On 24th September 2024, The Comptroller and Auditor General (CAG) of India, the Supreme Audit Insitution (SAI) of India, assumed the chairmanship of the Asian Organization of Supreme Audit Institutions (ASOSAI) for 2024-2027 term.
- Girish Chandra Murmu has been serving as the 14th CAG of India since August 2020.
- The 16th Assembly of ASOSAI hosted by CAG of India was held in New Delhi, Delhi from 21st to 27th September 2024.
Note: General Chanathap Indamra, President of the State Audit Commission of the Kingdom of Thailand served as the Chairman of ASOSAI from 2021 to 2024.
Background:
i.The 56th meeting of the Governing Board of ASOSAI held on 6th September 2024 in Hanoi, Vietnam elected Girish Chandra Murmu, CAG of India, as the host of 16th assembly of ASOSAI (2024) and Chairman of ASOSAI from 2024-2027.
ii.The meeting was held under the chairmanship of Tran Sy Thanh, Vietnamese Auditor General and Chair of ASOSAI for 2018 – 2021.
iii.The 15th Assembly of ASOSAI approved the election on 7 September 2021.
60th ASOSAI Governing Board Meeting:
i.On 23rd September 2024, the 60th ASOSAI Governing Board Meeting was held in New Delhi.
- Saudi Arabia, represented by the General Court of Audit (GCA), has been elected as the chair of ASOSAI for 2027-2030 term. Saudi Arabia was also elected as the host the 17th ASOSAI General Assembly.
ii.Several strategic and financial reports were approved during the meeting. This includes the mid-term report on ASOSAI’s Strategic Plan 2022-2027; report on the results of the Bangkok Declaration 2021, and introduced new collaborations, research projects, and regulatory reforms.
16th assembly of ASOSAI:
Droupadi Murmu, President of India, inaugurated the 16th Assembly of ASOSAI on 24th September 2024.
The assembly witnessed the participation of approximately 200 delegates from 42 countries, including heads of 22 Supreme Audit Institutions (SAIs).
Highlights:
i.The Assembly comprised of a series of working-level meetings. These included the 5th ASOSAI Grant Committee meeting, discussions on strategic plans, and capacity development activities.
ii.The meeting also witnessed the discussion on the mid-term review of ASOSAI’s Strategic Plan (2022-2027) and the proposal to create three new working groups: Working Group on State Owned Enterprise (SAI Malaysia); Working Group on IT Audit and Data Analytics (SAI India); and Working Group on Regional and Municipal Audit (SAI Russia)
iii.The Meetings of the ASOSAI Capacity Development Committee and Task Force of the ASOSAI Regulation was also held during the assembly.
iv.On the side-lines of the 16th ASOSAI Assembly, CAG of India held a bilateral meeting with H.E. Datuk Wan Suraya Wan Mohd Radzi, Auditor General of Malaysia, to explore potential collaboration in public sector auditing.
v.CAG of India also met with Einer Gorrissen, Director General of the International Organization of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI) and discussed on cooperation in the field of Sustainable Development Goals (SDGs) and emerging technologies such as data analytics and Artificial Intelligence (AI) to audit government technological transformations.
