Cabinet Approvals on July 22, 2021The Union Cabinet which is held on July 22, 2021, under the chairmanship of Prime Minister Narendra Modi has approved the following initiatives.
i.Integrated Multi-purpose infrastructure Development Corporation for Ladakh: 
The Union Cabinet has approved the establishment of the 1st ‘Integrated Multi-purpose infrastructure Development Corporation’ for the Union Territory (UT) of Ladakh.
ii.PLI Scheme for Specialty Steel: 
To increase the production and minimise the imports of ‘value-added steel/Speciality Steel’, the cabinet has approved the PLI Scheme.
iii.100 percent FDI in public sector refiners: 
The cabinet has approved a proposal to allow 100 percent FDI under automatic route in oil and gas public sector unit (PSU), which has received ‘in-principle’ approval for strategic disinvestment in its sector.

DGBR Lt Gen Rajeev Chaudhry Conducted the Last Blast of Sela Tunnel’s Escape Tube Sela Tunnel will be the longest bi-lane road tunnel in the worldOn July 22, 2021, Lt Gen Rajeev Chaudhry, Director General Border Roads (DGBR), virtually conducted the last blast of the escape tube of the under-construction ‘Sela Tunnel’ in Arunachal Pradesh to enable its faster completion.

  • The first blast of the escape tube was initiated by DGBR in January 2021. The escape tunnel is 1555 meters in length.
  • This blast will support faster completion of the Sela Tunnel by undertaking simultaneous activities in two tubes i.e., a two-way tube of 1,555 meters, an escape tube of 980 meters, and the 8.8 kms of approach roads.

About Sela Tunnel:
i.In 2019, Prime Minister Narendra Modi initiated the Sela Tunnel Project in Arunachal Pradesh at an estimated cost of Rs 687 crore to provide all-weather connectivity to Tawang, Arunachal Pradesh through the Balipara(Chhattisgarh) – Charduar(Assam) – Tawang (Arunachal Pradesh) Road.
ii.The tunnel covers a total distance of 12.04 kms and it has two tunnels of 1790 and 475 meters each.
iii.The tunnel is being constructed by the Border Roads Organisation (BRO) under Project Vartak using the New Austrian Tunneling Method (NATM) and the project would increase connectivity with the entire Northeast.
Note – After completion of the project, Sela Tunnel will be the longest bi-lane road tunnel in the world at an altitude above 13,000 feet.

Indian Navy conducts PASSEX with UK Navy in Bay of BengalIndian Navy participated in a two-day bilateral Passage ExerciseIndian Navy (IN) participated in a Bilateral Passage Exercise (PASSEX) with United Kingdom’s (UK) Royal Navy in Bay of Bengal from July 21-22, 2021.  The Maritime Exercise aimed at sharpening the ability of two navies to operate together in the maritime domain.

  • From the Indian side, IN ships Satpura, Ranvir, Jyoti, Kavaratti, Kulish and a submarine participated in the exercise. Anti-submarine warfare capable P8I Aircraft also took part in the exercise.
  • While from the UK side, Royal Navy Carrier Strike Group (CSG)-21led by HMS Queen Elizabeth & comprises Type 23 Frigates and an Astute-class Submarine also participated in the exercise.

ii.The exercise covered a spectrum of maritime operations like Anti-Submarine Warfare (ASW), Anti-Air and Anti-Surface warfare.

GE, Intel to Partner with SERB for Fundamental ResearchGE, Intel join hands with SERB for fundamental researchGeneral Electric (GE) & Intel separately signed an agreement with SERB (Science & Engineering Research Board) for conducting basic research within the areas of the companies’ interest.

  • The collaboration is under SERB’s new Fund for Industry Research Engagement (FIRE) initiative.
  • FIRE is an umbrella program under which industry and SERB invite calls for proposals for scientists to take up specific research projects.
  • GE & SERB will bring in around INR 20 crore each for research in 3 broad areas of interest to GE – Clean energy, affordable healthcare and clean aviation.

FIRE Initiative
i.The FIRE initiative was launched by SERB to advance deep tech-based research in India. The main aim of the program is to strengthen academic research by collaborating with key Research & Development (R&D) organizations in India.

SC quashes Provisions of 97th Amendment related to Co-operative SocietiesA 3-judge Supreme Court (SC) bench comprising Justices R F Nariman, K M Joseph and B R Gavai struck down certain parts of Part IXB of the Indian Constitution. Part IXB was inserted by the Constitution (97th Amendment) Act, 2011, it deals with incorporation, terms of members of board and its office bearers and effective management of cooperative societies.

  • The SC Judgement however held that Part IXB of the Indian Constitution dealing with functioning and incorporation of multi-state co-operative societies will be operative.

Reason for Striking down
The 97th Constitutional Amendment required ratification by at least one-half of the state legislatures as per Article 368(2) of the Constitution, as it deals with an exclusive state subject (co-operative societies).

  • As the ratification was not done, the 97th Amendment has been struck down.
  • In 2013, Gujarat High Court had also struck down part of the Constitution (97th Amendment) Act, 2011 citing the same reasons.

i.The 97th constitutional amendment was passed by Parliament in December 2011 and came into effect from February 15, 2012.
ii.The change amended Article 19 (1) (c) to give protection to the cooperatives and inserted Article 43B and Part IX B, relating to them.

INS Tabar conducts Maritime Exercise with French Navy on Bay of Biscay 

In July 2021, Indian Naval Ship (INS) Tabar participated in a 2-day maritime exercise with French Navy on the Bay of Biscay. They conducted a wide range of exercises, including anti-submarine and air defence drills. From the French Navy side, 4 Rafale Fighter Aircrafts & NH 90 – a twin-engine helicopter participated in the exercise.

INTERNATIONAL AFFAIRS

G20 Environment Ministerial Meeting held in Hybrid format in Naples, Italy; MoEF&CC Minister Bhupender Yadav attended virtuallyi.On July 22, 2021, the G20 (Group of Twenty) Environment Ministers’ Meeting 2021 was held in hybrid format which was hosted by Italy (2021 G20 Presidency) in Naples.
ii.In the meeting, India participated virtually and was represented by Union Minister, Bhupender Yadav, Ministry of Environment, Forest and Climate Change (MoEF&CC). Minister of State (MoS) Ashwini Kumar Choubey and other senior officers of MoEF&CC also participated in the meeting.
iii.It was held as part of the G20 (Group of Twenty) Leaders Summit 2021, which will be hosted by Italy in October 2021.

UNCDF Launched ‘Agritech Challenge 2021’ for farmers in Asia, AfricaUnited Nations Capital Development Fund (UNCDF), under the Centre for Financial Health in partnership with Atal Innovation Mission, NITI Aayog, the Government of India); Bill & Melinda Gates Foundation; Rabo Foundation; International Fund for Agricultural Development (IFAD) and Bayer launched Agritech Challenge 2021 to address the challenges faced by the smallholder farmers in Asia and Africa.
Aim:
To scale up Agritech and Agri-fintech innovators in the 7 selected countries from Southeast Asia and Africa.
Africa: Kenya, Malawi, Uganda, Zambia
Asia: India, Indonesia, Malaysia
Agritech Challenge 2021:
i.The programme invites applications from startups that have the solutions to address the challenges identified for the smallholder farmers from the identifiers countries and 20 applicants will be selected as the participants of the programme.
ii.The identified challenges of smallholder farmers:

  1. Low Productivity – Access to new technology and innovations
  2. Climate Risk – Resilience against climate change and natural hazards and risk management
  3. Inefficient Supply Chains – Reduce wastage and enhance market & pricing transparency

iii.The participants of the agritech challenges will get access to the industry and market linkages, investors and mentorship to assist them to expand to the international market of their choice.
iv.As a part of the UNCDF’s work under the Global Centre for Financial Health, the programme will help the participants to build and test their solutions in the new market.
Support for Agritech challenge:
i.UNCDF will also enable collaborations among the developing markets across India, Indonesia, Malawi, Malaysia, Kenya, Uganda, Zambia among others.
ii.UNCDF in partnership with NITI Aayog, Rabo Foundation and Bill and Melinda Gates Foundation through the Financial Health Programme will support the development and expansion of digital solutions across borders which will reduce the difficulties faced by the smallholder farmers affected by the COVID-19 pandemic.

Sweden joins International Solar AllianceIn July 2021, Sweden, a leading member of the European Union (EU), ratified the framework agreement for International Solar Alliance (ISA). ISA, a global initiative by India aims to provide Solar energy & sustainable solutions to enhance energy security and tackle the challenges faced due to Climate Change.
i.Sweden will promote its renewable energy technologies among ISA member countries to reduce
ii.Notably, Sweden has set an ambitious target of achieving 100% renewable electricity capacity by 2040.
iii.Sweden’s joining comes just 4 months after the virtual meet between Prime Minister (PM) Narendra Modi & Swedish PM Stefan Löfven, where they discussed enhancing cooperation in technology & innovation.

WHO, IPC Signed MoU for Promotion of Diversity, Equity in Health & Sports The World Health Organization (WHO) and the International Paralympic Committee (IPC) signed a Memorandum of Understanding (MoU) in Tokyo, Japan to cooperate for the promotion of diversity and equity in health and sports through global initiatives.

  • WHI and IPC will partner to increase global access to quality rehabilitation and assistive technology as part of universal health coverage.
  • They also intend to reduce the existing inequalities to create equal opportunities and participation in sports for persons with disabilities, including for Paralympians and Para athletes.
  • The Paralympic Games are set to be held between 24 August to 5 September 2021.
  • About Disability: WHo defines disability as a global public health issue, and as per its estimation about 15 percent of the world’s population live with a disability. Only 1 in 2 persons with disabilities could afford health care and rehabilitation services, and 1 in 10 have access to life-changing assistive technology.

RBI: IDFC can exit as promoter of IDFC First Bank; Imposed Rs 1 lakh penalty on Melur Co-operative Urban Banki.The Reserve Bank of India (RBI) has clarified that IDFC (Infrastructure Development Finance Company) Limited can exit as the promoter of IDFC First Bank Limited after the expiry of lock‐in period of 5 years which already ended on September 30, 2020.
ii.RBI in exercise of powers vested in RBI under provisions of Section 47 A (1) (c) read with Section 46 (4) (i) and Section 56 of the Banking Regulation Act, 1949 (AACS- As Applicable to Cooperative Societies) imposed a monetary penalty of Rs 1 lakh on Melur Co-operative Urban Bank Ltd. located in Melur, Madurai District, Tamil Nadu.

Indian Bank Signed MoU with IIT Guwahati TIC for Financing Start-upsOn July 22, 2021, the Indian Bank signed a Memorandum of Understanding (MoU) with IIT (Indian Institute of Technology) Guwahati Technology Incubation Centre (TIC) for financing Start-ups under the bank’s loan product ‘IND Spring Board’.
Background: 
i.In October 2020, the Indian Bank in collaboration with IIT Madras Incubation Cell (IITMIC) has launched ‘IND Spring Board’, a credit facility of up to Rs 50 crore for start-ups.
ii.Under the project, IITMIC will refer start-ups with adequate technology and the bank will then extend loans up to Rs 50 crore to those start-ups to meet their working capital requirement, and also fund based Term Loan requirements.

IBM Signed 10-year Partnership Deal with BIAL

IBM (International Business Machines) Corporation and Bangalore International Airport Ltd (BIAL), the operator of the Kempegowda International Airport, have signed a 10-year partnership deal to make the BIAL a Smart Airport.

  • IBM will provide IT solutions to create a new ‘Airport in a Box’ platform to transform the travel experience of the passengers of BIAL.
  • Under the partnership, the IBM companies viz, IBM Hybrid Cloud capabilities, Red Hat Automation as well as Kyndryl will support the airport operator to improve its productivity, automate IT and minimize/reduce costs.

Shiv Nadar steps down as HCL Tech MD, C Vijayakumar to succeedThe founder of HCL Group, Shiv Nadar (76), has resigned as managing director and director of HCL Technologies Ltd, a subsidiary of HCL, with effect from July 19, 2021. He is succeeded by C. Vijayakumar, president and chief executive officer (CEO), as the managing director for five years.

Razorpay Acquired TERA Finlabs in its 3rd Acquisition

Razorpay, a converged payments solution company in India, has acquired the TERA Finlabs, artificial intelligence (AI)-based risk analysis platform based in Bengaluru, Karnataka. This is the 3rd acquisition of Razorpay since its inception.
TERA Finlabs is the Indian subsidiary of GAIN Credit, a United Kingdom(UK)-based digital lender.

  • The technology stack and risk management capabilities and onboarding solutions of TERA will be used to create a credit line for the merchant network of Razorpay.
  • Razorpay will use this acquisition for Razorpay Capital, the small and medium enterprise (SME)-based lending business of Razorpay, which was launched in 2019.
  • Previously Razorpay has acquired the Thirdwatch in 2018 and Opfin in 2019.

Tata Boeing Aerospace delivers 100th Fuselage for the AH-64 Apache Helicopter to BoeingOn 23rd July 2021, Tata Boeing Aerospace Limited (TBAL) delivered the 100th fuselage for AH-64 Apache combat helicopter to Boeing’s AH-64 Apache manufacturing facility at Arizona, USA. These fuselages developed in Hyderabad under Make in India policy will be used by Boeing in its Global production of the state-of-art AH-64 combat helicopters.
i.TBAL is Boeing’s 1st Joint Venture Company in India, that was set up in Hyderabad, Telangana as a result of the 2015 agreement between Tata Advanced Systems and Boeing.

IIT Ropar develops 1st of its kind Oxygen Rationing Device ‘AMLEX’

Researchers at IIT, Ropar have developed ‘AMLEX’, a 1st of its kind device that is capable of regulating the flow of medical oxygen from a cylinder during inhalation and exhalation by a patient. It significantly reduces oxygen wastage.

  • It has been developed specifically for oxygen cylinders and is capable of operating on both portable power supply (battery) as well as line supply (220V-50Hz).
  • During the 2nd wave of COVID-19 Pandemic, India witnessed an increase in demand for medical wastage. Devices like these will help in avoiding unwanted wastage.

Bhageerathi Amma, Kerala’s ‘Oldest learner’ passed away

107-year-old Bhageerathi Amma who became Kerala’s Oldest learner after clearing her 4th standard equivalency examination at the age of 105 years, has passed away due to age related ailments. In 2019, She was applauded by the Prime Minister of India for her achievement of clearing Kerala State Literacy Mission (KSLM).
i.Bhageerathi Amma, was a recipient of prestigious ‘Nari Shakti Puraskar’ by the Central government for her exceptional contribution towards women’s empowerment.

Maharashtra Governor Released the Book “Kashmir Ki Kyari Mein Aag Ki Lapte Aakhir Kab Tak?” by Beena BudkiBhagat Singh Koshyari, Governor of Maharashtra, released the book titled “Kashmir Ki Kyari Mein Aag Ki Lapte Aakhir Kab Tak?” authored by Kashmiri writer and social worker Dr Beena Budki at Raj Bhavan, Maharashtra.
He also released the magazine Kashmir Sandesh brought out by Kashmiri Hindi Sangam and edited by Beena Budki.

  • The book refers to the turbulence in Kashmir after the abrogation of Article 370 in August 2019.

i.Dr Beena Budki was honoured with the Muktibodh Award 2011 for ‘Sharnarthi’.
ii.She has also received the Hindi Sevi Samman Awards – Ganga Sharan Singh Award 2014 for work in the field of promotion and training of Hindi.

i.Article 370 of the Indian constitution has given special status to the region of Jammu & Kashmir. Article 370 conferred the region to have a separate constitution, a state flag and autonomy over the internal administration of the state.
ii.The article stated that the Constituent Assembly of Jammu and Kashmir would be empowered to recommend the extent to which the Indian constitution would apply to the state.
iii.On 5 August 2019, the Government of India issued a Presidential Order superseding the 1954 order and making all the provisions of the Indian constitution applicable to Jammu and Kashmir

National Broadcasting Day 2021 – July 23The National Broadcasting Day is annually observed across India on 23rd July to commemorate the first radio broadcast aired from the Indian Broadcasting Company(IBC) on 23rd July 1927. IBC was a private radio station based in Bombay (now Mumbai).

  • The Radio Club of Bombay made the first-ever broadcast in India in June 1923.

23rd July 2021 marks the 94th anniversary of the establishment of All India Radio(AIR), which was formerly known as IBC.
