Central Govt allowed 100% FDI in oil PSUs with ‘in-principle’ nod for Strategic Divestmenti.On July 29, 2021, Department for Promotion of Industry and Internal Trade (DPIIT) issued a press note stating that a new clause has been added to the FDI (Foreign Direct Investment) policy for oil and natural gas sector.
ii.As per the clause, Central Government has allowed 100% FDI under the automatic route for oil refiners in case an ‘in-principle’ approval for strategic disinvestment of a Public Sector Undertaking (PSU) has been granted by it.
iii.It should be noted that the government is privatizing Bharat Petroleum Corporation Ltd. (BPCL) and selling its entire 52.98% stake in the company.

MoHFW Reserves 27% seats for OBCs, 10% for EWS in Medical EducationThe Ministry of Health & Family Welfare (MoHFW) announced 27% Reservation for OBCs (Other Backward Classes) & 10% Reservation for EWS (Economically Weaker Section) in the All-India Quota Scheme (AIQ). It will be applicable for all
Medical & Dental courses (both Undergraduate & Postgraduate) from the academic year 2021-22.

  • Around 5,500 students will benefit because of the reservation.

All-India Quota (AIQ) Scheme
Introduced in 1986 as per the Supreme Court’s direction, the main objective of the scheme was to allow merit-based opportunities to students. It allows students from any state to study in a medical college in another state.

  • It consists of 15% of total available UG seats & 50% of total available PG seats in Government medical colleges.

Cabinet Approved Amendment in GIBNA to Privatise 1 General Insurance CompanyThe Union Cabinet has approved the amendment in the General Insurance Business Nationalisation Act (GIBNA), 1972 to facilitate the privatisation of 1 General Insurance Company in the public sector.
Amendments for Privatisation:
i.Currently there exist 4 general insurance companies in the public sector such as National Insurance Company Ltd (NICL), New India Assurance Company (New India) Ltd, Oriental Insurance Company Ltd (OICL), and the United India Insurance Company Ltd (UIICL).
ii.2 provisions of GIBNA, 1972 such as Section 10A and Section 10B might be amended to facilitate the privatisation.
iii.After the amendment, one of the 4 General Insurance Companies will be privatised (Not yet finalised by the Government).
About General Insurance Corporation (GIC) of India:
i.The entire General insurance business in India was nationalized in 1972 by GIBNA and amalgamated the 107 insurers into 4 General Insurance Companies – NIC, New India, OICL, and UIIC.
ii.Later the government incorporated GIC in 1972 and made those 4 insurance companies as its subsidiaries.
iii.From 2003, the ownership of the 4 insurance companies and GIC were transferred to the government of India and notified GIC as the Indian Reinsurer.

Women Unemployment Rate falls to 4.2% in 2019-20 from 5.1% in 2018-19: PLFS 2019-20i.In accordance with the ‘Periodic Labour Force Survey (PLFS)- Annual Report (July, 2019 – June, 2020)’ conducted by National Statistical Office (NSO), unemployment rate for women fell to 4.2% in 2019-20 from 5.1% in 2018-19.
ii.The findings of the survey were informed by Minister of State (MoS) Rameshwar Teli, Ministry of Labour and Employment in a written reply in the Lok Sabha.
iii.The Labour Force Participation Rate (LFPR) for women has increased from 24.5% in 2018-19 to 30% in 2019-20.

MoPSW Set up Panel to Firm up Plans to Start Karaikal-Kankesanthurai Ferry ServiceThe Ministry of Ports, Shipping and Waterways(MoPSW) has set up a committee to define a comprehensive plan to start the ferry service between Karaikal Port, Karaikal, Puducherry, India and Kankesanthurai Port (also known as KKS), Jaffna(Northern Province), Sri Lanka.

  • The Karaikal-Kankesanthurai Ferry Service is a component of the Sagarmala Programme of the MoPSW aimed to promote coastal shipping.
  • The government of Puducherry (Union Territory), has been directed to get the required clearances from the Ministry of Home Affairs and other relevant government organisations.

Ferry Service between Karaikal to KKS port:
i.The government of India has received the proposal from the governments of Puducherry and Sri Lanka to start the passenger shipping between Karaikal, Puducherry and Jaffna, Sri Lanka under the provisions of the memorandum of understanding (MoU) signed between
India and Sri Lanka in 2011.
ii.King Lear Limited has submitted a proposal to start a ferry service between Karaikal port to KKS.
Additional Info – to promote Inland Waterways in the country, 11 waterways have been declared as National Waterways under the National Waterways Act 2016, spread over 24 states in the country.

12th Edition of ‘INDRA NAVY-21’ Exercise held between Indian & Russian Naviesindian, russian navies conclude 12th edition of the indra exerciseThe 12th Edition of Biennial bilateral maritime Exercise ‘INDRA Navy-21’ was held between the Indian Navy & Russian Federation Navy in the Baltic Sea from July 28-29, 2021.

  • Stealth Frigate INS Tabar represented the Indian Navy, while Corvettes RFS Zelyony Dol and RFS Odintsovo of the Baltic Fleet represented the Russian Federation Navy.
  • The focus of exercises were on enhancing interoperability, understanding and procedures for various maritime operations.
  • The Army version of INDRA exercise is set to be held from August 1-13, 2021 in Volgograd, Russia.

Central Government to set up National Farmers Database

During a Parliament session, Union Minister for Agriculture & Farmers Welfare, Narendra Singh Tomar stated that the Central Government is planning to create a National Farmers Database using digitized land records.

  • The setting up of a National Database will help in offering proactive and personalized services to the farmers.
  • The Agriculture ministry has already started the work of creating ‘Agristack’ – a digital ecosystem of agriculture.

India Least Prepared for Automation in Asia-Pacific: Autodesk Foundation ReportA recently released report titled ‘The Future of Work is Now: Is APAC Ready?’ has ranked India 5th highest in terms of the impact from automation & 9th in terms of level preparedness among 12 Asia-Pacific (APAC) countries.  The report was commissioned by Autodesk Foundation & conducted by Deloitte.

  • Most Prepared – Japan, Singapore and Australia are the most prepared for the coming wave of automation.
  • Least Prepared – India, Bangladesh and Pakistan are most at risk and are least prepared for the incoming wave of automation.
  • It provides a quantitative estimate of Industries which will be the most affected due to automation.

i.The top three industries which face high risk due to automation are Construction, Mining, and Transport.
ii.India faces a high impact due to automation as it has large employment shares in Agriculture, Manufacturing and Construction.

Report on Future of Connectivity in India Launched during US-India CEO Forum 2021During a virtual US-India CEO Forum, hosted by the US (United States)-India Strategic Partnership Forum (USISPF), its ICT ((Information and Communications Technology) Working Group launched a report titled ‘The Future of Connectivity in India’.

  • The report prepared by Deloitte and the ICT Working Group formulated a plan for India’s mobility business for adapting a digitized and interconnected world.

Key Recommendation given in Report:
The report provides recommendations for accelerating connectivity initiatives to make India at par with advanced digitized economies like the US, China and South Korea. These include the following:
i.Expanding India’s fiber tech and small cell infrastructure to deliver high capacity solutions through sharing of fiber, stimulating investments in fiber expansion via PPP (Public Private Partnership), and expediting Right-of-Way (ROW) approvals.
ii.Improving scalability and using satellites and Low Earth Orbit (LEO) networks to provide benefits in areas entailing 4G/5G backhaul.
iii.Fast tracking 5G plans for commercial launch by building comprehensive wireless strategy and implementation roadmap.

NABARD Approves Around Rs.446 crores for Drinking Water Projects in PunjabNABARD sanctions Rs 446 cr for drinking water projects in

National Bank for Agriculture and Rural Development (NABARD) has sanctioned around Rs.446 Crore (i.e.Rs 445.89 Crore) for five large surface based drinking water projects in Ferozpur, Fazilka, Hoshiarpur and Rupanagar districts of Punjab.
i.The funds have been sanctioned under the Rural Infrastructure Development Fund (RIDF).
ii.The project will benefit a rural population of 10.39lakh in 700 villages by providing 70 litres per capita per day of potable drinking water through household tap connections.
iii.The Punjab government is leveraging Centre’s assistance under “Jal Jeevan Mission” with support under RDIF for the benefit of larger sections of the society.

  • At present, there are 37 eligible activities under RIDF as approved by Government of India

RBI Cancelled the License of Madgaum Urban Co-operative BankUrban Co-operative BankThe Reserve Bank of India (RBI) cancelled the license of Madgaum Urban Co-operative Bank Limited, Margao, Goa due to its inadequate capital and earning prospects to pay its present depositors in full.

  • The bank is also prohibited from conducting the ‘banking’ business (including acceptance of deposits and repayment of deposits) as defined in Section 56 of the Banking Regulation (BR) Act, 1949.
  • RBI imposed a monetary penalty of Rs 5 crore on Axis Bank for non-compliance with various regulatory provisions of directions issued by the RBI on Cyber Security Framework in Banks, Financial Inclusion- Access to Banking Services – Basic Savings Bank Deposit Account, Frauds – Classification and Reporting, etc.

JSW Energy Partnered with FFI for Green HydrogenOn July 29, 2021, JSW Future Energy Ltd, the wholly-owned subsidiary of JSW Energy, made a framework agreement with Australian Fortescue Future Industries (FFI) Pty Ltd to produce green hydrogen fuel.

  • Both firms will investigate the potential of green hydrogen for green steel making, hydrogen mobility, green ammonia, and other mutually agreed industrial applications in India.
  • Objective: To increase the renewable energy share in JSW Energy’s portfolio from the current 30 percent to 85 percent (20 GW) by 2030.
  • Currently, India consumes ~6 million tonnes of hydrogen annually.

Recent Green Hydrogen Initiatives:
i.Indian Oil Corporation (IOC) has set to build India’s 1st ‘Green Hydrogen’ plant at Mathura refinery, Uttar Pradesh (UP) to cater for the growing demand for cleaner forms of energy. Click here to know more
ii.Recently, Reliance Industries Ltd (RIL) announced a green energy investment of Rs 75,000 crore to set up 4 ‘Giga’ factories to make solar photovoltaic cells, green hydrogen, batteries and fuel cells over the next 3 years.
iii.NTPC Renewable Energy Ltd (NTPC REL) plans to set up India’s single largest Solar Par with 4750 MW (megawatt) renewable energy at Rann of Kutch in Khavada, Gujarat to produce green hydrogen on a commercial scale. Click here to know more
iv.National Hydrogen Energy Mission was announced at the Budget 2020-21, and the Union Ministry of New and Renewable Energy (MNRE) has circulated a draft of the mission to mandate the green hydrogen consumption on fertiliser producers and petroleum refiners.
Green hydrogen generation: Solar and wind plants could produce green hydrogen through electrolysis (a process in which the electricity generated is put in water to create hydrogen and oxygen).

MoEF&CC: 14 Tiger Reserves of India Received CA|TS Accreditation Bhupender Yadav, Union Minister of Environment, Forest and Climate Change(MoEF&CC) announced that 14 Tiger reserves across India have received the accreditation of the global Conservation Assured Tiger Standards (CA|TS) during the virtual event organised on the occasion of the International Tiger Day 2021, (29th July).

  • The 14 accredited tiger reserves are located in Assam (3), Madhya Pradesh (2), Tamil Nadu (2) Maharashtra (1), Bihar (1), Uttar Pradesh (1), West Bengal (1), Kerala (1), and Karnataka (1).
  • He also released the report ‘Status of Leopards, Co-predators and Megaherbivores-2018’ and the special edition of ‘STRIPES’ quarterly newsletter of the National Tiger Conservation Authority’s (NTCA).

Increase in Assam’s Tiger population:
i.The tiger population of Assam has increased to 200 in 2021 from 159 in 2018.
As of 2021, There are 121 Tigers in Kaziranga, 48 in Manas, 28 in Orang and 3 in Nameri Tiger Reserves.

World Day Against Trafficking in Persons 2021 – July 30United Nations(UN)’s World Day Against Trafficking in Persons is annually observed across the globe on 30th July to create awareness about the situation of the victims of human trafficking and to promote and protect their rights.
The theme of the World Day Against Trafficking in Persons 2021 “Victims’ Voices Lead the Way”, highlights the importance of listening and learning from the survivors of human trafficking.
Background:
i.The United Nations General Assembly(UNGA) adopted the resolution A/RES/68/192 on 18th December 2013 and proclaimed the 30th July of every year as the World Day Against Trafficking in Persons.
ii.The first World Day Against Trafficking in Persons was observed on 30th July 2014.
The Blue Heart Campaign:
The Blue Heart Campaign is a global awareness-raising initiative that combats human trafficking and the impacts of human trafficking on society and builds political support to fight against the criminals behind trafficking.

First Solar to Set Up Solar Module Manufacturing in TN

US-based First Solar is set to invest USD 684 million in a new, fully vertically integrated PhotoVoltaic (PV) thin film solar module manufacturing facility in Tamil Nadu (TN). It will have a manufacturing capacity of 3.3 GW and will generate 1,000 highly skilled jobs.

  • The facility will begin manufacturing in the 2nd half of 2023.
  • In December 2020, First Solar signed a Memorandum of Understanding with the TN Government to set up a solar module manufacturing facility at an investment of INR 4,185 crore.

Goa sign MoU with Jio Embibe to Offer AI-Based Learning for Students

The Government of Goa has signed a Memorandum of Understanding(MoU) with Jio Embibe, Artificial Intelligence(AI) powered learning platform, to offer AI-based learning for students. Jio Embibe is owned by Reliance Industries Limited(RIL).
The government has also signed an MoU with Eduisfun Technologies to offer STEPapp, gamified digital learning app for students of classes 6 to 12.

  • Pramod Sawant, Chief Minister(CM) of Goa, who also holds the Education portfolio stated that the MoU covers the students of classes 6 to 12 with a portal to learn subjects like mathematics and science.
  • Both the programmes will be implemented for free during the academic year 2020 to 2021.
