The Telangana State Finance Minister Etala Rajender presented the budget estimate of Rs. 1,49,646-crore for 2017-18 on March 13, 2017 in the state assembly. The Rs 4,471.30 crore revenue surplus budget mainly focuses on the development and welfare measures. The 2017-18 budget is Rs 15 lakh crore more when compared to Rs 130 lakh crore in the 2016-17 Budget. Salient Features of the Budget The 2017-18 budget is based on uniform system of accounting and not on classification of expenditure into plan and non-plan. The Gross State Domestic Product (GSDP) growth at constant prices in 2016-17 is likely to be 10.1 percent as against expected national GDP growth of 7.1 per cent State’s Per Capita Income in 2016-17 is estimated to increase to Rs 1,58,360 from Rs 1,40,683 in 2015-16. This is significantly higher than national average of Rs 1,03,818. Committed expenditure in 2017-18 has been pegged at Rs 61,607.20 crore while the Revenue Expenditure at Rs 50,954.61 crore Expenditure under ‘Pragati Paddu’ (expenditure on schemes) is Rs 88,038.80 crore. State’s own revenue receipts are proposed at Rs. 69,220.37 crore in BE 2017-18 as compared to Rs. 58,636 crore in RE 2016-17. Transfers from the Centre are proposed at Rs. 43,862.67 crore in BE 2017-18 as compared to Rs. 28,433.78 crore in RE 2016-17. The finance minister proposed a fiscal deficit of Rs. 26,096.31 Crore which is 3.48% of estimated GSDP. Important Allocations Agriculture sector : Rs.5,943 crore Irrigation : Rs. 23, 675 crore, Panchayati raj Rs. 14,723 crore, Medical & Health – 5,976 crore Education – Rs. 12,705 crore Fee Reimbursement – Rs. 1,939 crore Roads & Buildings: Rs. 5,033 crore, Power Rs. 4,203 crore, Health Rs. 5,976 crore Education Rs. 12,705 crore Public Safety & Security: Rs. 4,828 crore Municipal Administration & Urban Development: Rs. 5,599 Crore Brahmins Welfare: Rs. 100 crore Scheduled Castes : Rs. 14,375 crore Scheduled Tribes: Rs. 8,165 crore Backward Classes: Rs. 5,070 crore Minorities: Rs. 1,249 crore Women & Child Welfare: Rs. 1,731 crore Aasara Pensions: Rs. 5,330 crore Tourism Sector: Rs. 198 crore Industrial Sector: Rs. 985 crore Law and Order gets Rs 4,828 crore Information technology department: Rs 252.89 crore Schemes & Initiatives 23 major, 13 minor irrigation projects taken up Financial help for caste-based vocations Rs 300 crore for Greater Warangal development Fine rice for Anganwadi centres across the State Rs 30 crore for journalists welfare Kalyana Laxmi, Shaadi Mubarak beneficiaries to get Rs 75,116 in place of Rs 50,000 Government initiative ‘know-your-district, plan-your-district’ will help decentralised planning which was only on paper earlier despite 73rd and 74th amendments to Constitution Periodic review of utilisation of funds for SC, ST welfare, quarterly reports to be submitted to legislature Mission Bhagiratha, the piped drinking water programme gets Rs 3000 crore. 4th & Final Settlement to Banks as part of Farm Loan Waiver (Rs 17,000 crore): Rs 4,000 crore
