India’s First-of-its-kind Flow Chemistry Technology Hub Set up at Hyderabad

On May 4, 2022, The Government of Telangana in collaboration with the pharmaceuticals majors Dr. Reddy’s Laboratory and Laurus Labs along with academia has set up India’s first-of-its-kind Flow Chemistry Technology Hub (FCT Hub) at Dr. Reddy’s Institute of Life Sciences (DRILS) Hyderabad, Telangana,  facilitating the pharmaceutical research and development (R&D) and adoption of continuous synthesis for making Active Pharmaceutical Ingredients (APIs).

• The facility was inaugurated by Jayesh Ranjan, Principal Secretary, Department of Industries and Commerce (I&C) and Department of Information Technology (IT), Government of Telangana.

Objective: To incorporate and promote efficient and sustainable technologies in the pharmaceutical sector.
Key Points:
i.The State-of-the-art flow chemistry equipment at the hub will provide hands-on training and promote scientific capability building to ensure greater incorporation of FCT during pharma Research &Development(R&D) and greater adoption of continuous synthesis for manufacturing of APIs.
ii.The Lab will provide hands-on training and promote scientific capability building to ensure greater incorporation of flow chemistry techniques in the pharmaceutical sector.
iii.The FCT Hub provides a roadmap for a stronger alignment of the chemicals industry towards the United Nations Sustainable Development Goals 2030 (UN-SDG). 
Note:
i.Hyderabad, regarded as the Life Sciences capital of India and an important life sciences hub in Asia Pacific, has over 800 pharmaceutical companies and hosts the highest number of the United States Food and Drug Administration (USFDA) approved facilities globally.

India’s First Tribal Health Observatory to Come up in Odisha 

The Government of Odisha has set up India’s first Tribal Health Observatory (TriHOb), which acts as a repository of health-related data of the tribal populations in Odisha. It has been set as a part of the Memorandum of Understanding (MoU) signed between the Scheduled Tribe (ST) and Scheduled Caste (SC) Development, Minorities and Other Backward Classes Welfare Department of Odisha and the Regional Medical Research Centre (RMRC), Bhubaneswar, Odisha a regional centre of the Indian Council of Medical Research (ICMR).
Signatories:
The MoU was signed between Ranjana Chopra, Principal Secretary, ST & SC Development Department and Dr. Sanghamita Pati, Director RMRC, ICMR, in the presence of Sushmita Bagchi, Chairperson, Mo School Abhiyan as the Chief Guest.
Key Points:
i.The TriHOb is designed to be an effective, evidence-based and a policy-oriented centre.
ii.It will perform systematic and ongoing observation on disease burden, health-seeking behaviour and healthcare delivery system pertaining to tribal health in Odisha.
Odisha Tribal Family Health Survey:
i.During the MoU signing event,  Sushmita Bagchi, Chairperson, ‘Mo School’ Abhiyan launched the ‘Odisha Tribal Family Health Survey’, the first of its kind comprehensive survey among tribal communities in India, where high quality demographic and health data will be made available for informed policymaking.
ii.This will lay the foundation for further longitudinal cohort studies and the implementation of policy-oriented research. 
iii.This will also provide an idea about the reach of the health programmes and policy interventions and suggest course correction wherever required.
Note: The ‘Mo School’ (My School) initiative aims to create a platform for people to connect, collaborate and contribute to revamping government and government-aided schools in Odisha. 
Additional info: 
i.During the event, A Compendium on Evidence Based Researches on Sickle Cell Anaemia in India and a report on the Odisha Tribal Sero-survey conducted by the ST and SC department of Odisha and ICMR-RMRC, Bhuvaneshwar, Odisha were also released.
ii.This first of its kind compendium has all the research in the field of sickle cell in India and this will be useful for all researchers, policymakers and healthcare experts to make any progress in the sickle cell field.

Skill Ministry signs MoU with Indian Space Research Organisation, launches ISRO Technical Training Programme

The Ministry of Skill Development and Entrepreneurship (MSDE) signs a Memorandum of Understanding (MoU) with the Indian Space Research Organisation (ISRO) to upskill the technical staff at the Department of Space (DoS) in ISRO. It will be valid for a period of 5 years.

• Under this, more than 4000 ISRO technical employees will be trained in the programme. 
• The location of the training will be the National Skill Training Institutes (NSTI) under MSDE located across India.

Rajesh Aggarwal, Secretary MSDE and S. Somanath, Secretary Department of Space/ Chairman ISRO.
Aim of MoU:
Creating a formal framework for short-term courses to provide training to upgrade skill sets and capacity-building of the technical staff of ISRO as per the industry requirements
What will be done under the agreement?
i.ISRO will jointly work with MSDE and associated NSTI to prepare a detailed training calendar, training curriculum, and syllabus. It will also provide trainee kits to the trainees.
ii.MSDE will also arrange labs, workshops, classrooms, specimens, and other training facilities to effectively carry out the programme at NSTI in consultation with Capacity Building Programme Office (CBPO). 

• MSDE will be responsible for the overall management and complete supervision of the programme for its successful execution.

IOC Rolls out ‘M15 Petrol’ Methanol-Blended Petrol on Pilot Basis in Tinsukia, Assam

Indian Oil Corporation Limited (IOC) rolled out M15 petrol, the 15 % blend of methanol with petrol, on a pilot basis in the Tinsukia district of Assam. The Methanol blended petrol was launched by Rameswar Teli, Minister of State(MoS), Ministry of Petroleum and Natural Gas(MoPNG). 

• Tinsukia was chosen for the pilot launch due to the availability of methanol, which was manufactured by Assam Petrochemical Limited in the Digboi refinery.
• M15 will play a major role in achieving fuel independence and reducing the import burden on India. 

TPCDT & CADRRE jointly launched Pay Autention – A different mind is a gifted mind’, India’s 1st Bridgital Autism Support Network 

Tata Power Community Development Trust (TPCDT) has partnered with the Center for Autism and other Disabilities Rehabilitation Research and Education (CADRRE) to launch ‘Pay Autention – A different mind is a gifted mind’, India’s first bridgital autism support network. 

• This will enable small towns and rural India to access specialised care and support and help create an auxiliary network of champions for the differently abled.
• In Phase I this initiative will focus on supporting children with autism and in Phase II, it will focus on young adults and provide them with life skills and career readiness. 
• This is designed and delivered in collaboration with specialists from CADRRE who have expertise in training children with autism. 

A toll-free autism support helpline at 1800 2099 488 was also launched to provider professional support for the families in need. 

CEPA between India & UAE came into Force on May 1, 2022

The India-United Arab Emirates(UAE) Comprehensive Economic Partnership Agreement (CEPA), the biggest bilateral trade pact between India and UAE came into force on May 1, 2022. The India-UAE CEPA was signed on 18th February 2022 

The Central Board of Indirect Taxes and Customs(CBIC) and the Directorate General of Foreign Trade (DGFT) have issued the notifications for the operationalisation of the agreement from May 1, 2022. 

• Comprehensive Economic Partnership Agreement (CEPA) will likely benefit about $26 billion worth of Indian exports that were subjected to 5% duty by the UAE.
• This is the first of the major bilateral trade pacts that India has been negotiating to kickstart international trade in the post-COVID-19 scenario.
• This is expected to increase the total value of bilateral trade in goods to more than 100 billion USD and trade in services to over 15 billion USD within 5 years. India will benefit from the preferential market access provided by the UAE on over 97 per cent of its tariff lines (or products) which account for 99 per cent of Indian exports to the UAE in value terms.

INTERNATIONAL AFFAIRS

UN-Energy Plan of Action Towards 2025 launched

On May 4, 2022, the United Nations (UN) launched the UN-Energy Plan of Action Towards 2025, amid global energy crisis and worsening climate emergency. It will catalyze the large-scale action and support needed for the transition to clean, affordable energy for all and net-zero emissions.

• It was launched by some 30 leading organizations comprising UN-Energy.
• UN-Energy is the United Nations’ mechanism for inter-agency collaboration in the field of energy established by the UN System Chief Executives Board for Coordination (CEB). It aims to promote coherence in the UN system´s multi-disciplinary response to achieve Sustainable Development Goal 7 (SDG 7) in support of the 2030 Agenda for Sustainable Development. Co-Chair of UN Energy are Achim Steiner, Damilola Ogunbiyi.

Key Points:
i.An Energy Compact Action Network was also launched to match those governments seeking support for their clean energy goals with those governments and businesses that have pledged over $600 billion to support these commitments.
ii.Coalitions were announced to support energy access and transition in Nigeria and the city of Santiago, Chile.
7 areas of UN-Energy Plan of Action Towards 2025:
1) Scaling up collective UN-Energy action to close the energy access gap and ensure just, inclusive energy transitions that leave no one behind; 
2)Catalyzing multi-stakeholder partnerships by scaling up Energy Compacts, including through the Action Network
3)Growing the momentum, by spearheading a global campaign for SDG 7 action
4)Leading by example, by greening UN-Energy organizations’ operations
5) Convening an annual Global SDG 7 Action Forum on the margins of the UN General Assembly High-level Week in September
6)Informing global agenda-setting by providing analytical inputs and policy guidance to key intergovernmental processes
7)Leveraging the power of data, digitalisation and visualisation for strengthening monitoring, tracking, accountability and the communication of results.
Point to be noted:

• In line with the milestones set out in the Global Roadmap, by 2025, UN-Energy committed to support, facilitate and catalyze 500 million more people to gain access to electricity, and 1 billion more people to gain access to clean cooking solutions, along with 100% increase in renewable capacity globally.
• 100% renewables-based power targets established in 100 countries. 3% annual efficiency improvement in at least 50 countries across the world. 30 million jobs in renewable energy and energy efficiency. Redirect fossil fuel subsidies towards clean energy and end financing for new coal power plants.
• Annual global GHG emissions to be reduced at least by one third in 2025. Double annual clean energy investment globally (relative to the current level).Raise energy access investment to US$ 40 billion of which 50% is directed to the Least Developed Countries (LDCs).

GRFC 2022: Almost 193 Million People in 53 Countries Suffered Acute Food Insecurity in 2021

The 6th annual Global Report on Food Crises (GRFC) titled “Global Report on Food Crises 2022: Joint analysis for better decisions” (GRFC 2022), flagship publication of the Global Network Against Food Crises (GNAFC) and is facilitated by the Food Security Information Network (FSIN) states that around 193 million people in 53 countries suffered acute food insecurity in 2021 due to conflict, weather extremes, and the economic effects of the coronavirus pandemic.

• This represents an increase of around 40 million people compared to 2020, reported in GRFC 2021.

Highlights of RBI’s Monetary Policy Committee Off-Cycle Meeting

On May 2 & May 4, 2022, the Reserve Bank of India (RBI) held off-cycle meeting of RBI’s Monetary Policy Committee. Following are its highlights:
i.The meeting saw the rise in policy repo rate under the liquidity adjustment facility (LAF) by 40 basis points to 4.40% with immediate effect, amid rising inflationary pressures in the economy.
ii.Consequently, the Standing Deposit Facility (SDF) rate stands adjusted to 4.15% and the Marginal Standing Facility (MSF) rate and the Bank Rate to 4.65%.
iii.Cash Reserve Ratio (CRR) hiked by 50 bps to 4.5% w.e.f. May 21, 2022.

• This would drain Rs 87,000 crore of liquidity from the banking system.

UBI Becomes 1st Public Sector Bank to Go Live in Account Aggregator FrameworkUnion Bank of India (UBI) has become the first Public Sector Bank (PSB) to go live on the Account Aggregator (AA) Framework, an initiative of Reserve Bank India (RBI) to improve credit delivery.
With significant participation from banks and Non-Banking Financial Companies (NBFCs) in India, the Account Aggregator (AA) Framework went live in September 2021.
Account Aggregators Framework- Initiative of Reserve Bank India (RBI)
The RBI announced the AA framework on September 2, 2016, with the objective of enhancing the aggregation of overall financial assets of an individual.

• The approach was to make sharing and aggregation of financial data possible in a secure, transparent, and efficient manner by establishing an intermediary that would also be responsible for managing customers’ consent.
• These intermediaries are AAs, which are also registered with the RBI as Non-Banking Financial Companies (NBFCs).

How The Framework Works:
An Account Aggregator obtains information about a customer’s financial assets from data providers (referred to as Financial Information Providers (FIPs)) and aggregates, consolidates, and delivers it to the customer or specified users (referred to as Financial Information Users (FIUs)).

• The customer’s explicit consent is required for the sharing of such information, and the response is bound to occur in real time.
• The aggregator can’t store or use the data for anything else, and it can only share it with regulated financial companies.

UBI on AA Framework:
i.UBI strives to serve as both a FIP and a FIU, allowing its customers to share data digitally in real time.
ii.The technology stack was implemented by UBI in accordance with the Reserve Bank Information Technology (ReBIT) requirements.
Note: 

• Major private sector banks such as HDFC Bank, ICICI Bank, Axis Bank, and Kotak Mahindra Bank are already operational as FIPs and FIUs in the AA framework.
• So far, 34 banks, non-banking financial companies (NBFCs), and other institutions have been listed on AA, including Federal Bank, IDFC First Bank, and IndusInd Bank.

SEBI Restructures Secondary Market Advisory PanelThe Securities and Exchange Board of India (SEBI) has restructured its Secondary Market Advisory Committee (SMAC), which makes recommendations to the capital markets regulator on improving market safety, efficiency, and transparency.
i.Gurumoorthy Mahalingam, a former full-time member of SEBI, will now chair the 18-member advisory body.

• The panel previously consisted of 17 members and was headed by SEBI chairperson Madhabi Puri Buch.

About the Secondary Market Advisory Committee (SMAC):
Apart from Gurumoorthy Mahalingam, the panel includes CEOs of stock exchanges and depositories, representatives of various stakeholders, and senior SEBI officials.
Other panellists are: Nithin Kamath, co-founder and CEO of Zerodha; Dhiraj Relli, MD and CEO of HDFC Securities; Jaideep Hansraj, MD of Kotak Securities; Naresh Yadav, MD and CEO of SBICAP Securities; and Leo Puri, Chairman, JP Morgan, South & Southeast Asia.

NABARD Plans to Formulate Farmer Misery Index to provide appropriate support package

 National Bank for Agriculture and Rural Development (NABARD) plans to formulate Farmer Distress Index(FDI) to track, identify, and assist the really needy and distressed farmers. This index will not be consistent across the country because stress levels vary from place to place. FDI will benefit the financial industry, government agencies and insurance businesses. 

• This will support the government and financial institutions to offer suitable package of help based on the severity of the distress instead of distributing uniform distress packages to all farmers. 

ECONOMY & BUSINESS     

ReNew Power signs 5 PPAs with SECI & PSPCL to supply around 1500 MW solar energy

ReNew Power, the subsidiary of ReNew Energy Global PLC, has signed five Power Purchase Agreements (PPAs) for the supply of 1,500 MegaWatt (MW) of electricity generated from solar power plants.

• Among the agreements signed – Four agreements are with Solar Energy Corporation of India Limited (SECI) and One agreement with Punjab State Power Corporation Limited (PSPCL), and ReNew Power also signed multiple long-term power purchase agreements with corporate buyers together to 2 GigaWatt (GW) of renewable energy.
• With the agreements, the company’s gross total portfolio jumped to 12.1 GW from 10.2 GW at the beginning of the 2022 calendar year.
• The agreed Solar utility power projects will be located in the western state of Rajasthan having flat tariffs over 25 years.

About the Power Purchase Agreements (PPAs):
i.Agreements with SECI: 

• ReNew Power signed Two PPAs of 600 MW and 375 MW under the SECI Rajasthan IV Scheme, which will supply electricity at Rs 2.18 per KiloWatthour (kWh).
• The Other two PPAs with SECI are for 300 MW and 100 MW are under SECI IX scheme having a tariff of Rs 2.37 per KiloWatthour (kWh).

ii.Agreement with PSPCL – the 100 MW PPA will supply electricity for Rs 2.33 per KiloWatthour (kWh).
iii.All the projects are expected to be commissioned by the fourth quarter of 2023.
iv.Agreement with Corporate buyers – involves the purchase of renewable energy credits for approximately 0.5 GW (491 MW), with energy tariffs ranging between Rs 3.06 to Rs 3.95 per KiloWatthour (kWh). (The corporations include United States-based global tech major Grasim Industries, part of Aditya Birla Group and Netmagic, a subsidiary of Nippon Telegraph and Telephone Corporation (NTT)Communications, Japan).
v.The agreement with the corporates takes ReNew’s overall corporate portfolio to over 900 MW, making it one of the largest renewable energy solutions providers to corporations.
Note:
i.ReNew recently also announced an investment by Mitsui and Company Limited, Japan in its 1.3 GW round-the-clock renewable energy project, and a joint venture with Indian Oil Corporation and Larsen and Toubro for developing green hydrogen capacity in India.

ISRO Plans Mission to Venus by December 2024

At the inaugural session of the National Meet on Venus Science, Chairman of the Indian Space Research Organisation (ISRO), S. Somnath, announced a Mission to Venus, the hottest planet in the solar system, by December 2024 
Major Objectives of The Mission:

• Investigation of surface processes and shallow subsurface stratigraphy; 
• Research of the structure, composition, and dynamics of the atmosphere, which is engulfed by sulfuric acid clouds; and 
• Investigation of solar wind interaction with the Venusian ionosphere 

ISRO will also study active volcanism, lightning, craters, the presence of oxygen, Venus’ geology, and other topics as part of this mission. The next similar window would be available in 2031.

China Deploys 8 Remote Sensing Satellites into LEOThe China Aerospace Science and Technology Corporation (CASC) has successfully deployed eight remote sensing satellites into the Low Earth Orbit (LEO) using its Long March (Chang Zheng) 2D carrier rocket from Taiyuan Satellite Launch Centre, in the northern province of Shanxi, China.

• Objective: To boost commercial remote sensing services.
• This mission is the 419th flight of the Long March series of launch vehicles and China’s 14th launch activity in 2022.

About the Launch:
i.The eight remote sensing satellites consist of seven Jilin-1 Gaofen 03D and one Jilin-1 Kuanfu 01C satellite.
ii.The Jilin-1 Kuanfu 01C will be used to provide commercial remote sensing data services for sectors such as land resource, mineral exploration, and smart city construction.
iii.This is the second launch by China’s National Space Administration (CNSA) within a week. 
Note: 
i.On 29th April 2022, China successfully launched two Siwei 01 and 02 Earth Observing satellites into space from Jiuquan Satellite Launch Centre, using the Long March 2C rocket, which will boost China’s urban security and monitor th environmental changes.
ii.The Long March 2D also known as the Chang Zheng 2D, CZ-2D and LM-2D, is a Chinese two-stage orbital carrier rocket mainly used for launching LEO and Sun-synchronous orbit(SSO) satellites.
iii.It is manufactured by the Shanghai Academy of Spaceflight Technology (SAST).

Tony Brooks, 1950s Formula 1 Pioneer passed away at 90

Charles Anthony Standish Brooks, a British racing driver who won six Formula One grands prix in the 1950s and was nicknamed the “Racing Dentist”, has died aged 90.He was born in United Kingdom in 1932.
About Formula 1
i.Formula 1 or F1 Race is the highest class of international racing for open-wheel single-seater formula racing cars.
ii.A Formula One season consists of a series of races, known as Grands Prix.
iii.Tony retired from the sport at the age of just 29 after driving for four teams – BRM, Vanwall, Ferrari, and Cooper.

World Hand Hygiene Day 2022 – May 5

World Hand Hygiene Day (WHHD) is annually observed across the globe on 5th May to maintain global promotion, visibility, and sustainability of hand hygiene in health care. 

• The day also aims to unite people to support hand hygiene improvement around the world.
• The observance of World Hand Hygiene Day is annually led by the World Health Organization (WHO). 

The campaign theme of WHHD 2022 & Theme of WHHD 2022 is “a health care ‘quality and safety climate or culture’ that values hand hygiene and infection prevention and control”.
Background:
i.WHO launched the “Save Lives: Clean Your Hands” global annual campaign in 2009, which is celebrated as World Hand Hygiene Day on 5th May to further the goal of maintaining a global profile on the importance of hand hygiene in health care.

Ayushman Bharat Diwas 2022 – April 30 

Ayushman Bharat Diwas is annually observed across India on 30th April as a part of the Gram Swaraj Abhiyan. The day aims to create awareness about healthcare schemes of the government of India (GoI) among the people in rural areas. 

• The day promotes affordable medical facilities in remote areas of the country based on the Socio-Economic Caste Census database.

About Ayushman Bharat:
i.The Ayushman Bharat (“Healthy India”) Yojana is a national initiative launched by Prime Minister (PM) of India Narendra Modi as a part of the National Health Policy 2017 with the vision to achieve Universal Health Coverage (UHC).
ii.Ayushman Bharat adopts a continuum of care approach, comprising 2 inter-related components, 

• Health and Wellness Centres (HWCs)
• Pradhan Mantri Jan Arogya Yojana (PM-JAY)

Health and Wellness Centres (HWCs):
i.In 2018, GoI announced the creation of 150000 HWCs by transforming the existing Sub Centres and Primary Health Centres.
ii.These centres deliver Comprehensive Primary Health Care (CPHC) bringing healthcare closer to the homes of people.
iii.This covers maternal and child health services and non-communicable diseases, including free essential drugs and diagnostic services.
Pradhan Mantri Jan Arogya Yojana (PM-JAY):
i.Prime Minister Narendra Modi launched PM-JAY, the largest health assurance scheme in the world fully financed by the government, on 23rd September 2018 in Ranchi, Jharkhand. 
ii.This aims to provide health cover of Rs 5 lakhs per family per year for secondary and tertiary care hospitalization to over 10.74 crores of poor and vulnerable families (approximately 50 crore beneficiaries) that form the bottom 40% of the Indian population.

Coal Miners Day 2022: May 4, 2022

Coal Miners’ Day is marked every year on 4th of May to raise awareness of the challenges and importance of coal miners around the world. This day honours the achievements and sacrifices made by coal miners throughout history.
Several organisations and communities around the world raise funds and awareness for other coal mining organisations and their workers on this day.
What is coal?
Coal is a flammable black or brownish-black sedimentary rock. It is made up of the energy stored by plants that thrived in swampy forests hundreds of millions of years ago. Over millions of years, layers of earth and rock covered the vegetation. The resultant pressure and heat transformed the plants into coal.

• It is mostly made up of carbon, with varying proportions of additional elements such as hydrogen, sulphur, oxygen, and nitrogen.

History & Significance of Coal Miners in India and Around the World:
i.Coal miners played an important role around the world from the beginning of the Industrial Revolution (1760–1840). Coal was used to power stationary and locomotive engines as well as heat buildings at the time.
ii.In 1774, the East India Company’s John Summer and Suetonius Grant Heatly began commercial research in the Raniganj Coalfield, which is located in the Asansol and Durgapur regions of India. It is located along the Damodar River, which runs through Jharkhand and West Bengal.
iii. Steam locomotives raised the demand for coal by railways in 1853. In India, coal-rich regions include Chhattisgarh, Jharkhand, Orissa, and West Bengal, as well as parts of the country’s central and southern regions.
Note:
In India, the Ministry of Mines is responsible for survey, exploration and mining of all minerals, other than natural gas, petroleum, atomic minerals and coal.

• According to the most recent statistics, India’s total coal production in April 2022 reached 661.54 lakh tonnes, with Coal India Limited (CIL), the country’s largest dry fuel producer, producing 534.7 lakh tonnes.

Mobile App To Track The Movement of Sand Mining Vehicle launched in Haryana

Haryana Chief Minister Manohar Lal Khattar launched a Vehicle Movement Tracking System (VMTS) mobile app that will help in tracking vehicles carrying sand and other mining material. This App has been designed and developed in-house by National Informatics Centre, Haryana.
Vehicle Movment Tracking System
i.The app will be used at different checkpoints in all the districts of Haryana and vehicle details.
ii.Vehicle details which recorded includes vehicle number, vehicle type, moving from & to along with driver details; the driver details includes name, driver mobile number and driver license number.
iii. All the travel history of the vehicle will be stored in repositories which can be viewed through the app at any time.
iv.An individual needs to register in the app using their phone number. Non-registered individual would not be allowed to enter the zone of sand mining, thus provides scope for surveillance.
