8th India-China army joint training exercise ‘HAND-IN-HAND 2019’ to be held from Dec 7-20,2019 in Meghalaya8th India-China joint training exercise 'HAND-IN-HAND 2019'The 8th edition of the joint training exercise between India and China named “HAND-IN-HAND 2019” for the year 2019 is to be held in Umroi, Meghalaya from December 7-20, 2019. The aim of this exercise is to practice joint planning and conduct of counter-terrorist operations in the semi-urban terrain.
Theme:
The theme for the exercise will be ’counter-terrorism under United Nations mandate‘.
Key Points:
i.260 Indian and Chinese military personnel will participate in the exercise with focus on training for counter-terrorism operations in the semi-urban terrain.
ii.Various lectures & drills associated with counter-terrorist handling & firing will be conducted during the exercise. 2 tactical exercises are also scheduled during the training. They are- counter-terrorism scenarios and Humanitarian and Disaster Relief (HADR) Operations.
iii.UN is the acronym of the United Nations.

2nd Annual India-Bhutan Development Cooperation Talks held  in New Delhi
On November 29, 2019, the 2nd annual India-Bhutan Development Cooperation Talks were held in New Delhi. It was conducted to boost cooperation between both the nations in areas that need development and also to review India’s development partnership with Bhutan.
Indian & Bhutan delegation:The Indian delegation was led by secretary of Ministry of External Affairs (MEA) T. S Tirumurti.The delegation from Bhutan side was led by Mr. Kinga Singye, Foreign Secretary of Bhutan. Mrs. Ruchira Kamboj, Indian ambassador to the Royal Kingdom of Bhutan was also present during the talks.
India’s commitment of Rs 4500 crores to support projects under Bhutan’s ongoing five-year plan 2018-23:
The Indian govt. has committed assistance of Rs 4,500 crores for implementing development projects and Rs 400 crores for transitional trade support facility during Bhutan’s 12th Five Year Plan (2018 – 2023).

  • 51 large and intermediate projects and 359 Small Development Projects (SDPs)/High Impact Community Development Projects (HICPDs) are also at various stages of implementation under the 12th Five Year Plan.

This flagship program aims to immunize children under 2 years of age and pregnant women against 8 vaccine preventable diseases such as diphtheria, whooping cough, tetanus, poliomyelitis, tuberculosis, measles, meningitis and Hepatitis B.

‘India Corruption Survey 2019’: India’s corruption rate fell by 10% in 2019
india-corruption-surveyA new report titled ‘India Corruption Survey 2019’ by independent agencies Transparency International India (TII) and LocalCircles,was released on November 27, 2019. As per the report the Corruption rate in India fell by 10% in 2019. At least 1,90,000 people across 248 districts participated in the survey. The report in detail are as follows,
Report:

  • The percentage of people who had paid bribes fell from 58% in 2018 to 51% in 2019. In 2017, the figure was 45%.
  • Most corrupt state: Rajasthan ranked as the most corrupt state having 78% citizens indulged in bribery. Rajasthan was followed by Bihar and Jharkhand in the second and third place respectively.
  • Corruption Perception index 2019: India has improved its ranking in the corruption perception 
  • index 2019 that ranks countries based on low corruption instances as per Transparency International. India ranks 78th position in the corruption index 2019 out of 180 countries compared to 81 in 2018….Click here to Read More

Govt. launched a scheme for promotion of endangered languages
On December 2, 2019, the govt. has launched a scheme for the promotion of endangered languages in central and state universities. The scheme has been launched following recommendations of an expert committee constituted by the University Grants Commission (UGC) to look into the issues related to preservation and promotion of endangered languages.
Key Points:
i.The central and state universities have been grouped together into separate clusters like North-Eastern languages, tribal languages, numeric and coastal languages and theoretical work of endangerment.
ii.The announcement regarding the scheme was made by Union minister of Human Resources and Development(MHRD) Shri Ramesh Pokhriyal ‘Nishank’ in the Lok Sabha.

Walmart India ties-up with HDFC to launch co-branded credit card for Best price stores
On December 2, 2019, In a first, Walmart India, a wholly-owned subsidiary of Walmart Inc has joined hands with HDFC (Housing Development Finance Corporation )Bank to launch a co-branded credit card.
Key Points:
i.The new co-branded credit card is available exclusively for members of Best Price Modern Wholesale B2B (business to business) cash & carry Stores, owned and operated by Walmart India . In this, the facility of free credit will be available for up to 50 days without any interest.
ii.The registered members of Walmart India’s ‘Best Price’ will now be able to make payments with the exclusive card in store, as well as via the Best Price online platform www.best price.in.
iii.The card is being supported by Diners Club International which has acceptance of its own membership card in 185 countries.

World Bank arm IFC to invest $ 200 million in Mahindra finance
On December 2, 2019, The International Finance Corporation (IFC), a unit of the World Bank Group, has anchored an investment round of $ 200 million in Mahindra & Mahindra Financial Services Limited (MMFSL), a Rural NBFC (Non Banking Financial Company) with the objective to create a ‘pool’ specifically for financing micro, small and medium enterprises (MSMEs) in low income states.
Key Points:
i.In a regulatory filing, IFC has invested $ 75 million out of this in its account. The remaining $ 125 million is being raised in parallel loans. At the same time, Mahindra Finance has committed to invest $225 million in this fund.
ii.At least $ 100 million of this would be for women-owned MSMEs & it will be supported by blended finance from the IFC-Goldman Sachs’ Women Entrepreneurs Opportunity Facility.
iii.Earlier in 2018, IFC has invested about $100 million in Mahindra Finance to increase loans to farmers to buy tractors, commercial vehicles, and other equipment for modern farming. It also invested about $25 million in Mahindra Rural Housing Finance for housing loans to the rural poor.

Aditya Birla health insurance teams up with MobiKwik to offer affordable health insurance plans
On December 2, 2019, Aditya Birla Health Insurance Co. Limited (ABHICL), a subsidiary of Aditya Birla Capital Ltd has partnered with MobiKwik, a fin-tech platform to offer affordable health insurance plans to mobile-first middle-class Indian consumers who have previously never had access to insurance solutions.
They have jointly launched the first product called “Cancer Protect Cover” Plan as part of their contract. The users will benefit from this comprehensive protection plan as it applies to all diagnostic stages of cancer.
Key Points:
i.The Cancer Protection Plan can be taken by people aged 18 to 60 years. The starting price of the policy is Rs125, for a sum insured of Rs 1.5 lakh. The policy can also be purchased for Rs 4.5 lakhs with the annual premium of Rs 375, while a policy for Rs 7.5 lakhs comeup with a premium of Rs 625.
ii.The policy offers cover for breast, cervical, oral cavity, lung, and colorectal cancers which accounts for 47.2% of all cancers in India. A person can take two policies with maximum coverage of Rs 15 lakhs.
iii.ABHICL will also offer special covers such as heart secure, and accidental hospitalization, using MobiKwik as a platform. There is also a guaranteed cash value & other value-added services are available.
iv.The tie-up aim to expand their operations & to make insurance services available to the general public at an affordable cost.

78% account holders withdraw all their money from PMC Bank: Nirmala Sitharaman
On December 2, 2019, As per the Union Finance Minister (FM) Nirmala Sitharaman, nearly 78 % depositors of the scam-hit Punjab and Maharashtra Co-operative (PMC) Bank have been allowed to withdraw their entire deposits even though the ceiling of Rs 50,000 on withdrawal continues.
Also account holders are allowed to withdraw up to Rs 1 lakh in case of medical emergency, marriage and other serious situations.
Key Points:
i. Apart from this, the government is taking steps to confiscate the property of the promoters of PMC Bank and auction it back to the depositors .
ii.On September 24,2019 , the country’s central bank, Reserve Bank of India (RBI) has prohibit the operations of PMC Bank & also appointed Jai Bhagwan Bhoria as an administrator to find out the alleged financial irregularities.

ADB approves $206 million loans to develop water supply, sewerage infrastructure in 5 cities of Tamil Nadu
On December 2, 2019, Asian Development Bank (ADB), a regional development bank has signed $206 million loan agreement with Government of India (GoI) to develop water supply, sewerage infrastructure in 5 cities (Ambur,Tiruchirappalli, Tiruppur, Madurai and Vellore) of Tamil Nadu (TN) and also enhances capacities of urban local bodies (ULBs) for improved service delivery.
Key Points:
i.It was the 2nd project loan for the ADB-assisted $500 million multi-tranche financing for TN Urban Flagship Investment Program, granted in earlier September 2018, that will develop climate-resilient water supply, sewerage, and drainage infrastructure in at least 10 cities in Tamil Nadu. The first project under the program amounting to $169 million targeting the cities of Chennai, Coimbatore, Rajapalayam, Tiruchirappalli, Tirunelveli, and Vellore is currently under implementation.
ii.Sewage collection & treatment will be done in 4 cities (Ambur, Tiruchirappalli, Tiruppur, and Vellore) by installing sewage treatment plants, pumping stations.  Water supply systems improvement will be achieved in 2 cities (Madurai and Tiruppur) through 1,260 km of new distribution lines that linked to nearly 190,000 households with metered water supply.
iii.The agreement was signed by Mr. Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB) of the Department of Economic Affairs in India’s Ministry of Finance and Mr. Kenichi Yokoyama, ADB Country Director for India.

CRISIL lowers India’s GDP growth rate estimate for FY 20 to 5.1% from 6.3%
On December 2, 2019, CRISIL (formerly Credit Rating Information Services of India Limited),a global analytical company providing ratings, and risk and policy advisory services has lowered its estimate of India’s gross domestic product (GDP) growth rate to 5.1 % for the current financial year –FY20 (or 2019 ) from an earlier estimate of 6.3 %. Growth in the second half of 2019-20 will go up to 5.5%, up from 4.75% in the first half.
Key Points:
i.Reason: Crisil’s revision is the lowest since Japan’s brokerage company Nomura’s 4.7 % estimate, comes within days of the government figures showing the economic growth rate in the second quarter (July-September,2019) of the current financial year came down to 4.5 %. The growth rate in the first half (April-September, 2019) was 4.75 %, which is the lowest level for many years.
ii.Whole-year prediction: Major short-term indicators such as industrial production, commodity exports, bank debt offtake, tax collection, movement of goods and power generation are pointing to a moderation in growth. However, a slight rise in growth is expected in the second half.
iii.Crisil’s review comes at a time RBI (Reserve Bank of India) is going to announce the policy rate on December 5,2019. The Reserve Bank Monetary Policy Committee (MPC) will meet on December 3-5,2019  to review the monetary policy. It is noteworthy that the RBI in the monetary policy review in October 2019 revised the GDP estimate to 6.1 % from 6.9%.

Authors Prayaag Akbar and Sonia Faleiro was the jury for the prize.

i. Mr. Tony (Born in Cornwall, Canada)
is also a journalist and former editor of Businessworld magazine. He won this award by beating out four other budding writers (Goodbye, Freddie Mercury” by Pakistani author Nadia Akbar, “Babu Bangladesh” by Bangladeshi author Numair Atif Chowdhury, Roshan Ali’s debut novel “Ib’s Endless Search for Satisfaction”, “No Nation for Women” by Priyanka Dubey).

Shakti Bhatt First Book Prize:
This award, established in the year 2008, is given to new writers for exceptional writing in all genres in South Asian countries.
It carries a cash prize of ₹2 lakh and a trophy. It is funded by the Shakti Bhatt Foundation.

Prithiviraj Roopan, former Minister of Arts and Culture elected as the President of Mauritiusex-culture minister Pritivirajsing Roopun On 2nd December 2019, Prithiviraj Singh Roopun (61) was elected as the President of Mauritius by the Lawmakers of Mauritius. Prithiviraj Roopun was the former Minister of Arts and Culture of Mauritius. He preceded Ammenah Gurib-Fakim who resigned in March 2018. Also, Mr. Marie Cyril Eddy Boissezon appointed as the new Vice-President of the Republic of Mauritius.

i.Roopun was a lawyer and was first elected to the National Assembly in the year 2000, he has also been the Minister of Regional Administration, Social Integration and Arts and Culture.

Operation Clean Art: operation to crackdown illegal trade in mongoose hair launched
On December 2, 2019 operationClean Art” which is the 1st pan India operation to crack down the illegal trade for mongoose hair was launched by the govt. Operation Clean Art was conceived by the Wildlife Crime Control Bureau (WCCB). Its aim is to ensure the shutting down of mongoose hair brush trade across the country.
Key Points:
i.Mongooses are listed in Schedule II Part 2 of the Wildlife Protection Act, 1972. As per this act, any smuggling or possession of its body part is a non-bailable offence.
ii.From across the country, during the operation clean art, 54,352 brushes and 113 kg of raw hair of mongoose were yielded. For at least 150 kg of hair, 6000 mongooses are killed.
iii.Mongoose in India: There are currently 6 mongoose species in India. They are Indian grey mongoose, Small Indian mongoose, Ruddy mongoose, Crab-eating mongoose, Stripe-necked mongoose, and Brown mongoose. Among these, Indian grey mongoose is the most commonly found and most hunted species.

Typhoon Tisoy (Kammuri) hits the Philippines, disrupting everyday life 
On 3rd December 2019, Typhoon Kammuri hits Philippines disrupting people’s daily routine. Over three lakh people were moved out from their homes and the Ninoy Aquino International Airport was shut down and about 500 flights were cancelled. The storm also affected the South part of Manila where thousands of athletes were gathered for the regional South Asian Games (SEA).

Steve Smith, Australian cricketer breaks 73-year-old record by becoming the fastest man to score 7000 test runsSteve Smith breaks 73-year-old record On 30th November 2019, Steven Peter Devereux Smith (30), Australian cricketer became the fastest man to score 7000 runs in test matches by breaking a 73-year old record which was held by English cricketer Wally Hammond in the year 1946. Steve also became Australia’s highest scorer by beating Donald George Bradman, an Australian cricketer.
Key Points:

i.He achieved the record by taking a single off Muhammad Musa in the second test match against Pakistan in Adelaide, Australia. He reached the mark in his 126th inning, while the previous record-holder Wally Hammond reached it in his 131st inning. Steven broke the record in just 70 matches by scoring 26 centuries and 27 fifties at an average of 64.22.
ii.Indian cricketers, Virender Shewag, Sachin Tendulkar and Virat Kohli take the 3rd, 4th and 5th places in their 134, 136 and 138 innings respectively in the Fewest innings to reach 7000 Test runs list.

India secured the second position in the overall medal tally while South Korea topped the list. The third position was obtained by China.

Baskar Menon, Veteran Journalist in the Press Trust of India (PTI) dies at 87
On 1st December 2019, Baskar Menon, Veteran Journalist in the Press Trust of India (PTI) died at 87 in Chennai following a cardiac arrest. Baskar Menon’s native is Kerala but he lived in Chennai, Tamil Nadu.
Key Points:
i.Baskar Menon was the Regional Manager in the south division of the PTI. He joined PTI as a sub-editor and acquired his position as the head of the Regional Bureau by his dedication towards work. He was well known for his use of the English language and his editing skills. He has also handled many crucial news like the assassination of former Prime Minister (PM) of India, Rajiv Gandhi in the year 1991.
ii.Before working in PTI he worked in the Indian Express and after leaving PTI he worked in Sun News and he has also worked for Chennaionline.

i.IDPD was first observed in the year 1981. The day was organized by the UN Department of Economic and Social Affairs (UN DESA) at the United Nations (UN) headquarters, New York, United States (US). The 2019 event consists of an opening ceremony, a panel discussion and a center stage event on Sport. The main focus of the IDPD is the implementation of the 2030 Agenda for Sustainable Development.

Y.S Jaganmohan Reddy, Chief Minister (CM) of Andhra Pradesh (AP) launches the YSR Aasaraa Scheme
On 2nd December 2019, Yeduguri Sandinti Jaganmohan Reddy, Chief Minister (CM) of Andhra Pradesh (AP) launched the YSR Aasaraa Scheme in Guntur Medical College, Guntur Andhra Pradesh.
Key Points:
i.The YSR Aasaraa scheme provides postoperative sustenance allowance of Rs.225 medical allocation for each person for a day or Rs 5000 per month, who come under the Aarogyasri Scheme, this scheme is a Community Health Insurance Scheme launched in 2008 in Andhra Pradesh.
ii.The YSR Aasaraa scheme is applicable for people whose annual income is not more than Rs.5 lakh per year.
iii. The benefits of the scheme include, any medical treatment above Rs. 1000 will be covered under the scheme, it covers almost 2000 different diseases effective from 1st January 2020 and those people who are affected by Kidney failure and Thalassemia will be given Rs.10,000 each. And also cancer patients will receive free Chemotherapy and Radiotherapy under the scheme.
iv.The patients will be provided with a new QR-Code enabled Aarogyasri card that holds the medical records of the patients, effective from 1st January 2020 in West Godavari district. The hospitals will be provided with 1,060 ambulances by April 2020.
