Cabinet approval on Feb 26, 2022
On February 26, 2022, the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister (PM) of India Narendra Modi has approved the following proposals:
i.CCEA has approved the offering of coal (dry fuel) by coal companies via common e-auction window of CIL (Coal India Limited)/Singareni Collieries Company Limited (SCCL) which will replace the sector specific auctions.
ii.CCEA also approved the national roll-out of Ayushman Bharat Digital Mission (ABDM) which was launched by the PM Narendra Modi in September 2021. It is a mission of the Ministry of Health and Family Welfare (MoH&FW) with a budget of Rs 1600 crore for five years. It will be implemented by the National Health Authority (NHA).

PM addresses post-budget webinar on vision of ‘GatiShakti’ organised by DPIIT On February 28, 2022, the Prime Minister (PM) of India Narendra Modi addressed a webinar on the vision of GatiShakti and its convergence with Union Budget 2022. It was organized by the Department for Promotion of Industry and Internal Trade (DPIIT) and Ministry of Commerce and Industry (MOCI).
- It was a platform for dignitaries, academicians and industry stakeholders to discuss the plans for improving India’s logistics sector.
- This is sixth webinar in the series of post budget webinars addressed by the Prime Minister.
Key Points:
i.GatiShakti National Master Plan portal has been developed by the Bhaskaracharya Institute of Space Application Geo-informatics, which will provide real-time inputs to stakeholders through a dynamic Geographic Information System interface
ii.The PM GatiShakti National Master Plan is an integrated plan, which will address the missing gaps to ensure seamless movement of people, goods and services.
iii.The capital expenditure by the central government has increased from Rs. 1.75 Lakh Crore in 2013-14 to Rs. 7.5 Lakh Crore in 2022-23 as government has increased investment across infrastructure sectors such as National Highways, Railways, Civil Aviation, Waterways, Optical Fiber, Gas Grid and Renewable Energy.
- State governments have been given Rs. 1 Lakh Crore in 2022-23 for infrastructure development under PM GatiShakti.
iv.There is a need to reduce the logistics cost from the current levels of 13 – 14% of GDP.
National logistics portal to be integrated with ULIP
The Central Government announced that the National Logistics Portal (NLP) will be integrated with Unified Logistics Interface Platform- ULIP to formalize the methods and speed up the processes related to the overall trade.
- Private sector will also be roped in ULIP.
- About 24 Digital Systems of 6 Ministries are getting combined through ULIP.
Additional Info- The Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal stated that with concerted efforts and the best possible use of the PM GatiShakti National Master Plan, it was possible to lower our logistics cost to 7-8% of GDP, one of the lowest in the world.
Monsoon Mission III to be launched soon by MoES
According to the Ministry of Earth Sciences (MoES), India set to launch the third phase of the Monsoon Mission (III).
- Monsoon Mission was first launched in 2012 (2012-2017) and a flagship project undertaken by the MoES.
- The second phase was launched in 2017 (2017-2020).
Objective– To Improve Prediction Skill of Monsoon Weather and Climate.
i.By improving Seasonal and Intra-seasonal Monsoon Forecast and Medium Range Forecast.
Key points:
i.The launch was announced in the International Monsoons Project Office (IMPO). It was jointly hosted by the Indian Institute of Tropical Meteorology (IITM), Pune and the World Meteorological Organization (WMO).
ii.The project will facilitate the international community to work together towards improving understanding of the monsoons at global level.
iii.The IMPO and World Climate Research Programme (WCRP) will collaborate with global monsoon experts and undertake collaborative research on monsoon affecting the Asian, African, American and Oceania countries.

FSSAI To Start ‘Health Star Rating System’ for Packaged Foods
The Food Safety and Standards Authority of India (FSSAI) is set to introduce a new star rating system, the “Health Star Rating System”, for packaged foods. Under this, the packaged foods will display the number of stars on the Front Of Pack Label (FOPL), which indicates how healthy or unhealthy they are depending upon the amount of salt, sugar, and fat they have.
- The Health Star Rating rates the overall nutritional profile of packaged food and assigns it a rating from ½ a star to 5 stars.5 Star means the food is healthy & the least( ½ ) star means the food is unhealthy.
- The Health Star rating system is one of five types of labels that were considered, including Nutriscore, Warning Label, Multiple Traffic Lights (MTL) and Monochrome GDA.
- This regulation is based on the report from the Indian Institute of Management (IIM)-Ahmedabad & Dexter Consultancy Pvt. Limited which conducted a study on the impact of front-of-the-pack labelling for packaged and processed foods in India.
- This system will be similar to the one that is being used by the Bureau of Energy Efficiency for assessing the energy efficiency in electrical devices.

IPCC Reports Rise In The Water Levels of Indus, Ganga and Brahmaputra River Basins By 2050 and 2100 As per the Intergovernmental Panel on Climate Change (IPCC)’s second part of the Sixth Assessment Report titled, “Climate Change 2022: Impacts, Adaptation and Vulnerability”, there will be rise in water level of The Indus, Ganga and Brahmaputra river basins by 2050 and 2100.
i.The rise in water ‘runoff’ is due to the rise in global warming.
The Intergovernmental Panel on Climate Change (IPCC) Report:
i.As per the second part of the sixth assessment report by IPCC, deals with climate change impacts, risks and vulnerabilities, and adaptation measures.
ii.The first part dealt with climate change, scientific basis.
Reason For The Runoff:
i.Increase in run-off in the upper Ganga and Brahmaputra is due to a rise in precipitation.
ii.In the Indus, it is due to accelerated melting snow.
Vulnerable Area:
i.India is one of the most vulnerable countries in terms of the population that will be affected by sea-level rise.
ii.Mumbai will face high risk of a sea-level rise and flooding, while Ahmedabad faces a serious heatwave danger.
Towards the Reduction of Global Temperature:
i.Reports have been produced in the Paris Agreement and the earlier Kyoto Protocol.
ii.The Sixth Assessment Report suggested that the 2°C-target could be disastrous and decided to keep the rise within 1.5°C.

Canada Becomes 1st Country to Approve the use of Covifenz, world 1st Plant-Based COVID-19 Vaccine
Health Canada, the department of the government of Canada responsible for national health policy, has approved the use of Covifenz, the world’s first plant-based COVID-19 vaccine for adults aged 18 to 64. Canada has become the first country to approve the use of the plant-based COVID-19 vaccine.
- Covifenz was jointly developed by Medicago Inc., a biopharma company owned by Mitsubishi Chemical and Philip Morris, situated in Quebec City, and GlaxoSmithKline Plc.
- Covifenz is 71% effective at preventing COVID-19 (before the emergence of the Omicron variant). It was 75% effective against the delta variant and nearly 89% effective against the gamma variant(Brazil).

Japan and India Renews Bilateral Swap Arrangement of up to USD 75 billion
Japan and India have renewed the Bilateral Swap Arrangement (BSA) under which the 2 countries can swap their local currencies in exchange for the US Dollar of up to USD 75 billion with effect from 28th february 2022.
- Signatories – The Bank of Japan which is acting as agent for the Minister of Finance of Japan, and the Reserve Bank of India (RBI) on behalf of Government of India (GoI) signed the Amendment and Restatement Agreement of the BSA.
About BSA:
i.Aim – To strengthen financial safety nets and further deepen financial cooperation between the two countries including contribution to regional and global financial stability.
ii.BSA is a two-way arrangement where both sides can swap their local currencies in exchange for the US Dollar which means India can acquire dollars from Japan in exchange for rupees and vice versa.
- Benefits – With BSA, the repayment will be done at the exchange rate which will be fixed at the time of borrowing that eliminates the risk caused due to fluctuations in the foreign exchange rate (also known as FOREX).
iii.Background – The BSA was negotiated between India and Japan in 2018 and the swap arrangement was signed to the tune of USD 75 billion in October 2020.

Union Bank of India Partners with Ambit Finvest for Co-lending to MSMEs
On 1st March 2022 Ambit Finvest private limited signed a co-lending agreement with Union Bank of India (UBI) for lending to Micro, Small and Medium Enterprise (MSME) customers which enables creditworthiness of MSMEs in 11 states that are currently covered by Ambit Finvest.
- Aim – To facilitate fast disbursal of credit across different geographies.
About the Partnership:
i.Through this partnership, MSMEs that face higher interest rates or those that are excluded from other banking services, will enjoy lower interest rates and translating into lower cost of funds which would help MSMEs with increased capital deployment in business.

India Q3 GDP by NSO: Growth momentum slows to 5.4% in Q3FY22
In accordance with the Second Advance Estimates (SAE) of National Income, 2021-22 & Quarterly Estimates of GDP for the 3rd quarter(Q3) (October-December), 2021-22 by the National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), the Indian economy grew by 5.4% year-on-year in the Q3FY22.
- This is the 5th consecutive positive growth. However, this is slower than the Q2FY22 and Q1FY22 amid rising risks from higher prices of crude oil and commodities due to Russia’s invasion of Ukraine.
- In absolute terms, India’s Gross Domestic Product (GDP) increased to Rs 38,22,159 crore whereas it was Rs 36,26,220 crore in the Q3FY21.
- NSO’s second advance estimate projected India’s FY22 expansion at 8.9% over a contraction of 6.6%(-6.6%) in 2020-21.
- NSO‘s second advance estimate for national income projected the nominal GDP growth for 2021-22 at 19.4 per cent.
Key Points:
i.India’s GDP had grown by 8.4% in the Q2FY22.
ii.Gross Value Added (GVA) grew by 4.7% year-on-year (YoY). In the Q2FY22 previous quarter, it had increased by 19.3%.
iii.Across most sectors, including manufacturing, construction and services, Q3FY22 was statistically dismal compared to the previous quarter.
iv.Economists in a Reuters poll had forecasted India’s GDP to grow 6% YoY in the Q3FY22, compared with an upwardly revised 20.3% in the Q1FY22 and 8.5% in Q2FY22.
HPCL Signs MoU with SECI for Renewable Energy, Electric Mobility & Alternative Fuels
Hindustan Petroleum Corporation Limited (HPCL) and Solar Energy Corporation of India (SECI) Limited has signed a Memorandum of Understanding (MoU) for cooperation and collaboration in the field of renewable energy, electric mobility, and alternative fuels including the development of Environmental, Social and Governance (ESG) Projects.
- The MoU was signed to realise green energy objectives and the Government of India’s (GOI’s) efforts towards a carbon-neutral economy.

World Bank’s India head is appointed as Vice President of MIGA’s OperationsThe World Bank’s India head and a Bangladeshi economist, Junaid Kamal Ahmad was appointed as a Vice President of the operation side of the Multilateral Investment Guarantee Agency (MIGA), which offers political risk insurance, credit enhancement guarantees to help developing countries.
- He would assume the new charge from April 16, 2022.
- He is the current World Bank country director for India.
i.With this appointment he became the only second Bangladeshi national to be appointed to such a high position in the World Bank.
- Faisal Chaudhary was the first Bangladeshi national who became the vice president on the operational side.
ii.Junaid Ahmad will work with MIGA’s brand partnering across the World Bank Group and with financial institutions, private investors and other authorities.

IIT Kanpur Develops Biodegradable Nanoparticle to Protect Crops from Diseases
A team of researchers of Indian Institute of Technology, Kanpur, (IIT-K) has developed a Novel nanoparticle-based bio-degradable-carbonoid-metabolite (BioDCM) that can protect agricultural crops from fungal and bacterial infections.
About the researchers:
The research team was led by Santosh K Misra and Piyush Kumar from the department of biological sciences and bioengineering along with researchers C Kannan and Divya Mishra from Indian Council of Agricultural Research(ICAR)-Indian Institute of Rice Research, and R Balamurugan and Mou Mandal from the School of Chemistry, University of Hyderabad.
Key Highlights:
i.Since 2021, the innovation of nanoparticles is the 2nd such innovation in the field of agriculture by researchers of IIT Kanpur.
ii.In 2021, out of the 107 patents filed by IIT Kanpur, ‘Bhu-Parikshak’, a soil-testing device was a path-breaking innovation that has proven to significantly reduce time and hassle required for testing soil in the lab.
- Likewise, these novel nanoparticles act as shields to protect crops, especially rice crops, from infection and diseases.
About Nanoparticles:
i.Nanoparticles are a protective biological alternative that can be used to enhance crop protection against various diseases in agricultural fields, especially for rice crops.
ii.It is developed as a biodegradable nanoparticle system with a metabolite, which is the end-product of metabolism or the process of conversion of food, extracted from the naturally occurring common soil fungi viz. Trichoderma asperellum strain TALK1.
iii.This extracted metabolite can be used as an effective organic antimicrobial agent that could protect crops against diseases and carbonaceous degradable encompasses to protect soil fertility.

The Russian born tennis player Daniil Medvedev (8615 points), has ranked the new ATP World number 1 in the Mexican Open ATP Feb, 2022. He overthrew the Serbian player Novak Djokovic (8465 points – current rank 2), who held the top spot in men’s tennis for a record 361 total weeks. Medvedev is the first player outside the ‘Big Four’, Djokovic, Roger Federer, Rafael Nadal and Andy Murray to hold the top spot in 18 years, three weeks and six days.

Maharashtra CM appoints Manu Kumar Shrivastava as its new Chief Secretary
On 28 February 2022, Manu Kumar Srivastava, IAS officer of 1986 batch was appointed as the new Chief Secretary of Maharashtra. The appointment was approved by Uddhav Thackeray, Chief Minister (CM) of Maharashtra.
- He succeeded Debashish Chakrabarty who retired on 28 February 2022.
i.Manu Kumar Srivastava is the most senior IAS officer of Maharashtra and likely to get a tenure of over a year before retiring in April 2023.
ii.Prior to this appointment, He was serving as the Additional Chief Secretary (Home)of Maharashtra.

TN CM MK Stalin Launches ‘Naan Muthalvan’- Skill Development Scheme for Students
On 1st March 2022, Tamil Nadu (TN) Chief Minister (CM) Muthuvel Karunanidhi Stalin (M. K. Stalin) launched a skill development scheme for the students named “Naan Muthalvan- Ulagai Vellum Ilaiya Tamilagam” which means ‘I am the first – the youngest Tamil Nadu to conquer the world, at the Kalaivanar Arangam in Chennai, Tamil Nadu.
- The word ‘Muthalvan’ also translates to the term “Chief Minister”.
Aim:
- To improve the educational skills, knowledge, talent, and efficiency of 10 lakh young people annually.
- To make all students and youth stand out in the spheres of education, research, thought, action and talent
About Naan Muthalvan:
i.The scheme is designed to bridge the talent gap in the employment market.
ii.The scheme will hone the skills of a particular individual in a selected sector and will also include training students on their choice of subjects/area, languages, technical knowhow and others.
ii.Under this scheme the students will be given modern-day coding and robotics classes while experts will mentor them on aspects related to physical health and behaviour.
iii.The Guidance centres will be set up in schools while there would be a separate syllabus aimed at Classes 9 to 12
