National Blindness and Visually Impaired Survey 2019 released by health minister Harsh Vardhan in New Delhi 
On October 10, 2019 Union health minister Dr. Harsh Vardhan released the National Blindness and Visually Impaired Survey 2019 at 13th Conference of Central Council of Health and Family Welfare in New Delhi marking the occasion of World Sight Day. The survey was conducted from 2015-2019 by the health ministry in collaboration with the All India Institute of Medical Sciences (AIIMS)- RP (Rajendra Prasad) Eye Centre for Ophthalmic Sciences across 24 states and Union Territories(UT). Around 1.11 lakh people were tested during the survey.
Reports:
i. Visual impairments reduced: Visual impairment in India has been reduced by about 52%. This reduction percentage surpassed the World Health Organisation’s global action plan for the Universal Eye Health (2014-19) target of 25%, according to the National Blindness Visually Impaired Survey (2015- 2019).
ii. Blindness prevalence: Prevalence of blindness in India came down by around 47% since the last survey which was conducted in 2006-2007. The number of people suffering from blindness has reduced from 12 million in 2006-07 to 4.8 million in 2019. Also, the Indian government is working on the target of achieving the WHO’s goal of blindness prevalence to 0.3 percent by 2020.
iii. Blindness definition: India changed it’s over the four-decade-old definition of blindness in 2017, to bring it in line with the WHO criteria. The new definition is that a person, if unable to count fingers from a distance of three metres would be considered “blind” as against the earlier stipulation of six metres, adopted in 1976.
iv.RAAB-6: A Rapid Assessment Avoidable of Blindness (RAAB-6) methodology was used to conduct the survey.
It is a common method for detecting the blindness prevalence in people above 50 years of age.

Railways launched Sahyatri mobile app and a new website for online complaint registration
On october 11, 2019, The Indian Railways launched a Sahyatri mobile app and a website www.railways.delhipolice.gov.in through which the passengers can register their complaints online. It was launched by Union Minister of State (MoS) in the Ministry of Home Affairs (MHA) Mr Nityanand Rai at the NDMC (New Delhi Municipal Council) Convention Centre on Sansad Marg, New Delhi.
Key Points:
i.Benefits: Railway police can address the complaints of passengers from across India, provide information on various issues and help in crime detection by integrating the criminal database online.
ii.Delhi GRP has uploaded 6171 data on the website and only the authorized Government Railway Police (GRP) officers can access the entire website.
iii. Super admin: GRP heads of 24 states and 1 Union Territory (UT) are made super admin.
iv.The Sahyatri app will help railway passengers locate the jurisdiction of a police station and the details of GRP officials by geo-tagging with Google Maps
v.Other members present: Delhi Police Commissioner Amulya Patnaik, Deputy Commissioner of Police (Railways) Dinesh Kumar Gupta and other officials were present during the launch.

Health Minister Harsh Vardhan released the first National Diabetes and Diabetic Retinopathy Survey report in New Delhi
On October 10, 2019 Union Health Minister Dr. Harsh Vardhan released the report on the first National Diabetes and Diabetic Retinopathy Survey (2015-2019), at the 13th Conference of Central Council of Health and Family Welfare, in New Delhi. The report was released in observance of World Sight Day. Diabetes and diabetic retinopathy are now emerging as a significant non-communicable disease and they also lead to ocular morbidity(eye diseases which include both visually impairing and non-visual impairing conditions).

Telangana former Minister Madati Narasimha Reddy passes away at 85Key points
i.Survey report on DR: The survey has revealed that Diabetic Retinopathy (DR) in India is 16.9% and the prevalence of Sight-Threatening DR (STDR) is 3.6%. Mild retinopathy prevalence is 11.8%.

  • DR was prevalent in the diabetic population aged up to 50 years.
  • Among males, DR was prevalent among 17% of males and 16.7% of females.

ii.Survey on Diabetes prevalence: The prevalence of Known Diabetes (KD) is 8.0% while diabetes prevalence in the surveyed population is recorded at 11.8%. The highest prevalence of diabetes (13.2%) was observed in the age group between 70 and 79. The urban prevalence of diabetes ranges between 10.9%-14.2% and the rural prevalence ranges from 3.0%-7.8% among the population aged 20 years above.
iii. WHO estimation: According to the World Health Organisation’s (WHO) estimation in 2014, the global prevalence of diabetes among adults over 18 years of age was 8.5 percent in 2014. In India, there are 72.96 million diabetic cases.
iv.IDF estimation: According to the International Diabetes Federation(IDF) report of 2017, the diabetes estimation is to rise to 629 million by 2045 from the current 425 million people with diabetes globally.
v.The union health ministry in collaboration with the All India Institute of Medical Sciences (AIIMS)-RP (Rajendra Prasad) Eye Centre for Ophthalmic Sciences conducted this massive survey that covered 21 districts. The survey was conducted on 63,000 people aged 50 years and above.

UK to issue coin in honour of Mahatma Gandhi’s 150th birth anniversary
On October 10, 2019, The United Kingdom’s (UK) Chancellor of the Exchequer Mr Sajid Javid (Pakistani-origin British finance minister) notified that the UK (United Kingdom) government will issue a commemorative coin to mark the 150th birthday anniversary of Mahatma Gandhi. The announcement was made at the 21st Edition of the annual GG2 Leadership Awards ceremony 2019 in London hosted to celebrate the British Asian success. UK’s Royal Mint will work on the coin.

  • In the 2019 GG2 power list, Sajid Javid was on the first place followed by Indian-origin home secretary, Priti Patel, and anti-Brexit campaigner Gina Miller, born Gina Nadira Singh on second and third position respectively.

India becomes a member of G20 Global Smart Cities Alliance on Technology Governance
On October 11 2019, India became a member of Group of 20 (G20) Global Smart Cities Alliance on Technology Governance which works towards advancing the responsible and ethical use of smart city technologies. The World Economic Forum (WEF), the International Organization for Public-Private Cooperation serves as secretariat for the Alliance.
Key Points:
i.It will constitute global regulations and policy standards for the use of connected devices in public spaces.
ii.The founding set of institutional partners of the group include the presidents and host nations of the Group of 20 (G20) in 2019 and 2020; Japan and the Kingdom of Saudi Arabia; the Smart City Mission of India; Cities for All; Cities Today Institute (CTI); Commonwealth Local Government Forum (CLGF); Commonwealth Sustainable Cities Network (CSCN) among others.

Reserve Bank imposes a monetary penalty on Balancehero India & Toyota Financial
On October 10, 2019, In exercise of the powers vested under Section 30 of the Payment and Settlement Systems Act, 2007, Country’s central bank,the Reserve Bank of India (RBI) has imposed a monetary penalty of Rs 12.88 lakh on Prepaid Payment Instrument (PPI) issuer Balancehero India Private Limited for non-compliance of regulatory guidelines.
Toyota Financial Services India Limited (TFSIN), the Indian subsidiary of Toyota Financial Services Corporation (TFSC) has also faced Rs 5 lakh penalty for non-compliance with directions issued by RBI on ‘Monitoring of Frauds in NBFCs (Non-Banking Financial Companies).
Key points:
i. The penalty imposed on Toyota Financial by RBI in the exercise of the powers vested under the provisions of clause (b) of sub-section (1) of section 58G read with clause (aa) of sub-section (5) of section 58B of the Reserve Bank of India Act, 1934 (the RBI Act).
ii. The action on Toyota comes after the inspection conducted during July-August 2018.

Government e-Marketplace & Union Bank of India sign MoU to avail various services
On October 11, 2019, Union Bank of India (UBI), one of the largest government-owned banks of India has signed a memorandum of understanding (MoU) with Government e-Marketplace (GeM) to provide cashless, paperless and transparent payment system to small traders.
key points:
i. As per the MoU, Union Bank will provide a number of services, including transactions in the GEM Pool account, functioning bank guarantees and earnest money deposit to users registered on the GEM portal.
ii. GeM has already signed an MoU with 14 public and private sector banks in this regard.
iii. 2,88,212 sellers and service providers have registered with the GeM portal, till date, to sell 1,348,380 products and 17,677 services.
iv.The MoU has been signed by S.Suresh Kumar, Additional Chief Executive Officer (CEO) of GeM and SK Mohapatra, Field General Manager of Union Bank of India.

Credit Saison India receives RBI’s NBFC license
On October 11, 2019, Credit Saison India, the domestic subsidiary of Japanese financial services leader Credit Saison, has received a licence from the Reserve Bank of India (RBI ) to set up a non-banking financial company(NBFC) in Bengaluru, Karnataka, which will begin operations by October 2019 end.

Key points:
i. It operates in India under its registered name of Kisetsu Saison Finance India. It has also received $30 million from the Tokyo Stock Exchange-listed parent entity.
ii. The Bengaluru-based NBFC, headed by former UBS executive Presha Paragash will focus on three segments such as consumer and corporate lending, providing debt to fintech ventures and co-lending with other NBFCs.

India ratings reduced India’s growth forecast to 6.1% from 6.7% for FY20
On October 10, 2019, India Ratings and Research(Ind-Ra) has reduced India’s Gross Domestic Product(GDP) for FY20 (Fiscal Year 20) to 6.1% from its previous estimate of 6.7%. This downgrade in GDP was due to a slowdown in rural and urban consumption demand growth.

i. The downward revision follows the Central Statistical Organisation’s (CSO) estimated first-quarter growth at 5%, which is lower than Ind-Ra’s estimate of 5.7%.

Prime Minister Abiy Ahmed Ali became the first Ethiopian to be felicitated with Nobel Peace Prize 2019
The Norwegian Nobel Committee of the Norwegian Nobel Institute (Norska Nobelinstitutet) has awarded the 2019 Nobel Peace Prize which is the 100th Nobel Peace Prize to Ethiopian Prime Minister Abiy Ahmed Ali, aged 43, for his efforts to promote reconciliation, solidarity and social justice, and in particular for his decisive initiative to resolve the border conflict (more than 20 years of conflict) with neighbouring Eritrea. He is the first Ethiopian to be awarded a Nobel Prize.

On October 11, 2019, Forbes India Rich List 2019 was released by Forbes India in which Mukesh Ambani, aged 62, Chairman of Reliance Industries Ltd (RIL) held the top spot for the 12th consecutive year with a net worth of $51.4 billion.
i. Overall, the total wealth of tycoons on the 2019 Forbes India Rich List decreased 8% to $452 billion from a year ago (2018).

NASA launched ICON space weather satellite to study earth’s ionosphere
On October 10, 2019, National Aeronautics and Space Administration (NASA) launched Ionospheric Connection Explorer (ICON) space weather satellite from Northrop Grumman’s  L-1011 Stargazer aircraft, with the company’s Pegasus XL rocket attached beneath, from the Skid Strip runway at Cape Canaveral Air Force Station in Florida, United States. Ionospheric is the layer of the earth’s atmosphere that contains a high concentration of ions and free electrons and is able to reflect radio waves.
Key Points:
i. It will study the dynamic zone in an atmosphere where terrestrial weather from below meets space weather from above for 2 years.
ii. The ICON mission is part of NASA’s Explorer Program managed by the agency’s Goddard Space Flight Center in Maryland for the Science Mission Directorate in Washington.
iii. The cost of the satellite is $253 million, which weighs as much as a vending machine, was built by Northrop Grumman.
iv.In 2018, NASA had launched a satellite named Gold which is studying the upper atmosphere.

KUFOS scientists discover first species of eel-loach in the world named ‘Pangio bhujia’
The scientists of Kerala University of Fisheries and Ocean Studies (KUFOS) have discovered the 1st & unique eel-loach species of miniature well-dwelling subterranean fish named ‘Pangio bhujia’ (due to its resemblance to the North Indian snack, bhujia) in Cherinja village, Kozhikode district of Kerala.

Key points:
i. The eel lives in deep subterranean aquifers is about 3 centimeters in length, pinkish-red in colour & belongs to the genus Pangio. Generally, eel-loaches are found in fast-flowing streams in the south and south-east Asia.
ii. It has several unique characters including the absence of dorsal fin and pelvic fins. It also differs from other species of the Pangio genus due to the presence of long nasal barbels.
iii. The study has been published in Zootaxa journal & lead author of the study was Rajeev Raghavan, Assistant Professor at the Department of Fisheries Resource Management, KUFOS. A team comprised of scientists from Kufos, IISER (Pune), Malabar Awareness and Rescue Centre for Wildlife (MARC), Kannur and Natural History Museum, NHM (Natural History Museum), London.

Mobile app “mHariyali”  & website for “Environment Protection in Government Colonies” launched by MoHUA
On October 11, 2019, Minister of State (Independent Charge) for Housing & Urban Affairs Mr. Hardeep Singh Puri launched a new mobile app named “mHariyali” and website “Environment Protection in Government Colonies” in New Delhi, which encourages people to plant trees and for Green drives. It provides for automatic geotagging of plants, is user-friendly and works on any android mobile phone.Both app & website are developed by National Informatics Centre (NIC)-Ministry of Housing and Urban Affair (MoHUA).
i. The public can upload any information related to their actions on environment protection which will be displayed on the website www.epgc.gov.in.

Australia broke their own record for most consecutive wins (18) in women’s ODI
On October 9, 2019 the Australian women’s cricket team broke the record for most consecutive wins in One Day International (ODI) cricket with their 18th triumph by defeating Sri Lanka in the tri-match ODI series during Sri Lanka women’s cricket team tour in Australia” at the Allan Border Field stadium in Brisbane, Australia. They broke their own record of 17 consecutive wins achieved between 1997 and 1999.

Renowned saxophonist Kadri Gopalnath passed away in Mangaluru, Karnataka
Renowned saxophone player & Padma Shri awardee Kadri Gopalnath has passed away at a private hospital in Mangaluru, Karnataka following a cardiac arrest. He was 69.

i. Born on 11 December 1949, Mangalore, Karnataka, Gopalnath was one of the pioneers of Carnatic music on the saxophone. His son, Manikanth Kadri is a popular music director.
ii. He was awarded the Padma Shri, India’s fourth-highest civilian honors in 2004 and also Sangeet Natak Akademi Award for Carnatic Music – Instrumental (Saxophone) in the same year.
iii. He had earned the distinction of being the 1st Carnatic musician to be invited in the BBC (British Broadcasting Corporation ) Promenade concert in 1994, in the Royal Albert Hall in London.
iv. Gopalnath was bestowed with many awards for his extraordinary talent.

International Day of the Girl Child observed on October 11, 2019
International Day of the Girl Child by the United Nations(UN) is observed annually on the 11th of October under the resolution(A/RES/66/170), adopted on December 19, 2011, at the UN General Assembly. The theme for the year 2019 is “GirlForce: Unscripted and Unstoppable”. The aim of this day is to highlight and address the needs and challenges girls face, and also promote girls’ empowerment and the fulfillment of their human rights.

i. In 1995 at the fourth World Conference on Women in Beijing, countries unanimously adopted the Beijing Declaration and Platform for Action. This was the most progressive and first-ever blueprint for the rights of women and girls.
ii. The International Day of the Girl Child was first observed on October 12, 2012.

 World Obesity Day observed on October 11, 2019
The World Obesity Day is observed annually on October 11, organized by the World Obesity Federation, a non-profit body which is in official relations with the World Health Organization(WHO). The day which was first established in 2015, aims to raise awareness on obesity and ways to prevent them and also maintaining a healthy weight and reverse the obesity crisis.

World egg day observed on October 11, 2019
The World Egg Day which is celebrated annually on the second Friday of October, was observed on October 11, 2019. It was first established at the 1996 International Egg Commission’s (IEC) conference in Vienna, Austria where it was decided to celebrate this day on the second Friday of October. The theme for the year 2019 is “Eat your egg today and every day.”

Former Minister of Telangana, Madati Narasimha Reddy passes away at the age of 85
Madati Narasimha Reddy, Senior Congress leader and former minister has passed away in a city hospital in Hyderabad, Telangana after a brief illness. He was 85.

i. Born in erstwhile Mosallapalli village of Mogulapalli Mandal in now Jayshankar Bhupalpalli district of Telangana, Reddy worked as Minister in Nedurumalli Janardhan Reddy and Kotla Vijaya Bhaskara Reddy (former Andhra Pradesh Chief Minister) Cabinets. He also served as a  Zilla Parishad Chairman and MLA (Member of the Legislative Assembly).
ii. He was elected twice in 1985 and 1989 from Shayampet Assembly constituency.

Tripura CM Biplab Kumar Deb inaugurates “Angikaar – A campaign for change management” at Agartala 
On October 10, 2019, The Chief Minister (CM) of Tripura state Government Biplab Kumar Deb has inaugurated 3 month-long “Angikaar”- ‘A campaign for change management’ program by Urban Development Department at Agartala town hall, Tripura. The aim of this campaign is to bring the beneficiaries of Pradhan Mantri Awas Yojana Urban (PMAY-U) under one fold of other central government implemented the scheme. This initiative is also in line with the goal set by the central government of providing affordable house to everyone by 2022.

Under the program 8 schemes such as waste management, usage of solar energy, water management, Tree plantation, LPG (Liquefied petroleum gas) usage, Ujjwala Yojana, usage of LED (light-emitting diode) lights have been amalgamated.
ii.Aim: The state government has planned to construct 2,200 flats and an international shopping mall at Agartala.
iii. Target: The state government sets target of making 26 lakh Ayushman Bharat cards by March 2020, where 71 % of Tripura’s population will be benefited.

Under the Mukhyamantri Yuva Sambal Yojna, the Rajasthan state government has increased the unemployment allowance for transgenders in the state to Rs 3,500 from Rs 3,000 per month.
Key points:
i. The eligible candidate of the transgender category should be a graduate degree holder from any university established by law located in the state.
ii. On May 25, 2019, The government of Rajasthan has launched the Mukhyamantri Yuva Sambal Yojana for the unemployed youths of the state whose annual income is less than Rs 2 lakh and any of the two members of a family could avail the benefit. The eligible applicant will be given monthly financial assistance of Rs.3500 for women and Rs.3,000 for men from the State Government.
