On April 03, 2025, Union Minister C.R. Patil, Ministry of Jal Shakti (MoJS) launched three key digital initiatives : Web based ‘Reservoir Storage Monitoring System(RSMS)’ portal, a Water Resource Census Application(app) and portal at Shram Shakti Bhavan in New Delhi, Delhi.
- These initiatives are launched to improve water resource management, accessibility and transparency.
About Existing System:
i.The Central Water Commission(CWC) monitors Live Storage Capacity of 161 important reservoirs of India and issues a weekly bulletin every Thursday.
- The total live storage capacity of these reservoirs is 182.375 Billion Cubic Metres (BCM), which is about 70.74% of the total live storage capacity.
ii.This Bulletin is sent to Prime Minister Office (PMO), National Institution for Transforming India(NITI) Aayog, Ministry of Jal Shakti (MoJS), Ministry of Power (MoP), Ministry of Agriculture & Farmers Welfare (MoA&FW), India Meteorological Department (IMD), Disaster Management Authorities and all concerned states as well as uploaded on CWC web site.
About ‘Reservoir Storage Monitoring System(RSMS)’ portal:
i.The RSMS Portal has been developed to automate the creation of essential reports, including graphs, charts, tables, and advisories, which were previously generated manually.
ii.This website has been developed using the Digital Brand Identity Manual (DBIM) framework, making it one of the first government platforms to fully comply with the latest Guidelines for Indian Government Websites (GIGW) 3.0.
iii.This system enables key stakeholders, such as government agencies and the public, to access real-time data on reservoir storage across the country.
iv.It provides a convenient way to monitor the status of 161 major reservoirs.
v.Users will have the ability to search for individual reservoirs or view water storage data at the state or national level.
About Water Resource Portal & App :
i.The Water Resource Census application and portal launched to support key census schemes, including the 7thMinor Irrigation Census, 2ndCensus of Water Bodies, 1stCensus of Springs and 1st Census of Major and Medium Irrigation Projects.
ii.The mobile app allows field workers to directly collect data on water bodies, irrigation schemes, springs, and major or medium irrigation projects in the field.
iii.The portal facilitates the management, validation, and processing of collected data, ensuring a smooth workflow for data review and quality control.
iv.The platform incorporates a mechanism to cross-check and validate data from the SAC (Space Applications Centre) database, especially for the 2nd Census of Water Bodies.
v.Local Government Directory (LGD) codes will be used extensively to prepare the framework for census data collection.
About Water Resource Census :
i.For the first time, a fully digital, paperless system will be employed to collect data through mobile app. Geotagging and satellite-based validation will ensure the accuracy of the data. The reference period for the census will be 2023-24 (July 2023- June 2024) under Irrigation Census Scheme.
ii.The main objective of the Water Resource Census is to build a comprehensive and reliable database in the irrigation sector for effective planning, policymaking and water budgeting.
