ii.Under SEEI 2020, each state/UT has been classified as a Front runner, Achiever, Contender, and Aspirant based on their scores.
iii.7 states such as Assam, Andhra Pradesh, Karnataka, Maharashtra, Punjab, Rajasthan, and Tamil Nadu have improved their scores by more than 10 points.

Union Health Minister Mansukh Mandaviya launches 6th Edition of NFI 2021Union Minister Dr. Mansukh Mandaviya, Ministry for Health & Family Welfare (MoHFW) launched the “6th Edition of National Formulary of India (NFI) 2021’’. The NFI has been published by Indian Pharmacopoeia Commission (IPC).
- NFI 2021 will act as a guidance document for all the healthcare professionals such as clinicians, pharmacists, nurses and dentists. It will play a crucial role in daily clinical practices.

IRCTC & Truecaller Partners to Provide Passengers With Greater Trust in CommunicationThe Indian Railway Catering & Tourism Corporation Limited (IRCTC) has partnered with Truecaller India to provide passengers with greater trust in communication. This partnership aims to reduce fraud in the railways.
- Under this partnership the integrated National Railways Helpline 139 has been verified by Truecaller Business Identity solutions.
- This partnership aims to assure the passengers that critical communications such as booking details and PNR status are delivered only by IRCTC.
Features of the partnership:
i.Under this partnership, a green verified business badge logo will be displayed while making calls to 139 helpline.
ii.A verified sms message header will also be used to ensure that the customers are communicating about their bookings and other travel details from IRCTC only.

South Asia Suffers most loss of Human Capital due to Air Pollution – World Bank report As per the latest “The Changing Wealth of Nations 2021 : Managing Assets for the Future” released by the World Bank, South Asia suffered the most loss in the world on human capital due to air pollution. The report was prepared by the World Bank, measuring wealth creation & distribution in 146 countries covering a period of 20-years from 1995-2018.
i.As per the World Bank, Human Capital is defined as “Earning over a person’s lifetime”.
Parameters Measured – Economic Value of Renewable Natural Capital, Non-renewable natural capital, human capital, produced capital, Net foreign assets.
- This is the 1st time that the report measured Blue natural capital (mangroves & ocean fisheries)
Findings on South Asia:
i.Between 1995 & 2018, 50% of wealth creation was made through Human capital.
ii.South Asia is the most severely affected country in the South Asian region due to air pollution, which also severely impacts human capital.
iii. Gender parity will increase human capital by 42 percentage points in South Asia, where men account for 80% of wealth creation.
Other Findings:
- Human Capital, the largest source of wealth generation, accounted for 64% of Total Global Wealth Generation in 2018.
- There was a 8% per capita decline in Forest wealth in 2018 compared to 1995 among the Low & Middle income countries.
- With 8% of Global population, only 1% of the wealth creation was made from the Low-income countries.

USAID Launched 5-year Initiative ‘SAREP’ To Accelerate Clean Energy Transition & Improve Energy Access in South AsiaThe United States Agency for International Development(USAID) has launched South Asia Regional Energy Partnership (SAREP), a new 5 year, 49 million USD initiative to facilitate collaboration among Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka.
- This initiative will harness the clean energy potential of the South Asian region to reduce emissions, combat climate change, and stimulate economic growth and powers health systems.
- The initiative aims to improve access to affordable, reliable, and sustainable energy.
SAREP:
During the April 2021 Leaders Climate Summit, Joe Biden, President of America and Narendra Modi, Prime Minister of India launched the US India climate and Clean Energy Agenda 2030 partnership.
SAREP will support various regional activities established under this collaboration and assist both countries to demonstrate how the world can align swift climate action with inclusive and resilient development across the region.

i.SAREP will offer opportunities to move forward using advanced technologies and infrastructure and assist to facilitate a transition to sustainable energy, including through innovative financing.
ii.The clean energy transition will support women’s economic empowerment and lead to a wide range of economic and health benefits for the 1.5 billion citizens of the South Asian region.

KMB, NPCI Partnered to Launch Rupay Credit Cards ‘Veer’ for Armed Forces Kotak Mahindra Bank (KMB) has partnered with the National Payments Corporation of India (NPCI) to launch Kotak credit cards on the RuPay network named ‘Veer’ for Indian armed forces i.e the Army, Navy, and Air Force personnel.
- The launch of Veer credit card for the armed forces marks Kotak’s 1st credit card under the RuPay network.
- 2 Variants: The credit card is available in two variants such as – Kotak RuPay Veer Platinum and Kotak RuPay Veer Select.

Max Life Insurance became 1st Life Insurer to Join AA System Max Life Insurance Co. Ltd became the 1st life insurer to join the Account Aggregator (AA) framework, which was introduced by the Reserve Bank of India (RBI) in September 2021.
- Max Life is joining the AA network as a Financial Information User (FIU), for which it has collaborated with a Non-Banking Finance Company (NBFC) FinVu, which is also an AA, and Finarkein, a data analytics company.
- Objective: To access the customer’s financial information in a seamless and secure manner from the AA ecosystem and reduce the timelines for policy issuance.
Key Points:
i.In the 1st phase, Max Life plans to run a pilot project under the AA network with a selected group of customers to examine the quickness of data flow, technological requirements, and embracement of the AA ecosystem by the customer.
ii.Based on the result, it is planning to release the commercial scale-up plan in FY23.
iii.Under the collaboration, Finarkein will provide its machine learning capabilities to Max Life for creating a model to provide summaries on the customer’s financial health.
What is Account Aggregator (AA)?
i.AA is a data access fiduciary, which will be used for the exchange of financial information from FIPs to Financial Information Users (FIUs) in a safe manner with due customer consent.
ii.AA network will not store/read the customers data in turn it will act as a pipeline between FIPs and FIUs.

PayU launches ‘PayU Token Hub’ – a Unique Tokenization Solution
Pay U, India’s leading online payments solutions provider, launched a unique tokenization solution service called ‘PayU Token Hub’.
- Pay U launched this service with the compliance of RBI’s latest guidelines on online card data storage and also allows issuing banks to generate their own tokens (original data will be in string of characters/symbols).
Key Points: –
i.‘PayU Token Hub’ is jointly created by PayU and Wibmo ,a PayU owned full-stack global payments company, in partnership with Visa, Mastercard and other banks.
ii.PayU Token Hub is an interoperable plug-and-play solution.This service allows Card-On-File (COF) and device tokenization for all merchants from one integration point using a two-terminal solution.
iii.This service will soon also allow businesses to store and create tokens across other payment platforms, including UPI and net banking, as well as contactless device payments.
- Card-On-File(COF) is the process of collecting initial card data to store it and use it for recurring payments. For example, during the card-on-file process, tokens are requested and stored instead of original credit card data. At each renewal period, the system will automatically send the tokens to the token gateway and charge the right account via de-tokenization.
- Tokenization is the process of protecting original format of data into a random string of characters called a token.
iv.It ensures seamless payments of use cases like EMI,subscriptions, instant refunds and offers payment engines on card payments.
RBI’s New Guidelines on Online Card Data Storage
- RBI has recently issued a set of guidelines that restrict the businesses, payment aggregators, and acquiring banks from storing customers’ credit/debit/prepaid card information.
- The new guidelines allow only card networks and card issuers to store customer card information, and sanctions businesses to use tokens for offering saved card experience during online payments.
- RBI mandated that only banks and networks will be allowed to store customer card data after Jan. 1, 2022, meaning businesses can’t store their customers’ card information.

Shaktikanta Das got 3-year Extension as RBI Governor till 2024The Appointment Committee of the Cabinet (ACC) chaired by Prime Minister Narendra Modi has approved the extension of the term of Shaktikanta Das, the current Governor of Reserve Bank of India (RBI) by another 3 years i.e. up to December 2024.
About Shaktikanta Das:
i.He was appointed as the 25th Governor of RBI (succeeding Urjit R. Patel) for 3 years from December 12, 2018. The current extension will be his 2nd term as RBI Governor.
ii.He was a 1980 batch IAS officer from the Tamil Nadu cadre and before assuming charge as the governor, he served as the Secretary, Department of Revenue and Department of Economic Affairs, Ministry of Finance, Government of India (till May 2017), and Member of 15th Finance Commission and G20 Sherpa of India.
iii.He has also served as India’s Alternate Governor in the World Bank, Asian Development Bank (ADB), New Development Bank (NDB) and Asian Infrastructure Investment Bank (AIIB) and he has represented India in international fora like the IMF (International Monetary Fund), G20, BRICS (Brazil, Russia, India, China, and South Africa), SAARC (South Asian Association for Regional Cooperation), etc.
iv.5th Governor to get Long Tenure:
- Generally, RBI governors are given a 5-year term and Shaktikanta Das is the 5th governor (out of 25) to get a 6 years long tenure.
- Other governors who have served long tenure include – Bimal Jalan (1997-2003), CD Deshmukh (1943-1949), James Taylor (1937-1943), and Benegal Rama Rau (1949-1957) (the only governor who have served for 8 years).
About the Central Board of Directors of RBI:
i.The RBI’s affairs are governed by a central board of directors. The board will be appointed/nominated by the Government under the provisions of the Reserve Bank of India Act, 1934 for a period of 4 years.
ii.Classification of the directors:
- Official Directors: It includes the Governor and Deputy Governors (not more than 4) of RBI.
- Non-official Directors: Government will nominate the directors on the Central Board in which 10 directors represent different sectors of the economy, such as, agriculture, industry, trade, and two secretaries from the finance ministry along with 4 directors from four Local Boards (one Director from each) of RBI.

Indian Coast Guard Ship ‘Sarthak’ Dedicated to the NationThe indigenously built Indian Coast Guard Ship (ICGS) ‘Sarthak’ was commissioned and dedicated to the nation on October 28, 2021 by the Director General of Indian Coast Guard K Natarajan for significantly boosting the maritime safety and security of the nation.
- The ship is based at Porbandar, Gujarat and operates in the Coast Guard Region (Northwest).
- Operated by the Operational and Administrative Control of the Commander on India’s Western Seaboard.
Features
i.ICGS Sarthak is the fourth in the series of Offshore Patrol Vehicle (OPV), which is capable of undertaking concurrent operations and is built by the Goa Shipyard Limited for the Indian Coast Guard.
ii.The ship is 105-meter-long that displaces 2,450 tons and is propelled by two 9,100 kilowatt diesel engines designed to attain a maximum speed of 26 knots.
iii.The state-of-art technology, sensors and weapons enables the functionality in the ship including search and rescue, combating maritime crimes, and protecting the maritime environment.
INS Tushil – 7th Talwar Class Frigate of Indian Navy Launched in Russia
7th ship of P1135.6 class (Talwar Class Frigate) of the Indian Navy was launched at Yantar Shipyard, Kaliningrad, Russia.The ship was named as INS Tushil by Smt.Dalta Vidya Varma in the presence of Ambassador of India (Moscow) D Bala Venkatesh Varma and other dignitaries.
- Tushil is a sanskrit word which means ‘Protector Shield’.
Key points
i.The construction meets the three dimensions of Naval Warfare, 1.Air; 2.Surface and 3.Sub-Surface
ii.They use stealth technology in terms of low radar and underwater noise signatures.
iii.They are equipped with India’s surface-to-surface missiles, sonar system, communication system and anti-submarine system along Russia’s surface-to-air missiles and gun mounts.
iv.The Indian Navy already operates six Talwar-class frigates. Also as the Project 1135.6, it is a class of guided-missile frigates designed and built by Russia.
v.The delivery of 7th ship of P1135.6 class based on an Inter-Governmental Agreement (IGA) between the Government of Republic of India and Government of Russian Federation for construction of two ships of Project 1135.6 ships in Russia and two ships in India at M/s Goa Shipyard Limited (GSL).
FSSAI launches ‘Food Safety Connect’ Mobile App For License & RegistrationsFood Safety and Standards Authority of India (FSSAI) launched a mobile application “Food Safety Connect’’ for the purpose of granting licences or registration to food businesses. The mobile app would be a one place solution for food businesses having all the relevant information from procedures related to compliance with the FSS Regulations, to laboratories and others.
Key points
i.The mobile application will help the hawkers, vendors and startups to apply for the FSSAI fast registration.
ii.The app will also provide information regarding eligibility criteria, FAQs (Frequently Asked Questions) on the procedures related to licensing and registration,regulations and other compliances for the food businesses.
iii.It can be used as a mechanism for consumers to easily verify FSSAI license or registration on any food packet.

Kannada Actor Puneeth Rajkumar Passed Away Kannada actor Puneeth Rajkumar, who was popularly known as the Powerstar, has passed away at the age of 46 in Bengaluru, Karnataka. He was born as Lohit Rajkumar on 17th March 1975 in Chennai, Tamil Nadu. Puneeth Rajkumar was the son of the late Kannada Superstar Dr Rajkumar.

i.Puneeth Rajkumar, fondly known as ‘Appu’, is an actor, playback singer, television presenter, and producer.
ii.Puneeth Rajkumar started his career as a child artist in 1976 and made his debut as a lead actor in 2002.

International Internet Day 2021 – October 29 International Internet Day is annually observed across the globe on October 29th to celebrate the anniversary of the first-ever transmission of an electronic message from one computer to another over ARPANET (Advanced Research Projects Agency Network).
The day also commemorates the progress in the history of telecommunications and technology.
Background:
i.The First ever International Internet Day was celebrated on 29th October 2005 to highlight the importance of the internet.
ii.The day is promoted by the Association of Internet Users(AIU).
iii.The 29th October was chosen to commemorate the anniversary of the transmission of the first ever electronic message.
Birth of Internet:
The first working prototype of the Internet was made in the late 1960s with the creation of ARPANET, established by the Advanced Research Projects Agency (ARPA) of the United States Department of Defense.

World Stroke Day 2021 – 29th OctoberWorld Stroke Day is annually observed across the globe on October 29th to create awareness about the serious nature and high rates of stroke and to highlight the prevention and treatment for stroke to ensure better care and support for the survivors.
The World Stroke Day 2021 highlights the need to “Learn the signs of a Stroke: Save #Precioustime”.
- The Precious Time campaign aims to communicate that Minutes can save lives, Minutes can save memories, Minutes can save mobility, Minutes can save speech and Minutes can save Independence.
Background:
i.The World Stroke Day was established by the World Stroke Congress held on 29th october 2004 in Vancouver, Canada.
ii.The annual event of World Stroke Day was started by the World Stroke Organisation in 2006.
iii.The WSO has also declared stroke as a public health emergency in 2010.

Mole Day is annually celebrated across the globe by chemists, chemistry enthusiasts, and students learning chemistry on October 23rd to commemorate the Avogadro’s Number (approximately 6.02 * 10^{23} mol^{-1}), which is defined as the number of particles (atoms or molecules) in one mole (mol) of substance.
- The mole, symbol mol, is the SI unit(International System of Units) of the amount of substance.
- The day is celebrated on 23rd October from 6:02 am to 6:02 pm, making the date 6:02 10/23 in the American style of writing dates which denotes the Avogadro Number.

Tamil Nadu to have Unique Academic Scheme, ‘Education at your Doorstep’Tamil Nadu Chief Minister M.K. Stalin launched ‘Illam Thedi Kalvi’ ‘(education at doorstep) scheme at Mudaliarkuppam, Villupuram district which promotes education at all levels, right from school to university, for all sections of society.
- objective – Impart Education to children at home where volunteers would take class upto two hours a day.
Key points
i.Promotes Social Justice, Self-respect and humane approach to justify the idea of Education and Employment for all sections.
ii.The initiative will start in 12 districts and registrations are open for volunteers where the volunteer pupil ratio can be 1:20
iii.Persons who have studied upto class XII can educate school students from classes I to V and diploma holders can educate college students.
iv.The implementation is undertaken in two stage committees , 1.District stage and 2.block stage committees.

KISS launches World’s 1st ‘FIFA Football for School Programme’ in BhubaneswarOn 27th October 2021, Odisha Chief Minister Naveen Patnaik virtually launched the World’s 1st ever “FIFA Football for School (F4S) Programme” at Kalinga Institute of Social Sciences (KISS), Bhubaneswar.
Objective – To unite Football with education & provide fun football sessions for school childrens from grassroot level.
Implementing Agencies – Kalinga Institute of Industrial Technology (KIIT) & KISS
i.The launch ceremony also saw the virtual participation of Dr. Nik Gugger, Member of Parliament (MP), Switzerland and Gianni Infantino, President, FIFA.
ii.F4S is a program run by Federation Internationale de Football Association (FIFA), which aims to cover over 700 million children across the world, and empower them with football training.
Note – Igor Štimac (Croatia) is the Head Coach & Manager of Indian National Football Team
iii.On the backdrop of this, a 3-day long ‘Capacity Building Workshop – Train the Trainer’ was organised by FIFA at KISS, Bhubaneswar, which saw the participation of 100 Physical Education teachers from Odisha and over 100 football players from KIIT & KISS.

Delhi Govt Launches Paryavaran Saathi chatbot & Website; Deputy CM Launches ‘Parent Samvaad’ Programme
The Environment Minister of Delhi, Gopal Rai launched a ‘Paryavaran Saathi chatbot’ and website to facilitate people’s participation in the fight against pollution. The chatbot has been made in partnership with UNICEF (United Nations Children’s Fund)‘s Yuwaah.
Key points
i.Through this chatbot people can share the steps they are taking to fight pollution on WhatsApp number – 9650414141 and they will be awarded points.
ii.The top 100 performers will be honored on the basis of their performances.
iii.The website will let visitors know about the pollution levels in the national capital and they can take the steps to control pollution.
Deputy CM Manish Sisodia launches Parent Outreach programme ‘Parents Samvaad’:
Deputy Chief Minister (Dy.CM), Manish Sisodia launched a parent outreach programme called ‘Parents Samvaad(Parents Communication)’. It is a parent outreach programme that works directly to connect parents of 18 lakh children with schools.
Objective -To connect parents and schools so that children can benefit from better education as well as better parenting.
Key points
i.Over 18 lakh parents will be connected on a one-to-one basis and SMC members and ‘School Mitra‘ will be connected with 50 parents.They will interact with the parents once a month via a free calling system prepared by the Delhi Commission for Protection of Child Rights (DCPCR).
- ‘School Mitra’ is nothing but volunteer parents, who bridge the gap between School Management Committees (SMCs) and parents.
ii.Under this initiative, Parents will be advised on how to communicate with their child, how to determine what their ward is learning, what support should be provided to the child regularly etc.

Renu Sharma Appointed as Chief Secretary of Mizoram; JC Ramthanga Appointed as ACS
The Government of India (GOI) has appointed Renu Sharma, senior IAS (Indian Administrative Services) officer as the new Chief Secretary (CS) of Mizoram.
Renu Sharma will succeed Lalnunmawia Chuaungo who has taken voluntary retirement from October 31, 2021.
The State Government of Mizoram has appointed J C Ramthanga as the Additional Chief Secretary (ACS) to the Chief Minister (CM) of Mizoram, Zoramthanga.
