Overview of PM Narendra Modi’s 5-Nation Visit to Ghana, Trinidad & Tobago, Argentina, Brazil & Namibia – Part-II

After concluding his visit to Argentina, Prime Narendra Modi was on a 4-day official visit to Brazil from July 05 to 08, 2025 as 4th leg of his 5-nation tour, at the invitation of Luiz Inácio Lula da Silva, President of Brazil.

  • He was accorded a ceremonial welcome upon his arrival at the Galeao International Airport in Rio de Janeiro, Brazil, to attend the 17th BRICS Leaders’ Summit which was held from July 06 to 07, 2025.
  • After attending the BRICS Summit 2025, PM Modi arrived at Brasilia, the capital city of Brazil for the official state visit. This marked the 1st bilateral visit to Brazil by an Indian PM in 57 years.

Key Highlights of PM Narendra Modi’s visit to Brazil:

PM Narendra Modi received a grand ceremonial welcome in Brasília, featuring a 114-horse guard of honour and a vibrant performance by the Batala Mundo Samba–Reggae band.

Bilateral Meeting:

PM Narendra Modi held a bilateral meeting with Brazilian President Luiz Inácio Lula da Silva at Alvorada Palace in Brasilia, Brazil. Leaders of both countries discussed a wide range of areas of cooperation such as trade and investment, defence and security, health and pharmaceuticals, space, Renewable Energy (RE), energy security, infrastructure development, digital public infrastructure (DPI) and Unified Payments Interface (UPI), among others.

  • They also explored new areas of bilateral cooperation including, critical minerals, new and emerging technologies, Artificial Intelligence (AI) and supercomputers, digital collaboration and mobility.

Key Points:

i.Leaders of both countries set a target to increase bilateral trade from existing USD 1.2 billion to USD 20 billion over the next 5 years.

ii.They appreciated the adoption of the United Nations Convention on Cybercrime and pledged to support its signing ceremony which is scheduled to be held in Hanoi, Vietnam in 2025.

iii.During the meeting, PM Narendra Modi sought the support of Brazil in expanding the India-MERCOSUR Preferential Trade Agreement (PTA), considering the fact that Brazil is the pro-term president of MERCOSUR bloc for the rest of the year.

iv.He extended India’s support to the Brazilian presidency of the 30th Conference of the Parties to United Nations Framework Convention on Climate Change (UNFCCC) (COP30) to be held in Belem (Brazil) in November 2025.

Key Outcomes:

1.India & Brazil Signed 6 MoUs:

India and Brazil inked six Memorandums of Understanding (MoUs) aimed at bolstering cooperation in vital sectors like energy, agriculture, Renewable Energy(RE), digital infrastructure, security, and Intellectual Property(IP).

About MoUs:

i.India and Brazil signed an agreement on cooperation in combating international terrorism and transnational organized crime.

ii.Agreement was signed on the Exchange and Mutual Protection of Classified Information.

iii.Both countries signed a MoU on Cooperation in the field of RE.

iv.The Indian Council of Agricultural Research (ICAR), Government of India (GoI) signed a MoU on agricultural research with the Brazilian Agricultural Research Cooperation (EMBRAPA).

v.Also, a MoU was signed on cooperation for the sharing of successful large-scale digital solutions for digital transformation.

vi.The Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce & Industry (MoC&I) of Government of India (GoI) has signed a MoU on cooperation in the field of IP, with the Secretariat of Competitiveness and Regulatory Policy, Ministry of Development, Industry, Trade and Services (MDIC), Brazil.

  • Under this MoU, both institutions will be encouraged to promote innovation, creativity, technological advancement, exchange of best practices and fostering IP awareness for mutual benefit.

2.Other Key Announcements/Outcomes:

 i.Both countries agreed to develop a strategic roadmap to further bolster bilateral ties over the next 10 years around 5 priority pillars: defense and security; food and nutritional security; energy transition and climate change.

ii.The establishment of a Ministerial level mechanism, aimed at monitoring trade, commerce and investment-related matters.

iii.The establishment of a Bilateral Cybersecurity Dialogue as a platform to strengthen cooperation through exchange of information, experiences and national perspectives on cybersecurity issues.

iv.Brazil extended its support to India’s candidature for the non-permanent United Nations Security Council (UNSC) seat for the term 2028-29.

3.PM Narendra Modi Conferred with Brazil’s Highest State of Honour:

During his visit to Brazil, PM Narendra Modi was conferred with The Grand Collar of the National Order of the Southern Cross’ the highest civilian honour of Brazil by Luiz Inacio Lula da Silva, President of Brazil during a meeting held at Alvorada Palace in Brasilia, Brazil.

  • He received this award in recognition of his exceptional contributions to strengthening bilateral relations and enhancing India-Brazil cooperation across key international platforms.

Key Highlights of PM Narendra Modi’s visit to Namibia:

Following his two-day visit to Brazil, PM Narendra Modi reached Namibia for a one-day official visit, the concluding leg of his five-nation tour, at the invitation of Namibian President Netumbo Nandi-Ndaitwah.

  • This visit marked his 1st ever visit to Namibia and the 3rd Prime Ministerial visit from India to the southern African nation.

Key Points:

i.PM Narendra Modi was received by Namibia’s Minister of International Relations and Trade Selma Ashipala-Musavyi, at the Hosea Kutako International Airport in Windhoek, Namibia, where he was accorded a ceremonial guard of honor, along with a 21-gun salute

ii.He addressed the Parliament of Namibia at the invitation of the Speaker of the National Assembly, Saara Kuugongelwa.

iii.He alos paid homage to Dr. Samuel Shafiishuna Daniel Nujoma who was fondly known as Dr. Sam Nujoma, Founding Father and 1st President of Namibia, at the Heroes Acre memorial in Windhoek, Namibia.

Bilateral Meeting:

During his visit to Namibia, PM Narendra Modi held a bilateral meeting with Namibian President Dr. Netumbo Nandi-Ndaitwah at the State House in Windhoek, Namibia.

  • During the meeting, the leaders of both countries held discussions on further strengthening bilateral ties, including in the areas of defence, maritime security, digital technology & Unified Payments Interface (UPI), agriculture, health and pharma, energy and critical minerals.

Key Points:

i.PM Narendra Modi also offered India’s support for Quick Impact Development(QID) projects in the areas of agriculture, Information Technology (IT), cyber security, healthcare, education, women empowerment and child welfare.

ii.He appreciated the support of the Namibian President in the Cheetah conservation project in India. He also invited Namibia to join the International Big Cat Alliance (IBCA).

iii.He showcased India’s National Critical Minerals Mission and extended an invitation to Namibia to collaborate in the initiative.

Key Outcomes of the visit:

1.India and Namibia Signed 4 MoUs:

India signed 4 Memorandums of Understanding (MoUs) with Namibia to strengthen bilateral cooperation in various areas including energy and healthcare.

  • These MoUs were signed by Union Minister Dr. S. Jaishankar, Ministry of External Affairs (MEA), India in the presence of PM Narendra Modi and Namibian President, Nandi-Ndaitwah, following a high-delegation level meeting held between two leaders.

Key MoUs/Agreements:

i.India has signed a MoU with Namibia on setting up of Entrepreneurship Development Centre in Namibia.

ii.Both Countries signed a MoU on cooperation in the field of health and medicine.

iii.India and Namibia also signed agreements focused on cooperation in the fields of biofuels and disaster-resilient infrastructure.

iv.India’s NPCI International Payments Limited (NIPL), the global arm of the National Payments Corporation of India (NPCI), has entered into the licensing agreement with Namibia’s Central Bank, Bank of Namibia (BoN) for the deployment of UPI in Namibia.

  • With this, Namibia has become the world’s 1st country to sign licensing agreement to adopt UPI technology.

iv.Namibia submitted Letter of Acceptance(LoA) for joining Coalition for Disaster Resilient  Infrastructure (CDRI) as well for Global Biofuels Alliance (GBA).

2.PM Modi Conferred with Namibia’s Highest State of Honour:

PM Narendra Modi was conferred with the ‘Order of the Most Ancient Welwitschia Mirabilis’, the highest civilian honour of Namibia, by Namibian President Nandi-Ndaitwah during a special ceremony held in Windhoek.

  • PM Modi becomes the 1st Indian PM to receive this honour
  • The award was established in 1995 and named after the Welwitschia Mirabilis, a unique and ancient desert native to Namibia, symbolizes resilience, longevity and the enduring spirit of the people of Namibia.

PM Narendra Modi Concludes 5-Nation Diplomatic Tour:

PM Narendra Modi concluded his successful 5-nation visit tour to Ghana, Trinidad & Tobago(T&T), Argentina, Brazil and Namibia, which he undertook from July 02 to July 09 2025.
