eSanjeevani and eSanjeevani OPD implemented by 23 states: Ministry of Health Department

Tele-consultation by eSanjeevani and eSanjeevani OPD

i.The Central Government has shown its efforts in giving a digital push in the health sector by initiating two types of telemedicine services viz. Doctor-to-Doctor (eSanjeevani) and Patient-to-Doctor (eSanjeevani OPD) Tele-consultations in 2019.  Since then the tele-consultation by ‘eSanjeevani’ has been implemented by 23 states (which covers 75% of the population) and other states are in the process of rolling it out.
ii.The Doctor-to-Doctor (eSanjeevani) is being implemented under the Ayushman Bharat Health and Wellness Centre (AB-HWCs) programme. 
iii.In June 2020, a Memorandum of Understanding (MoU) was signed by Directorate General of Training (DGT) with IBM in June 2020 for Free Digital Learning Platform “Skills Build Reignite” to reach more Job Seekers and provide new resources to Business Owners in India.

On September 15, 2020 Prime Minister Narendra Modi inaugurated & Laid Foundation Stone for Seven Projects related to Urban Infrastructure in the state of Bihar through video conference. The total cost of the projects is Rs 541 Crores.
Out of the 7 projects, 4 are related to water supply, two for Sewerage treatment and 1 for Riverfront Development. 
The projects will be implemented by Bihar Urban Infrastructure Development Corporation (BUIDCO), under Urban Development and Housing Department of Bihar.

India, Afghanistan become Members of UN’s Commission on Status of WomenIndia beats China, becomes member of UN’s ECOSOC body

On September 14, 2020, India & Afghanistan were elected as Members of the United Nations (UN) Commission on Status of Women, a body of the Economic and Social Council (ECOSOC). The Commission on the Status of Women is a UN organ promoting gender equality and the empowerment of women.India (38 votes) and Afghanistan (39) won the ballot among the 54 members, India’s Permanent Representative to the UN, T S Tirumurti announced the election of India to the Committee. 
i.India will be a member of the UN’s Commission on Status of Women for four years from 2021-2025.
ii.India & Afghanistan will now join Argentina, Austria, Dominican Republic, Israel, Latvia, Nigeria, Turkey and Zambia which were elected by acclamation (a form of election that does not use ballot) in the Commission on Status of Women.

Global Spending Needs 500 years to Match COVID-19 Rout: GPMB reportGlobal spending needs 500 years to match COVID-19 rout

i.In accordance with the 2nd Global Preparedness Monitoring Board (GPMB) report titled “A World in Disorder” released on September 14, 2020, the world will take 500 years to spend on preparing for pandemics due to the loss driven by the novel coronavirus disease (COVID-19).
ii.The report called for responsible leadership, engaged citizenship, strong and agile systems for health security, sustained investment and robust global governance for preparedness in order to prevent the next pandemic.
iii.As per the report the cost of COVID-19 is over US$ 11 trillion to fund the response resulting in future loss of US$ 10 trillion in earnings.
iv.GPMB calls for seven urgent actions to prepare the world for health emergencies.

RBI Mandate Banks to Fully Automate NPA Recognition Process by June 30, 2021RBI asks banks to fully automate NPA recognition process

i.In August 2011, the Reserve Bank of India (RBI) issued circular advising banks to switch to automatic identification of non-performing assets (NPAs), using appropriate IT (information technology) systems, from manual identification for regulatory reporting and bank’s own management information system (MIS) requirements. However, over this period of time, the processes for NPA identification, income recognition, provisioning and generation of related returns in many banks are not yet fully automated. 
ii.Concerning this, on September 14, 2020, RBI issued a notification mandating banks to complete the automation of bad-loan recognition and provisioning processes by June 30, 2021. In case of non-compliance, suitable supervisory action would be initiated against the concerned bank.

India’s GDP to Contract by 9% & Developing Asia by 0.7% in FY2020 amid COVID-19 : ADBIndia's-GDP-to-contract-by-9-pct-in-FY2020-amid-COVID-19

i.In accordance with the “Asian Development Outlook (ADO) 2020 Update-September 2020” by Asian Development Bank (ADB), India’s GDP (gross domestic product) growth will contract 9% in FY2020-2021 due to COVID-19 induced slowed economic activity. On the other hand it forecasted a strong recovery with GDP to grow by 8% in FY2021-22 as mobility and business activities resume more widely.
ii.ADB also predicted that inflation is expected to fall in the remainder of FY2020 to 4.5% with rising food prices and decreased economic activity, and then further decline to 4% in FY2021. 
iii.Developing Asia’s GDP is expected to contract by 0.7% from earlier estimate of 0.1% in 2020 and is projected to grow by 6.8% in 2021.

i.On September 14, 2020  The Appointments Committee of the Cabinet (ACC) headed by Prime Minister Narendra Modi approved the appointment of Rajesh Khullar as the Executive Director of  World Bank and Sameer Kumar Khare as Executive Director of Asian Development Bank (ADB).

  • Rajesh Khullar(IAS) is presently serving as the principal secretary to Haryana Chief Minister Manohar Lal Khattar.
  • Sameer Kumar Khare(IAS) is presently serving as an Additional Secretary in the Department of Economic Affairs in the Ministry of Finance.

ii.ADB has appointed Takeo Konishi as its new country director for India. He succeeds Kenichi Yokoyama who has taken over as director general of the South Asia department of ADB. 
iii.Currently, India is the  4th largest shareholder and largest borrower of ADB since 2010.

Astronomers Discovered Possible Signs of Microbial Life on Venus CloudsAstronomers spot possible signs of microbial life on Venus's clouds

On 14th September 2020, a team of scientists announced the discovery of Phosphine, a rare molecule which provides a possibility of microbial life in the clouds of the Venus.
Professor Jane Greaves, Cardiff University, United Kingdom was the lead author of a report published in Nature Astronomy
About the Discovery:
i.The researchers team detected the Phosphine in the atmosphere of Venus using the James Clerk Maxwell Telescope (JCMT) in Hawaii, United States of America.
ii.Later the team was awarded time to follow their discovery with the 45 telescopes of the Atacama Large Millimeter/submillimeter Array (ALMA) in Chile.
iii.Using this both facilities the Venus was observed at a wavelength of about 1 millimeter.
iv.According to the research, the existence of phosphine molecule (Hydrogen and Phosphorus) could indicate the presence of extraterrestrial life 
Speculations:
i.Professor Hideo Sagawa of Kyoto Sangyo University found that the phosphine in the Venus atmosphere is only about 20 molecules in every billion.
ii.The terrestrial organisms need to work about only 10 % of their maximum productivity to create the quantity of phosphine observed on Venus.
Note:
i.The lander experiment by the Soviet Vega 2 mission in 1985 is the only other study of Phosphorus on Venus.
ii.India’s Ambassador to Madagascar and Comoros and poet Abhay Kumar wrote an anthem on the planet Venus titled “An Ode to Venus” in May 2020 in Madagascar amid COVID-19 pandemic.

China Successfully launches 9 satellites into Orbit by Sea LaunchChina successfully launches 9 satellites

On September 15, 2020, China Successfully launched a solid-propellant carrier rocket from a ship in the Yellow Sea, China. It sent 9 satellites into the planned Orbit, and is the Second such Sea-based Launch Mission. 
i.The 9 satellites belonged to the Jilin-1 Gaofen 03-1 group, and were launched using Long March 11-HY2(China’s first sea-launched rocket), the 10th member of the Long March 11 family.  It was the 346th Launch using the Long March Rocket Series.
ii.The Satellites have been developed by Chang Guang Satellite Technology Company Ltd.
iii.Taiyuan Satellite Launch Center conducted the Mission.

ii.The Engineer’s day was first observed in 1967 and 15th September 2020 marks the 53rd National Engineers Day.
iii.MV Mokshagundam Visvesvaraya was the 19th Diwan of Mysore from 1912 to 1918 during which he founded the Mysore Soap Factory, Bangalore Agricultural University and State Bank of Mysore. He was known as the “Father of Modern Mysore”.

Government of India increases Scholarship amount under “Pragati and Saksham” Scheme for J&K StudentsGovt Enhances Scholarship For Students Of J&K Under Pragati, Saksham Scholarship

The Government of India announced an increase in Scholarship amount for the students of Jammu & Kashmir (J&K) under the ‘Pragati’ and ‘Saksham’ Scholarship Schemes. The amount has been raised from Rs. 5, 000 Per Annum to Rs. 50, 000 Per Annum from the Current Academic Year (2020-21).
i.The Ministry of Education (formerly known as Union Ministry of Human Resource Development) launched the schemes. It is being implemented and offered by All India Council for Technical Education (AICTE) to provide financial assistance for advancement of girls and supporting specially abled students for Technical Education. 
ii.Pragati & Saksham will provide scholarship to students studying within J&K.

i.On 11th September 2020, The Government of Rajasthan signed a Memorandum of Understanding(MoU) with the Small Industries Development Bank of India (SIDBI) to develop its micro, small and medium enterprises (MSMEs) ecosystem.
ii.Archana Singh on behalf of the Department of Industries and General Manager Balbir Singh on behalf of Sidbi signed the MoU.
iii.Under this MoU the Department of Industries of Rajasthan and SIDBI will work together to provide financial, technical, marketing and export support to the MSMEs in the state.
