GoI Has Launched “Operation Ganga” To Rescue Indian Citizens From War Prolonged Ukraine Russia-Ukraine war Govt launches 'Operation Ganga'

The Government of India (GoI) has launched ‘Operation Ganga’ to evacuate Indian citizens from Ukraine, due to Ukraine’s war against Russia. The GoI has planned to help nearly 15,000 Indians to reach India with the help of Air India flights.

  • There were nearly 20,000 Indians of which 5,000 Indians had already reached India before the commencement of the war. 

To The Border Nations:
i.With the help of International Committee of Red Cross (ICRC) in Geneva, the GoI have guided the Indian citizens towards the border of Ukraine.
ii.Due to the closing of Ukrainian airspace, the Indian evacuation flights are operating out of Romanian capital Bucharest and Hungarian capital Budapest.

  • Indian teams have also been placed in Krakowiec as well as Shehyni-Medyka land border points in Poland, Vysne Nemecke in the Slovak Republic.

iii.India is evacuating stranded Indians from Ukraine through its land border crossings with Romania, Hungary, Poland and Slovakia.
iv.Boeing 787 plane is the airline under operation, better known as Dreamliner, from countries including Romania and Hungary. 
v.The GoI will bear all the travel cost of the flights for the Indian citizens.

  • The cost for operating a two-way evacuation flight will be more than Rs 1.10 crore and the amount will rise, depending on the duration of the flights.

Assignment To The Ministries:
The Prime Minister of India has decided to send 4 Union Ministers to Ukraine’s neighbouring countries to oversee the evacuation.
i.Union Minister for Housing and Urban Affairs and Petroleum and Natural Gas – Hardeep Singh Puri to Hungary.
ii.Minister for Law and Justice Kiren Rijiju to Slovakia
iii.Civil Aviation Minister – Jyotiraditya Scindia to Romania and Moldova.
iv.Minister of State for Road Transport and Highways and Civil Aviation – General V K Singh to Poland.

  • The Ministry of External Affairs (MEA) also announced a Twitter handle ‘OpGanga Helpline’ to assist Indian evacuation.

v.The first Air India flight carrying 219 Indian evacuees from Ukraine had landed in the Mumbai airport from Bucharest.

3rd edition of India-Japan Joint Military Exercise ‘Ex Dharma Guardian-2022’ conducted at Belagavi, KarnatakaEX DHARMA GUARDIAN-2022The 3rd Edition of the annual joint military exercise, ‘EX DHARMA GUARDIAN-2022’, between India and Japan is being conducted at Foreign Training Node, Belagavi (Belgaum, Karnataka) from February 27, 2022 to March 10, 2022.

  • This 12-day long exercise covers platoon level joint training on operations in jungle and semi urban/urban terrain.
  • Special emphasis are laid on enhancing tactical skills to fight global terrorism, enhancing inter-operability between the forces, and to promote Army to Army relations.

Participants:
India– 15th Battalion the Maratha Light Infantry Regiment of the Indian Army 
Japan– 30th Infantry Regiment of Japanese Ground Self Defence Forces (JGSDF)
Key Points:
i.The exercise includes house interventions drills, raid on terrorist hideouts in semi urban terrain, combat first aid, unarmed combat & close quarter combat firing where both sides will jointly train, plan and execute a series of well-developed tactical drills for neutralisation of likely threats. 
ii.The joint field training exercises, joint combat discussions and joint demonstrations will culminate with a two day validation exercise scheduled on March 8-9, 2022.
iii. The exercise is being conducted in India since 2018 to enhance defence co-operation between Indian Army and JGSDF, and to further foster the bilateral relations between the two nations.
iv.India and Japan established diplomatic relations on 28th April 1952. 2022 marks the celebration of the 70th anniversary of India Japan Special Strategic & Global partnership.
v.The Ministry of External Affairs (MEA) had launched India’s special logo to mark the 70th anniversary of India Japan relationship. The logo depicts a Peacock and a Green Pheasant, which are national birds of India and Japan respectively.

IIT Madras & NIOT Jointly Organised OCEANS 2022 In Chennai, TN; Held 1st time in IndiaIIT Madras and NIOT have jointly organised the OCEANS 2022 virtually

The Indian Institute of Technology (IIT) Madras in Chennai, Tamil Nadu (TN) and the National Institute of Ocean Technology (NIOT), Chennai, TN jointly hosted, for the first time in India, the OCEANS 2022 conference & Exposition in IIT Madras Research Park, Chennai, TN. It is a bi-annual event of global marine researchers on February 21-24, 2022.It was held in a hybrid format.

  • ‘Inspire-Innovate-Sustain’ was the main theme of the conference.

Key Points:
i.The department of Ocean Engineering, IIT Madras, coordinated the event on behalf of the Institution of Electrical and Electronics Engineering Ocean Engineering Society (IEEE OES) and Marine Technology Society (MTS)
ii.This event is for global maritime professionals, technologists and engineers, students, policymakers  to learn, innovate, protect and utilise the world’s largest natural resource – oceans.
iii.The conference highlighted how ‘UN Decade of Ocean Science for Sustainable Development’ is attempting to reduce the impacts of climate change through renewable energies.

Govt Launches Doorstep Crop Insurance Distribution Drive ‘Meri Policy, Mere Hath’ under PMFBY; PMFBY Enters 7th year

Union agriculture minister Narendra Singh Tomar launched the central government’s ‘Meri Policy, Mere Hath’, a doorstep crop insurance policies distribution drive under Pradhan Mantri Fasal Bima Yojana (PMFBY) in Sanwer tehsil of Indore district, Madhya Pradesh, to deliver crop insurance policies to farmers. The PMFBY enters the 7th  year of implementation with the upcoming Kharif season.

  • Aim – To ensure all farmers are well aware and equipped with all information on their policies, land records, the process of claim and grievance redressal under the PMFBY.
  • The drive under PMFBY will be launched in all implementing States.

About PMFBY:
i.PMFBY was launched on 18th February 2016 with an aim to provide financial support to farmers suffering crop loss or damage arising out of natural calamities.
ii.According to the Ministry of Agriculture and Farmers Welfare (MoA&FW), over 36 crore farmer applications have been insured under the PMFBY, with over Rs 1,07,059 crores of claims have already been paid under the scheme as of 4th February 2022.
iii.The farmer can report crop loss within 72 hours of the occurrence of any event through the Crop Insurance App, Common Service Centre (CSC) or the nearest agriculture officer.

  • The claim benefits will be transferred electronically into the bank accounts of the eligible farmer.
  • Around 85 percent of the farmers enrolled with the scheme are small and marginal farmers.

iv.Integration of land records with the PMFBY’s National Crop Insurance Portal (NCIP), Crop Insurance mobile app for easy enrollment of farmers, remittance of farmer premium through NCIP are some of the key features of PMFBY.
Note – In Budget 2022-2023 Finance Minister Nirmala Sitharaman announced the use of drones for crop insurance.

BANKING & FINANCE

Union Cabinet Approves FDI of up to 20% in LIC under Automatic RouteUnion Cabinet approves FDI of up to 20%The Union Cabinet approved Foreign Direct Investment (FDI) of up to 20 percent under the ‘automatic route’ in Life Insurance Corporation (LIC) of India, ahead of the mega initial public offering (IPO) of the LIC of India in mid-March 2022.

  • It is aimed at attracting long-term foreign investors to the issue.
  • IPO – An IPO is the selling of securities (shares of the company) to the public in the primary market (usually to institutional investors and retail investors).

FDI Policy:
i.The current FDI policy which permits 74 percent foreign investment under the automatic route in the insurance sector does not apply for the LIC,  as it is established and governed under the LIC Act, 1956, and the law did not have any specific provision for foreign investment in the insurer.

  • Note – The current FDI policy allows FDI in the insurance sector but as LIC being a statutory corporation, is not covered under either “Insurance Company” or “Intermediaries or Insurance Intermediaries”.

ii.Thus the cabinet has made an amendment to the FDI Policy in 2021 which is sufficient in facilitating investment in LIC upto 20 percent through automatic route which already permits 20 percent of FDI inflows for public sector banks in government approval route.

RBI invited RFP to Assess Impact of its Financial Literacy Campaigns 

The Reserve Bank of India (RBI) has proposed to assess the impact of its multi-media awareness campaigns that promote financial literacy and safe banking practices. In this regard, it has invited the Request for Proposal (RFP) from certain shortlisted entities, which will be required to undertake outcome and impact assessment of its multilingual, pan-India public awareness campaigns.

  • RBI runs the ‘RBI Kehta Hai’ campaign to educate and empower the public about banking regulations.

Key Points:
i.The RBI campaigns are in 14 languages viz. Assamese, Bengali, English, Gujarati, Hindi, Kannada, Malayalam, Marathi, Odia, Punjabi, Sindhi, Tamil, Telugu and Urdu with more focus on regional languages.
ii.These are multi-lingual campaign using SMSes, print, television channels, radio, hoardings, websites and social media.
iii.Campaigns conducted during the year preceding the assessment and during the term of the assessment will be a part of the scope.
What will selected entities do?
As per RBI, the selected entity will be required to customise the tools for study, pre-testing of the tools and incorporate changes if required, to modify a questionnaire, focussed group discussion (FGDs) guideline, depth interview schedules when needed, to conduct training of data collectors/surveyors, to carry out survey and share monthly progress report, to analyse results and prepare draft and final report.

  • Key areas that need to be in the questionnaire include the ‘ability to recall the campaigns’, media on which the campaigns were viewed, ‘whether the campaigns added information that was not known earlier’, and ‘whether any action was taken based on the information from the campaigns’.

ii.The Central Office of the Reserve Bank was initially established in Calcutta but was permanently moved to Mumbai in 1937.

RBI updates Payment and Settlement Systems Regulations, 2008;RBI Cautions Against sRide AppRBI amends payments systems rulesi.In exercise of the powers conferred by sub-section (1) read with clauses (b) to (f) of subsection (2) of Section 38 of the Payment and Settlement Systems Act, 2007 (51 of 2007), the Reserve Bank of India (RBI) updated the Payment and Settlement Systems Regulations, 2008.
ii.These allow companies to run payment businesses to seek licenses from the regulator.
RBI cautioned public against car pooling app sRide, which is operating a semi-closed pre-paid instrument without authorization from the central bank under the provisions of the Payment and Settlement Systems Act, 2007.

IISER’s Prof Deepak Dhar became the  first Indian selected for Boltzmann MedalPhysicist Deepak Dhar, first Indian selected for Boltzmann MedalThe renowned Indian physicist and Emeritus Professor at the Department of Physics, Indian Institute of Science Education and Research (IISER), Pune, Prof Deepak Dhar will be conferred the prestigious Boltzmann Medal 2022  for contribution in the field of statistical physics.

  • He became  the first Indian to be awarded the Boltzmann Medal. He will share  the medal with John J Hopfield of Princeton University.
  • The medal presentation ceremony will be held during the StatPhys28 conference in  August 2022 in Tokyo, Japan. 

Highlights: 
i.The Boltzmann Medal (or Boltzmann Award) is named after the physicist Ludwig Boltzmann and awarded to physicists for contributing new results in statistical mechanics and it was instituted in 1975.

  • First award- Kenneth G. Wilson (Cornell University) in 1975. 

ii.The Boltzmann Medal is given every three years by the C3 Commission on Statistical Physics of the International Union of Pure and Applied Physics (IUPAP).
iii.John J Hopfield is an American scientist, who is known for his invention of an associative neural network in 1982
About Prof Deepak Dhar:
i.He  is known for his research on statistical physics and stochastic processes. 
ii.He is an elected fellow of – the Indian Academy of Sciences, the Indian National Science Academy, and the National Academy of Sciences and also The World Academy of Sciences.
Award- ‘Shanti Swarup Bhatnagar Prize’ (1991) by the Council of Scientific and Industrial Research (CSIR).

Madhabi Puri Buch Becomes 1st Women To Be Appointed as SEBI Chairman; Succeeds Ajay TyagiMadhabi Puri Buch appointed as first woman chief of SebiThe Appointments Committee of the Cabinet (ACC) has approved the appointment of Madhabi Puri Buch as the Securities and Exchange Board of India (SEBI) chairman for an initial period of three years from 1st March 2022. She will be the 1st woman to head the SEBI, securities market regulator and she is also the 1st person from the private sector to head SEBI and also 1st non-IAS to be appointed as the SEBI chairman.

  • She will be the 10th chair of the board.
  • She succeeds Ajay Tyagi, who served as a chairman for 5 years. His tenure ends on 28th February 2022.
  • Her tenure as a whole-time member of SEBI ended in October 2021.

i.Madhabi Puri Buch has handled key portfolios such as surveillance, collective investment schemes and investment management.
ii.She joined ICICI Bank in 1989 and served as the managing director (MD) and chief executive officer (CEO) at ICICI Securities Limited and also as executive director on the board of ICICI Bank.
iii.She has also worked in corporate finance, branding, treasury and loans, before moving to ICICI Securities and as a consultant to the New Development Bank, set up by the BRICS (Brazil, Russia, India, China, South Africa).

China’s Long March-8 Rocket Launches 22 Satellites into Space – Achieves Domestic RecordChina's Long March-8 rocket launches 22 satellites into space

On 27th February 2022 China claimed a domestic record for the most spacecraft launched by a single rocket by launching a ‘Long March-8 rocket’ to place 22 satellites in space from the ‘Wenchang Spacecraft Launch Site’ in south China’s Hainan Province with the China Aerospace Science and Technology Corporation (CASC).

  • The mission marked the 409th flight of the Long March carrier rockets.
  • These satellites will be mainly used for commercial remote sensing services, marine environment monitoring, forest fire prevention and disaster mitigation.
  • China set a new domestic record of 55 launches in 2021, surpassing the previous record of 39 launches in 2018 and 2020.
  • The Long March 8 combines the 3.35-meter-diameter new-generation Long March 7 kerosene-liquid oxygen 1st stage with a 3-metre-diameter hydrolox 2nd stage from the older Long March 3A series.

Thailand Astronomers Discovers 1st Known Quadruple Asteroid SystemAstronomers From Thailand Discover First Known Quadruple Asteroid SystemA Team of researchers from Thailand and France led by Anthony Berdeu of the National Astronomical Research Institute, Thailand have discovered a third moon (130 Elektra) orbiting the main-belt asteroid Elektra, which already has two moons in its orbit. The discovery of the new moonlet has made Elektra as the 1st known quadruple asteroid system in our solar system.

  • The research findings have been titled ‘First Observation of Quadruple Asteroid’ and was published in the journal Astronomy & Astrophysics.
  • The 3rd moon was discovered using the European Southern Observatory’s (ESO’s) Very Large Telescope (VLT), measuring just 1.6 kilometres across and is 15,000 times fainter than Elektra. 

About Elektra:
i.The Elektra with an effective diameter of 199 km is located in the main asteroid belt of the solar system between Mars and Jupiter.

  • The moonlets of Elektra are named S/2003 (130) 1, S/2014 (130) 1 and the newly discovered S/2014 (130) 2.

ii.On 17th February 1873 Elektra was 1st discovered by Litchfield Observatory Astronomer Christian Peters and its 1st moon was discovered in 2003 by Dr.William Merlin and his team.
iii.On 6th December 2014 the 2nd moon was discovered by Dr.Bin Yang and his team using the SHPERE facility on the ESO’s VLT.

  • According to the data collected by ESO’s VLT in Chile in 2014, the 3rd moon was hidden.

Tennis: Rafael Nadal Defeats Cameron Norrie To Win Mexican Open Championship for 4th time

The legendary Spanish tennis player Rafael Nadal defeated Cameron Norrie of the United Kingdom in Mexican Open Feb 2022 (Hard court) and claimed his 4th Mexican Open ATP-500 title in Acapulco, Mexico. Nadal won the sets by (6-4, 6-4) and registered his 91st ATP title win.

  • Nadal became the Youngest and the Oldest champion to win the Mexican Open ATP.
  • Also, he received the prize money of USD 314,455.
  • Previously, Nadal had won the Mexican Open ATP in the years 2005, 2013 and 2020.
  • Nadal extends his 2022 season with the undefeated record of 15-0.
  • Mexican Open ATP is also called Abierto Mexicano Telcel.

i.Nadal is just three victories away from tying Ivan Lendl’s total of 94 ATP championships in the Open Era. Jimmy Connors leads with 109 ATP titles and Roger Federer has 103 ATP titles.
ii.The World No.4 – Nadal defeated World No.1 – Daniil Medvedev in Semi-finals by (6-3, 6-3).

Sadia Tariq wins gold medal in Moscow Wushu Stars Championship 2022

Indian Wushu player, Sadia Tariq won a gold medal in the Junior Tournament at Moscow Wushu Stars Championship 2022. The Wushu Stars Championship is being held in Moscow, Russia from 22 to 28 February  2022. 

  • Total 38 players from India participated in the championship (23 junior and 15 senior participants).

i.Sadia Tariq is 15 year old player hails from Srinagar in Jammu & Kashmir.
ii.In 2021, she secured the two Gold medals in the 20th Junior National Wushu championship held at Lovely Professional University, Jalandhar and 19th Junior National Wushu championship at Haryana.

West Indies Spinner Sonny Ramadhin Passed Away

Legendary West Indies spinner Sonny Ramadhin, who was a part of the West Indies team that won its first away series in England in 1950, has passed away. He was born in St Charles village near Port of Spain, Trinidad and Tobago. He was the first of many Indian origin players to play for the West Indies. 

  • He had made his Test debut against England at Old Trafford in 1950 and has played 43 Tests and took 158 wickets at an average of 28.98.
  • He was one of the five Wisden Cricketers of the Year in 1951.

  • He won the Nobel Prize in Physics (1930) for his work on the scattering of light and for the discovery of the effect named after him, ‘The Raman effect’.

Rare Disease Day is annually observed across the globe on the last day of February (either 28th February or 29th February in case of leap year) to create awareness about rare diseases and ensure access to treatment and medical representation for individuals with rare diseases.
28th February 2022 marks the observance of the 15th edition of Rare Disease Day

  • The theme Rare Disease Day 2022 is “Share Your Colours!”.

Background:
i.Rare Disease Day was launched by European Organisation for Rare Diseases (EURORDIS) and its Council of National Alliances in 2008.
ii.The first European Rare Disease Day was observed on 29th February 2008.

Chhattisgarh govt signs two MOUs for establishing Dung-based Power Plants & Food Irradiation Facility

On 27 February 2022, the government of  Chhattisgarh signed two Memorandums of Understanding (MoUs) to boost agricultural & rural economy.
Signing authorities:  
i.The first agreement was signed between the Chhattisgarh Biofuel Development Authority (CBDA) and Bhabha Atomic Research Center (BARC), Trombay, Mumbai, Maharashtra.

  • To set up  dung-based power plants in ‘gauthans’ where technical guidance will be provided by BARC.

ii.The second MoU was signed between Chhattisgarh Seed Corporation and the Board of Radiation and Isotope Technology (BRIT), Department of Atomic Energy (DAE)

  • To set up the Food Irradiation Center in  Chhattisgarh. 

Key points:
i.The electricity generated from cow dung and agricultural waste in gauthans will be used to run machines,  irrigation facilities, lighting etc in rural industrial parks and  the  excess power can be sold to discoms. 

  • Women self-help groups will generate electricity from cow dung being purchased in the Gauthans.

ii.Food irradiators  will help in increasing  the shelf life of the food items such as vegetables, fruits, pulses and help in boosting the agriculture market.

  • In 2020, Chhattisgarh govt. also initiated ‘Godhan Nyay Yojana’ to prevent the stubble burning and curb carbon emissions

Note-  Food irradiation is a technique used in food production, used to kill bacteria that cause food poisoning and  reduce food waste.
