Union Cabinet Approvals on 25th November 2024On 25th November 2024, The Union Cabinet chaired by Narendra Modi, Prime Minister (PM) of India has approved,
i.The continuation of the Atal Innovation Mission (AIM) as “AIM 2.0” with enhanced scope of work with an allocated budget of Rs 2,750 crore for a period till 31st March 2028.
ii.One Nation One Subscription (ONOS), a new Central Sector Scheme (CSS) with a budget of about Rs 6,000 crore for a period of 3 years (from 2025 to 2027).
iii.The launch of the National Mission on Natural Farming (NMNF), a standalone Centrally-Sponsored Scheme under the Ministry of Agriculture & Farmers’ Welfare (MoA&FW) with a total budget of Rs 2,481 crore.
iv.A proposal to waive off the Bank Guarantee (BG) requirement for securitisation of deferred spectrum instalments for auctions conducted from 2012 onwards.
The Cabinet Committee on Economic Affairs (CCEA) chaired by PM Modi approved,
i.Permanent Account Number 2.0(PAN 2.0) Project of the Income Tax (IT) Department with a financial outlay of Rs 1,435 crore.
ii.Three multi-tracking projects across Indian Railways with a budget of nearly Rs 7,927 crore.
iii.Investment proposal for the construction of 186 MegaWatt (MW) Tato-I Hydro Electric Project (HEP) in Shi Yomi district of Arunachal Pradesh (AR) with a budget outlay of Rs 1,750 crore. The project is expected to be completed within 50 months.
iv.The investment proposal for the construction of 240 MW Heo HEP in Shi Yomi district with a budget of Rs 1,939 crore. This project is expected to be completed within 50 months.

Union Minister Dharmendra Pradhan & Dr. Mansukh Mandaviya launched World Bank’s ‘Jobs at Your Doorstep’ ReportUnion Minister Dharmendra Pradhan, Ministry of Education(MoE) and Union Minister Dr. Mansukh Mandaviya, Ministry of Labour and Employment (MoL&E) launched the World Bank’s report titled “Jobs at Your Doorstep: A Jobs Diagnostics for Young People in Six States” during an event held in New Delhi, Delhi.
- The 6 states covered in this report are Himachal Pradesh(HP), Kerala, Madhya Pradesh(MP), Maharashtra, Odisha, and Rajasthan, which are collectively known as the Strengthening Teaching-Learning and Results for States (STARS) states.
About Jobs at Your Doorstep:
i.This report is a skills gap analysis which tries to align trades offered in schools industry-specific needs of the districts where the schools are present.
ii.The study was initiated to reimagine the skill education offering through in-depth primary and secondary research in six STARS states.
Highlights:
i.This in-depth diagnostics on skilling and jobs will enable stakeholders to create new architectures and make progressive policies for empowering our population.
ii.The report highlights the benefits of embedding skill-based education from grades 9-12 to prepare students for a diverse career path.
Efforts of Indian Government:
i.Union Minister Dharmendra Pradhan noted that skilling should begin at schools and National Education Policy (NEP) 2020 has envisioned mainstreaming skilling in schools.
- NEP 2020 recommends instilling diligence and consistent practice in students.
- NEP 2020 and the National Curriculum Framework (NCF) 2023 highlighted the importance of skilling in schools. NEP aims to achieve 50% of students accessing skill education by 2025 and all secondary schools offering skill education by 2030.
ii.During the 2024 budget, The government has proposed to develop a curriculum to harness the potential of region-specific skills and employment, following a hub-and-spoke model.
About STARS:
i.The WB assisted the MoE with its program called STARS covering 6 states (STARS States).
ii.The program, which became effective on 23rd February 2021, aims to improve the quality and governance of school education in selected states of India.
iii.The program is implemented as a centrally sponsored scheme supported by the WB through a loan of USD 500 million along with contributions of State share as per the fund sharing pattern of the scheme.
MoH&FW signed a Tripartite MoU with IMS BHU & MoE to Boost Healthcare and EducationThe Ministry of Health and Family Welfare (MoH&FW) signed a tripartite Memorandum of Understanding (MoU) with the Banaras Hindu University (BHU), and Ministry of Education (MoE) to provide enhanced funding and technical support to Institute of Medical Sciences (IMS), institutes of BHU in Varanasi, Uttar Pradesh (UP).
- Union Minister J P Nadda, MoH&FW and Union Minister, Dharmendra Pradhan, MoE were present during the signing.
- The MoU focuses on enhancing funding and technical support for IMS (BHU), to advance healthcare, education, and research in India.
Key Highlights:
i.The MoU provides for grant-in-aid to IMS (BHU) by MoHFW, similar to the funding provided to new All India Institutes of Medical Sciences (AIIMS) under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
- This funding will improve secondary and tertiary healthcare services in the region, reduce patient referrals by strengthening clinical care delivery, enhance patient satisfaction and significantly lower out-of-pocket expenses for medical care.
ii.The MoU fosters partnerships between IMS, BHU, and AIIMS, Delhi, promoting:
- Student, faculty, and research professional exchanges.
- Knowledge sharing in advanced areas like robotic surgery, hospital administration, and healthcare upgradation.
- Collaborative research with leading national and international institutions.
iii.This collaboration is a step toward transforming IMS, BHU into a global center of excellence. By addressing the medical needs of eastern Uttar Pradesh and neighboring states.
- It aims to enhance teaching standards to improve healthcare efficiency and provide state-of-the-art infrastructure for advanced medical services.
Background:
Previously an MoU was signed between AIIMS, New Delhi (Delhi) and IMS, BHU, in 2018 to lay the groundwork for exposure to advanced practices in healthcare and research.
- This updated agreement now includes enhanced funding to further develop healthcare and research infrastructure, bringing holistic progress to the region.

NSG’s Joint Counter-Terrorism, counter-IED exercise concluded in GurugramThe National Security Guard (NSG) concluded the 10th national joint counter-terrorist exercise ‘Exercise Agnipariksha‘ and the 8th national joint counter-IED exercise ‘Exercise Visfot Kawach‘ at NSG Garrison in Gurugram, Haryana.
- The exercise were held from 3rd to 16th November 2024.
- The exercise were aimed to enhance coordination and synergy between the NSG and state forces in tackling terrorism and bomb disposal scenarios.
Key Points:
i.The exercise saw the involvement of 31 teams from Andhra Pradesh (AP), Bihar, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Jammu & Kashmir, Puducherry, and Chandigarh.
- Additionally, 10 teams from five Central Armed Police Forces (CAPFs) participated, totaling 667 elite commandos.
ii.NSG commandos practiced handling hostage situations in buses, metros, trains, and aircraft.
iii.Commandos trained in search methods and bomb disposal.
Skills were honed for counter-terrorism units, bomb disposal teams, and K9 (dog squad) units.
iv.The exercise aimed to promote collaboration and knowledge sharing among security agencies, aligned with the Ministry of Home Affairs’ “Duty to Share” directive.

India Ranked 23rd Globally in the Sustainable Trade Index 2024According to the Sustainable Trade Index (STI) 2024, India which is the 5th largest economy in the world, ranked at 23rd position globally with overall score of 24 out of 100. India has improved its ranking by 1 place from 24th spot in 2023.
- As per the STI 2024, New Zealand has again emerged as the “most sustainable trade economy” for the 3rd consecutive year with overall score of 100.
- United Kingdom (UK), ranks 2nd ,followed by Australia in 3rd position respectively.
- India’s STI 2024 and its ranking position of three pillars:16th in Economic Resilience,28th in Societal Pillar ,28th in Environmental Pillar.
i.This is the 3rd edition of the STI , which is published annually by International Institute for Management Development (IMD) World Competitiveness Center (WCC) and the Hinrich Foundation since 2022.The countries are ranked in STI based on 3 main pillars: economic growth, societal advancement, and environmental resilience.
ii.Bottom Performers:
- Since the 1st edition of STI. Russia has been consistently ranked lowest, with a score of 0 and a consistent 30th in Environmental and 25th in Economic Pillars.
- Pakistan, Bangladesh, Myanmar, Sri Lanka, and Papua New Guinea are among the bottom 5 economies in STI 2024.

RBI Data: ECBs Net Inflows Rise to USD 7.9 Billion in H1FY25 from USD 6.8 Billion in H1FY24According to the Reserve Bank of India (RBI)’ November monthly bulletin data released on 20th November 2024, the net inflows through External Commercial Borrowings (ECBs) has increased from USD 6.8 billion in 1st Half (H1: April-September) of Financial Year 2023-24 (FY24) to USD 7.9 billion in H1FY25.
i.According to the RBI’s data, outward remittances under the Liberlised Remittance Scheme (LRS) of the RBI declined by 14.88% Year-on-Year (Y-o-Y) during the H1FY25, mainly attributed by decrease across major segments.
- Remittances for the maintenance of close relatives decreased significantly by 37.17% Y-o-Y to USD 1.92 billion from USD 3.05 billion.
ii.As per the RBI’s data, Gross Foreign Direct Investment (FDI) in India has increased by 25.7% Y-o-Y, from USD 33.5 billion (in H1FY24) to USD 42.1 billion (H1FY25).

RBI and MMA Signed MoU to Boost Cross-Border Transactions Using Local CurrenciesOn 21st November 2024, the Reserve Bank of India (RBI) and the Maldives Monetary Authority (MMA) signed a Memorandum of Understanding (MoU) for establishing a framework to promote the use of local currencies i.e. the Indian Rupee (INR) and the Maldvian Rufiyaa (MVR) for cross-border transactions.
- The agreement was signed by Shaktikanta Das, Governor of RBI and Ahmed Munawar, Governor of MMA in Mumbai, Maharashtra.
- This partnership marks a major milestone in strengthening bilateral cooperation between RBI and MMA.
Significance of MoU:
i.The MoU aims to boost the use of INR and MVR in current account transactions, permissible capital account transactions and any other economic and financial transactions as agreed upon by both nations.
ii.The MoU would allow the exporters and importers to invoice and settle in their respective local currencies, which in turn would enable the development of trading in the INR-MVR pair in foreign exchange market.
- According to the RBI, use of local currencies would help to reduce costs and expedite settlement time for transactions.
iii.The Use of local currencies in bilateral transactions will help to promote trade between India and Maldives as well as deepen financial integration and bolster the economic relations between both nations.

IndusInd Bank & BFIL Partner with MoA&FW to launch Bharat Sanjeevani Krishi UtthanMumbai( Maharashtra) based IndusInd Bank Limited (IBL) and Hyderabad(Telangana) based Bharat Financial Inclusion Limited (BFIL), a 100% subsidiary of IBL, have partnered with the Ministry of Agriculture and Farmers Welfare (MoA&FW), Government of India(GoI), to launch the ‘Bharat Sanjeevani Krishi Utthan initiative’.
- The Memorandum of Understanding (MoU) for this collaboration was signed by the MoA&FW, BFIL and IBL.
- This marks the 1st formal collaboration of the MoA&FW with corporate entities.
Key points:
i.The partnership is driven through the Corporate Social Responsibility (CSR) initiatives of BFIL and IBL.
ii.This aims to enhance agricultural productivity, promote sustainable farming practices, and improve farmers’ income consistently, across 11 states – Andhra Pradesh(AP), Bihar, Jharkhand, Karnataka, Madhya Pradesh(MP), Maharashtra, Odisha, Rajasthan, Telangana, Uttar Pradesh(UP), and West Bengal(WB).
iii.BFIL and IBL will use the IT (Information Technology) solutions to empower the farmers to make data-driven decisions. This will also support them to enhance their production practices and contribute to growth and sustainability of the agricultural sector.
About Bharat Sanjeevani Krishi Utthan initiative:
i.This initiative aims to support “Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs)”, the flagship programme of the Government of India(GoI) to provide a robust framework to empower FPOs across India.
ii.Under this initiative, BFIL and IBL will set up a Centralized Project Management Unit (CPMU) at the national level in 11 target states to effectively monitor, support, and guide the implementation of FPO projects.
- The 11 target states are – Andhra Pradesh(AP), Bihar, Jharkhand, Karnataka, Madhya Pradesh(MP), Maharashtra, Odisha, Rajasthan, Telangana, Uttar Pradesh(UP), and West Bengal(WB).

i.FPO is a Central Sector Scheme(CSS) that aims to boost agricultural productivity and profitability, particularly for marginalized farmers.

Shriram Mutual Fund launched Multi Sector Rotation Fund
In November 2024, Shriram Mutual Fund, managed by Shriram Asset Management Company(AMC) Limited, launched a New Fund Offer (NFO), ‘Shriram Multi Sector Rotation Fund’. It is an open-ended scheme investing in equity and related instruments with a multi sector rotation theme.
- The NFO was opened for subscription on 18th November 2024 and remains closed on 2nd December 2024.
i.This thematic fund has a unique quantamental approach that combines quantitative analysis with fundamental factors and will concentrate on 3-6 sectors expected to outperform in the near-to-long term, selecting them based on momentum and macroeconomic factors.
ii.The goal is to maximise returns by investing in sectors that are expected to perform well at specific times, and moving out of sectors that may underperform.
Note:Sector rotation is an investment strategy involving shifting investments between different sectors of the economy based on their performance during various occasions or the business cycle.

Abdoulaye Maiga Appointed as new Prime Minister of MaliOn November 21, 2024, General Abdoulaye Maiga(43 years old) was appointed as the new Prime Minister (PM) of Mali by the ruling junta.
- He succeeded Choguel Kokalla Maiga, who served as the PM of Mali since 2021. He was dismissed by the junta for his criticism of the military regime.
- Prior to the appointment, Abdoulaye Maiga served as minister of territorial administration, government spokesman and Deputy Prime Minister (DY PM).
About Abdoulaye Maiga:
i.Abdoulaye Maiga, a specialist in international affairs and good governance represented Mali at the United Nations General Assembly (UNGA) in New York, the United States of America (USA) and participated in the United Nations (UN) climate conference COP29 in Azerbaijan.
ii.He briefly served as PM of Mali in 2022, when Choguel Maïga was hospitalised.
iii.He was well known for his volatile rhetoric, particularly against France and (United Nations Multidimensional Integrated Stabilization Mission in Mali) MINUSMA, the departed UN (United Nations) Peacekeeping mission in Mali.

In November 2024, Justice Surya Kant was appointed as the new chairman of the Supreme Court Legal Services Committee (SCLSC) by the Chief Justice of India (CJI) Sanjiv Khanna, in exercise of the powers conferred by Section 3A of the Legal Services Authority(LSA) Act, 1987.
- He replaced BR Gavai who has been appointed as Executive Chairperson of National Legal Services Authority (NALSA).
i.Justice Surya Kant served as the Chief Justice of Himachal Pradesh (HP) High Court in 2018 and was elevated as an apex court judge in 2019.
ii.He was appointed as the Advocate General of Haryana in 2000 and Senior Advocate in 2001.
ii.The Supreme Court Legal Services Committee (SCLSC) plays a crucial role in ensuring access to justice for those who might face financial and social barriers in accessing the highest court of the land.
- It consists of a chairperson and 9 members nominated by the CJI.
Sonu Sood appointed as Brand Ambassador and Advisor for Thailand Tourism
Sonu Sood, an Indian actor and philanthropist, has been appointed as Brand Ambassador and Tourism Advisor for Thailand, aiming to promote tourism between India and Thailand.
- The Ministry of Tourism and Sports of Thailand has appointed him to provide strategic guidance and advice on marketing and public relations to promote Thailand as a prime tourist destination in India.
i.His appointment is a part of a broader strategy by Thailand to enhance its appeal as a travel destination for Indians, who have shown increasing interest in exploring its rich culture and stunning landscapes.
ii.Sonu Sood has now joined a list of celebrities who represent countries worldwide, including Shah Rukh Khan, the Brand Ambassador for Dubai( United Arab Emirates(UAE) and Ranveer Singh, who represents Switzerland.
iii.He helped thousands of stranded migrant workers return home during the pandemic, earning him the title of “Messiah of Migrants.”
ACQUISITIONS & MERGERS
Morgan Stanley, Societe Generale and others acquired Stake in PNB Housing Finance Worth Rs 2,301 Crore
In November 2024, Morgan Stanley Asia, Societe Generale and other entities acquired a 6.82% stake (1.77 crore shares) of PNB Housing Finance Limited (a subsidiary of Punjab National Bank, PNB) through open market transactions worth Rs 1,664 crore.
- Morgan Stanley Asia (Singapore) purchased 5.4% stake in two separate transactions.
i.Meanwhile, Ghisallo Master Fund LP(the United States of America, USA) and Societe Generale(France) bought 0.68% stake and 0.65% stake respectively at an average price of Rs 939.30 per share.
ii.In contrast, Carlyle Group(the USA), through its affiliate Quality Investment Holdings (QIH), sold a 9.43% stake for Rs 2,301.58 crore, reducing its holding in PNB Housing from 19.87% to 10.44%. The shares were sold at Rs 939.42 each.
SCIENCE & TECHNOLOGY
SpaceX launches the 6th flight test of Starship rocket; aborts attempt to catch boosterOn 19th November 2024, Space Exploration Technologies Corporation (SpaceX) launched the 6th flight test of the Starship rocket to expand the envelope on ship and booster capabilities. The Starship was launched from the Starbase facility in South Texas, Texas, The United States of America (USA).
- The Super Heavy booster of the rocket crashed into the Gulf of Mexico instead of being caught by the launch tower.
Points to note:
i.The catch of the booster was called off just 4 minutes after the test flight from Texas for unknown reasons, and the booster collapsed in the water after 3 minutes.
ii.SpaceX informed that all criteria for a booster catch were not met, therefore the flight director did not command the booster to return to the launch site.
iii.This was the 6th launch of a fully assembled Starship since 2023. The first three ended up exploding.
Key Points
i.This was the latest test for the world’s biggest and most powerful rocket. The rocket is set to be used by SpaceX and National Aeronautics and Space Administration (NASA) to get astronauts back on the Moon and eventually on Mars.
- NASA is paying SpaceX more than USD 4 billion to land astronauts on the moon via Starship on consecutive missions later this decade.
ii.SpaceX kept the same flight path as it kept in October 2024 test flight, but changed some steps along the way as well as the time of day.
- Starship was blasted off in late afternoon instead of early morning to observe the descent of the spacecraft.
iii.Some new targets were aimed to achieve with this test flight – igniting one of the spacecraft’s engines in space, which would be necessary when returning from orbit.
- There were also thermal protection experiments while the onboard of the spacecraft, with some areas remaining uncovered of heat tiles to see whether catch mechanisms might work there on future flights.
iv.The spacecraft dived in nose-first during the last part of entry, before flipping and crashing down into the Indian Ocean.
v.SpaceX aims to eventually return and reuse the whole 400-foot (121-meter) Starship. This full-scale recycling will reduce the cost of hauling cargo and people to the moon and Mars.

Archery: India finished 3rd at GT Open 2024- Jyothi Surekha Vennam won Gold & Abhishek Verma won SilverIndia finished 3rd on the medal tally with 2 medals (1 Gold and 1 silver) at the GT Open 2024 – Indoor World Series (IWS) 250 event held from 15th to 17th November 2024 in Strassen, Luxembourg. Indian archer Jyothi Surekha Vennam won the Gold medal in the Women’s Compound event and Abhishek Verma won the silver medal in the Men’s compound event.
- The Netherlands topped the medal tally with 2 gold medals followed by Croatia at 2nd rank with 3 medals (1 gold, 1 silver and 1 bronze). South Korea and India were jointly ranked 3rd with 2 medals (1 Gold and 1 Silver) each.
IBSF World Billiards Championship 2024: Pankaj Advani won his 28th World Billiards title
Indian cueist Pankaj Advani won the International Billiards & Snooker Federation (IBSF) World Billiards Championship 2024 (150-up format) title by defeating England’s Robert Hall 4-2 in Doha, Qatar.
- This marks his historic 28th World title and also his 7th consecutive World title.
i.IBSF World Billiards Championship 2024 was held from 5th to 9th November 2024 in Doha, Qatar. The championship was hosted by the Qatar Billiards and Snooker Federation (QBSF).
ii.Pankaj defeated his compatriot Sourav Kothari 4-2 in the semifinal. Sourav shared the bronze medal with Singapore’s Peter Gilchrist.

Legendary Sarangi maestro & Padma Awardee Pandit Ram Narayan Passes Away
In November 2024, India’s legendary Sarangi exponent & Padma Awardee Pandit Ram Narayan passed away at the age of 96 in Mumbai, Maharashtra. He was born on 25th December 1927 in Udaipur, Rajasthan.
- Pandit Ram Narayan’s career began as a sarangi artist in All India Radio, Lahore(Pakistan) in 1943.
- He played sarangi in films like ‘Pakeezah’, ‘Mughal E’Azam’, ‘Taj Mahal’ and ‘Kashmir Ki Kali.’
- The Government of India(GoI) honoured him with the Padma Shri in 1976(art), the Padma Bhushan in 1991(art), and the Padma Vibhushan in 2005(art).
- He has also received the Sangeet Natak Akademi Award, the Kalidas Samman by Madhya Pradesh(MP) government, and the Aditya Vikram Birla Kalashikhar Puraskar by Sangit Kala Kendra.
- “Pandit Ramnarayan – Sarangi Ke Sang”, a biographical film featuring his life events was showcased at the International Film Festival of India (IFFI) in 2007.
