Digital India RISC-V Microprocessor (DIR-V) Program for Next Generation Microprocessors LaunchedDigital India RISC -V programmeThe Digital India RISC-V Microprocessor (DIR-V) Program was launched by Rajeev Chandrasekhar, Minister of State, Ministry of Electronics and Information Technology (MeitY) in New Delhi, Delhi.

  • Its ultimate purpose is to allow the development of next generation microprocessors in India and around the world, with the goal of achieving commercial silicon and design wins by December 2023.
  • The Minister unveiled the blueprint for the DIR-V Program’s design and implementation, as well as a strategic roadmap for India’s semiconductor design and innovation to help catalyse the semiconductor ecosystem.

Highlights:
i.It is launched as one of the key initiatives toward realising the goal of self-sufficiency and a significant step toward “Atmanirbhar Bharat” (Self-Reliant India).
ii.Under the DIR-V Programme, the government has set a goal of commercialising the first indigenous chipsets by 2023-24.

Cabinet Approvals on April 27, 2022 Cabinet Approval on April 27, 2022

On April 27, 2022, the Union Cabinet Chaired by Narendra Modi has approved the following proposals:
i.The Union Cabinet has approved the proposal of the Department of Fertilizers for Nutrient Based Subsidy (NBS) rates for Phosphatic and Potassic (P&K) fertilizers for Kharif Season – 2022 from April 1, 2022 to September 30, 2022 at Rs. 60,939.23 Crores.
ii.The Cabinet approves revised cost estimate on setting up of India Post Payments Bank (IPPB) with additional funding of Rs 820 crore for FY 2020-21 to 2022-23. This is an increase to Rs 2255 crore from Rs 1435 crore as equity infusion to meet regulatory requirement.
iii.On the lines of Minimum Government Maximum Governance, the Union Cabinet has approved the amalgamation of Consultancy Development Centre (CDC) with Council of Scientific and Industrial Research (CSIR) of Department of Scientific and Industrial Research (DSIR), Ministry of Science and Technology (MoST).
iv.The Union Cabinet approved a Universal Service Obligation Fund (USOF) to upgrade 2G mobile sites to 4G at security sites in areas troubled by Left Wing Extremism (LWE) at an estimated cost of Rs 1,884.59 crore.
v.The CCEA chaired by PM Narendra Modi approved an investment of Rs 4526.12 crore for the construction of 540 Megawatt Kwar Hydro Electric project on river Chenab in Kishtwar district of Union Territory (UT) of Jammu and Kashmir (J&K) .
vi.CCEA approved extension of the Prime Minister Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) beyond March 2022 till December 2024. This decision followed the impact of the pandemic-related stress on small businesses.

Cabinet Approval with Lithuania & Chile on April 27, 2022Cabinet Approval with Other countries

On April 27, 2022, the Union Cabinet chaired by the Prime Minister Narendra Modi has accorded approval to the following proposals:

  • Opening of a new Indian Mission in Lithuania in 2022.
  • Signing of Memorandum of Understanding (MoU) between India and Chile for cooperation in the Disability Sector.

The Union Cabinet has approved to opening of a new Indian Mission in Lithuania in 2022. Currently, the Indian mission in Poland is accredited to Lithuania. The mission was started after the country is facing an unofficial trade ban which was imposed by China for failing to follow the One China Policy.

  • Lithuania earned China’s fury for allowing Taiwan to operate a representative office in Vilnius, the Lithuanian capital.

The Union Cabinet chaired by the Prime Minister, Narendra Modi, has approved the signing of the Memorandum of Understanding between India and Chile for cooperation in the Disability Sector.

  • Through joint initiatives in the disability sector, the bilateral MoU would enhance cooperation between the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India, and the Government of Chile.

JK’s Samba Becomes 1st District in India to Cover 100% Households under AB-PMJAY- SEHAT Scheme

The Union Territory (UT) of Jammu and Kashmir’s (J&K) Samba District has became the first district in India to cover 100 percent households under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)- SEHAT (Social, Endeavour for Health And Telemedicine) scheme.
Key Points:
i.The 100 percent milestone was achieved by the district after organising a Special Registration Drive by the State Health Agency (SHA) from April 11 to April 21, 2022 in all Block Development Offices (BDO) across the district. 
ii.The aim of the Special Registration drive is to cover all the families under AB-PMJAY – SEHAT Scheme in the district.
iii.The J&K State Health Agency (SHA) has also started an initiative ‘Gaon Gaon Ayushman’ to reach out to last mile villages which remain cut from the rest of the world due to adverse weather conditions so as to percolate the benefits of the scheme down to every beneficiary.
iv.To ensure hassle-free registration of all eligible beneficiaries under the scheme, the SHA has set up a network of more than 8000 Common Service Centres (CSCs) in Jammu and Kashmir.
v.The virtual learning environment (VLE) Centres are also being stationed in villages for ensuring 100% registration and awareness activities at the grassroots level in association with Panchayati Raj Institution (PRI) representatives and Accredited Social Health Activist (ASHA) workers.
Stats:
i.The Samba district has a total of 62,641 families with 3,04,510 people eligible for AB-PM-JAY SEHAT golden cards.
About Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) – Social, Endeavour for Health And Telemedicine (SEHAT) Scheme:
i.The SEHAT Scheme was launched in convergence with AB-PMJAY for the entire UT of Jammu and Kashmir on 26 December 2020.
ii.The aim of the scheme is to extend health insurance coverage to all residents of UT of J&K.
iii.It provides free of cost insurance to cover all the residents of the UT of J&K and It also provides financial cover up to Rs.5 Lakh per family on a floater basis to all residents and an operational extension of PM-JAY to 15 lakh (approximately) additional families.
iv.The scheme has no cap on Family size and Age criteria.
v.Under the Scheme the people with Ayushman Bharat Golden Card get free cashless treatment of up to Rs. 5 lakhs in all government and empanelled private hospitals across India.

On April 26, 2022, The Oil and Natural Gas Corporation Limited (ONGC) has signed a Memorandum of Understanding (MoU) with Equinor ASA (formerly Statoil and StatoilHydro), for collaboration in oil and gas exploration and production (E&P) as well as exploring clean energy projects for a period of two years during a visit of high-level delegation from Norway to India in New Delhi.
What is in the MoU?
i.The MoU aimed for collaboration with each other in the field of Upstream (extracting oil and gas from ground), Midstream (safe transportation to plant) and Downstream (converting the resources into final products) exploration of Oil and Natural Gas.
ii.It also involves exploring Clean Energy options such as low carbon fuel, Renewables, Carbon Capture  Storage (CCS) as well as Carbon Capture Utilisation & Sequestration (CCUS) opportunities in India.

i.The MoU was signed in the presence of Hardeep Singh Puri, Minister of Petroleum and Natural Gas, Anniken Huitfeldt, Norwegian Foreign Minister, Dr Alka Mittal, Chairman and Managing Director of ONGC and Irene Rummelhoff, Executive Vice President of Equinor.

HAL & BEL Signs Contracts to Co-Develop IRST System for Su-30 MKI; HAL Commences Main Airframe Fatigue Test of LCA Mk1HAL and BEL to co-develop IRST system for Su-30 MKI

The Defence Public Sector Undertaking (PSU), Hindustan Aeronautics Limited (HAL) has done following, helping to achieve ‘Atmanirbhar Bharat’ in the defence sector –
i.The HAL and Bharat Electronics Limited (BEL) signed a contract to co develop long range dual band Infra-Red Search and Track System (IRST) for Sukhoi Su-30 MKI. 
ii.The HAL commenced the Main Airframe Fatigue Test (MAFT) of the Light Combat Aircraft Mark 1 (LCA Mk1) airframe in the Ground Test Centre of Aircraft Research and Design Centre (ARDC), Bengaluru, Karnataka.
HAL & BEL Contracts to Co-Develop IRST System for Su-30 MKI 
On April 26, 2022, The Hindustan Aeronautics Limited (HAL) and Bharat Electronics Limited (BEL) has signed a contract for co-development and co-production of long range dual band Infra-Red Search and Track System (IRST) for Sukhoi Su-30 MKI in Bengaluru, Karnataka under the MAKE-II (Industry funded) procedure of Defence Acquisition Procedure (DAP) 2020, as a part of ‘Make in India’ initiative.
Signatories:
i.The contract was signed by Suneel Kumar Srivastava, General Manager, HAL and Loyola Pedro Vianney G, General Manager, BEL.
Key Points:
i.The IRST system will be a high end strategic technology product in the field of defence avionics and technically competitive to existing IRST systems in the global market.
ii.It consists of Television Day Camera, Infrared and LASER sensor in a single window for air-to-air and air-to-ground target tracking and localisation and enhancing the Indian Air Force’s air superiority.
HAL Commences Main Airframe Fatigue Test of LCA Mk1
On April 27, 2022, Arup Chatterjee, Director (Engineering and Research and Development), Hindustan Aeronautics Limited (HAL) inaugurated the Main Airframe Fatigue Test (MAFT) of the Light Combat Aircraft Mark I (LCA Mk-I ) airframe at the Ground Test Centre of the Aircraft Research and Design Centre (ARDC), Bengaluru, Karnataka.
What is the Main Airframe Fatigue Test of LCA Mk1 ?
i.The MAFT test is conducted to understand how the aircraft structure performs in real life conditions.
ii.The aircraft structure is mounted on a test rig and inspected to check for any cracks or damage owing to repeated flying cycles. Since, the metal elements are subject to depreciation and require repair.
iii.Standards – As per the Military Airworthiness Requirements, MAFT has to have the capability of the airframe to withstand four times the service life. 
iv.These tests will be carried out on the LCA (Air Force) Mk1 airframe over a period of eight to nine years. The successful completion of MAFT will qualify the LCA (Air Force) Mk1 airframe for its full-service life.

India’s first ‘Amrit Sarovar’ Completed in UP’s Rampur

India’s first ‘Amrit Sarovar‘ has been completed in Shahabad’s Patwai area of Rampur in Uttar Pradesh (UP). The initiative focuses on the need for water conservation. 

  • As a part of ‘Azadi Ka Amrit Mahotsav’ (75 years of India’s independence), the Prime Minister declared that each district should have 75 ‘Amrit Sarovars’ or ponds.
  • Prime Minister Narendra Modi insisted the above initiative in his 88th monthly radio broadcast ‘Mann ki Baat’.

About Amrit Sarovar:
Under the Amrit Sarovar initiative, 75 water bodies will be developed and rejuvenated in each district as part of Azadi Ka Amrit Mahotsav.
Amrit Sarovar In Patwai:
i.In the UP’s gram panchayat Patwai, a pond existed but was mired in dirt and neglect. With the help of local people, school children and coordinated efforts of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) it has now been transformed and has built a retaining wall, boundary, food court, fountains and lighting.
ii.The cleaned and rejuvenated pond has become a big centre of tourism in the rural area.
iii.It also conserves water in need of the hour.
iv.The funds were raised from kshetra panchayat and gram panchayat.
Additional Info:
Also the work on the pond having the largest area (1.67 hectare) in Gram Panchayat Singan Kheda, a Village in Uttar Pradesh has also started.

Insurance coverage for Fisheries, Aquaculture Units Abysmal in India: FAO ReportInsurance coverage for fisheries, aquaculture units abysmal in India

i.The Food and Agriculture Organization (FAO) has released the ‘World Review of Capture Fisheries and Aquaculture Insurance  2022’ which presents the findings of five regional (Asia, Africa, Europe, Latin America, and Oceania); and four national reports of viz. China, India, Russia, and the United States (US) conducted in 2020.
ii.There is low penetration of insurance products in the Indian fisheries and aquaculture sector. Therefore, it recommended a collaboration of public and private insurance service to recover this sector.
iii.The National report of India was authored by Shinoj Parappurathu, Senior scientist at Indian Council of Agricultural Research-Central Marine Fisheries Research Institute (ICAR-CMFRI) Kochi, Kerala.
iv.Fishing vessels, coastal immovable property, and aquaculture units have abysmal insurance coverage.

UNCCD’s GLO2: 16 Million Square km of Land will be Degraded by 2050 if Current Trends ContinueLand the size of South America will be degraded if current trends continue

According to the United Nations (UN) Convention to Combat Desertification (UNCCD)’s evidence-based flagship publication, “Global Land Outlook Second Edition(GLO2): Land Restoration for Recovery and Resilience”, if the current trends continue, around 16 million square kilometers of land(the size of South America), which is 11% of the world’s land surface will be degraded by 2050.

  • The degradation of land will result in severe climate induced disturbances which will result in disruption of food supply, forced migrations and increased species extinction. 

The report was released ahead of the UNCCD’s 15th session of the Conference of Parties (COP15) to be held in Abidjan, Côte d’Ivoire from 9th to 20th May 2022.

IFSCA signs MoU with National Insurance Academy

On April 22nd, 2022, the International Financial Services Centres Authority (IFSCA) signed a memorandum of understanding (MoU) with the Pune-based National Insurance Academy (NIA) for capacity building and creating a skilled talent pool.

  • This MoU aims to build the required skilled manpower for the International Financial Services Centre (IFSC) and improve capacity development in the insurance sector.
  • To address the needs of IFSC insurance firms, IFSCA has already signed an MoU with the Insurance Institute of India (III).

(Incorporated), to deploy the firm’s EVx™ gravity-based energy storage technology and software solutions to support the state-run power generation company’s clean energy transition.
Objectives:
i.The MoU aims to collaborate and formalise a long-term strategic partnership for deployment of Energy Vault’s EVx™, a gravity-based energy storage technology and software solutions, based on the outcome of a joint feasibility study.
ii.The Technology also offers utilisation of coal ash for manufacturing composite blocks for the Energy Vault’s gravity-based energy storage system.

H. E. Carlos R Polo, Ambassador of Peru in India presented the decoration, issued by the Minister of Foreign Affairs of Peru, to Ardeshir B.K. Government re-appoints Vijay Sampla as Chairperson of NCSC & Iqbal Singh Lalpura as chairperson of NCM

Vijay Sampla, Former Union Minister of State(MoS) for Social Justice and Empowerment, has been appointed as the Chairperson of the National Commission for Scheduled Castes (NCSC) for a 2nd time. He assumed the charge as Chairman of NCSC on 24th April 2022. 

  • Ram Nath Kovind, President of India, issued the official order of this appointment. 

Initially, in February 2021, he was appointed as the Chairman of the NCSC and Ahead of the Punjab Elections he resigned from his post and contested in the polls.

The Government of India(GoI) has reappointed S Iqbal Singh Lalpura, Former IPS officer, as Chairperson of the National Commission for Minorities(NCM). On 14th April 2022, He assumed the charge as Chairperson of the NCM.

  • He was renominated to the post by the Ministry of Minority Affairs. 
  • In September 2021, he was appointed as the chairman of NCM and later he resigned from the post to contest in the Punjab Assembly Election as BJP candidate from Ropar constituency. 

Syed Ghayorul Hasan Rizvi served as the chairman of NCM in between.

On 27th April 2022, Bharti Airtel acquired a 7% stake in Navi Mumbai based Cnergee Technologies, a cloud-based networking solution, under the Airtel Startup Accelerator Program. 

  • This acquisition is a part of Bharti Airtel’s Network as a Service(NaaS) proposition for small and medium businesses (SMBs) looking to shift to cloud-based solutions.
  • Cnergee Technologies has developed a range of 5G ready NaaS software tools which can be deployed at scale to enable zero-touch service provisioning, central remote monitoring, and management of all connected devices with a host of real-time analytics.

Devendra Fadnavis, former Chief Minister(CM) of Maharashtra, released a Marathi book on Amit Shah, Union Minister of Home Affairs, titled “Amit Shah Ani Bhajapachi Vatchal”, a Marathi version of the book “Amit Shah and The March of BJP”. The book is published by Bloomsbury India. 

  • The book was originally written by Dr Anirban Ganguly and Shiwanand Dwivedi and it has been translated into Marathi by Dr Jyostna Kolhatkar.
  • The book documents the life and political journey of Amit Shah and details his contribution to BJP in making it the world’s biggest political organisation.

Background:
i.28th April marks the International Commemoration Day for Dead and Injured Workers which is annually organised across the globe by the Trade Union Movement since 1996.
ii.In 2003, the ILO was involved in the April 28 campaign upon request from the trade union movement and since then ILO observes the World Day on Safety and Health at Work on April 28.

International Girls in ICT(Information and Communications Technology) Day is annually observed across the globe on the fourth Thursday in April to inspire the next generation girls and young women to prosper in science, technology, engineering and mathematics (STEM) careers.  The day also focus on the critical need for more girls and women in the ICT sector. 

The International Girls in ICT Day 2022 falls on 28th April 2022.

International Turban Day – 13th April 2022

International Turban Day is annually observed on 13th April, since 2004, to create awareness about the strict requirement of Sikhs to don the turban as a mandatory part of their religion. 

  • The 2022 International Turban Day marks the 553rd Birth Anniversary of Guru Nanak Dev and the festival of Baisakhi (a festival that marks the onset of spring in India 
  • The Sikh gurus adopted the Sikh turban, also known as the Dastar or a Dumalla or “pagri” often shortened to “pag” , to remind Sikhs that all humans are sovereign, royal and ultimately equal.

Google Signed MoU With Telangana Govt For The Benefits of Digital EconomyGoogle signs MoU with Telangana government

Google signed a Memorandum of Understanding (MoU) with the Telangana government to develop the digital economy and it has been focused on the change in youth, students, citizen services and women entrepreneurs. Also Google has started the development of its three million square foot building in Gachibowli, Hyderabad, Telangana.

  • The MoU was signed under the presence of Telangana’s Information Technology (IT) and Industries Minister K T Rama Rao.

Under The Memorandum of Understanding (MoU):
i.Google will collaborate with the government to extend the scholarships for Google Career Certificates to, 

  • Telangana’s youth.
  • Support women entrepreneurs through digital, Business and Financial skills training.

ii.It also strengthens the government’s school modernisation efforts with digital teaching and learning tools and solutions.
iii.To promote joint effort, Google will also support the government’s efforts to improve public transportation and use digital technologies in agriculture.
iv.Google had also unveiled the design of its building in 2019 and it prioritises sustainability and energy efficiency throughout its design
v.It also focuses on enabling more affordable access to the internet for every Indian, building safer and new helpful experiences that answer India’s distinct needs and also using the power of Artificial intelligence (AI).

Maharashtra becomes India’s first state to develop Migration Tracking System app for portability of ICDS scheme

Maharashtra became the first state in India to develop a website-based Migration Tracking System (MTS) application to track the movement of migrant workers through individual unique identity numbers.
i.The MTS project aims to ensure the continuity of Integrated Child Development Services (ICDS) for migrant beneficiaries, such as children under the age of 18, lactating mothers, and pregnant women who are registered with Anganwadi centres.
ii.Migration workers will be tracked to ensure the portability of the ICDS for their families in their destination districts within or outside the state until their return to their native places.
About Integrated Child Development Services (ICDS) scheme:
ICDS is a centrally sponsored scheme implemented by the Ministry of Women and Child Development. It was launched in 1975.
