IT minister Ravi Shankar Prasad launched National Broadband Mission in New DelhiRavi Shankar Prasad launches National Broadband Mission On December 17, 2019, The Minister for Communications, Law & Justice and Electronics and Information Technology(IT), Shri Ravi Shankar Prasad launched National Broadband Mission (NBM) in New Delhi. The mission’s aim is to enable all the people to engage in digital communication infrastructure. The minister also launched logo of NBM and a booklet on the occasion.

Finance Ministry has set Rs 1.1 lakh crore monthly GST collection target
On December 17, 2019, the Ministry of Finance(MoF) has set Rs 1.1 trillion monthly GST (Goods and Services Tax) target for the remaining four months of the fiscal year(FY 2019-20) and asked tax officials to step up efforts to achieve the goal. The announcement was made in a meeting amid government may fall short of tax collection target in a slowing economy.
Target set: 

  • The GST target was set at Rs 1.10 trillion every month between December 2019 and March 2020.Out of these 4 months, Rs 1.25 trillion collections have to be achieved in at least one month.
  • Both the GST as well as the Rs 13.35 trillion target for direct taxes for 2019-20 will have to be achieved. Out of the Rs 13.35 trillion direct tax collection target, about Rs 6 trillion (45%) of the annual target, has been collected till October 2019.
  • For 2019-20, the Union government is targeting Rs 6.63 trillion from its share of GST revenues….Click here to Read More

President approved Recycling of Ships Bill, 2019 
On December 13, 2019 the President of India Shri Ram Nath Kovind approved the Recycling of Ships Bill, 2019. After his assent the bill became an Act with effect from December 13, 2019. The act provides recycling of ships by setting certain international standards and laying down the statutory mechanism for enforcement of such standards. India also acceded to Hong Kong International Convention for Safeand Environmentally Sound Recycling of Ships, 2009 with effect from 28th November, 2019.

  • Ships to be recycled in India will need to obtain a ‘Ready for Recycling Certificate’ in accordance with the Hong Kong Convention.
  • Existing ships will be given 5-year compliance to remove the hazardous material.

CSIR and National CNRS signed MoU on Scientific & Technological Research promotion
On December 17, 2019, the Council of Scientific & Industrial Research (CSIR), India and the National Centre for Scientific Research (CNRS), France has signed a Memorandum of Understanding (MoU) to establish a framework for promoting and supporting scientific and technological research by cooperation. CSIR and CNRS have had long-standing relations since 1975.
MoU signing: The MoU was signed by Director General(DG) of CSIR, Dr.Shekhar C Mande and President and CEO of CNRS France, Prof Antoine Petit.
Key Points:
i.As per the MoU, both the organisations will explore strengthening their cooperation to foster joint innovation and transfer of technologies applicable to India or/and France and to other nations.
ii.Cooperating areas: The cooperation includes sharing good practices, promoting technology transfer and enhancing industry-academia cooperation and the research areas include biotechnology including plant and marine biotechnology; health research; environment and climate change etc.

Union Minister Amit Shah lays foundation for Bharat Vandana Park in Dwarka, New DelhiAmit Shah lays Foundation Stone of Bharat vandara park On 17th December 2019, Amit Shah, Union Minister of Home Affairs (MHA) presided over in the ceremony to lay foundation stone for the Bharat Vandana Park, Dwarka, New Delhi in the presence of Union minister Hardeep Singh Puri, Lieutenant Governor (LG) Anil Baijal, Member of Parliament (MP) Parvesh Verma and Delhi BJP chief Manoj Tiwari.
Key Points:

i.The park, to become a major tourist attraction covering an area of 200 acres at a cost of Rs.550 crores is located near the Indira Gandhi International Airport and metro station. The park is to be developed by the Delhi Development Authority (DDA) and will be completed by March 2022.
ii.Space will consist of a relaxation area, a conservatory, an amusement park, an eco-trail, an adventure park, a restaurant with lake view, replicas of monuments and a dense green zone that consists of Herbal Vatika, meant for the display of medicinal plants.

GeM launches national outreach programme called ‘GeM Samvaad’ in New DelhiGEM launches National Outreach Programme On December 17, 2019, Anup Wadhawan, Secretary of Department of Commerce, Ministry of Commerce & Industry, Government of India (GoI) and Chairman of Government e-Marketplace (GeM) has launched the national outreach program ‘GeM Samvaad’ in New Delhi.
The program will be held from 19, December 2019 -17, February 2020 with the participation of stakeholders across the country and with local vendors to facilitate the on-boarding of local vendors on the market.

Overview of 6th India-Maldives Joint Commission Meeting held in New Delhi
On December 13, 2019 Minister of External Affairs(MEA) Dr. Subrahmanyam Jaishankar and Maldives Foreign Minister Abdulla Shahid co-chaired the 6th Joint Commission Meeting (JCM) between India and Maldives in New Delhi. The meeting was held on part of Abdulla Shahid’s 5 day (December 10-14) official visit to India. The meeting was held after a gap of 4 years.

  • MoU signed: 3 MoUs were signed during JCM. They were Cooperation between the election commissions of India and Maldives, Cooperation between their Financial Intelligence Units(FIU) and Instrument of Ratification (also MoU) for the treaty on mutual legal assistance in criminal matters of India and Maldives.

Central Government has decided to deploy drones to destroy hidden Marijuana plants
On 18th December 2019, The Central Government has decided to deploy drones to destroy marijuana (or Cannabis, psychoactive drug) plantations before it reaches the hands of the drug cartels. The decision has been taken by the Ministry of Home Affairs (MHA) and the Narcotics Control Bureau (NCB).
Key Points:
i.The Centre has planned to use satellites to detect marijuana crops and then the crops will be destroyed by the drones by spraying chemicals.
ii.The Government focuses on states like Himachal Pradesh (HP), Uttarakhand, Karnataka, Bihar, Tamil Nadu (TN), Andhra Pradesh (AP), Uttar Pradesh (UP), Madhya Pradesh (MP), West Bengal (WB), Rajasthan and Haryana.
iii.India is following the modus operandi adopted by the United States (US) that deals with marijuana plantations. The US authorities have been using airplanes and drones to detect and destroy illegal plantations. In 2018, 24,000 cases have been seized containing 414 tons of plants.

TRAI extends 6 paise per minute IUC charge to other mobile networks till Dec 2020
On 17th December 2019, the Telecom Regulatory Authority of India (TRAI) has decided to make other telecom operators continue to pay 6 paise per minute for every mobile call they receive on their networks or interconnect usage charges (IUC) till 31 December, 2020.
Key Points:
i.The rate was reduced from 14 paise to 6 paise from 1st October 2017 and was proposed to zero from 1st January 2020. Now after this extension, from 1st January 2021, the charges of wireless to wireless calls will be made zero as proposed by TRAI.
ii.The Cellular Operators Association India (COAI) expects that the changes will not have any impact on the consumers as the operators have already absorbed this charge in the recent rise of mobile calls and data rates.

Madras Waste Exchange: Chennai Corporation of Tamil Nadu launches country’s first waste exchange platform 
On 13th December 2019, the Greater Chennai Corporation, Chennai, Tamil Nadu (TN) launched the country’s first waste exchange platform namely “Madras Waste Exchange” (www.madraswasteexchange.com) to buy and sell municipal solid waste online. It has been conceptualised by the Smart City Mission, with support from the Union Ministry of Housing and Urban Affairs. It will run on a pilot basis for the first three months. Based on the response from public and waste recyclers, more features will be added to the website.
Key Points:
i.All the products are low-priced and available in 210 Resource Recovery Points (RRP) across Chennai. Residents can visit the website and sign up free of cost. Currently, the process is executed on wet and dry waste only.
ii.The city currently produces about 5,220 metric tons (MT) of waste on a daily basis, out of which 2,610 MT of wet waste is being recycled by the corporation using various decomposing methods.

BANKING & FINANCE

ADB grants $250 mn loan for EESL to improve energy efficiencies
On December 16, 2019, In a bid to support agricultural, residential and institutional consumers, Asian Development Bank (ADB), an international development finance institution & and the Government of India (GoI) have inked a $250 million (about Rs 1,775 crore) loan to Energy Efficiency Services Limited (EESL) to expand energy efficiency investments in India by way of identifying new business opportunities, a gender action plan, mobilising private sector participation in energy efficiency services,etc.
EESL to get $46 million from ADB’s CTF
ADB will also grant $46 million (Rs 327 crore) from its Clean Technology Fund (CTF) & for the implementation of the project,a technical assistance (TA) of $2 million will be provided to EESL, a public sector energy service company.
Key Points:
i.Earlier in 2016, ADB has approved a $200 million loan to EESL for Demand Side Energy Efficiency Sector Project that aimed at efficient lighting and appliances.
ii.The agreement was signed by Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB), Department of Economic Affairs, Ministry of Finance, India and Kenichi Yokoyama, Country Director, ADB’s India Resident Mission.

RBI releases annual report of ombudsman Schemes for the year 2018-19; complaints to BO up 20% in FY19
On December 17, 2019,According to the annual Report of Ombudsman Schemes for 2018-19,released by Reserve Bank of India(RBI),the volume of complaints received by its 21  Offices of Banking Ombudsman (OBOs) has increased to 1,95,901 complaints in 2018-19 (Fiscal year-FY 19), up by 19.75% (or 32,311 complaints) from the previous year (2017-18), that accounted 1,63,590.
i.Even so the complaints related to unfair practices accounted for a maximum number of cases, its percentage share fallen from 22.10 % in 2017-18 to 19.17 % in 2018-19.
ii.ATM/Debit card issues: ATM/Debit card grievances has increased from 15.08 % in 2017-18 to 18.65 % in 2018-19 (36,539 complaints), while those related to pension, levy of charges without notice, credit card related issues and remittance has been decreased.
iii.Disposal rate:The disposal rate was 94.03 % at for 2018-19 as against 96.46 %in 2017-18 due to rise in volume of complaints from the same resource….Click here to Read More

BRICS’ NDB commits $100  million to India’s NIIF
On December 15, 2019, New Development Bank (NDB), formerly referred to as the BRICS Development Bank, has agreed to provide $100 million to India’s National Investment and Infrastructure Fund’s (NIIF) Fund of Funds(FoF), that aims to raise about $1 billion to invest in up to 10 private equity funds managed by fund managers in India.
Key Points:
i.Funding received by NIIF’s FoF so far:
ADB (Asian Development Bank) already in August 2019, granted Rs 667 crore (close to $100 million) to NIIF-FoF.
Asian Infrastructure Investment Bank (AIIB) in June 2018, had approved an equity investment of $100 million as part of FoF’s initial closing, committing a further investment of $100 million as part of phase II for the final closing.

CPPIB to invest US$225 million in India resurgence fund paltform
On December 18, 2019, CPPIB (Canada Pension Plan Investment Board ) Credit Investments Inc, a wholly owned subsidiary of CPPIB, has agreed to invest US$225 million in the India Resurgence Fund platform (IndiaRF), a distressed assets buyout platform set up by Piramal Enterprises Ltd and Bain Capital Credit.
Key Points:
i.
IndiaRF, launched in 2016, seeks to make investments in distress assets through the purchase of current debt & equity securities via bankruptcy courts or directly from lenders, or through newly issued securities. Through recapitalization and operational improvements, the fund then took control over the turnaround of such assets.
ii.In 2018,World Bank (WB) arm International Finance Corporation (IFC) had also committed to invest US$100 million in the fund.

Moody’s revised India’s FY20 growth projection to 4.9% from 5.8%
On December 16, 2019 American business, financial company & rating agency Moody’s has downgraded India’s FY20 (Fiscal Year 2019-20) GDP (Gross Domestic Product) growth projection to 4.9% from its earlier estimate of 5.8%. The revision in the growth projection was due to weak household consumption.
Key Points:
i.The factors responsible for the weakened economic growth were rural financial stress, low job creation and liquidity constraints. credit crunch among non-bank financial institutions (NBFIs) was a major drawback for economic growth.
ii.India’s GDP growth rate fell to 6-year low of 4.5 percent during July-September quarter (Quarter 2), from 5% in the preceding quarter as manufacturing output contracted. It was also the 6th successive quarters of declining GDP growth equalling the longest slowdown in the past 23 years.

Deepak Punia named 2019 UWW’s ‘Junior Freestyle Wrestler of the Year’ deepak-punia-759On December 17, 2019, The World Championships silver medallist Deepak Punia has named as the 2019 ‘Junior Freestyle Wrestler of the Year‘ by United World Wrestling (UWW). Punia is the first Indian wrestler in 18 years to win a junior world title at the Junior World Championships held in Tallinn, Estonia in August 2019.

  • Deepak won the junior world title at the Junior World Championships in 86Kg freestyle category.
  • He is also the first Indian wrestler and the 2nd from the country to get honour from an international federation. Prior to him Late Yashvir Singh, who was adjudged ‘Coach of the Year’ in 2010 by the apex body (then FILA), was the first Indian to be recognised by the international federation.

R.N Ravi, Governor of Nagaland to hold additional charge of MeghalayaNagaland Governor R N Ravi to hold additional charge of MeghalayaOn 16th December 2019, Ravindra Narayana Ravi, Governor of Nagaland was given additional charge as Governor of Meghalaya by the President of India. Ravi will act as the governor in the absence of leave of Tathagata Roy who was the previous Governor of Meghalaya.
Key Points:

i.Ravi was the former intelligence official, specialized in the Northeast. He was responsible for the framework of an agreement signed between the Government of India and the National Socialist Council of Nagaland (Isaak-Muivah) in 2014 thereby appointed as the Governor of Nagaland in 2019.
ii.Roy has faced some differences with the Meghalaya Government as he refused to sign an ordinance by the state cabinet seeking mandatory registration of outsiders entering the state over the Citizenship Amendment Act (CAA).

China launched its first indigenously-produced aircraft carrier named “Shandong”
On December 17, 2019,In order to further strengthen the military ambitions, China has launched its 1st indigenously built aircraft carrier “Shandong”, named after the Shandong province, from Sanya, an important establishment in the South China Sea. It is 2nd aircraft carrier of China after Liaoning.
Key Points:
i.‘Shandong’ is much larger than the current aircraft carrier ‘Liaoning’, which can carry 36 combat aircraft. Both are conventionally powered ships with ski jump-assisted short take-off-barrier-arrested-recovery (STOBAR) launch systems.
ii.While Indian Navy currently has an aircraft carrier named ‘INS Vikramaditya’ in operation. Its second aircraft carrier ‘INS Vikrant’ is under construction in Kochi(Kerala) and is expected to come into service in 2022.

Antarctic Ice Marathon 2019: Roy Jorgen (84) oldest person to complete; US’ William Hafferty won84-year-old CanadianOn 16th December 2019, Roy Jorgen Svenningsen (84) became the oldest person to complete the Antarctic Ice marathon 2019. Roy Jorgen is from Edmonton,Canada. He completed the marathon in 11 hours and 41minutes. Roy has been running since 1964 and has spent a year training for the 42km Antarctic marathon.
Key Points:

i.The Antarctic ice marathon was established by Richard Donovan to enable marathon runners to complete a marathon on all seven continents and the North Pole. The entry fee of the marathon is 24,800 Canadian dollars.
ii.The winner of the Antarctic ice marathon 2019 is William Hafferty from the United States (US). He completed the marathon in a record time of 3 hours, 34 minutes and 12 seconds.

Indian film actor Shriram Lagoo dies at 92 in PuneActor Shriram Lagoo passes away in PuneOn 17th December 2019, Shriram Lagoo, Indian film and theatre actor, died at 92 in Pune. Sreeram died due to cardiac arrest, he was born in Satara, Maharashtra. He played a significant role in the development of theatre movement in Maharashtra in the post-independence era.
Key Points:

i.He was well known for his roles in plays like ‘Natsamrat’, ‘Himalayachi Saoli’ and films like ‘Pinjra’, ‘Ek Din Achanak’, ‘Gharonda’, and ‘Lawaris’.
ii.In 1978 he won the Filmfare best-supporting actor award for the film Gharonda. His autobiography is named Lamaan which means ‘the carrier of goods’.

Gitanath Ganguly, President of Mohun Bagan Athletic Club dies at 83Gitanath-GangulyjpgOn 17th December 2019, Gitanath Ganguly, President of Mohun Bagan Athletic Club (AC) and retired Justice died at 83 following a cardiac arrest. Ganguly suffered from a leg injury after an accident.
Key Points:

i.He was appointed as the President of the club in November 2018, after the Swapan Sadhan Bose- led panel moved the election and was the legal consultant of the club when Anjan Mitra was the General Secretary.
ii.Mohun Bagan Athletic Club is a professional football club based in West Bengal, India. It was established on 15th August 1889 and is one of the oldest existing football association clubs in India and Asia.

First Amerindian to respresent West Indies cricket team, Basil Butcher, passed away at the age of 86Former WI batsman Basil Butcher passes awayOn December 16, 2019, Former Guyana and West Indies(Windies) batsman Basil Fitzherbert Butcher passed away at the age of 86 in Florida, United States(US) due to old age ailments. He was the first person of Amerindian (indigenous American) descent to represent the West Indies.
Key Points:

i.Born on 3 September 1933 in British Guiana, Butcher made his debut in 1958 against India. He played 44 test matches for Windies totaling 3104 runs with seven centuries and 16 fifties at the age of 43.
ii.Butcher scored 486 runs at an average of 69.42 against India, including centuries at Calcutta (now Kolkata, West Bengal) and Madras (now Chennai, Tamil Nadu).
iii.He was named Wisden Cricketer of the Year in 1970.

Minorities Rights Day in India observed on 18 December 2019National Minority Rights Day 2019On 18th December of every year the Minorities Rights Day is observed in India. i.The day focuses on promoting religious harmony, respect and a better understanding of the Minorities group in India.

This is why the Minorities Rights Day is oberved in India.

World Arabic Language Day observed on December 18, 2019World Arabic Language Day 2019The World Arabic Language Day is observed annually on December 18, 2019, by the United Nations Educational, Scientific and Cultural Organization (UNESCO) since 2012. The day was chosen to celebrate multilingualism and cultural diversity of the Arabic language. The date (December 18) coincides with the day in 1973 when the UN General Assembly (UNGA) adopted Arabic as the 6th official language of the organisation.
Theme:
The theme for the year 2019 is “Arabic Language and Artificial Intelligence (AI)”. The theme was chosen to promote and preserve the Arabic language with the help of AI and also deal with the issues related to the computerization of Arabic language.
Key Points:
i.The day was celebrated at UNESCO headquarters in Paris, France in cooperation with the permanent delegation of the Kingdom of Saudi Arabia, and the Sultan Bin Abdulaziz Al-Saud Foundation.

State Police launches “MP e-cop” an application to ensure women’s safety in Madhya Pradesh 
On 16th December 2019, the Madhya Pradesh (MP) police have launched an application named ‘MP e-cop’ to ensure the safety of women. The MP e-cop app includes SOS (an international code signal for extreme distress) facility which will send an alert SMS (Short Message Service) to 100 and any five phone numbers fed in the app as soon as the button is pressed.
Key Points:
i.The app also includes facilities to report about missing documents, mobiles, missing vehicles and missing persons, and also secret information can be shared with the police without disclosing the name.
