Haryana CM Nayab Saini Presents ₹2.05 Lakh Crore Budget for 2025-26On 17 March 2025, Nayab Singh Saini, the Chief Minister (CM) of Haryana, who also holds the finance portfolio, presented his maiden Budget of Rs. 2,05,017.29 crore for the Financial Year 2025-26 (FY26). This tax-free budget reflects a 13.7% increase over the Revised Estimates (RE) of Rs. 1,80,313.57 crore for 2024-25.

  • Over the past decade, Haryana’s Gross Domestic Product (GDP) has grown at an average rate of 10.8%, and per capita income has increased at an average rate of 9.1%.

Note: In 2014-2015, Haryana’s GDP was Rs 4,37,145 crore, whereas the estimated GDP of Haryana for 2024-25 is Rs 12,13,951 crore. Similarly, in 2014-15, Haryana’s per capita income was Rs 1,47,382, while the estimated per capita income for 2024-25 is Rs 3,53,182.

Fiscal Parameters:

i.From 2014-15 to 2024-25, the Annual Compound Growth in the Gross State Domestic Product (GSDP) is 6.2%

ii.Fiscal Deficit (FD) has been projected at 2.68% in RE 2024-25 against the permissible limit of 3.0%.  In the Budget Estimates (BE) 2025-26, it has been estimated at 2.67%. In 2014-15, the FD in Haryana’s budget was 2.88% of the then GSDP.

iii.Primary Deficit (PD) (fiscal deficit minus interest payments) is projected at 0.72% of the GSDP in BE 2025-26.

iv.In BE 2025-26, the Revenue Deficit (RD) has been projected at 1.53%, against the 2024-25 RE of 1.47% of the GSDP.

v.The Effective Revenue Deficit (ERD) (excludes grants given for the creation of capital assets from RD) is estimated at 1.02% of GSDP in BE 2025-26.

vi.The total budget of Rs 2,05,017.29 crore consists of Revenue Expenditure (RevEx) of Rs 1,48,416.59 crore (72.39%) and Capital Expenditure (CapEx) of Rs 56,600.70 crore (27.61%).

vii.The Haryana Government’s Revenue Receipts are expected to increase by 13.49% in BE 2025-26 to Rs 1,27,816.84 crore from Rs 1,12,624.40 crore in RE 2024-25.

  • The tax revenue of the Haryana Government is estimated to increase by 12.45 % in Budget 2025-26 over the Revised Budget 2024-25.

Key Initiatives:

i.The budget includes the creation of a new authority called “SANKALP” (Substance Abuse & Narcotics Knowledge, Awareness & Liberation Program Authority) to eliminate both the demand and supply of drugs in Haryana with an initial allocation of Rs 10 crore.

ii.The creation of a new department the ‘Department of the Future,’ aimed at making Haryana ‘future capable.’

iii.Haryana Artificial Mission (AI) Mission will be established to train over 50,000 youth and professionals from Haryana in cutting-edge technologies.

  • The World Bank (WB) has given an initial assurance of Rs 474 crore in support of this initiative. 1 hub each will be established in Gurugram and Panchkula.

iv.The Haryana government will encourage private investors to contribute Rs 2,000 crore to Fund of Funds (FoF) to establish Haryana as a major hub of innovation and entrepreneurship for Haryana’s startups.

v.An initial allocation of Rs 5 crore for Mission Haryana-2047, elevating the GSDP of Haryana to USD 1 trillion and generating 50 lakh new jobs in the state.

Agriculture & Allied Sectors:

i.A target has been set to expand natural farming to 1 lakh acres in 2025-26 from 25,000 acres (2024-25). The minimum land requirement for natural farming subsidy has been reduced from 2 acres to 1 acre.

ii.Subsidy for purchasing indigenous cows increased from Rs 25,000 to Rs 30,000.

iii.Under the “Mera Pani Meri Virasat Yojana,” the subsidy for farmers giving up paddy cultivation increased from Rs 7,000 to Rs 8,000 per acre.

iv.For the first time in the history of Haryana, under the “Mukhyamantri Doodh Utpadak Protsahan Yojana”, an incentive of Rs 70 crore will be given to the cooperative milk producers along with the milk payment.

  • At present, the Haryana Dairy Development Cooperative Federation Limited (HDDCF) procures an average of 4.75 lakh liters of milk per day. In 2025-26, a target has been set to increase it by 15% to an average of 5.45 lakh liters per day.

Education:

i.A new Model Sanskriti School will be established every 10 kilometers (km), ensuring better access to quality education.

  • Additionally, 1 Government Model Sanskriti School in each district will be designated as a Centre of Excellence (CoE) in Sports and another as a CoE in Skills.

ii.“Haryana Math Olympiad” will be organized annually for students of classes X to XII.

  • An honorarium of Rs. 1,00,000, Rs. 51,000, and Rs. 25,000 will be awarded to the students securing the 1st, 2nd, and 3rd positions, respectively.

iii.Kalpana Chawla Scholarship Scheme‘ will be launched to award scholarships of up to Rs 1 lakh per annum to female students pursuing Under-Graduate (UG) and Post-Graduate (PG) degrees in science and engineering.

iv.Under the new scheme “Mukhyamantri Yuva Kaushal Samman Yojana“, 2,000 final-year graduate, and PG students will be provided internship opportunities in reputed industries and companies and an honorarium of Rs 10,000 per month.

v.Under the Mukhyamantri Kaushal Padak Samman Vijeta:

  • Medal winners from Haryana at the World Skills Olympics will be awarded a cash prize of up to Rs 10 lakh
  • Participants who perform well at the national level will be assisted with up to Rs 5 lakh.

Health:

The Healthcare budget has been increased by 8.17% to Rs 10,159.54 crore for 2025-26 from Rs. 9,391.87 crore, as compared to the RE of 2024-25. Key Initiatives include:

i.9 ultra-modern maternal and child health centers are to be established in district hospitals across Panchkula, Panipat, Faridabad, and other regions.

Social & Women Welfare:

i.A “Divyangjan Kosh” will be established with a budget provision of Rs 50 crore.

  • From 1 April 2025, financial assistance will be provided for all 21 types of disabilities recognized under the ‘Rights of Persons with Disabilities Act, 2016 (RPwD Act).’

ii.Under the Pradhan Mantri Scheduled Caste Abhyudaya Yojana, the subsidy benefit given to beneficiaries of the Scheduled Castes (SC) with an annual income of up to Rs 3 lakh (under the bank tie-up scheme) will be increased to 50% from 10%.

iii.Lado Laxmi Yojana”, a scheme to provide women in Haryana with the financial assistance of Rs 2,100 per month is being finalized, with Rs 5,000 crore allocated for this scheme.
