PM Narendra Modi Inaugurated 16th CCC Held in Kolkata, WBIn September 2025, Prime Minister (PM) Narendra Modi inaugurated the 16th Combined Commanders’ Conference (CCC) at Vijay Durg(formerly Fort William), headquarters of the Eastern Command (EC) of Indian Army (IA) in Kolkata, West Bengal (WB).

• The 16th CCC held from September 15 to 17, 2025, under the theme “Year of Reforms – Transformation for the Future”, focused on the ongoing modernization and transformation of India’s Armed Forces.

About 16th Combined Commanders’ Conference (CCC):
Key Focus Areas: During the 3-day long conference, discussions were focused on key strategic issues including, force modernization, jointness, integration and improving operational readiness for multi-domain warfare.
Unveiled Vision Document: During the event, PM Narendra Modi unveiled the ‘Indian Armed Forces Vision 2047’ document, outlining the path for future-ready Indian Armed Forces.
Key Announcements: On the concluding day of the 16th CCC, two major announcements were made by the Service Chiefs and Commanders of the Armed Forces:

• The 1st announcement was regarding the merger of the education branches of 3 Armed Forces i.e. IA, Indian Navy (IN) and Indian Air Force (IAF), to establish a unified Tri-Service Education Corps.
• The 2nd announcement was regarding the establishment of 3 Joint Military Stations in India, aimed to enhance efficiency and coordination in operations across the armed forces.

MoFAH&D Partners with FAO to Strengthen Blue Port Infrastructure in India through TCPOn September 19, 2025, the Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D), partnered with the Food and Agriculture Organisation (FAO) of the United Nations (UN) to develop Blue Port Infrastructure in India through a Technical Cooperation Programme (TCP) framework.

• Under this framework, Blue Ports are smart, integrated fishing harbours, combining technology, environmental management, and sustainability.

About Blue Port Development Initiative:
Pilot projects: Under this initiative, the Government of India(GoI) has approved the development of three smart and integrated fishing harbours in Vanakbara (Diu), Jakhau (Gujarat), Karaikal (Puducherry) with a total investment of Rs.369.8 crores.
FAO Support: Under the TCP framework, FAO will extend technical support for planning, design, management, and capacity building.
Integration: Integrate technologies such as 5th Generation (5G), Artificial Intelligence (AI), Automation, digital platforms, satellite and sensor-based systems to ensure efficient operations, safety, and transparency.
Modernization: Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), the fishing harbours are modernized through sustainable, technology-driven and eco-friendly practices.
Features: The Blue Port model will incorporate eco-friendly infrastructure such as Renewable Energy (RE) integration, rainwater harvesting, and modern waste management facilities; improved cold chain storage, and logistics facilities to reduce post-harvest losses and enhance fish exports.

• It also includes Capacity development programmes for fishermen, cooperatives, and harbour operators to ensure effective utilization of infrastructure.

9th Edition of SHS Campaign Kicked off NationwideOn September 17, 2025, the 9th edition of Swacchata Hi Seva (SHS 2025) campaign was officially commenced across India. This 15-day long campaign will culminate on October 02, 2025 on the occasion of the Birth Anniversary of Mahatma Gandhi.

• The campaign aims to mobilize millions of citizens in mass drives for public cleanliness across the country.

Background: 
Launched by: Government of India (GoI) under the Swachh Bharat Mission (SBM).
First Edition: The inaugural edition of SHS was launched from September 15, 2017 to October 02, 2017, as a nationwide campaign to mobilize citizens towards collective cleanliness drives.
About SHS 2025:
Launched: SHS 2025 was launched jointly by the Ministry of Housing and Urban Affairs (MoHUA) and the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti (MoJS) during the curtain-raiser event held in New Delhi, Delhi.

• During the launch event, Union Minister C.R. Patil announced the allocation of Rs 8-10 crore for SafaiMitra Suraksha Fund for Surat and Navsari districts of Gujarat.

Key Dignitaries: The launch event was attended by Union Minister Manohar Lal Khattar, MoHUA; Union Minister C.R. Patil, MoJS and other senior officials from both ministries were present at the event.
Theme: SHS 2025 campaign is being held under the theme ‘Swacchotsav’.
Pillars: The campaign focuses on 5 pillars

• Cleanliness Target Units(CTUs): Eliminating difficult, dark, and neglected spots.
• Clean Public Spaces(CPS): Ensuring general cleanliness and Swachhata activities across public areas.
• SMS (SafaiMitra Suraksha) Shivir: Single-window Seva, Suraksha, and Samman camps for health check-ups and welfare of sanitation workers.
• Clean Green Festivities(CGF): Promoting eco-friendly and zero-waste festival celebrations.
• Advocacy: Disseminating the message of cleanliness, with Gram Sabhas declaring ODF+ Models and Swachh Sujal Gaon in rural India.

Voluntary Shramdaan: A voluntary shramdaan(solidarity work) titled ‘Ek Din, Ek Ghanta, Ek Saath’ will be organised nationwide on September 25, 2025.

IN & Coratia Technologies Signs contract worth Rs 66 Crore for UWROVs
In September 2025, Odisha’s deep-tech startup company Coratia Technologies has signed a contract worth Rs 66 crore (approximately USD 7.5 million) with Indian Navy (IN), for the supply of indigenously-built Underwater Remotely Operated Vehicles (UWROVs).

• The contract marks the first large-scale deployment of India-built UWROVs in the IN, supporting ‘Make in India’ and ‘Aatmanirbhar Bharat’.

Key Details:
Scope: Under the agreement, Coratia Technologies will supply and maintain Jalasimha, Jaladuta, and Navya, Artificial Intelligence (AI) -enabled underwater and surface vehicles.
Significance: The frugal design of these UWROVs makes them cost-efficient and further reduces India’s dependence on foreign suppliers. They also help in combating trade restrictions and tariff uncertainties.
Applications: These UWROVs are used in the public and private sectors for a wide range of applications like: dam and bridge inspections, ocean floor mapping, and monitoring marine ecosystems, inspection of offshore energy assets, among others.

INSPIRE Awards 2025: Muzaffarpur Topped National Innovation Rankings with 7,403 Student IdeasIn September 2025, Muzaffarpur district of Bihar, topped the National Innovation Rankings in INSPIRE Award-MANAK (Million Minds Augmenting National Aspiration and Knowledge) for year 2025, submitting 7, 403 innovative student ideas (from both private and public schools), the highest among any state in India.

INSPIRE Award Standard Scheme 2025:
Top 3 Performers: Muzaffarpur is followed by Bengaluru Urban of Bengaluru, Karnataka (with 7,306 ideas) which has retained the 2nd position in the latest rankings, followed by Bagalkot of Karnataka (6,826 ideas) ranked at 3rd position.
Districts Sharing Same Rank: As per the latest rankings, 3 cities namely, Jaipur, Rajasthan (6,311 ideas), Vaishali (Bihar) and Lucknow, Uttar Pradesh (UP) (6,182 ideas) ranked at 6th spot.

Recognition: Students get Rs.10,000 to develop models, first showcased at the district level. Selected ideas advance to state-level and then to the National Level Exhibition (NLEPC). India Hosted 2nd BIMSTEC Young Leaders’ Summit in Guwahati, Assam
India hosted the 2nd edition of Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Young Leaders’ Summit 2025 from September 9 to 11, 2025, in Guwahati, Assam.

• The event was inaugurated by the Governor of Assam Lakshman Prasad Acharya.

BIMSTEC Young Leaders’ Summit:
Organizer: The event was organized by the Bharat Scouts and Guides with the support of the Ministry of External Affairs (MEA), Government of India (GOI).
Participation: The event brought together over 80 young leaders from the seven BIMSTEC member countries such as Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand.
Focus: The summit encompassed sessions, focusing on entrepreneurship & startups, Design thinking & Innovation, Cross-Cultural Collaboration, and Sustainability & Social Responsibility.

IBM Partners with BharatGen to Advance Indic Language AI in India
In September 2025, International Business Machines (IBM) partnered with BharatGen, an initiative by the Department of Science and Technology (DST), to accelerate Artificial Intelligence (AI) adoption in India through sovereign, open source multimodal and Large Language models (LLM).

Integration: The partnership will integrate the multimodal models of BharatGen with technologies of IBM such as Watsonx, Granite Models, and Red Hat OpenShift AI, to develop solution templates for Indic use cases, benchmarks, and governance frameworks for responsible AI use.

• It also aims to establish new benchmarks for Indic languages and explore more advanced architectures for generative AI.

Technical Innovations: Multimodl AI capabilities, scalable model training, and responsible AI governance frameworks.

India Re-elected to CA and POC of Universal Postal Union for 2025-28In September 2025, India has been re-elected to the Asia Pacific Group of the Postal Operations Council (POC) and Council of Administration (CA) of the Universal Postal Union (UPU) for a term of 4 years from 2025 to 2028, representing the Asia Pacific Group and underscoring India’s growing influence in global postal governance.
About 28th UPU Congress:
Event: The election was held during the 28th Universal Postal Congress(UPC) held in Dubai, United Arab Emirates (UAE) from September 8 to 19, 2025.
Theme: “Leading the Change, Creating the Future”
UPU Strategy: The Congress adopted the UPU Strategy for 2026-2029, accompanied by the Dubai Business Plan, with an aim to enhance the resilience, innovation, and inclusivity of the global postal network, addressing challenges such as digital transformation and evolving customer needs.
Indian Delegation: The Indian delegation was led by Union Minister Jyotiraditya Madhavrao Scindia, Ministry of Communications , with a focus on modernizing global postal services and promoting financial inclusion.

WMO Report 2024t: Only 3rd of World River Basins Had Water Within Normal Range in 2024In September 2025, the World Meteorological Organisation (WMO) released its latest “State of the Global Water Resources Report 2024”. As per the report, only 1/3rd (approximately 33.3%) of the global river basins had ‘normal’ conditions in 2024.

• The report further highlighted around 60% of the global rivers recorded either excessive or deficient water flows for the 6th consecutive year.

Key Findings of the Report:
Hottest Year: As per the report, the year 2024 was the hottest year in the 175-observational record, with global surface temperatures reaching 1.55 °C above pre-industrial levels.
Anomalies in Average River Discharge: The report revealed that in the last 6 years, only about 1/3rd (33.3%) of the river catchment area had normal discharge conditions compared to the 1991-2020 average.
Glacier Loss: As per the report, year 2024 marked as the 3rd consecutive year with widespread glacier loss across all regions; with 450 Giga tons (Gt) lost i.e. equivalent to a massive block of ice measuring 7 kilometer (km) ×7km×7km, or enough to fill 180 million Olympic-sized swimming pools.
Key Projection for 2050: The United Nations (UN) Water has projected that 3.6 billion people will face inadequate access to water at least a month per year (annually) and further expected to increase to over 5 billion by 2050.

India-Norway Hold Inaugural Maritime Security, Disarmament and Non-Proliferation Dialogue in Oslo
In September 2025, India and Norway held the Inaugural Maritime Security, Disarmament and Non-Proliferation Dialogue in Oslo, Norway, focusing on enhancing cooperation in maritime safety to support economic growth, peace, and global disarmament efforts in line with international law.

• The Indian delegation was led by Muanpuii Saiawi, Joint Secretary (JS) (Disarmament & International Security Affairs, D&ISA), Ministry of External Affairs (MEA), and the Norwegian delegation was led by Jon Elvedal Fredriksen, Director General (DG), Department for Security Policy and the High North, Ministry of Foreign Affairs (MFA).

Highlights of Dialogue:
Maritime Security Cooperation: Both sides discussed ensuring safe seas under the United Nations Convention on the Law of the Sea (UNCLOS) to promote growth, peace, and progress, while strengthening efforts against illicit maritime activities and protecting critical infrastructure.
Disarmament and Non-Proliferation: India and Norway reviewed global developments, discussed Nuclear Weapons (NPT) and the Chemical Weapons Convention (CWC), and reaffirmed their commitment to non-proliferation norms.
Multilateral Cooperation: Both countries shared views on regional and global cooperation, capacity building, and collaboration on security concerns.
Next Dialogue: Both sides agreed to convene the next round of the Dialogue in New Delhi, Delhi, at a mutually convenient date.

BANKING & FINANCE

PFRDA to introduce multiple scheme framework for NPS from October 1In September 2025, the Pension Fund Regulatory and Development Authority (PFRDA) announced the introduction of a Multiple Scheme Framework (MSF) for non-government sector subscribers under the National Pension System (NPS).

• This major change is effective from October 1,2025.

Key Features:
MSF: Under this framework, the NPS subscribers not employed with the government will be able to hold multiple schemes under a single PRAN (Permanent Retirement Account Number) across various CRAs (Central Record Keeping Agencies)

• In the earlier structure, a subscriber could operate only a single investment choice per tier and also be associated with one CRA only.

Design: Under MSF, the Pension Funds (PFs) are permitted to design schemes tailored to specific subscriber groups, such as digital economy workers, self-employed professionals, and corporate employees with employer co-contributions.
Variants: Each scheme may have at least two variants, one moderate and one high-risk, with equity allocation allowed up to 100% (up from current 75%) in the high-risk category.
About Pension Fund Regulatory and Development Authority (PFRDA)
It was initially established as a regulatory body to promote, develop and regulate the pension sector in India. Later, it was granted a statutory body status through PFRDA Act, 2013 passed in September 2013 and the same was officially notified on February 1, 2014.

RBI Authorizes DBS Bank India as Agency Bank to Collect GST Payments
In September 2025, DBS Bank India became the first wholly owned subsidiary of a foreign bank in India to be authorized by the Reserve Bank of India (RBI) as an agency bank to collect Goods and Services Tax (GST) payments.

• With this move, DBS Bank India can handle GST collections on behalf of the Central Board of Indirect Taxes and Customs (CBIC) under the Ministry of Finance(MoF).

GST Payment Collection:
Payment Services: This approval allows DBS Bank India to provide smooth and efficient GST payment solutions to businesses through its enterprise digital banking platform, DBS IDEAL.
Features of DBS IDEAL: The DBS IDEAL platform offers real-time transaction updates, instant payment acknowledgements, and downloadable payment advice for easy recordkeeping.

• It also provides dedicated client support to help businesses resolve GST compliance queries quickly.

Other Mode of Payments: The payments can also be made through National Electronic Funds Transfer (NEFT), Real Time Gross Settlement (RTGS), and over-the-counter payments at the branches of DBS Bank India, offering flexibility and convenience.

Astronomers Discovers Arjuna Asteroid ‘2025 PN7’, Earth’s Latest Quasi-Satellite
In September 2025, astronomers discovered a new Earth’s quasi-satellite, ‘2025 PN7’, a near-Earth Arjuna-class asteroid named after Mahabharata’s Arjuna. It orbits the Sun while staying close to Earth and is expected to remain in this quasi-satellite state for about 128 years.

•  With the discovery of  2025 PN7, the number of quasi-satellites reaches to 7 including 164207 Cardea (2004 GU9), 469219 Kamo’oalewa (2016 HO3), 277810 (2006 FV35), 2013 LX28, 2014 OL339, and 2023 FW13.

About 2025 PN7:
Discovery: In August 2025, the Panoramic Survey Telescope & Rapid Response System (PAN-STARRS) observatory situated on the Haleakala volcano in Hawaii, the United States of America (USA), detected the asteroid.

• The research related to 2025 PN7 was later published in September 2025 in the ‘Research Notes of the American Astronomical Society’.

Size & Visibility:: The asteroid, approximately 19 meters (m) or 62 feet wide, is faint and small in size due to which it is visible only through powerful telescopes.
Orbit Time: Just like Earth, 2025 PN7 completes one orbit around the Sun in 1 year.
Average Distance from Earth: The new asteroid swings as close as 186,000 miles or 299,337 kilometers (kms) from Earth.

• While its average distance from Earth is nearly 238,855 miles (384,400 kms), when compared to the Moon’s orbit.

Marium Fatima Becomes First Woman FIDE Master from BiharIn September 2025, Marium Fatima, a 19-year-old chess player from Muzaffarpur, Bihar, became the first woman from Bihar to be awarded the Woman FIDE Master (WFM) title by the International Chess Federation (Fédération Internationale des Échecs (FIDE)). She achieved the milestone by securing the required 2100 FIDE rating points.

About Marium Fatima:
Early Journey: Marium began her chess journey in 2015 at the age of 9 years in Muzaffarpur (Bihar).

• She was trained under professional coaches in Patna (Bihar)

Progress: Over the years, she has won multiple state-level championships, including the Bihar State Women’s Chess Championship.
International: She represented India in international tournaments in Spain and Nepal, where she consistently improved her Elo rating.

• The WFM title was conferred on the basis of her outstanding performance in international chess tournaments held in Barcelona, Spain during July–August 2025.

About Woman FIDE Master (WFM) Title:
Specification: The WFM title is the third-highest women-specific title awarded by FIDE, after Woman Grandmaster (WGM) and Woman International Master (WIM).
Eligibility: It is awarded for life once a player achieves the required minimum 2100 FIDE rating points and has played at least 30 rated games.

International Equal Pay Day 2025- September 18The United Nations(UN) observed International Equal Pay Day, celebrated every year across the world on 18 September to highlight global efforts towards achieving equal pay for work of equal value.

• 18 September 2025 marks the observance of the 6th International Equal Pay Day.

Background:
Initiation: In 2019, during the 41st session of the UN Human Rights Council (UNHRC) in Geneva, Switzerland, the Equal Pay International Coalition (EPIC) steering committee member Iceland, along with other core members: Australia, Canada, Germany, New Zealand, Panama, South Africa, and Switzerland, introduced a resolution on equal pay, recommending the UN General Assembly (UNGA) to declare an International Equal Pay Day.
Adoption :On 18 December 2019, the UN General Assembly (UNGA) adopted the resolution A/RES/74/142, proclaiming the 18 September of every year as International Equal Pay Day.
First Observance: The first-ever International Equal Pay Day was observed on 18 September 2020.

World Bamboo Day 2025 – September 18World Bamboo Day is observed annually across the globe on September 18 to promote awareness of bamboo’s environmental, cultural, and economic significance.

• September 18 2025, marks the 17th observance of the World Bamboo Day.

Background:
Origin: World Bamboo Day was established in 2009 during the 8th World Bamboo Congress (WBC) in Bangkok, Thailand, by the World Bamboo Organisation (WBO).

• The 13th WBC is scheduled for 2026, while the 12th WBC was held in Taiwan under the aegis of the United States of America(USA).

Observance: Kamesh Salam from Assam, who served as WBO President from 2007 to 2009, initiated the observance of World Bamboo Day.
First Observance:The first celebration took place on 18 September 2009 in Bangkok, Thailand.

IPC Inaugurates 5th National Pharmacovigilance Week in New Delhi
On September 17, 2025, Indian Pharmacopoeia Commission (IPC) under the Ministry of Health and Family Welfare (MoHFW), inaugurated the 5th National Pharmacovigilance Week (NPW), observed from September 17 to 23, 2025, at the Bharat Mandapam in New Delhi, Delhi.

About 5th National Pharmacovigilance Week:
Aim: The initiative aims to make healthcare professionals, regulators, researchers, and the public more aware of the importance of reporting Adverse Drug Reactions (ADRs) through simplified digital platforms.
Theme: IPC, functioning as the National Coordination Centre for the Pharmacovigilance Programme of India (NCC-PvPI), organized the campaign under the theme “Your Safety, just a Click Away: Report to PvPI”.
Other initiatives launched: It includes a short film on the PvPI, a pharmacovigilance comic published in different Indian languages to enhance public awareness, and a new online reporting platform designed for easy access through a Quick Response (QR) code.
Awards: During the event, awards were conferred to recognize the outstanding contributions in the field of pharmacovigilance.

• ADR Monitoring Centre at Mahamana Pandit Madan Mohan Malaviya Cancer Centre, Varanasi (Uttar Pradesh, UP) received the PvPI-Patient Safety Excellence Award.

In September 2025, Nitesh Narayan Rane, Minister of Ports Development of Maharashtra, announced plans for the technology-driven modernisation of Mumbai’s historic Sassoon Dock, in collaboration with Finland.

• To kick off the project, the Finnish delegation, led by Consul General Erik af Hällström and Deputy Consul General Eva Nilsson, met with key Indian stakeholders at Sassoon Dock in South Mumbai, Maharashtra.

About Sassoon Dock
Historical Background: Built in 1875 by Albert Abdullah David Sassoon, Sassoon Dock was Western India’s first fully private wet dock, initially handling cotton and opium trade.

• Spanning nearly 200,000 Square feet (sq. ft) it later became a key hub for Mumbai’s fishing community and fish exports.

Current Challenges: The dock currently faces challenges, including overcapacity, hygiene and fish-handling concerns, and issues with safety and operational efficiency.
Modernisation Plan: Planned upgrades include modular infrastructure, digital monitoring, advanced fishing techniques, and eco-friendly practices, along with automated lighting and environmental management to make the harbour safer, cleaner, and more efficient for fishermen.
Participating companies: Lamor Corporation (Finland), Mirasys India (India), Helios Lighting Solutions (India), and RiverRecycle (Finland), focused on technology transfer, eco-friendly innovations, and digital solutions.
