In October 2021, the Prime Minister (PM) of India, Narendra Damodardas Modi launched ‘PM GatiShakti – National Master Plan for Multi-Modal Connectivity’ during an event at Pragati Maidan, New Delhi. Click Here to Read. As a part of this, it was announced that there will be an Empowered Group of Secretaries (EGoS) to look after its implementation.
Now following this, Government of India (GoI) has constituted a 20-member EGoS which will monitor mechanisms for the development of the PM Gati Shakti National Master Plan (NMP). The Cabinet Secretary (Currently Rajiv Gauba) will be its Chairperson.
Members of EGoS:
Members include Chairman, Railway Board; Secretaries of Ministry/Department of Road, Transport & Highways; Ports, Shipping & Waterways; Civil Aviation; Petroleum & Natural Gas; Power; Telecommunications; Coal; Mines; Chemicals & Petro-Chemicals; Fertilizers; Steel; Expenditure; DPIIT (Department for Promotion of Industry and Internal Trade); Food and Public Distribution; Agriculture & Farmers Welfare; Fisheries, Animal Husbandry and Dairying; and Tourism.
- Head of Logistics Division will be the Member, Convenor.
Terms of References (ToRs) of EGoS:
i.Review and monitor implementation of the Plan to ascertain the logistics efficiency
ii.Adopt framework and norms for undertaking any amendments in the Plan;
iii.Coordinate for any changes in the projects already included in the Plan
iv.To set out a procedure and a definitive timeframe for synchronization of various activities for construction of roads, rail, etc. along with all utility services
v.Align various initiatives on development of a common integrated portal which serves the needs of all stakeholders
vi.Issue appropriate directions for achieving the objectives and address the demand side requirements of concerned Ministries.
Points to be noted:
i.The Logistics Division under the Ministry of Commerce & Industry will act as Secretariat to the EGoS for its ToRs.
ii.The PM Gati Shakti NMP is a Rs 100 lakh-crore project for the development of infrastructure in order to make India at par with the global profile.
