April 2025) covers all natural disasters, such as floods, landslides, cyclones, and earthquakes.

i.The DRMS platform introduces a range of technological advancements to improve the disaster response mechanism in Meghalaya.
ii.DRMS enables a swift and accountable disaster relief system, allowing real-time logging of disaster incidents across districts and blocks.
iii.It facilitates quicker response and coordination between Block Development Officers (BDOs) and district administrations.
iv.DRMS ensures faster approvals and promises transparent fund disbursement by integrating with the Public Financial Management System (PFMS) for direct and secure transfer of relief funds to beneficiaries.
