President Ram Nath Kovind extends ILP regime to ManipurOn 11th December 2019, Ram Nath Kovind, President of India signed an order to extend the Inner Line Permit (ILP) regime to Manipur. The decision was taken after the announcement of the extension of the ILP to Northeastern state by Amit Shah, Minister of Home Affairs (MHA) in Lok Sabha.
Key Points:
i.Manipur is the fourth state to have the ILP after Arunachal Pradesh, Nagaland and Mizoram. Other state citizens require ILP to visit these states in terms of Section 2 of the Bengal Eastern Frontier Regulations, 1873. The extension will exclude the state from the provisions of the Citizenship (Amendment) Bill, 2019, the bill has been cleared after receiving nod from Rajya Sabha.
ii.ILP is an official travel document issued by the Government of India to allow the inward citizens to travel into a protected area for a limited period of time. The document is an initiative taken by the Indian Government to regulate movements to areas located in the international border of India.
iii.The bill to implement ILP in Manipur was introduced in 2018 by the Government of Manipur, and was approved on 10 December 2019.

Air India’s Alliance Air flagged off Guwahati-Dimapur-Imphal flight under UDAN-RCS
On December 7, 2019, Alliance Air, which is a wholly-owned subsidiary of Air India, flagged of its flight operations to Guwahati-Dimapur-Imphal of Assam, Nagaland, and Manipur respectively. The regional connectivity was provided under RCS (Regional Connectivity Scheme) named ‘UDAN’ (Ude Desh ka Aam Naagrik). It is the 236th route under RCS. The flight connectivity marks the inception of 1st ever alternative option of connectivity to Imphal. Imphal is still not connected with the railway network of India.

i.The inaugural event was attended by Shri Nongthombam Biren Singh Chief Minister of Manipur; Shri Losi Dikho, Minister of Public Health Engineering Department (PHED) of Govt. of Manipur; Dr.Sapam Ranjan Singh, Chairman of Tourism Corporation of Manipur Ltd(TCML) and other dignitaries from Air India and Air Alliance.
ii.Alliance air: The Alliance Air airline has been awarded 12 new routes under UDAN-3.1 programme, which are being launched progressively in the coming year bringing new destinations on India’s air map.

Highlights of cabinet approvals with foreign countries on December 11, 2019
The Cabinet Committee on Economic Affairs(CCEA) chaired by the Prime Minister (PM) Shri Narendra Modi has approved the following pact with the foreign countries. The approval are as follows,
i.Cabinet has approved the signing of a Memorandum of Cooperation (MOC) between India and Japan regarding the formation of ‘India-Japan Steel Dialogue’ to strengthen cooperation in the steel sector.
ii.Cabinet gave its nod for signing the MoU (Memorandum of Understanding) between India & Japan Coal Energy Center in the field of power supply.
iii.The Union Cabinet has approved the agreement between India and Brazil for social security.

Bougainville: World’s newest nation after voted for independence from Papua New Guinea
On December 11, 2019 The South Pacific region of Bougainville was voted to become the world’s newest nation by gaining independence from Papua New Guinea. The chairman of Bougainville Referendum Commission Bertie Ahern declared that 98% of the voters backed independence.
Key Points:
i.In the total of 1,76,928 people that voted, only 3,043 voted in favour of remaining with Papua New Guinea itself with more autonomy.
ii.Bougainville Referendum: Bougainville is an island in Papua New Guinea. The Bougainville referendum is a key part of a 2001 peace agreement that ended a civil war in which at least 15,000 people died in the cluster of islands to the east of Papua New Guinea mainland.
- After the war ended, Bougainville was granted limited autonomy. It had its own parliament, president, and legislative powers before independence from Papua New Guinea.

Gurugram-based Startup, Blue Sky Analytics’ app ‘Zuri’ wins ‘Space Oscars 2019’The Gurugram- based startup program has created an application called ‘Zuri’ that won the Copernicus Masters Award also called Space Oscars, under the social Entrepreneurship category. The award was given by the Earth observation program managed by the European Commission (EU) in partnership with the European Space Agency (ESA). The application was developed by Gurgaon-based startup Blue Sky Analytics.
Key Points:
i.The application uses satellite data to provide improved monitoring, supply chain and pricing analysis as well as allocation of crop waste to be used as raw materials in other industries. The application includes an AI (Artificial Intelligence)- based tool to measure and monitor farm fires and stubble burning across India, million tons of crops are being burnt in India on farms to clear the field for new crops every winter, as a result releasing massive amounts of greenhouse gases which has led to increased level of pollution in New Delhi and other parts of the country.
ii.Software developers, environmentalists and scientists from Blue Sky Analytics have also created several other applications like BreeZo, which looks at ambient air quality and Zoro that tracks industrial emissions. The idea of these applications came from Abhilasha and Kshitij Purwar in 2017 when they started their research on air and water quality.
Swedish climate activist Greta Thunberg (16) becomes youngest TIME’s Person of the Year for 2019On 11th December 2019, Greta Thunberg, 16 year old Swedish climate activist was named TIME’s Person of the Year for 2019, she is the youngest person to be honoured with the title in the 92 year history of TIME magazine. The TIME’s Person of the Year for 2019 award is conferred since 1927, for a person or a group of people who create an impact on the important events taking place in the year, the selection is done by the editors of TIME magazine.

i.Greta Thunberg, was born in Stockholm, Sweden, she began a global movement in August 2018 creating a campaign outside the Parliament of Sweden called ‘Fridays for Future’, a global student movement pushing the government to take immediate action on climate change, by her active involvement she became the most compelling voice on the significant issue of Global Warming faced by today’s world.

Padmeswar Gogoi, Educationist bestowed with the First edition of Siu-Ka-Pha Awards 2019Padmeswar Gogoi, was bestowed with the first edition of Siu-Ka-Pha award for the year 2019 by the Central Committee of Different Ethnic Groups and the organizations of the Golaghat district at the Siu-Ka-Pha Samannay Kshetra in Golaghat, Assam. ISRO: PSLV’s 50th mission launched India’s RISAT-2BR1 & 9 customer satellites from Sriharikota, APOn December 11, 2019, The Indian Space Research Organisation(ISRO) successfully launched India’s radar imaging earth observation satellite RISAT-2BR1 on board PSLV-C48 (Polar Satellite Launch Vehicle-48) from its spaceport of Sriharikota, Andhra Pradesh. This is the 50th mission of PSLV and also the 75th vehicle mission from Sriharikota. The satellite was lifted from the Satish Dhawan Space Centre(SDSC) at Sriharikota. RISAT-2BR1 was followed by the successful launch of RISAT-2B in May 22, 2019.
- Satellite mission: The mission of the satellite is 5 years and it was launched under a commercial arrangement with the NewSpace India Ltd (Public sector Undertaking(PSU) by the Indian govt).

Indian shooter Ravi kumar & Boxer Sumit sangwan fail dope testsOn December 11, 2019, World Cup medal-winning rifle shooter Ravi Kumar (29) who failed the dope test conducted on July 19,2019, has been banned for 2 years by the National Anti-Doping Agency (NADA). He was found positive in the banned substance Propranolol test.
Significantly, Indian boxer Sumit Sangwan (26) was also found positive in the dope test on consumption of banned substance, Acetazolamide. This substance is included in Diuretics and masking agents under S5 of World Anti-Doping Agency’s (WADA) 2019 Prohibited List.

i.Ravi Kumar (from Meerut, Uttar Pradesh) has been a part of every major tournament and won the Bronze Medal in the World Cup and Commonwealth Games 2018.While,Sangwan (from Karnal, Haryana) won the silver medal in the 2017 Asian Championship and reached the quarter-finals of the 2016 World Championship.

The International Universal Health Coverage Day(UHC) is observed annually on December 12 under the resolution (A/RES/72/138) by the United Nations(UN). The day was adopted on December 12, 2017 at the UN General Assembly(UNGA). The day aims to create awareness in providing strong and resilient health systems and universal health coverage with multi-stakeholder partners around the country. International Day of Neutrality observed on December 12The International Day of Neutrality is observed annually on December 12 under the resolution (A/RES/71/275) by the United Nations (UN). The day was adopted on 2 February 2017, at the UN General Assembly (UNGA) and first observed on December 12 of the same year.
Key Points:
i.Neutrality is a legal status of a country that arises when it abstains all participation of war between other countries and maintains an attitude of impartiality towards the belligerent countries.
ii.According to the resolution the day aims at promoting neutrality among states so as to strengthen peace and security and also to develop mutual and beneficial relations among countries of the world.
iii.The day was first introduced in Turkmenistan after the UN permanently declared it as a neutral state since 12 December 1995.

Puducherry Govt introduces Rs 10 crore Innovation & Startup Policy 2019
On 11th December 2019, The Government of Puducherry launched a Start-up policy to create a corpus fund of Rs. 10 crore to support start-up incubators and to develop co-working spaces. The policy was launched by M.O.H.F Shahjahan, Minister for Industries. The Puducherry Start-up Cell, will be the nodal agency for implementing the policy and will facilitate filing of patents, trademarks and designs.
Policy features:
i.As per the policy, the Government has planned to allocate Rs.3 lakh to projects recommended by incubators established by the government/private sector/academic institutions as a start-up grant.
ii.Monthly allowance: Individuals will be provided with a monthly allowance of Rs. 10,000 for a maximum of 5 years in order to reduce the financial burden. Andhra Pradesh cabinet approves Disha bill, 2019 to dispose of crimes against women in 21 days
On December 12, 2019, The Andhra Pradesh (AP) state Cabinet chaired by chief minister (CM), Yeduguri Sandinti (YS) Jagan Mohan Reddy, has approved the A.P. Disha Bill, 2019 that makes it mandatory to settle cases of atrocities against women in 21 days and punishment including a death penalty for the offences of rape and gang-rape.
The new has been named the Andhra Pradesh Disha Act Criminal Law (AP Amendment) Act, 2019.
Key Points:
i.The amended law mandates the completion of investigation in 7 days and subsequent court trial in the next 14 days so that the sentence can be given within 21 days. The current law gives 4 months to go to trial in such cases.
ii.New Provision:The bill amended provisions in the Indian Penal Code (IPC), 1860, and the Code of Criminal Procedure, 1973, and Sections 354-E and 354-F in the IPC have also been created to deal with harassment of women via social media,digital mode & molestation /sexual assault of children respectively.
iii.The cabinet also approved to set up special courts under “A.P. Special Court for Specified Offences against Women and Children Bill, 2019” to prosecute cases of atrocities against women and children like gang-rape, acid attacks, stalking, voyeurism, sexual harassment and cases under the Protection of Children from Sexual Offences (POCSO) Act, 2012.

Nagaland govt extends the Inner Line Permit (ILP) regime to Dimapur
On December 9, 2019, In the midst of the uproar over the Citizenship Amendment Bill, the Nagaland state government extended an Inner Line Permit (ILP) in Dimapur district of the state with immediate effect. The provision of inner line permit in the state has been made under Section 2 of the Bengal Eastern Frontier Regulation, 1873. The ILP system now operates in all 11 districts of the Nagaland.
i.Also, the Ministry of Home Affairs (MHA) has extended the Inner Line Permit (ILP) to Manipur, making it the 4th state in the northeast after Arunachal Pradesh, Mizoram and Nagaland.
ii.Now, all non-indigenous people who are residing in Dimapur from or after 21 November 1979 will have to obtain an Inner Line Permit within 90 days from December 9,2019. While those people who are residing in Dimapur before 21 November 1979 and their family members will be exempted from taking ILP if they keep a government letter of permanent residence & they have to produce documents to the deputy commissioner for exemption….Click here to Read More
