Health Minister Mansukh Mandaviya Released UNICEF’s Report on World’s Children Mental HealthShri Mansukh Mandaviya releases State of the World’s Children report of UNICEFOn October 05, 2021, Mansukh Mandaviya, the Union Minister for Health and Family Welfare released UNICEF’s (United Nations Children’s Fund) global flagship publication – ‘The State of the World’s Children 2021; On My Mind: promoting, protecting and caring for children’s mental health’.

  • The publication details the significant impact of the COVID-19 pandemic on the mental health of children. The report was launched globally on the same day.
  • Around 14 percent of 15 to 24-year-olds (or 1 in 7) in India were reported feeling depressed or having little interest in doing things.
  • It is estimated that more than 13 percent of adolescents aged 10–19 live with a diagnosed mental disorder (as defined by the World Health Organization (WHO)).
  • Every year, almost 45,800 children and adolescents between the ages of 10 and 19 die from suicide which is about 1 person every 11 minutes.

Textile Ministry Approved Continuation of Comprehensive Handicrafts Cluster Development Scheme The Ministry of Textile has approved to continue its Comprehensive Handicrafts Cluster Development Scheme (CHCDS) up to March 2026 with a total outlay of Rs 160 crore. 
The scheme aims to offer support in terms of infrastructure development, design and technology access, market support, and others to the handicraft artisans and Small and Medium-Sized Enterprises(SMEs) to enhance production and exports

  • This will focus on the integration of artisans, building grass-root level enterprises and link them to SMEs in handicraft sectors to ensure economies of scale.

About Comprehensive Handicrafts Cluster Development Scheme (CHCDS):
Aim:
To create a world-class infrastructure to provide the business needs of the local artisans and local artisans and small and medium-sized enterprises to boost production and export.
Significance of CHCDS:
i.The cluster aims to assist the artisans & entrepreneurs to set up world-class units with modern infrastructure, the latest technology, and adequate training and human resource development inputs, coupled with market linkages and production diversification.
ii.Under this scheme, various soft interventions like baseline survey and activity mapping, skill training, improved tool kits, marketing events, seminars, publicity, design workshops, the capacity building were provided to SMEs.
iii.Under this scheme, the clusters with 10000 artisans will be selected for overall development.
Key Points:
Integrated projects for development will be taken up through the Central/State Handicrafts Corporations/Autonomous, Body-Council-Institute/Registered Co- operatives/ Producer company of artisans/Registered SPV, having good experience in the field of handicrafts as per the requirements and DPR prepared for it.

MoS Som Parkash released Industrial Parks Rating System 2.0; 41 sites in Leaders CategoryIndustrial Parks Rating Systemi.On October 5, 2021, Minister of State (MoS) Som Parkash, Ministry of Commerce & Industry released the 2nd edition of Industrial Park Ratings System (IPRS) report or IPRS 2.0 Report in New Delhi. It should be noted that it is the first annual IPRS as the earlier one was a pilot phase conducted in 2018.
ii.In the report 41 Industrial Parks named as ‘Leaders’ category. These are mostly from Maharashtra and Rajasthan. 90 Industrial Parks are marked as ‘Challenger’ while 185 have been rated under ‘Aspirers’.
iii.This report is an extension of the India Industrial Land Bank (IILB)

Transport Ministry Announced Rules to set up RVSFCentre announces procedure to set up Registered Vehicle Scrapping FacilityThe Ministry of Road Transport & Highways (MoRTH) has released the rules for setting up the Registered Vehicle Scrapping Facility (RVSF) named ‘Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021’ under the Vehicle Scrapping Policy.

  • Background: In August 2021, Prime Minister Narendra Modi launched the National Automobile Scrappage Policy to discard/Scrap the old inefficient and polluting vehicles in an environment-friendly manner. Click here to know more

The Frameworks for RVSF:
i.Applicability: The rules are applicable to all automobile collection centres, automobile dismantling centres, scrapping and recycling facilities, and recyclers.
ii.The ministry plans to set up a single-window clearance portal for the registration or renewal of RVSF.
iii.Validity and Renewal of registration: The registration of an RVSF will be valid for 10 years and can be renewed for 10 more years at a time.
iv.The RVSF will provide connectivity and access to the VAHAN database of vehicle registration to make suitable entries regarding scrapping of the vehicle and issuance of Certificate of Deposit and Certificate of Scrapping.

DAD developed Payment System PRABAL; MoD hiked income of Differently-Abled Dependents for Family PensionDefence Accounts Department develops payment system PRABALi.To keep the transaction pace at par with this growth the Defence Accounts Department (DAD) under the aegis of the Ministry of Defence (MoD) has developed an IT (Information Technology)-enabled payment and accounting system called PRABAL.
ii.This system will ensure domestic defence suppliers getting payments without any delay.
iii.MoD enhanced the income criteria for granting family pensions to the differently-abled dependent children and siblings w.e.f. February 8, 2022.

Credit Guarantee Scheme for Subordinate Debt (CGSSD) extended upto March 31, 2022Credit Guarantee Scheme for Subordinate Debt (CGSSD) extended upto 31.03.2022The Central Government of India (GoI) extended the ‘Credit Guarantee Scheme for Subordinate Debt’ by another 6 months till March 31, 2022 from September 30, 2021.
This decision has been taken on the request of the stakeholders of the scheme.
What is CGSSD?
CGSSD was approved by GoI on June 1, 2020 and was launched on June 24, 2020. It was on the lines of the creation of ‘Distressed Assets Fund- Subordinate Debt for Stressed MSMEs’ announced on 13th May, 2020, under the Atma Nirbhar Bharat Package.

  • It provides credit facility through lending institutions to the promoters of stressed MSMEs (Ministry of Micro, Small & Medium Enterprises) viz. SMA (special mention accounts)-2 and NPA accounts.
  • This credit is only for those institutions that are eligible for restructuring as per RBI guidelines on the books of the Lending institutions.

This scheme was to remain in operation till March 31, 2021 but was extended to September 30, 2021.
Point to be noted:
SMA1 accounts are those where repayments have been overdue between 31 and 60 days. For SMA 2 the delay is between 61 and 90 days. After 90 days of delay, the account becomes NPA.

Centre approves Rs 1L cr oil & gas projects for NE region Govt approves 1 lakhThe Union government approves Oil and Gas Projects worth Rs 1 lakh Crore for Northeast India and are expected to be completed by 2025.

  • The Ministry of Petroleum and Natural Gas, Government of India organized an event in Guwahati, Assam, to showcase Upstream Oil & Gas opportunities in the North East Region (NER).
  • As per the India’s Act-East Policy which was transformed from Look-East Policy, announced in 2014,Union government has undertaken many key initiatives to augment infrastructure and pace economic development in NER.

About the projects
i.The government is offering additional incentives in the Special Bidding Round under Open Acreage Licensing Policy (OALP) for NER with acreages.
ii.It plans to double the exploration acreage in NER from existing 30,000 Sq. Kms to 60,000 Sq. Kms by 2025.
iii.It also plans to double the oil and gas production from 9 MMTOE to 18 MMTOE by 2025.
Objective of the projects
i.In collaboration with the state governments, it plans to set up a dedicated service provider hub in NER to support the requirement of the Oil and Gas Industry.
ii.To implement North East Gas Grid (NEGG) to provide access of natural gas to end-user in north-eastern region
iii.As part of the project, Digboi refinery in Assam will be expanded and blending ethanol with petrol at the refinery level will also be explored.

RARI Signed MoU with SMU for Collaborative Research
Regional Ayurveda Research Institute (RARI) has signed a Memorandum of Understanding (MoU) with Sikkim Manipal University (SMU) to conduct collaborative research in mutually identified areas and promote research activities.

  • The MoU was signed by Dr. Shriprakash, Assistant Director-Incharge RARI, Gangtok, Sikkim and Dr. (Lt Gen) Rajan S Grewal, Vice-Chancellor, SMU.
  • The MoU was intended to promote relations and mutual understanding between the two institutions and they have also agreed on the development of academic cooperation by jointly organizing seminars, conferences and workshops.

SEBI Introduces Swing Pricing for Mutual Fund Schemes & Imposed Rs 1.02 crore Penalty on Aditya Birla Money Ltd
Sebi introduces swing pricing mechanism for debt mutual fund schemesThe Securities and Exchange Board of India (SEBI) has decided to introduce swing pricing for open-ended debt mutual fund (MF) schemes (except overnight funds, Gilt funds and Gilt with 10-year maturity funds).

  • Swing pricing allows a fund house (i.e. Asset Management Company (AMC)) to adjust the net asset value (NAV) of any Mutual Fund (MF) scheme that is facing redemption pressure.
  • After enabling the Swing pricing, investors exiting or entering the MF scheme have to transact only at the adjusted NAV (which is lower than the usual NAV).
  • Initially the swing pricing framework was made applicable only for net outflows (outflows exceeding inflows) from the MF schemes.
  • Swing pricing will not be applicable for redemptions up to Rs 2 lakh for each scheme both in normal and market dislocation times (it will safeguard small investors).

SEBI imposed a Rs 1.02 crore penalty on Aditya Birla Money Ltd for the violation of provisions of Portfolio Managers (PM) regulations, Prohibition of Fraudulent and Unfair Trade Practices (PFUTP) regulations, code of conduct under SEBI (Stock-Broker) Regulations,1992 and SEBI circulars.

Bank Credit Growth Reached 5.8% in Q1 FY22: RBI DataThe Reserve Bank of India (RBI) released the report titled ‘Quarterly Basic Statistical Returns (BSR)-1: Outstanding Credit of Scheduled Commercial Banks (SCBs), June 2021’.

  • As per the report, the bank credit has registered a 5.8 percent growth in the first quarter of the financial year 2021-22 (Q1 FY22) compared to 5.1 percent in Q4 of FY21.

Key Points:
i.Personal loans growth increased to 14.8 percent on y-o-y (year-on-year) and its share in bank credit increased to 26.6 percent in June 2021 (from 24.5 percent in June 2020 and 18.9 percent 5 years ago).
ii.Credit to the industrial sector declined in Q1 FY22 and its share in total credit fell to 28.6 percent.
iii.Credit to Individuals in the household sector in Q1 FY22 increased and its share in total credit increased to 43.3 percent

  • Female borrowers had nearly 22 percent share in the amount of credit to individuals.

iv.Bank branches in metropolitan branches which accounted for nearly 63 percent of total credit have recorded growth of 2.7 percent.
v.Private sector banks’ share in total credit increased to 36.6 percent from 25.7 percent (5 years ago), whereas the public sector banks’ share declined from 69.0 percent to 58.1 percent (5 years ago).
vi.Weighted average lending rate (WALR) on outstanding credit stood at 9.25 percent in Q1 FY22.

Jeel Albena Aid Organization from Yemen won 2021 UNHCR Nansen Refugee Award2021 UNHCR Nansen Refugee AwardJeel Albena Association for Humanitarian Development (JAAHD), a Yemeni humanitarian organization, has been declared the winner of the 2021 UNHCR Nansen Refugee Award.
JAAHD is a humanitarian organisation that provides emergency services to internally displaced people in northern Yemen.

  • The winner of the award was announced by Filippo Grandi, Commissioner of the United Nations High Commissioner for Refugees(UNHCR) and Ameen Jubran, Founder of Jeel Albena, received the award on behalf of Jeel Albena.

About UNHCR Nansen Refugee Award:
i.UNHCR Nansen Refugee Award was established in 1954 to honour the individuals, groups and organizations who protect the refugees as well as displaced and stateless people.
ii.The award is named after Fridtjof Nansen, a Norwegian scientist, polar explorer, diplomat and first High Commissioner for Refugees for the League of Nations.
iii.He was awarded the Nobel Peace Prize in 1922.
iv.The award carries a cash prize of 150000 USD.

MacMillan Won the 2021 Nobel Prize in Chemistry Two scientists share Chemistry Nobel for developing tool for building moleculesThe Royal Swedish Academy of Sciences awarded the 2021 Nobel Prize in Chemistry to German chemist Benjamin List and British chemist David W.C. MacMillan for the development of a precise new and ingenious tool for molecular construction: asymmetric organocatalysis. 

  • 2021 Nobel Prize in Chemistry was announced by Professor Göran K. Hansson, Secretary-General of the Royal Swedish Academy of Sciences.
  • The Nobel Prize carries a gold medal and a cash prize of 10 million Swedish kronor(around Rs 8.5 crore) which will be shared equally between the laureates.
  • Benjamin List and David W.C. MacMillan independently discovered that organic molecules can be used as a catalyst, a tool to speed up the reactions.

Significance of asymmetric organocatalysis:
i.Asymmetric organocatalysis is the third type of catalysis that builds upon small organic molecules.

ii.In 2017, she won the gold medal at World Weightlifting Championship and became the first Indian Woman to achieve the feat.
iii.She won the gold medal in the 2018 Commonwealth Games at Gold Coast and 2019, EGAT Cup in Thailand.
Awards – The government of India honoured her with Padma Shri and Rajiv Gandhi Khel Ratna (now Major Dhyan Chand Khel Ratna Award) in 2018.
Bajrang Punia:
i.Bajrang Punia from Jhajjar, Haryana, is the only Indian wrestler to win 3 medals at the World Wrestling Championship.
ii.At present, he is ranked number 2 in the 65 Kg weight category.
Awards – The government of India honoured him with the Padma Shri and Rajiv Gandhi Khel Ratna in 2019.

AirAsia India has become the first Airbus operator in the world to start Taxibot services with passengers on board with a modified Airbus fleet. It has announced the implementation of an Alternate Taxiing Solution (ATS), TaxiBot.
The airline has tied up with KSU Aviation, the exclusive operator of the TaxiBot in India.

  • Delhi International Airport Limited (DIAL) was the first airport in the world that introduced Taxibot -an operationally efficient and environment-friendly advanced taxiing solution – in 2019.It is also the first airport in the world to adopt this green taxiing solution.

Newly discovered gecko species named after Jackie Chan Newly discovered species of gecko named after Jackie ChanThe newly found species of gecko in the Western Ghats was named after Jackie Chan as a tribute for his agility. The researchers named the one of the twelve new species of geckos after Jackie Chan as Cnemaspis jackieii or Jackie’s Day Gecko, for its ability to move rapidly and sneak into the smallest crevices to escape from the predator.

  • The researchers from the Bombay Natural History Society (BNHS); Centre for Ecological Sciences (CES), Indian Institute of Science; and the National Centre for Biological Sciences (NCBS), Bengaluru, have discovered 12 new species of geckos from the Western Ghats.
  • They have also rediscovered populations of some species which have not been reported since their original discovery over 100 years ago.
  • The study was published in the international journal Zoological Research is authored by Saunak Pal, Zeeshan A. Mirza, Princia D’souza and Kartik Shanker.

Common name – Jackie’s Day Gecko
i.The geckos of the genus ‘Cnemaspis’ are known to be distributed in Africa, Indo-Sri Lanka and southeast Asia.
ii.They are commonly known as ‘dwarf geckos’ or  ‘day geckos’,
iii.The origin of the genus Cnemaspis dates back to over 60 million years ago.  They are amongst some of the most ancient reptiles known from the Western Ghats.
About the study
i.The study was supported by the Critical Ecosystem Partnership Fund between 2009 and 2014.
ii.It was part of a larger survey of frogs, lizards and snakes of the Western Ghats .
iii.The aim of the study is to map the diversity and to discover species, document diversity.

Hockey India withdraws from 2022 Commonwealth due to Covid concernciting discriminatory quarantine rulesHockey India has withdrawn from the 2022 Birmingham Commonwealth Games citing Covid-19 concerns and UK’s discriminatory quarantine rules for travellers from India.

  • The move comes a day after England withdrew from the Men’s Junior Hockey World Cup in Bhubaneswar over similar reasons.

Reason for the withdrawal
i.As there is only a 32-day window available between the Commonwealth Games (July 28-August 8, 2022) and the Hangzhou Asian Games (September 10-25, 2022), Hockey India did not want to take risk by sending players to the UK, which has been one of the worst affected by the coronavirus pandemic.
ii.India preferred the Asian Games over the 2022 Commonwealth Games because Asian Games is the Continental qualification event for the 2024 Paris Olympic Games.

National Voluntary Blood Donation Day 2021 – October 1 The National Voluntary Blood Donation Day is annually observed across India on October 1st to create awareness about blood donation and promote voluntary blood donation across India.
The theme of the National Voluntary Blood Donation Day 2021 event is “Give Blood and keep the world-beating”.
Background:
The first ever National Voluntary Blood Donation Day was observed on 1st October 1975 by the Indian Society of Blood Transfusion & Immunohaematology(ISBTI).
Voluntary blood donation:
i.A voluntary non-remunerated blood donor gives blood, plasma or cellular components of his or her own free will and receives no payment, either in the form of cash or in-kind which could be considered a substitute for money.
ii.At present India collects only 70% blood through voluntary blood donation and 30% through replacement donation.
India’s Efforts to ensure safe blood supply:
i.The Government of India adopted the National Blood Policy (NBP) April 2002 National Blood Policy (NBP) in April 2002.
ii.The Ministry of Health and Family Welfare (MoHFW) has made mandatory testing of each unit of blood collected for five Transfusion Transmissible Infections(TTI) (HIV/AIDS, Hepatitis B, Hepatitis C, Syphilis and Malaria) using the high-quality testing methodology.
Events:
As a part of the National Voluntary Blood Donation Day, Rajesh Bhushan, Union Health Secretary and Dr Sunil Kumar, Director General of Health Services at Nirman Bhawan inaugurated the Voluntary Blood Donation Camp at Nirman Bhawan, New Delhi.

  • The camp was organised by the Directorate General of Health Services under the MoHFW.

Assam Fisheries Minister Launched India’s First e-Fish Market app ‘Fishwaale’ Assam Fisheries Minister Parimal Suklabaidya launched India’s first e-Fish market application named ‘Fishwaale’. The app was developed by Aqua Blue Global Aquaculture Solutions Pvt Ltd, in collaboration with the Assam fisheries department.
Features of the app:
i.The app will facilitate the buyers and sellers to place orders and sell fish online. Quality fish Seed, fish feed, aquaculture equipment and medicine, aquarium tanks, ornamental fish and equipment will also be available in the app.
ii.Products like frozen fish, dry fish, fish pickles and processed fish items will also be sold through the app.
iii.It will provide a boost to Pradhan Mantri Matsya Sampada Yojana (PMMSY),
Note – PMMSY is a flagship scheme for focused and sustainable development of the fisheries sector in India with an estimated investment of Rs 20,050 crores and an implementation period of 5 years from FY21 to FY25 in all States/Union Territories.
