CCEA Approved MSP hike for all Rabi crops for 2027-28 season; MSP procurement of pulses and oilseeds in 3 States
In September 2026, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister (PM) Narendra Modi, approved the Minimum Support Prices (MSPs) hike for all mandated Rabi crops for the 2027-28 marketing season, carrying a profit margin of 50% to 106% over the all India weighted average cost of production.
- The revised MSPs aligns with the announcement made in the Union Budget for Financial Year 2018-19 (FY19) i.e. to fix MSPs at a level of at least 1.5 times the All-India weighted average Cost of Production.
MSP for Rabi Crops for 2027-28 Season:
Aim: The revised MSPs aimed to ensure remunerative returns to farmers promote crop diversification.
Highest MSP: The highest absolute increase has been approved for safflower by Rs 675 to Rs 7,215 per quintal, followed by rapeseed & mustard by Rs 413 to Rs 6,613 and lentil (masur) by Rs 390 to Rs 7,390 per quintal.
MSP for wheat & Barley: MSP for wheat was increased by Rs 25 to Rs 2,610 per quintal, while barley MSP was increased by Rs 136 to Rs 2,286 per quintal.
MSP Procurement of Oilseeds and Pulses: Union Minister Shivraj Singh Chouhan, Ministry of Agriculture and Farmers’ Welfare (MoA&FW), approved procurement of oilseeds and pulses worth Rs 5,547.99 crore at MSP under the Price Support Scheme (PSS) for the Kharif Marketing Season 2026-27.
- Total Procurement: Around 7.06 LMT of pulses and oilseeds will be procured at MSP across 3 states namely, Uttar Pradesh (UP), Karnataka and Telangana.
MoF Announced the SSS Interest Rates for Q3FY27, Keeping it Unchanged for 14th Consecutive Quarter
On 30th September 2026, the Department of Economic Affairs (DEA) under the Ministry of Finance (MoF) announced that the Small Savings Scheme (SSS) interest rates for 3rd Quarter of Financial Year 2026-27 (Q3FY27), i.e. from October 1,2026 to December 31, 2026, shall remain unchanged from those notified for the Q2FY27 i.e. from July 1, 2026 to September 30, 2026.
- This marks the 14th consecutive quarter of uncharged rates, which were last revised by the DEA in Q4FY24.
About Small Savings Scheme (SSS):
Purpose: Small Savings Schemes (SSS) are government backed financial instruments aimed at promoting household savings and offering secure investment options.
Managed by: These schemes are primarily managed by the DEA under the MoF and administered through Post Offices and designated banks.
- Since 2016, MoF has been reviewing the interest rates on SSS on a quarterly basis.
Cabinet Approves Delhi’s ITMS Project Worth Rs 1,789 Crore and GEC-III scheme
On September 30 2026, the Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister (PM) Narendra Modi, approved the implementation of the Intelligent Traffic Management System (ITMS) project by the Delhi Police at an estimated cost of Rs 1,789.52 crore (Cr).
- The Union cabinet has approved the Green Energy Corridor Phase-III (GEC-III) scheme to expand state transmission networks.
Key Details of Projects:
ITMS: The Central Government (CG) and the Delhi Government (DG) through this ITMS initiative aims to improve traffic management, transport infrastructure and urban mobility in the National Capital.
- The project will cover 42 identified traffic corridors and will be implemented in three phases over 24 months, followed by five years of operation and maintenance.
GEC-III: The GEC-III scheme will strengthen India’s Intra-state Transmission System (InSTS) to enable evacuation of up to 135 Gigawatt (GW) of renewable energy across States/ Union Territories (UTs).
MoHUA Launched PRAGATI 50, to Develop 50 Clean Role-model Cities under SBM-U 2.0
In September 2026, the Union Minister Manohar Lal Khattar, Ministry of Housing and Urban Affairs (MoHUA) launched the “PRAGATI-50” initiative, aimed to develop 50 cities across 24 states as role model cities for sanitation under the Swachh Bharat Mission-Urban (SBM-U 2.0), during an event held in New Delhi, Delhi.
About PRGATI-50:
Strategy: The initiative will demonstrate higher benchmarks of ‘Swachhata’ through targeted, Key Performance Indicator (KPI)-based action and intensive, technology-enabled monitoring under SBM-U framework.
Key Initiatives Launched: Some of the key initiatives launched at the event by MoHUA:
- Pro-Active Governance and Timely Implementation (PRAGATI), a digital review mechanism has been established on the Swachhatam Portal, to ensure effective monitoring of the initiative.
- Establishment of Swachh Bharat Test Bed & Innovation Centre at Durgapur (West Bengal, WB) by MoHUA in partnership with the Council of Scientific and Industrial Research–Central Mechanical Engineering Research Institute (CSIR-CMERI).
- Launch of the third cohort of sanitation and waste management startups in collaboration with the Startup Incubation and Innovation Centre (SIIC) at IIT Kanpur (IIT-K) (Kanpur, Uttar Pradesh, UP), among others.
Union Minister Bhupender Yadav Launches NCM 2.0 Guidelines to Strengthen Coastal Resilience & Blue Economy
In September 2026, Union Minister Bhupender Yadav, Ministry of Environment, Forest and Climate Change (MoEFCC), launched the implementation guidelines for the National Coastal Mission (NCM 2.0), a Central Sector Scheme (CSS) designed to strengthen the conservation and sustainable management of India’s coastal and marine ecosystems, in New Delhi (Delhi).
About National Coastal Mission(NCM):
NCM 1.0: The 1st phase of NCM (NCM 1.0)was implemented during 2021-22 to 2025- 26 with an initial outlay of Rs 87 crore.
NCM 2.0: NCM 1.0 will be subsumed with NCM 2.0, which was approved with a total budget outlay of Rs 767 crore.
Implementation: The 2nd phase of NCM will be implemented till 2030-31 across:
- 9 coastal States: Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu (TN), Andhra Pradesh (AP), Odisha, and West Bengal (WB);
- 4 UTs: Dadra and Nagar Haveli and Daman & Diu, Andaman & Nicobar (A&N) Islands, Puducherry, and Lakshadweep.
Thematic Categories: The mission comprises 5 thematic categories, namely: climate resilient blue economic growth; coastal vulnerability and risk reduction; climate change adaptation with mitigation co-benefits; capacity building and outreach; and committed liabilities and project management.
Kolkata to Host 5th Edition of India Energy Week in January 2027
In September 2026, Union Minister, Hardeep Singh Puri, Ministry of Petroleum and Natural Gas (MoPNG), along with West Bengal (WB) Chief Minister (CM) Suvendu Adhikari, officially announced Kolkata, WB as the host city for the 5th edition of India Energy Week (IEW) 2027.
- IEW 2027 will be held from 28–31 January 2027 at the New Town Convention Centre, Kolkata, under the theme “Unlocking Innovation. Securing Energy. Shaping Tomorrow.”

Announcement: Kolkata (WB) has been selected as the host city for India Energy Week (IEW) 2027, following its debut edition in Bengaluru (2023) and the 4th edition held in Goa (2026).
- It is held under the patronage of MoPNG, with the Federation of Indian Petroleum Industry (FIPI) organising the 2027 edition and Informa Markets serving as the Conference Organiser.
Scale: The event is expected to attract 75,000+ energy professionals and 700+ international exhibitors, emerging as the first major global energy conclave of 2027.

Training: The 4-week programme will combine classroom instruction, simulator sessions and hands-on flying experience. MoTA & IGNCA Sign MoU to Preserve and Promote India’s Tribal Cultural Heritage
In September 2026, the Ministry of Tribal Affairs (MoTA) and the Indira Gandhi National Centre for the Arts (IGNCA) signed a Memorandum of Understanding (MoU) in New Delhi, Delhi to preserve, document, digitise, research, and promote India’s diverse tribal cultural heritage.

Govt Cuts Windfall Tax on Diesel & ATF Exports; Petrol Duty Unchanged
On 30 September 2026, the Ministry of Finance (MoF) revised the windfall tax on exports of diesel and Aviation Turbine Fuel (ATF), with the new rates effective from 1 October 2026. The export levy on petrol was kept unchanged.
- The move is aligned with fluctuations in global crude oil prices, particularly amid West Asia geopolitical tensions, and aims to ensure domestic fuel availability.
About Revised Windfall Tax:
Background: The Government reintroduced export levies on diesel and ATF from 27 March 2026 amid the West Asia crisis to discourage excessive exports and ensure adequate domestic availability of petroleum products.
- The levy was later extended to petrol exports from 16 May 2026.

CCI Approved BNP Paribas’s Proposal to Acquire Stake in IndiaFirst Life Insurance
In September 2026, the Competition Commission of India (CCI) approved the proposal of BNP Paribs Cardif, the insurance arm of French financial services company BNP Group, to acquire a certain equity stake in IndiFirst Life Insurance Company Limited, a private life insurer promoted by Bank of Baroda (BoB).
Details of Acquisition:
Acquisition: As per the definitive agreement signed in July 2026, BNP Paribas Cardif will buy 26% stake in IndiaFirst Life Insurance Company Limited from private equity giant Warburg Pincus.
Key Change: After the completion of the proposed transaction, the majority shares of IndiaFirst Life will be owned by BoB (65%), one of India’s leading Public Sector Bank (PSB); followed by BNP Paribas Cardif (26%) and Union Bank of India (UBI) (9%).

Background:
Origin: In 2005, the United Nations (UN) launched the International Decade for Action, “Water for Life (2005–2015)”, to raise awareness about the need for better management and conservation of water resources.
Initiated By: Canadian river conservationist Mark Angelo, Chair Emeritus of the Rivers Institute at the British Columbia Institute of Technology (BCIT), proposed the annual observance of WRD to the UN in 2005.
- The day was officially proclaimed by the UN on June 29, 2005.
