Shivamogga Airport To Be Named After BS Yediyurappa: Karnataka Former CM
On April 20, 2022, The Karnataka State Cabinet headed by Chief Minister (CM) Basavaraj Bommai, gave nod to name the under-construction Shivamogga airport after the former CM Bookanakere Siddalingappa Yediyurappa, the proposal will now be sent to the Union Civil Aviation Ministry for further clearance.
- Shivamogga airport is being constructed at Sogane on the outskirts of Bengaluru. The estimated cost of airport construction is Rs 384 crore.
Key Points:
i.The construction of Shivamogga Airport was begun in 2020 under UDAN (Ude Desh Ka Aam Naagrik) Scheme by the efforts of the Former CM B S Yediyurappa.
ii.The Airport will be ready for inauguration by December 2022, which consists of the second longest runway in state measuring 3299 metres, the First being the Kempegowda International Airport Bengaluru, Karnataka with 4000 metres.
iii.Earlier, a list of names had been suggested for the airport, which includes rulers like Keladi Shivappa Nayaka, Keladi Chennamma and Mayuravarma, and Akka Mahadevi 12th century social reformer, Dr B R Ambedkar father of Indian Constitution and Kuvempu the national poet.

OIL commissioned India’s First Pure Green Hydrogen Plant in Jorhat, Assam
Oil India Limited (OIL), India’s second-largest hydrocarbon explorer and producer, has inaugurated “India’s first 99.999 % pure” Green Hydrogen Pilot Plant in Assam, marking the country’s first significant step toward a green hydrogen economy.
- The first plant of its sort in India, has an installed capacity of 10 kg hydrogen per day and was commissioned in a record time of 3months at Jorhat pump station in Assam.
Sushil Chandra Mishra, Chairman & Managing Director, inaugurated the plant in the presence of Harish Madhav, Director (Finance) and Prasanta Borkakoty, Resident Chief Executive of OIL.
Significance of Green Hydrogen:
Green hydrogen is a term used to describe hydrogen gas that is produced using renewable energy such as wind or solar power and does not emit greenhouse gases.
- It can be utilised as a fuel in transportation, power generation, and industrial processes because it does not emit carbon dioxide when burned.
Hydrogen gas combines with oxygen to produce electricity and water vapour, making it a potential clean alternative to fossil fuels in a fuel cell that turns chemical energy into electricity.
Key Points:
i.The plant is also the first in India to utilise the Anion Exchange Membrane (AEM) technology.
Green hydrogen will be produced from the electricity generated by the existing 500 kW (kilowatt) Solar plant using a 100 kW AEM Electrolyser array.
ii.In the future, this plant is expected to boost its green hydrogen production from 10 kg per day to 30 kg per day.
iii. OIL has undertaken a detailed study on combining green hydrogen with natural gas for commercial purposes in partnership with the Indian Institute of Technology (IIT)-Guwahati, Assam.

Rajasthan Becomes the First State to Install L-Route ServerRajasthan has become India’s first state to install an L-Route server to provide uninterrupted internet access. The new facility is installed at the Bhamashah State Data Centre in Rajasthan and is built in collaboration with the Internet Corporation for Assigned Names and Numbers (ICANN).
- With flawless internet connectivity, the Rajasthan government will be able to provide its flagship digital services and enforce e-governance.
- It will help to increase the security and resilience of internet-based operations by strengthening the internet infrastructure.
The state government has emphasized the expansion of digital services for the benefit of the general public and increased transparency in government services.
Key Points:
i.Rajasthan’s digital services include e-Mitra, Jan Aadhaar Yojana, Jan Kalyan Portal, Jan Soochna Portal, and a variety of mobile phone apps.
- Setting up an L-Route server will ensure that these digital services have consistent and improved internet connectivity.
ii.The new server will benefit both the general public and the industry with better load management and lower round-trip time delay between users and servers.
iii. With the ICANN root server, Rajasthan would no longer be reliant on any root server for the Domain Name System.
iv.Since the L-Route server assures high-speed internet connectivity, internet operations in the state will continue to run without interruption even if there is a technical glitch or a natural disaster across Asia or India.
v.There are at present three J-Route servers in New Delhi, Mumbai and Gorakhpur and two L-root servers in Mumbai and Kolkata. The L-Route server in Rajasthan is the first one deployed at the State level.

MoPR Signed MoU With UNDP For Localisation Of Sustainable Development Goals
The Union Ministry of Panchayati Raj (MoPR) and the United Nations Development Programme (UNDP) signed a Memorandum of Understanding (MoU) to collaborate in the areas of knowledge sharing and strengthening monitoring mechanisms for the localisation of the Sustainable Development Goals (SDGs).
- The MoU was signed by the Secretary in the Ministry of Panchayati Raj Sunil Kumar and UNDP resident representative Shoko Noda on the final day of the Iconic Week Programme organised as part of Azadi ka Amrit Mahotsav (AKAM) celebrations.
Role of Panchayati Raj Institutions (PRIs):
i.As 65% of India’s population lives in rural areas, the Government of India is increasingly routing the funding of social sector schemes in sectors such as sanitation, housing, solid waste management etc. through the rural local bodies.
- The achievement of SDGs by 2030 can happen only by considering the local situations.
ii.The panchayati raj institutions (PRIs) play a critical component of local self-governance across rural India, contributing in achieving last-mile connectivity and in the execution of various schemes of different departments and ministries.
- SDGs can be achieved only through the active involvement of PRIs.

MoHUA: All 100 Smart Cities to Get Integrated Command-Control Centre
During the inaugural event of the ‘Smart Cities, Smart Urbanization’ conference, Hardeep Singh Puri, Union Minister, Ministry of Housing and Urban Affairs(MoHUA), stated that all 100 smart cities of India under the Smart City Mission (SCM) are set to have Integrated Command and Control Centres(ICCC).
At present, 80 of the 100 ‘Smart Cities’ in India have ICCC and the remaining will get ICCC by 15th August 2022.
INTERNATIONAL AFFAIRS
India to provide 2nd $500 million Fuel Aid to Sri Lanka
India will provide an additional $500 million financial assistance to Sri Lanka to buy fuel as the latter is facing worst financial crisis. This will be the second $500 million India has provided in fuel credit to a Sri Lanka Government.
Key Points:
i.The first line of credit was used up earlier this month after a shipment of 120,000 tons of diesel and 40,000 tons of petrol. So far India has provided nearly 400,000 tons of fuel.
ii.India also extended two credit lines worth over $2 billion to help buy food, medicines and other essentials.
Need behind this Assistance:
Assistance to Sri Lanka by the International Monetary Fund (IMF) will take about six months and it will also come in tranches, so during the intervening period, there is a need of funds to keep Sri Lankan people supplied with essentials.

RBI allows RCBs to Raise Funds from Preference Shares, Debt Instruments; Banks’ scope widened for opening current, CC/OD accounts
i.The Reserve Bank of India (RBI) allowed Rural Cooperative Banks (RCBs) to raise funds from people in their area of operation or existing shareholders through preference shares and debt instruments w.e.f. April 19, 2022.
ii.RCBs include state co-operative banks and district central co-operative banks.
iii.This step by RBI followed the covering of RCBs under the ambit of the amended Banking Regulation (BR) Act, 1949.
iv.The Reserve Bank of India (RBI) has expanded the scope of exemptions on opening of Current Accounts and Cash Credit (CC)/Overdraft (OD) Accounts by Banks. It has permitted banks to open and operate inter-bank accounts, and accounts of All India Financial Institutions (AIFIs), among others.

Dhanlaxmi Bank inks MoU with CBDT, CBIC
Dhanlaxmi Bank has signed a Memorandum of Understanding (MoU) with the Central Board of Direct Taxes (CBDT) and Central Board of Indirect Taxes and Customs (CBIC) for collection of Direct Taxes and Indirect Taxes.
- The Reserve Bank of India (RBI) has authorized the Bank to collect various taxes, based on a recommendation by the Controller General of Accounts.
The MoU was signed in New Delhi by Shivan J. K., Managing Director & CEO of the bank, and Bharati Das, Principal Chief Controller of Accounts, for the CBDT, and Dhruva Kumar Singh, Chief Controller of Accounts, for the CBIC.
Key Points:
i.As a result of this partnership, the customers of Dhanlaxmi Bank will be able to pay their direct taxes and GST payments & other indirect taxes through the branch network and digital platforms of the Bank.
ii.In order to offer the customers early access to the facilities, the technical integration necessary to attain the seamless flow of remittances from the bank’s portal to those of the CBDT and the CBIC will be accomplished.
iii. The Reserve Bank of India (RBI) had previously appointed Dhanlaxmi Bank as an “Agency Bank” to conduct general banking activity of the Central and State Governments on behalf of the RBI on October 4, 2021.
iv.Kerala-based Dhanlaxmi Bank was put under the Prompt Corrective Action (PCA) framework by RBI in November 2015 due to its deteriorating financial health and only it came out of these restrictions in 2021

IPPB Launches ‘Fincluvation’ For Fintech Start-Ups India Post Payments Bank (IPPB), a 100% government-owned entity under the Department of Posts (DoP), Ministry of Communications, has launched ‘Fincluvation’ – a joint initiative to collaborate with the Fintech (financial technology) Start-up Community to co-create and innovate solutions for financial inclusion.
- It is being announced on the occasion of the 75th anniversary of Indian Independence and the ongoing Azadi ka Amrit Mahotasav.
Start-ups will be invited to participate in this initiative, where they will be encouraged to ideate, develop, and market intuitive and customized products and services that can be delivered to customers.
- Fincluvation will be an industry-first initiative that will build a robust platform to mobilise the start-up community in the development of meaningful financial products aimed at financial inclusion.

ii.Fincluvation will enable start-ups to collaborate with IPPB and DoP experts to build solutions and pilots that utilise the postal network and IPPB’s technological stack.
- Fincluvation will be a permanent IPPB platform for co-creating inclusive financial solutions with participating start-ups in order to understand the needs of underserved clients and deliver products that have a beneficial impact while remaining cost-effective.
iii. Start-ups are encouraged to build solutions that fit within one of the tracks below:
- Creditization – It entails creating new and inclusive credit solutions that are matched with the use cases of target customers and delivering them to their doorsteps via the postal network.
- Digitization – To bring convenience by combining traditional services with digital payment technology, such as by transforming the traditional money order service into an Interoperable Banking Service.
- Any Market-led solutions that can help solve any other problem relevant to IPPB and/or DoP in serving the target customers.
iv.The convergence of technology and financial services, together with traditional distribution networks, will help create new business prospects.

Eminent Physicist Ajay Kumar Sood Appointed as Principal Scientific Advisor to the GoI
The Appointment Committee of the Cabinet(ACC) has approved the appointment of Eminent Physicist, Padma Shri, Prof. Ajay Kumar Sood (AK Sood) as the Principal Scientific Advisor (PSA) to the Government of India(GoI) for a period of 3 years with effect from the date he assumes charge of the post, or until further orders. He will succeed renowned biologist K Vijay Raghavan, who retired on 2nd April 2022.
Note:
Prior to Vijay Raghavan, nuclear scientist R Chidambaram served as the PSA, and before that, the post was held by former President of India, Dr APJ Abdul Kalam.

RS-28 SARMAT: Russia tests World’s ‘Most Powerful’ Nuclear-Capable Ballistic Missile
On April 20, 2022, Russia had test-launched a new nuclear-capable Intercontinental Ballistic Missile (ICBM) namely ‘RS-28 Sarmat’ for the 1st time from Plesetsk in northwest Russia and hit targets in the Kamchatka peninsula, nearly 6,000 km (3,700 miles) away.
- It is also called ‘Satan 2’.
- It will replace the R-36M ICBM (SS-18 ‘Satan’) in Russia’s arsenal.
- The Sarmat ICBM has been developed at the Makeyev State Rocket Center (part of Roscosmos) and is manufactured at the Krasmash enterprise.
Key Points:
i.It is the most powerful missile with the longest range of destruction of targets in the world.
ii.Weighing over 200 tonnes and able to transport multiple warheads, it can hit any target on Earth.
iii.It is designed to elude anti-missile defence systems with a short initial boost phase.
iv.Sarmat is a three-stage, liquid-fueled missile with a range of 18,000 km and a launch weight of 208.1 metric tons, to be exact. The missile is 35.3 meters long and 3 meters in diameter.

West Indies Cricketer Kieron Pollard Announced Retirement from International Cricket
On April 20, 2022, The West Indies cricketer and all-rounder, Kieron Adrian Pollard announced his retirement from his 15 year career in International Cricket. He hails from Tacarigua, Trinidad.
Highlights of his Cricket Career:
i.Pollard, made his One Day International (ODI) debut in 2007 and became the first West Indies player in White-ball cricket to represent 101 Twenty 20 Internationals (T20Is) and 123 ODIs.
ii.He was a key player of the West Indies team which won the International Cricket Council (ICC) T20 Cricket world cup in 2012 and only missed West Indies’ triumph at the 2016 tournament due to injury.
iii.Pollard was appointed as captain for both ODI and T20 teams in 2019, with series wins over Australia and England.
iv.Totally Pollard had scored 2706 runs and took 55 wickets in ODI cricket and 1569 runs at a strike rate of 135.14 in T20Is besides, picking 42 wickets at medium pace.
v.Lastly in March 2021, Pollard became the only third player in the history of the men’s international games to hit six sixes in a single over against Sri Lankas’s Akila Dananjaya, The other two players are Herschelle Gibbs and Yuvraj Singh (Later USA’s Jaskaran Malhotra joins the elite club on September 2021).
Note: Pollard never played Test Cricket.

The United Nations(UN)’s World Creativity and Innovation Day is annually observed across the globe on 21st April to raise the awareness of the role of creativity and innovation in all aspects of human development.
Background:
i.‘World Creativity and Innovation Day’ was first commemorated by more than 50 countries across the globe on 21 April 2002.
ii.The United Nations General Assembly (UNGA) adopted the resolution A/RES/71/284 on 27th April 2017 and proclaimed the 21st April of every year as the World Creativity and Innovation Day
- The first UN-recognised ‘World Creativity and Innovation Day’ was observed on 21st April 2018.

Sikkim Disaster Management Authority and GSI inks MoU for EWS for rainfall and landslides
On April 20, 2022, The Sikkim State Disaster Management Authority and the Geological Survey of India (GSI) inked an Memorandum of Understanding (MoU) to develop a regional level Early Warning System (EWS) which predicts excessive rainfalls resulting in landslides.
Signatories:
i.The MoU was signed by Land Revenue and Disaster Management Department secretary cum relief commissioner Sarala Rai and GSI director general Dr S Raju.
Key Points:
i.The objective of the MoU is to create a Disaster resilient ecosystem to save lives of people from natural disasters with the support of relevant and timely data from the GSI.
ii.The GSI has mapped around three lakh square-kilometres of land across 17 states, including Sikkim for their landslide susceptibility, providing 60 to 70 percent accurate forecast.
iii.The System was already set in use in places such as Nilgiris Tamilnadu, Darjeeling and Kalimpong Hills of West Bengal.

Tripura inks MoU with NIXI-CSC to set up International Data Centre
The government of Tripura has signed a Memorandum of Understanding (MoU) with NIXI-CSC Data Services Centre, a joint venture of the National Internet Exchange of India NIXI and CSE e-governance services Ltd, to establish an international standard Data Centre at Indranagar, headquarters of IT Bhavan, Tripura.
- The data centre will function under the control of the NIXI-CSC Data Services Centre.
Tripura Launches New Scheme: Tripura Industrial Investment Promotion Incentive Scheme 2022
The government of Tripura has launched a new scheme “Tripura Industrial Investment Promotion Incentive Scheme (TIIPIS), 2022” to boost the industrial development of Tripura. The scheme was launched for the next 5 years.
- The government of Tripura has also increased the transport subsidy from 10% to 50%.
