Govt launches “Kaushal Yuva Samwaad” to interact with youth and get their perspective on skill development
On July 15, 2019, To commemorate World Youth Skills Day (July 15) and celebrate the 4th Anniversary of the Skill India Mission, the Union Ministry of Skill Development and Entrepreneurship (MoSDE) launched ‘Kaushal Yuva Samwaad’ (A Youth Dialogue) in New Delhi.
i. It aimed at creating an open dialogue with youth across all skill training centres to hear their views, ideas, opportunities, and recommendations help the Ministry of Skill Development scaling up existing programs and improve the overall efficiency of the on-going projects.

Lok Sabha passes the National Investigation Agency (Amendment) Bill, 2019 seeks to amend NIA act, 2008
On July 15, 2019 Lok Sabha, the lower house of the Parliament passed National Investigation Agency (Amendment) Bill, 2019 that seeks to amends the National Investigation Agency (NIA) Act, 2008 to take action against new schedule offences including human trafficking, terrorism etc by empowering investigating agency for speedy trials and convictions.
i. The bill gives power to NIA officers to investigate scheduled offences committed outside India & it also allows central government may direct NIA to investigate such cases as if offence has been committed in India. The Special Court in New Delhi will have jurisdiction over these cases.

Under Bharat Net, more than 1.28 Lakh Gram Panchayats linked with optical fibre
On July 16, 2019, Union Panchayat Raj Minister Narendra Singh Tomar informed that under Bharat Net programme, more than 1.28 Lakh Gram Panchayats were linked with optical fibre. The programme has uploaded the photographic evidence of the works taken up by them and assistance given to beneficiaries.
Key Points:
i. The development plans have been uploaded by 2.19 Lakh Gram Panchayats and the details of 16 lakh works taken up by them are available on the website to ensure transparency.
ii. States which do not conduct local body elections will not be funded under the Finance Commission. This is done in order to empower the Panchayats.
About Bharat Net Programme:
It is also known as Bharat Broadband Network Limited. It is a telecom infrastructure provider, set up by the Government of India under the Department of Telecommunications for the establishment, management, and operation of the National Optic Fibre Network to provide a minimum of 100 Mbit/s broadband connectivity to all 250,000 Gram Panchayats in the country, to improve telecommunications in India and reach the campaign goal of Digital India.

4,200 AYUSH wellness centres to be set up in India in FY 2019-20
Union AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homeopathy) Minister Shripad Yesso Naik informed that there are plans to set up 4,200 Ayush wellness centres in the country in FY 2019-20 across several states.AYUSH wellness centresKey Points:
i. Within the first 4 months of the Modi 2.0 government, 2,500 new centres are planned to be opened.
ii. The government has also provided financial assistance to set up integrated Ayush hospitals in 85 districts across various states.
iii. For the FY 2018-19, the government had provided Rs 53,000 crore for Ministry of Health and Rs 1,686 crore for Ministry of Ayush.

High-level talks to boost space cooperation were held between India & Russia in New Delhi
On July 11, 2019, High-level talks between India and Russia were held in New Delhi to boost the bilateral cooperation to the next level in the field of space, including assistance in India’s maiden human space flight mission ‘Gaganyaan’. The Indian delegation was led by National Security Advisor Ajit Doval and Russian delegation was led by Dmitry Rogozin, Director General of Russia’s space agency Roscosmos (Roscosmos State Corporation for Space Activities).India & RussiaKey Points:
i. Indian Space Research Organisation (ISRO) Chairman and Department of Space Secretary K Sivan and the Director of the Human Space Flight Programme were present at the meeting and from the Russian side, Senior representatives of Roscosmos, Glavcosmos, Energia and Energomash were present.
ii. The meeting was held a few days after Glavcosmos signed an agreement with ISRO to train Indian astronauts for the Gaganyaan mission, which will carry Indian astronaut to space in 2022, to coincide with India’s 75th anniversary of Independence.
iii. Discussions were held on cooperation in futuristic technologies including new space systems, rocket engines, propellants and propulsion systems, spacecraft and launch vehicle technology and the details regarding cooperation for the Gaganyaan Mission.
iv. India’s strategic partner, Russia promised all assistance for India’s Human Space Flight Mission- Gaganyaan.

SC constituted a high powered committee to frame an emergency plan to prevent the extinction of Great Indian Bustard, Lesser Florican
The Supreme Court (SC) by taking serious note of alarming extinction of two Indian birds namely Great Indian Bustard and the Lesser Florican has constituted a high powered committee to urgently frame and implement an emergency response plan for the protection of these species. It also sought responses from the Centre and state governments, where these two species of birds are prominently found.
Key points:
i. Structure: The 3 member panel comprises Deepak Apte, Director of Bombay Natural History Society (BNHS), Dr. Asad R Rahmani, former Director of BNHS and member of governing body of Wetlands International South Asia and Dr. Dhananjai Mohan, Chief Conservator of Forests of Uttarakhand.
ii. Background: The panel was formed by especially powerlines the apex court on plea contended that over the last 50 years population of Great Indian Bustard has recorded decline of over 82%( falling from an estimated 1260 in 1969 to 100-150 in 2018) by wildlife activists.
Over the past few decades, the population of Lesser Florican (also known as likh or kharmore) has seen a sharp decline of 80%. These two critically endangered bird species are facing threats of mortality by collision with infrastructure especially powerlines and wind turbines, depletion of grasslands, hunting, etc. Both birds are protected under the Wild Life (Protection) Act, 1972 but despite being accorded highest level of protection under national law, these birds are facing the threat of imminent extinction.
iii. Emergency response plan: Under the plan, wildlife activists have suggested steps that should be taken includes, urgent dismantling and undergrounding of powerlines and wind turbines, immediate embargo on any upcoming wind, solar power projects, and powerlines in and around critical habitats, installation of predator-proof fencing in critical habitats to protect breeding grounds of both the species from invasive human activities as well as predators and implementation of dog population control program.

Government to build India-based Neutrino Observatory (INO) at Pottipuram in Theni District, Tamil Nadu
On July 1, 2019, Union Minister of State (MoS) (Independent Charge) Development of North-Eastern Region (DoNER), MoS Prime Minister’s Office (PMO), Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh informed that the India-based Neutrino Observatory (INO) will be set up at Pottipuram in Theni District, Tamil Nadu. The aim of the project is to set up a 51000 ton Iron Calorimeter (ICAL) detector to observe naturally occurring atmospheric neutrinos in a cavern at the end of an approximately 2 km long tunnel in a mountain. It would be the first neutrino detector in India.
Key Points:
i. This will decrease the noise from cosmic rays that is ever-present over-ground and will outnumber the rare neutrino interactions even in a detector as large as ICAL.
ii. It will measure cosmic rays and neither release any radiation nor radioactive substance.

Pakistan to allow 5,000 Sikh pilgrims per day to visit Gurudwara Kartarpur Sahib
After the second meeting of officials of India and Pakistan, the Foreign Office (FO) informed that Pakistan would allow 5,000 Sikh pilgrims per day throughout the year to visit Gurudwara Kartarpur Sahib situated in Kartarpur, Narowal District, Pakistan. It was established in 1522 by Sikh faith founder Guru Nanak Dev. The first meeting was held in Atari, India on March 14, 2019.
Key Points:
i. The decision was taken in line with Prime Minister Imran Khan’s commitment to operationalize the corridor for the 550th anniversary of Guru Nanak Dev.
ii. The corridor will connect Darbar Sahib in Pakistan’s Kartarpur with Dera Baba Nanak shrine in Gurdaspur district, Punjab and ease visa-free movement of Indian Sikh pilgrims to visit Kartarpur Sahib.
iii. The experts from India & Pakistan also discussed technical details of the Kartarpur Corridor.

BANKING & FINANCE

SIDBI introduced web-based application system for contribution from FFS
The Small Industries Development Bank of India (SIDBI) introduced a web-based application system for contribution from the Fund of Funds for Startups (FFS). The objective of the new web-based application system is to improve the turnaround time and increase transparency.
Key Points:
i. Implementing agency: SIDBI on behalf of the Union Government is the implementing agency for FFS with a corpus of Rs 10,000 crore.
ii. Mode: Applications from various Alternative Investment Funds (AIFs) for contribution from FFS will be accepted online. Along with this, the status of the same shall be accessible to applicants.
iii. Procedure: The AIF should create an account, fill in the details and submit the application form online along with the required supporting documents.

It was set up at SIDBI which contributes to various Alternative Investment Funds (AIF). It is registered with the Securities and Exchange Board of India (SEBI) and was introduced With the Startup India Action Plan unveiled by Government in January 2016.

RBI slaps a penalty on SBI &Union Bank for violating various norms
On July 15, 2019, The central Banking institution, RBI (Reserve Bank of India) has penalized Public Sector Banks in India, State Bank of India (SBI) with Rs. 7 crore and Union Bank of India (UBI) with Rs.10-lakh for violating certain regulatory guidelines.
Key points:
i. The Rs.7 crore penalty imposed on SBI with reference to its financial position as on March 31, 2017 reported  non-compliance with the directions issued by the RBI on Income Recognition and Asset Classification (IRAC) norms, code of conduct for opening and operating current accounts and reporting of data on Central Repository of Information on Large Credits (CRILC), and fraud risk management and classification and reporting of frauds.
ii. The RBI imposed the Rs 10 lakh fine on Union Bank of India for lapses in cybersecurity framework in 2016, which resulted in an attempted to steal $171 million using the Swift (Society for Worldwide Interbank Financial Telecommunication) messaging systems of the bank.

GPF rates reduced by 10 bps to 7.9% from 8%
On July 16, 2019, Ministry of Finance informed that the rates of the General Provident Fund (GPF) were reduced by 10 basis points (bps) to 7.9% from 8% with effect from July 1, 2019, to September 30, 2019.
Key Points:
i. It will be applicable to the General Provident Fund (Central Services), Contributory Provident Fund (India), All India Services Provident Fund, State Railway Provident Fund, General Provident Fund (Defence Services), Indian Ordnance Department Provident Fund, Indian Ordnance Factories Workmen’s Provident Fund, Indian Naval Dockyard Workmen’s Provident Fund, Defence Services Officers Provident Fund, and the Armed Forces Personnel Provident Fund.
ii. All government employees who joined service on or before December 31, 2003, contribute to GPF. An officer/employee contributes 6% of his/her basic salary with an equal contribution from the Government.

HDFC Bank GDRs Terminated, Delisted From Luxembourg Stock Exchange
On July 16, 2019, India’s leading private sector bank, HDFC Bank (Housing Development Finance Corporation) has terminated and de-listed its 22 outstanding global depository receipts (GDRs) from the Luxembourg Stock Exchange citing low trading volume of GDRs.HDFC BankKey points:
i. The listing and admission to trading of the HDFC Bank GDRs on the Luxembourg Stock Exchange have been canceled after July 15, 2019.
ii. HDFC  board has approved the proposal for termination of the GDR program and delisting of 22 GDRs, which are outstanding and listed on the Luxembourg Stock Exchange in April 2019.
About GDR:

. It means any instrument in the form of a depository receipt or certificate (by whatever name it is called) created by the Overseas Depository Bank outside India and issued to non-resident investors against the issue of ordinary shares or Foreign Currency Convertible Bonds of issuing company.
ii. It facilitates the trade of shares, especially those from emerging markets. Prices of GDR’s are often close to values of underlying shares.

India & Italy to establish a fast-track mechanism to facilitate investment
On July 16, 2019, In a meeting which was held in New Delhi, it was decided by India and Italy to establish a fast-track mechanism for companies and investors of both countries to help the Italian companies and investors in India and Indian companies and investors in Italy. In this regard, the documents were exchanged by the Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT) Ramesh Abhishek and Ambassador of Italy to India, Lorenzo Angeloni.India & ItalyKey Points:
i. It is aimed to identify and solve problems faced by Italian companies and investors with their operations in India.
ii. It will be a platform for discussion of general suggestions from the point of view of Italian companies and investors with regard to ease of doing business in India.

Anusuiya Uikey, Harichandan appointed as Governors of Chhattisgarh and Andhra Pradesh
On July 16, 2019, The 14th President of India, Ram Nath Kovind has appointed Senior BJP (Bhartiya Janta Party) leaders Anusuiya Uikey and Biswa Bhusan Harichandan as governors of Chhattisgarh and Andhra Pradesh respectively.Anusuiya Uikey, Harichandan Key points:
i. The two appointments will take effect from the dates they assume charge of their respective offices.
ii. Anusuiya Uikey is an elected MP(Member of Parliament) in Rajya Sabha from Madhya Pradesh is currently the Vice-Chairman of the National Scheduled Tribes Commission. She has replaced Anandiben Patel, who as Governor of Madhya Pradesh was also holding the additional charge of Chhattisgarh following the demise of Chhattisgarh Governor Balram Das Tandon on August 2018.
She is the first tribal women to hold the charge of Governor since the state’s formation in 2000.
iii. Harichandran (84), has replaced ESL Narasimhan, who is serving as Governor for Andhra Pradesh since December 2009. He began his political career as a member of Bharatiya Jana Sangha in 1971. He was elected to Odisha Assembly for five times from Chilika and Bhubaneswar assembly constituencies. He was also the BJP state chief from 1980 to 1988.

ECI Appoints Sh B Murli Kumar as Special Expenditure Observer for Election to 8 – Vellore PC, Tamil Nadu
Election Commission of India(ECI) appointed Ex-DG IT Chennai Sh B Murli Kumar (ex IRS – 1983) as Special Expenditure Observer for 8-Vellore Parliamentary Constituency. People are set to cast vote on August 5, 2019.
i. The election in this particular constituency was called off after detecting a systematic design to influence voters.
ii. The Commission recommended the President of India to rescind the Election under Article 324 of the Constitution read with Section 21 of the General Clauses Act, 1897.

E-Cigarettes Damage Brain Stem Cells: UCR study
A research team at the University of California, Riverside (UCR)  has found that electronic cigarettes (e-cigarettes-ECs) damage brain cells. The team found that e-cigarettes, often targeted at youth and pregnant women, produce a stress response in neural stem cells, which are critical cells in the brain.
Key points:
i. e-cigarettes deliver nicotine and flavour chemicals through heating to these stem cells, placing them into a state of “stress-induced mitochondrial hyperfusion”(SIMH) which can lead to cell death or disease after chronic use.
ii. The high levels of nicotine in ECs lead to a nicotine flooding of special receptors in the neural stem cell membrane. Nicotine binds to these receptors, causing them to open up where Calcium and other ions begin to enter & get overloaded.
iii. The morphology and function of mitochondria will be changed when too much calcium in the stem cell. This could accelerate aging and lead to neurodegenerative diseases.

Virat Kohli, Jasprit Bumrah maintains top spots in ICC ODI ranking 2019
As per the ODI (One Day International ) rankings, 2019 released by the ICC (International Cricket Council), right-handed top-order batsman, Virat Kohli, and pacer Jasprit Bumrah have retained their top numbered position following the conclusion of the World Cup.Virat Kohli and pacer Jasprit Bumrah Key points:
i. Batsman list: Kohli tops the list with 886 points followed by Rohit Sharma, who is just five points behind Kohli. Babar Azam (Pakistan) got the 3rd position with 827 points. Faf du Plessis (820) of South Africa and Ross Taylor of New Zealand (817) are on the 4th  and 5th  position respectively.
ii. Pace bowlers chart: Jasprit Bumrah got the 1st position with 809 points followed by Trent Boult(New Zealand). Kagiso Rabada(South Africa) is on 3rd with 694 points and is followed by Pat Cummins(Australia’s) with 693 points.
iii. Maiden world cup title: England have regained the first position with 125 points in the ICC ODI Team Rankings after they lifted their maiden Cricket World Cup. India is on the 2nd place with 122 points. New Zealand got the 3rd  position(112 points) followed by Australia(111). South Africa (110) and Pakistan (97) are on the 5th and 6th position respectively.
iv. All-rounder rankings: Shakib Alasan remains at the top with 406 points followed by Ben Stokes of England(319) and Afghanistan’s Mohammad Nabi (310).

In the latest Women’s Tennis Association (WTA) 2019 and Association of Tennis Professionals (ATP) rankings 2019, Ashleigh Barty of Australia got the top position in women’s ranking while Novak Djokovic of Serbia remained at world number one in men’s ranking.Ashleigh Barty, Novak Djokovic Key points:
i. Djokovic(32)  retained top spots with 12,415 points ahead of Number.2 Rafael Nadal (Spain) with 7,945points. He got 5th Wimbledon title and 16th major grand slam title over Roger Federer, who got 3rd place in the tennis ranking with 7460 points.

Co-founder of Dalit Panther, Raja Dhale passed away in Mumbai, Maharashtra
On July 16, 2019, An Indian writer, artist & activist, Raja Dhale passed away at the age of 78 in Mumbai, Maharashtra. He was one of the founding members of the Dalit Panther started in April 1972, alongside Namdeo Dhasal and Arun Krushnaji Kamble. He was born in Maharashtra.Raja Dhale passed awayi. He belonged to the Republican Party of India.
ii. Apart from Social Service he authoured two books namely, Dalit Pantherchi Sansthapana: Vastusthiti Ani Viparyas”, “Arun Kolhatkarchi Gacchi: Ek Nirupan”.

International Justice Day observed on 17th July 2019
World Day for International Justice is also known as International Criminal Justice Day or International Justice Day is observed annually on 17th July to recognize the emerging system of international criminal justice.International Justice Day Background:
On 1st June 2010, the Review Conference of the Rome Statute which was held in Kampala (Uganda) and the Assembly of the State Parties decided to celebrate 17 July as the International Criminal Justice Day. This day is the anniversary of the adoption of the Rome Statute in 1998. With the help of this treaty, the International Criminal Court (ICC) was established. Since 1998, 139 countries have signed the Court’s treaty and nearly 80 States, representative of every region of the world, have ratified it.
Objective:
The objective of the day is to unite everyone who wants to support justice as well as promote victims rights & to help prevent serious crimes and those that put the peace, security, and well-being of the world at risk.
