High-Level Steering Committee set up by the Govt proposes to establish a National Digital Health Mission
On July 15, 2019, A high-level committee set up by the Union ministry of health and Family Welfare, Government of India has produced their report called ‘National Digital Health Blueprint’ was released by Health Minister Dr. Harshavardhan in New Delhi.
The committee proposed to form a National Digital Health Mission & both the centre and state Governments will be the owners and stakeholders in the new organization.
Key points:
i. Combined GST-N(Goods and Service Tax Network) and UIDAI (Unique Identification Authority of India) models of the institutional structure has also been proposed by the committee. It has been put in the public domain for suggestions from all stakeholders, including common people.
ii. The central Government also proposes to implement the blueprint as part of Prime Minister Narendra Modi’s vision of ‘New India’.
iii. The creation of health locker has also been proposed to the health ministry by a committee & suggested the government to provide a unique Personal Health Identity (PHI) number and password to each user for operating the digital health locker. With the availability of the digital health locker, patients won’t need to carry their medical records in any corner of the world.
iv. It also suggested the government to take stringent measures to save the data in the health locker. Currently, there is no strong law that could protect health data of people.
AIIMS along with Ministry of Health will lead the largest pan-India Oral Health Survey 2019
All India Institute of Medical Sciences (AIIMS) Centre for Dental Education and Research (CDER) in collaboration with the Ministry of Health will undertake the largest nationwide Oral Health Survey 2019. It will collect data which will act as a baseline for planning preventive and treatment strategies.
Key Points:
i.Objective: To record specific, representative data on the most prevalent dental diseases in India like dental decay, gum diseases, dentofacial deformities, cancerous lesions, dental fluorosis and dental trauma among others.
ii.Committee: An expert committee consists of dentists representing various oral health specialities and health ministry officials. They met at the AIIMS to discuss sampling strategies, planning and timelines of the survey.
iii. Background: The last national-level survey was conducted in 2002.
iv. Functions: Collection of oral health data of the children in early years of life, assessment of prosthetic treatment needs in the geriatric groups considering the increasing life expectancy, the impact of traditional oral hygiene practices and high sugars diet on oral health.
v. Current status: Activities to enhance oral health outcomes of the population through education and awareness generation are underway as a part of the National Oral Health Programme.

The city of Fuzhou (China) will host the 44th session of the World Heritage Committee in 2020
On July 9,2019, In the event of 43rd session of the World Heritage Committee meeting 2019 in Baku, Azerbaijan( June 30 to July 10,2019), the UNESCO(United Nations Educational, Scientific and Cultural Organization) announced that the Chinese city of Fuzhou will host the 44th session of the World Heritage Committee in 2020.Key points:
i. Tian Xuejun, Chinese Vice Minister of Education was elected as chairman of the 44th session of the committee. The chairman of the 43rd session was Abulfas Garayev.
ii. During the meeting, the committee inscribed a total of 29 new sites on the World Heritage List (one in Africa, 2 in the Arab States, 10 in the Asia Pacific region, 15 in Europe and North America and one in Latin America).
iii. The pink city or Walled City of Jaipur of Rajasthan also featured in the prestigious list, which now features 1,121 sites in 167 countries.
iv. Addition &Removal: The sites of Humberstone and Santa Laura Saltpeter Works, Chile and Birthplace of Jesus: the Church of the Nativity and Pilgrimage Route, Bethlehem, Palestine has been removed & The Islands and Protected Areas of the Gulf of California, Mexico added to the List of World Heritage in Danger.
v. Dilmun Burial Mounds (Bahrain), the ancient Ferrous Metallurgy Sites of Burkina Faso and the iconic site of Babylon (Iraq), the centre of the neo-Babylonian Empire and the site of the Hanging Gardens(Iraq), one of the Seven Wonders of the Ancient World were also added in the list.

Indian ship sails for Narayanganj in Bangladesh carrying cargo from Bhutan
The Inland Waterways Authority of India (IWAI) ship, MV AAI flagged-off by Mansukh Mandaviya, Minister of State for Shipping (Independent Charge) and Chemical and Fertilisers, from Dhubri river port (Assam )to Narayanganj (Bangladesh), carrying 1000 MT of Bhutanese stone over river Brahmaputra, using Indo-Bangladesh Protocol Route.
Key points:
i. Benefit: The environment-friendly mode of transport will cut short travel time by 8 to 10 days, reduce transportation cost by 30%, bringing down logistics costs & making it easier and cheaper to reach goods to North Eastern states from other parts of the country. In order to maintain the depth of water on this route, India will provide Rs 300 crore to Bangladesh for 5 years.
ii.Way forward: This new development will strengthen the bilateral ties with the neighboring countries and it takes forward Prime Minister Narendra Modi’s vision to promote cargo transportation through inland waterways.
iii. Highlight: This is the first time that an Indian waterway is being used as a channel for transport of cargo between the two countries.
iv. Steps Taken: The central Government taking various measures include providing an assured depth of water in the channels, navigation aids like GPS(Global Positioning System) and River Information System, terminals at regular intervals, and facilities for mechanized cargo handling to increase the use of Inland Waterways and Coastal Shipping for greater cargo shipment.
v. Background: The stone aggregates were transported through the land by trucks from Phuentsholing in Bhutan, which is 160 kilometres from IWAI’s Dhubri jetty in Assam.70 trucks would be required to transport the 1000 MT of stones by road.

Senior BJP leader Kalraj Mishra appointed Himachal Governor & Acharya Devvrat moved to Gujarat
On July 15, 2019, Senior BJP leader and former Union Minister for Micro, Small and Medium Enterprises(MSME) Kalraj Mishra(78) appointed as the Governor of Himachal Pradesh, replacing Acharya Devvrat. Devvrat (60) has been transferred and appointed as the Governor of Gujarat replacing Om Prakash Kohli who retires on 15 July 2019.
Both appointments will take effect from the dates they assume charge of their respective offices.
Key points:
i. Mishra was resigned as MSME minister from the Narendra Modi-led government(BJP) in 2017 after he crossed the age of 75, the BJP’s unofficial age limit for holding an elected post. In 2014, He was elected as an MP(Member of Parliament) in Lok Sabha elections from Deoria.
ii. Devvrat was appointed as Governor of Himachal Pradesh in 2015. He has been credited for taking concrete steps against a number of social evils, including drug abuse in the state.
iii. O.P.kohli served as a member of the Rajya Sabha from 1994 to 2000. He has been the president of the Delhi University Teacher’s Association (DUTA) and of the ABVP(Akhil Bharatiya Vidyarthi Parishad).

India’s ambitious moon mission, Chandrayaan-2 called off due to technical glitch
India’s ambitious moon mission, Chandrayaan-2 has been called off due to a technical snag in just 56 minutes and 24 seconds before its scheduled launch. Indian Space Research Organisation (ISRO) confirmed that the launch had been canceled after a technical snag was detected in one of the launch systems of the GSLVMkIII-M1 (Geosynchronous Satellite Launch Vehicle Mark III).Key points:
i. ISRO aims to touch down on the South Pole of the Moon where no country had gone before and it will announce a new date for the next launch.
ii. GSLVMkIII-M1 is a three-stage vehicle with two solid motor strap-ons (S200), a liquid propellant core stage (L110) and a cryogenic stage (C-25).
iii. Chandrayaan-2 has three modules including an orbiter, a lander (Vikram), and a rover (Pragyan).
iv. Earlier ISRO called off the GSLV D-5 mission due to a leak in the fuel system of the launch vehicle during the filling up of the liquid propellant in 2014.

First-ever image of quantum entanglement “Bell entanglement” unveiled by the physicists of Glasgow University
A team of physicists from the University of Glasgow has taken a photo of a strong form of quantum entanglement called Bell entanglement. It has captured visual evidence of an elusive phenomenon which a baffled Albert Einstein once called “spooky action at a distance”.
Key Points:
i. The photo points out two photons interacting and sharing physical states for a brief instant – an event that occurs regardless of the actual distance between the particles.
ii. This information was published in the paper titled ‘Imaging Bell-type nonlocal behavior’ in the journal Science Advances.
iii. The lead author of the paper is Dr. Paul-Antoine Moreau from the University of Glasgow’s School of Physics and Astronomy.

As per the first comprehensive survey of BSI, India is a home to 1256 species of orchid
The Botanical Survey of India (BSI) in its First Comprehensive Census of Orchids of India stated that the country has 1256 species of orchid or taxa. They belong to 155 genera and 388 species which are endemic to India. The Ministry of Environment, Forest and Climate Change (MoEFCC) had unveiled the details of all species in the publication named “Orchids of India : A Pictorial Guide”.
Key Points:
i. The publication is authored by Paramjit Singh, former director of BSI, A.A. Mao, Director of BSI, scientists S.S. Sprint, S.Okay. Singh, D.Okay. Agarwala and J.S. Jalal.
ii. Arunachal Pradesh with 612 species has the highest number of orchid species, followed by Sikkim with 560 species and Darjeeling, West Bengal with 479.
iii. The entire Orchid Family is listed under Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) stating any trade of wild orchid is banned globally.
iv. They are classified into 3 forms:
- Epiphytic: They are the plants growing on another plants together with rock boulders and sometimes termed lithophyte.
- Terrestrial: They are the plants growing on land and climbers.
- Mycoheterotrophic: They are the plants which derive nutrients from mycorrhizal fungi which are hooked up to the roots of a vascular plant.
vi. Out of the 60% orchids discovered in India, 757 species are epiphytic, 447 are terrestrial and 43 are mycoheterotrophic.

Fernando Corbato, the inventor of computer password passed away at 93
Prominent American computer scientist, credited with inventing the computer password, Fernando J. Corbato passed away at Newburyport in Massachusetts, U.S as a result of complications caused by diabetes. He was 93.Key points:
i. He was a professor emeritus at the Massachusetts Institute of Technology (MIT) and he credited for devising the concept of password-protected user accounts to secure access to files on a large computer system.
ii. In 1990, he received the A. M. Turing Award, widely considered the computing field’s equivalent of the Nobel Prize.
iii. He is also a pioneer in the development of time-sharing operating systems known as MIT Compatible Time-Sharing System.
Veteran Malayalam cinematographer M J Radhakrishnan passed away in Trivandrum (Thiruvananthapuram), Kerala
On July 12, 2019, Malayalam cinematographer M J Radhakrishnan passed away at the age of 60 in Trivandrum (Thiruvananthapuram), Kerala due to cardiac arrest. He hailed from Punalur, Kerala.KeyPoints:
i. His films have been screened at several prominent film festivals around the world including Cannes, Toronto, Chicago, Rhode Island, and Rotterdam. One of his works, Marana Simhasanam (English: Throne of Death; French: Le Trone de la mort), won Camra d’Or (Golden Camera Award) in the Un Certain Regard section at the 1999 Cannes Film Festival.
ii. Beginning his film career he worked as an assistant to ace filmmaker and cinematographer Shaji N.Karun.

World Youth Skills Day 2019 observed on July 15
World Youth Skills Day (WYSD) was observed on July 15, 2019. It is celebrated to create awareness on the importance of investing in youth skills development. The theme for the year is “Learning to learn for life and work”.Key Points:
i. The United Nations General Assembly (UNGA) had declared July 15 as WYSD in November 2014. As a part of the celebration, an exhibit entitled “Inspiring youth and improving perception for skills” held between 9-18 July 2019 at the Vienna Café Corridor in the UN Headquarters, New York. It was organized by WorldSkills and UNESCO, in partnership with the Permanent Missions of Sri Lanka and Portugal.
ii. On this occasion, a video campaign was launched where skilled people need to share in a 1-minute video depicting what motivated them to learn a skill, what they learned about themselves in the process, and how they continue to master their skills every day.
WYSD in India
i. On the occasion of WYSD, National Skill Development Corporation (NSDC) partnered with Canada-based BetterU to provide opportunities for India’s youth to gain access to learning at affordable prices.
ii. Aim is to integrate NSDC’s current solutions and technologies and collaborate with its partners to strengthen current systems.
iii. The fourth anniversary of the Skill India Mission was also observed with the main function held in New Delhi.

Chandrakant Kavlekar sworn in as the new Deputy CM of Goa
On July 13, 2019, After 10 Congress Members of Legislative Assembly (MLA) joined the Bharatiya Janata Party (BJP), in a cabinet reshuffle, the Chief Minister of Goa Pramod Sawant of BJP inducted 4 new ministers in the Goa Cabinet. Governor Mridula Sinha administered the oath of office and secrecy to the new ministers at a ceremony held at Raj Bhavan, Goa.i. He appointed Chandrakant Kavlekar as the new Deputy Chief Minister of Goa. He was the leader of the opposition party.
ii. Michael Lobo, who resigned as the deputy speaker of Goa Assembly, Jennifer Monserratte, and Philip Neri Rodrigues were also sworn in as the Ministers.
