India launches 40th Indian Scientific Expedition to Antarctica from Mormugao Port, Goa40th Indian scientific expedition to Antarctica launchedOn January 5, 2020, India flagged off the 40th Indian Scientific Expedition to Antarctica (40-ISEA) from the Mormugao Port, Goa. The Expedition will  have 43 members and the chartered ice-class vessel MV Vasiliy Golovnin will take the team to Antarctica. On return, the vessel will bring back the members of the 39th Expedition. The Ministry of Earth Science launched the expedition.
i.
National Centre for Polar & Ocean Research (NCPOR), Ministry of Earth Sciences (MoES) is the implementation agency of the Indian Antarctic Programme. They are responsible for carrying out expedition programs to Antarctica.
ii.Indian Oil Corporation Limited (IOCL) has supplied Jet A1 fuel, lubes & Marine Gas Oil (MGO) for the 40th ISEA mission.
iii.The Team is being led by 3 Polar Veterans Dr. Yogesh Ray from National Centre for Polar & Ocean Research; Mr. Atul Suresh Kulkarni from Indian Institute of Geomagnetism; & Ravindra Santosh More from India Meteorological Department.
iv.The 40-ISEA will provide to under progress scientific projects on Climate Change, Geology, Ocean Observations, electric & magnetic flux measurements, environmental monitoring, resupplying of food, fuel, provisions & spare.

PM Narendra Modi Virtually Inaugurated National Metrology Conclave 2021PM delivers inaugural address at National Metrology Conclavei.On January 4, 2020, Prime Minister (PM) Narendra Modi virtually inaugurated the National Metrology Conclave 2021 on the theme ‘Metrology for the Inclusive Growth of the Nation’ and also delivered the inaugural address.
ii.The Conclave was organized by the Council of Scientific and Industrial Research- National Physical Laboratory (CSIR-NPL).
iii.Notably, Jan 4, 2021 was the 75th inception year of CSIR-NPL.

FSSAI reduces permissible level of Trans-Fatty Acids in oils & fats to 3% for 2021FSSAI slashes limit for trans fat levels in foodsThe Food Safety and Standards Authority of India (FSSAI) released guidelines to reduce the permissible level of Trans-Fatty Acids (TFA) in oils and fats to 3% for 2021 & 2% by 2022 from the current permissible limit of 5%. The change has been brought through an amendment to the Food Safety and Standards (Prohibition and Restriction on Sales) Regulations.
i.The regulation applies to edible refined oils, vanaspati (partially hydrogenated oils), margarine, bakery shortenings & other mediums of cooking like vegetable fat spreads & mixed fat spreads.
ii.TFA is associated with increased risk of heart attacks & deaths from coronary heart disease.
iii.Based on 2017, India has a high burden of heart diseases out of all countries in the world, each year 1.5 Millions deaths take place due to coronary heart disease & 5 % of deaths each year are attributed to TFA intake.
iv.TFA form of unsaturated fat and are of two types – Natural & Artificial Trans Fats. They are added to give a desirable taste & texture to food.
v.WHO has set a target for global elimination of trans fats by 2023.

Patna Meteorological Observatory conferred ‘Centennial Observing Station Status’ by World Meteorological Organization Patna Meteorological Observatory gets centennial observing station statusPatna Meteorological Observatory has been conferred the status of  ‘Centennial Observing Station Status’ by the World Meteorological Organization (WMO) to recognize its contribution towards long-term meteorological observation exceeding over 100 years.
i.The decision to confer the status was taken during the 72nd WMO Executive Council Meeting held virtually from September-October, 2020.
ii.The Patna meteorological observatory was established in 1867 by the British Corps of Engineers.
iii.Centennial Weather Stations maintain the world’s longest robust records of weather observations, they are key to understanding of the climate system & global warming.

The cell  will be based at  iLab, Udhna, Surat and has been created under the ‘National Urban Livelihood Mission Scheme’.
Objective:

Indigenously Designed ballastless tracks to be used for High-Speed RRTS trainsIndigenously designed ballastless tracksi.The National Capital Region Transport Corporation (NCRTC) will use indigenously designed ballastless tracks for the country’s first Regional Rapid Transit System (RRTS).
ii.As RRTS technology supports high-speed trains therefore these tracks will be suitable for high-speed trains running up to 180 kmph and require low maintenance.
iii.Track slabs will first be used on the 17-km-long Sahibabad-Duhai priority section of the Delhi-Ghaziabad-Meerut RRTS corridor. The section will be operational by 2023, while the entire 82-km-long corridor will be completed by 2025.
iv.Tracks will be manufactured indigenously in a unit, currently being constructed in Meerut.

RoDTEP Scheme Implemented from January 1, 2021RoDTEP scheme extended to all export goods from January 1The Ministry of finance has notified that Remission of Duties and Taxes on Exported Products (RoDTEP) scheme will be implemented from January 1, 2021. The benefits of the reimbursement scheme are extended to all export goods.

  • The Department of Commerce, Ministry of Commerce and Industry will notify the RoDTEP rates shortly on the basis of the recommendation made by a committee chaired by  Dr. G.K. Pillai, former Commerce and Home Secretary.

Note- The final Report of the Committee is expected shortly.
Highlights of the Notification:
i.The benefit of  RoDTEP is available from January 1, 2021, even though the rates and other details are prescribed later.
ii.Exporters who want to avail the benefit of the scheme are required to declare their intent for each export item in the shipping bill or bill of export.
iii.The benefit of the scheme is subject to conditions, restriction, exclusions, ineligibility and fulfilment of the procedural requirements as notified.
About RoDTEP Scheme:
General Info

  • It replaces the Merchandise Export from India Scheme (MEIS) that will expire on December 31, 2020.
  • MEIS is replaced with the RoDTEP as it violates the World Trade Organization(WTO) rules.
  • RoSCTL scheme was merged with the RoDTEP Scheme.

Refund

  • The fixed Central, State and local duties/taxes that were not being rebated or refunded from existing schemes will be refunded to the exporters by RoDTEP scheme.
  • The refund will be credited to the ledger account of the exporter with customs and used to pay Basic Customs duty on imported goods.
  • The credits can also be transferred to other importers.

Additional Info
Earlier the scheme was proposed to be notified from April 2020.

PM virtually inaugurates Kochi-Mangaluru Natural Gas PipelinePM dedicates Kochi - Mangaluru Natural Gas Pipeline to the NationOn January 5, 2020, Prime Minister (PM) Narendra Modi virtually inaugurated the 450 Km Long Kochi-Mangaluru Natural Gas Pipeline. The pipeline has been constructed by GAIL (India) Ltd at a cost of INR 3, 000 crores.  The pipeline will carry natural gas from Liquefied Natural Gas (LNG) regasification terminal at Kochi, Kerala to Mangaluru, Karnataka.
i.The PM cited the inauguration of the pipeline as a step towards Government’s ‘One Nation One Gas Grid’.
ii.The pipeline has the capacity to transport 12 MMSCMD (Million Metric Standard Cubic Metres of Natural gas per Day).
iii.The new pipeline will create around 21 Lakh new Piped Gas Connections 
iv.It will also provide continuous supply of environment-friendly Piped Natural Gas (PNG) to households, commercial units & Compressed Natural Gas (CNG) for transport sector across Kerala.

Interest Rates for Small Savings Schemes for 4th Quarter of 2020-21 Remains Unchanged

The finance ministry notified that the interest rates on small savings schemes  including  Public Provident Fund (PPF) and National Savings Certificate (NSC) for 4th quarter of 2020-21 ( January 1 to March 31, 2021) will remain unchanged from those notified for the third quarter (October 1-December 31, 2020). The interest rates are as follows: Annual Interest Rate- PPF(7.1%), NSC( 6.8 %), Kisan Vikas Patra-KVP(6.9 %); Interest rate for the five-year Senior Citizens Savings Scheme(paid quarterly)- 7.4%; Interest rate on savings deposits- 4% per annum; Sukanya Samriddhi Yojana, the girl child savings scheme- 7.6 %; Interest Rate of Term deposits of 1-5 years(paid quarterly)- 5.5-6.7 %; Interest rate on five-year recurring deposit- 5.8%.

The Interest rates for small savings schemes are notified by the Finance Ministry on a quarterly basis.

Centre Issues Rs 5,500 cr Zero-Coupon Bonds for P&SB recapitalisationP&SB recapitalisation Centre issues Rs 5,500 cr worth of zero-coupon bondsi.In a first of its kind move Central Government has issued Rs 5,500 crore in zero-coupon bonds to recapitalise Punjab and Sind Bank (P&SB) by allowing it to park the paper in its held-to-maturity (HTM) category at face value rather than the discounted market rate.
ii.The bond will mature in tranches between 2030 to 2035.
iii.
This move of capital infusion was approved by the Ministry of Finance on November 10, 2020.
iii.The government’s shareholding in P&SB as of September 30, 2020, stood at 83.06%.

About AB-PMJAY SEHAT:
Eligibility & Coverage
i.Under this new, AB PMJAY-SEHAT scheme, all citizens of J&K UT irrespective of their economic strata will be eligible for this scheme.

  • Till now, under PMJAY only those from economically weaker sections of the society who were part of Socio-Economic and Caste Census (SECC) 2011 were eligible for the scheme.

ii.More than 20  lakh families of the UT will be covered.
Sum Insured & free of cost insurance
The Sum Insured of the policy is Rs. 5 lakh and the health insurance will be provided on family floater basis.
This scheme will provide free of cost insurance to the J&K citizens and the government will bear the premium.
Hospitals
Many hospitals in India are connected under this scheme, and so the treatment will not be limited to government and private hospitals in the UT.
Health Cards
All the beneficiaries in J&K will be provided with SEHAT health cards through which they can avail treatment during hospitalisation.
Note
There is provision for operational extension of PM-JAY to approximately 15 lakh additional families.

India’s Dr. Raghu Ram Pillarisetti( 54 years old), Director and Consultant Breast Surgeon, KIMS-USHALAKSHMI Centre for Breast Diseases has been honoured with ‘OBE-Officer of the Most Excellent Order of the British Empire’ in Queen Elizabeth II’s 2021 New year’s Honours list. This second highest ranking Order of the British Empire award (excluding a knighthood/damehood) conferred to him in recognition of his outstanding services to Breast Cancer care and Surgical Education in India and to UK/India relations.  He is one of the youngest Surgeons of Indian origin in over 100 years to be honoured by the Queen with an OBE. He is also the Founder/CEO of Ushalakshmi Breast Cancer Foundation.  He is also a recipient of Padma Shri award and Dr BC Roy National award. The award was instituted in 1917 by King George V. Ramesh Pokhriyal lays Foundation stone of ‘TiHAN Foundation’ – India’s 1st Testing Platform for Autonomous Navigation SystemsIIT Hyderabad sets up TiHAN-IITUnion Minister for Education, Ramesh Pokhriyal ‘Nishank’ virtually laid the Foundation stone for ‘TiHAN Foundation’ – Technology Innovation Hub at the IIT Hyderabad (IITH). It will be India’s 1st Testing hub for Autonomous Navigation & Data Acquisition Systems (Terrestrial and Aerial).
i.Department of Science & Technology, Government of India  sanctioned INR 135 Crore to IIT Hyderabad under the National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS) to establish ‘TiHAN-IIT Hyderabad’.
ii.An area of 2 acres of land has been allocated in IIT Hyderabad campus for the setting up of  a hub.
iii.‘TiHAN Foundation’ was incorporated as a Section-8 company by the institute in June 2020.
Objective:
TiHAN hub will replicate real-life scenarios for the testing of autonomous & Connected Autonomous Vehicles (CAVs), before they are used in the real world.
Key Points:
i.The hub would consist of facilities like Test Tracks, Emulation of Real-World Scenarios, State of the Art Simulation Technologies, Road Infrastructure, Drone Runways & Landing Area,  Mechanical Integration Facility, Smart Poles, Centralized Control Room.
ii.The focus of the hub will be towards Research & Technology development in the area of Autonomous Navigation & Data Acquisition Systems (Unmanned Aerial Vehicles (UAVs), Remotely Operated Vehicles (RoVs)).
iii.The Primary focus of this TiHAN Foundation are Research & Technology development, Industry Collaborations, Human resource & Skill development, Innovation, Entrepreneurship & Start-up Ecosystem, International Collaborations.
iv.The centre will be open for Industry collaborations – Joint Research & Development initiatives, consultancy, cost sharing Basis, technology outreach schemes, Training of Industry Personnel & Continuing Education.

World’s first wooden satellite to be launched by Japan in 2023 to reduce space JunkWorld's first wooden satellite to be launched by Japan in 2023 to reduce space JunkJapan’s Sumitomo Forestry company and Kyoto University of Japan is all set to launch the world’s first wood-based space satellite by 2023 to combat the problem of space junk. In this regard, several wooden materials are being tested by the research team to find a suitable one for space missions.

  • According to the European Space Agency (ESA) statistical model, there are more than 130 million pieces of anthropogenic space debris due to human activities. ESA is also planning to launch a mission to collect space debris in 2025.
  • The debris can travel at a speed of more than 22,300 mph and can impact other satellites.

Need for Launching Wood-based Satellite:

  • All the satellites which re-enter the atmosphere of Earth burn and create tiny alumina particles. They will then float in the upper atmosphere for many years and eventually will affect the Earth’s environment and has the capacity to cause considerable damage to any objects that it will hit.

There are nearly 6,000 satellites circling Earth, according to the World Economic Forum (WEF). About 60% of them are defunct (space junk). Research firm Euroconsult estimates that 990 satellites will be launched every year this decade, which means that by 2028, there could be 15,000 satellites in orbit.

    • His last lyrics were penned for the movie Within Seconds (2021).

NBCC & JKIT signed MoU to establish IT Towers in Jammu, SrinagarMoU Signed For Setting Up IT Towers In Jammu, Srinagari.On January 4, 2020, a Memorandum of Understanding (MoU) was signed between NBCC (formerly National Buildings Construction Corporation Limited) and JK IT Infrastructure Development Company for establishing Information Technology (IT) towers in Jammu and Srinagar, Capital Cities of Jammu & Kashmir at a cost of Rs 50 crore each in 15 months and 17 months respectively.
ii.It was signed by the top officials of both entities in the presence of Lieutenant Governor Manoj Sinha.

Manipur CM N Biren Singh Launches mPension Manipur App for PensionersManipur CM Biren launched mPension Manipur App for pensionOn January 4, 2021 N Biren Singh, Chief Minister of Manipur launched mPension Manipur App, that enables pensioners to update their photograph by themselves (via online through this App) without the need to visit the Treasury Offices.
i.Pensioners, earlier were required to update their photograph for every 6 months by personal appearance of the pensioner at the respective Treasury Office or by home visits of Treasury officials to the residence of the pensioner (in case of illness/old age)
ii.This online platform is an additional method for updation and the earlier method will also be practised.
Purpose

  • To alleviate problems faced by pensioners/family pensioners.
  • To create convenience for the pensioners of Manipur, who are also residing outside the State.

Features of mPension Manipur App:
Photo
i.The Treasury Officer of the concerned Treasury will approve the photo uploaded by the pensioners.
ii.If any reason is found to be rejected, the pensioner will receive a message from the Treasury.
Other Facilities
i.Besides photo updation, it also provides facilities to the pensioners to send feedback to treasures, receive messages from the Treasury Office and also make queries online.
ii.It notifies pensioners regarding the status of photographs submitted and the responses of their queries.
iii.It uses Artificial Intelligence techniques to discover if the pensioner is alive or dead from the updated photographs and also allows upload photographs that are only taken from a living person.
Installation
It can be used and installed in any smartphone with a built-in camera (both Android and IOS) and desktop computer or laptop with webcam.

Madhya Pradesh rolls out ‘Launch Pad Scheme’ to make Youth Self-ReliantMadhya Pradesh rolls out Launch Pad SchemeThe Women & Child Development Department of Madhya Pradesh has rolled out the ‘Launch Pad Scheme’ under which new  opportunities of employment will be provided for Boys/Girls who have come out of institutional  supervision of the care institutions of the state and have completed 18 years to make them self-reliant.
Objective:
To provide a platform to the youth, through which they can become self-reliant by continuing their education & training.
Key Points:
i.As part of the scheme, District Administration will provide space for these youth to open coffee shops, stationery, photocopy, computer typing and DTP work.
ii.The scheme has been launched under the Child Protection Scheme.
iii.The launch pads will be operated through Non-Governmental Organizations (NGOs) and an amount of INR 6 lakh will be provided for installation of each Launch Pad
