On December 31, 2020, TRIFED (Tribal Cooperative Marketing Development Federation of India) the commercial wing of Ministry of Tribal Affairs has signed an Memorandum of Understanding (MoU) with Deen Dayal Antyodaya-National Rural Livelihood Mission (DAY-NRLM) for undertaking economic support programmes to boost the livelihoods of Tribal populations of the country & Women Self Help Groups (SHGs).
The MoU was signed by Pravir Krishna, Managing Director, TRIFED & Nagendra Nath Sinha, Secretary of Ministry of Rural Development (MoRD).
Key Points:
i.The two organizations agreed to work together to achieve the goal of enhancing the livelihoods of Tribal beneficiaries & women in India.
During the event, the scope of the work was outlined.
Minor Forest Produce (MFP):
i.To establish cooperation at the level of market operatives between State Implementing Agencies which implement MSP (Minimum Support Price) for Minor Forest Produce (MFP) & State Rural Livelihood Mission (SRLM) to protect tribal gatherers from middlemen.
ii.SRLMs to participate in the implementation of Van Dhan Yojana with support from TRIFED.
iii.NRLM to support the establishment of Van Dhan Kendras for creating feasible business models.
iv.NRLM &TRIFED will work for development of common facility centres like warehouses for storage, primary processing of agricultural, horticultural and MFPs under MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act 2005) and other schemes.
Handloom/Handicrafts:
i.TRIFED will enroll the SHGs or FPOs (Farmer Producer Organisations) with majority tribal members to enable sale of their products in online and offline networks.
ii.Training and Capacity Building Programmes will also be provided to the tribal members to produce better products.
iii.The 2 organisations will work together to identify the areas of cooperation for the benefit of tribal SHG members.
Future Collaborations:
Future collaborations with Ministry of Rural Development (MoRD), Ministry of Small & Medium Enterprises (MSME), Ministry of Food Processing Industries (MoFPI), District Mineral Foundations (DMFs), ICAR (Indian Council of Agricultural Research) Ministry of AYUSH are being planned to improve sustainable livelihoods and income opportunity for the tribals.
DAY-NRLM:
i.Launched by MoRD in June, 2011.
ii.Objective – to create an effective & institutional platform for the rural poor to enable them to increase household income through livelihood enhancement & improved access to financial services.
iii.Agenda – To cover 7 crore rural poor households across 600 districts, 6000 blocks, 2.5 lakh Gram Panchayats & 6 Lakh villages and support them for livelihood collectives in a period of 8-10 years.
