MoAFW set up Committees for technology-based Crop Yield Estimation & Improvement of Weather Data InfrastructureCentre to use technology for crop insurance scheme from 2023i.On October 21, 2022, the Ministry of Agriculture & Farmers Welfare (MoAFW) has set up following two committees to reduce the delay in crop loss/damage estimation and ensure timely settlement of claims by farmers.

  • Committee for nationwide implementation of technology-based crop yield estimation
  • Committee for standardization and improvement of weather data infrastructure

ii.Both committees will be headed by the Director of Mahalanobis National Crop Forecast Centre (MNCFC), Dr. C. S. Murthy (Current). The Central Government envisages using technology for crop insurance scheme from 2023.

Greenko & Keppel Sign MoU: India to Export Green Energy to Singapore from 2025India to export green energy to Singapore from 2025Keppel Infrastructure Holdings Pte Ltd (Keppel Infrastructure) and Greenko Group (Greenko), through their respective subsidiaries Keppel New Energy Ventures Pte Ltd and Greenko ZeroC Private Limited, have signed a Memorandum of Understanding (MoU) to jointly explore green ammonia and renewable energy prospects in order to meet the growing demand for low carbon energy in India, Singapore, and globally.

  • According to the MoU, India will for the first-time, begin exporting green energy in 2025, with the first shipments going to a power plant in Singapore.

The Government of India (GoI) intends to allocate around Rs. 6,000 crore each for Production-Linked Incentive (PLI) schemes for electrolyzers and green hydrogen from the Rs. 20,000 crore green hydrogen mission.

  • By 2030, India’s total hydrogen demand is expected to reach 11.7 million metric tonnes (mmt) from the current level of 6.7 mmt.

i.In accordance with the MoU, Keppel Infrastructure and Greenko will work together to build a facility that can produce at least 250,000 tonnes of green ammonia annually, which will be used to fuel Keppel’s new 600 MW (megawatt) power plant in Singapore.

NIIO under Indian Navy & Drone Federation Partners to Promote Indigenous Drone TechnologyIndian Navy, Drone Federation join hands to promote indigenous drone technologyThe Technology Development and Acceleration Cell(TDAC) of the Naval Innovation and Indigenisation Organisation (NIIO) under the Indian Navy has partnered with the Drone Federation of India(DFI) to promote indigenous development, manufacturing and testing of a drone, counter-drone, and associated technologies for the Indian Navy.
Features of the collaboration:
i.As a part of this partnership, the Indian Navy and the DFI will increase the Navy-industry-academia synergy, and source technology development challenges towards component indigenisation.
ii.This partnership will support in the development of deeper industry connections and help the Indian Navy to create an enhanced roadmap for the induction of drone platforms in a time-bound manner.
iii.The maritime testing site developed under this initiative will enhance the development of versatile and reliable drone platforms for advanced maritime uses like, maritime patrol, drone landings on moving ships, ship-to-ship deliveries, and ship-to-shore deliveries.
Key Points:
i.To facilitate faster development and testing of drones, particularly in maritime environments, a special maritime drone testing site is set to be designated for the Indian drone industry.
ii.Programs on sensitisation and skill development will also be undertaken as a part of this partnership.

DGCA grants aerodrome licence to Odisha’s Jeypore Airport

On 20th October 2022, The Directorate General of Civil Aviation(DGCA) granted aerodrome licence to Jeypore airport in Odisha.
i.To carry out commercial flight operations under the regional connectivity scheme UDAN, or Ude Desh ka Aam Naagrik.
ii.Under UDAN, 68 underserved/unserved destinations which include 58 Airports, eight heliports and two water aerodromes have been connected.
iii.Jeypore became the first state-owned airport to get the licence

WHO Releases First-Ever ‘WHO Fungal Priority Pathogens List’WHO releases first-ever list of fungal infection, flags global health threatThe World Health Organization (WHO) has released the “WHO Fungal Priority Pathogens List” (WHO FPPL), a report that highlights the first-ever list of fungal “priority pathogens,” a catalogue of the 19 fungi that pose the greatest harm to public health.

  • The report is based on research conducted by the University of Sydney in Australia.

‘WHO Fungal Priority Pathogens List’ (WHO FPPL)
The WHO FPPL is the first global initiative to systematically prioritize fungal pathogens based on unmet Research & Development (R&D) requirements and perceived public health importance.

  • Aim: To focus and promote more research and policy measures to boost the global response to fungal infections and antifungal resistance.

Three Priority Categories: The WHO FPPL is divided into three categories: Critical, High and Medium Priority.

  • The fungal pathogens in each priority category are ranked mostly based on their public health impact and/or emerging antifungal resistance risk.

i.Fungal pathogens are a clear threat to public health since they are becoming more widespread and resistant to treatment.

  • As of now, just four classes of antifungal medications are available, with a few candidates in the trial stage.

Cognizant collaborates with Qualcomm to launch 5G experience centre for digital transformation

IT services firm Cognizant’s 5G centre, Bangalore, India, is expanding its collaboration with chipmaker Qualcomm Technologies Inc. to open a 5G experience center in Atlanta, North America.It will accelerate enterprise digital transformation.
i.It will focus on use cases in manufacturing and supply chain management.
ii.The centre is designed to help clients imagine, test, and deploy next-generation solutions by pairing private 5G networks and Multi-Access Edge Computing (MEC) technologies.
iii.This partnership will help Cognizant to get experience in 5G, IoT, cloud, and data analytics with Qualcomm Technologies’ intelligent edge devices, AI, and 5G connectivity solutions.

Tata Steel Nederland signs MoU with Ford to sell green steel 

Tata Steel Nederland has signed a memorandum of understanding(MoU) with Ford in Europe, to supply the carmaker with Zeremis green steel.

  • Tata plans to start producing green steel or steel made without using fossil fuels in 2030 at its plant in Ijmuiden, Netherlands.

i. It will enable Ford to reach its 2035 carbon neutrality target.
ii.Ford also signed MOUs with Tata, ThyssenKrupp and Salzgitter to supply “low carbon” steel for use in manufacturing the new electric crossover model it plans to start producing in Cologne, Germany 2023.
Note – Tata Steel recently launched Zeremis Carbon Lite, steel with an allocated carbon footprint reduction of up to 100 per cent.

NISA won the Union HM’s Trophy for Best Police Training Institutions 2020-21

Hyderabad(Telangana) based National Industrial Security Academy(NISA) premier training institute of CISF(Central Industrial Security Force) in Industrial Security and Disaster Management has won the Union Home Minister(HM)’s Trophy for the Best Police Training Institutions 2020-21 under the Gazetted Officers(GO) Training Institutes Category.
CISF-NISA has been declared the winner at National Level – Central Armed Police Forces (CAPF)/ Central Police Organizations(CPO).

  • The academy achieved this feat during the serving tenure of C V Anand(previous Director of NISA) who is currently serving as the Hyderabad Police Commissioner.
  • Deputy Inspector General of Police (DIG) Srinivas Babu, NISA, received the trophy, citation and HM’s Disc from Union Home Minister Amit Shah and handed them over to CV Anand.

The winners of the award are selected through national-level screening of central police training institutes conducted by the Ministry of Home Affairs(MoHA) and the survey conducted by the Bureau of Police Research and Development(BPR&D) for best Police Training institutions for 2020-2021.

He was appointed by King Charles III. He succeeded Liz Truss, who resigned as PM after just 45 days in power.

  • He is the youngest leader of the UK since 1812, after PM William Pitt, who was 24 years old when he took on the role in 1783.

MCA appoints CCI Member Sangeeta Verma as Acting Chairperson of CCI MCA appoints CCI Member Sangeeta Verma as Acting Chairperson of CCIOn 25th October 2022, the Ministry of Corporate Affairs (MCA) appointed Dr Sangeeta Verma, a Member of the Competition Commission of India (CCI), as an acting Chairperson of the CCI with effect from 26th October 2022 for 3 months till the appointment of regular Chairperson.

  • Sangeeta Verma’s appointment follows the resignation of the full-time chairperson Ashok Kumar Gupta, a 1981 Batch IAS officer of the Tamil Nadu cadre, on 25th October 2022.  He was appointed as the CCI chairperson in November 2018.

i. Dr Sangeeta Verma, a 1981 batch of the Indian Economic Service (IES), is currently a member of the regulator (CCI). She joined the CCI as a member on 24th December 2018.

Shefali Juneja elected as Chairperson of Air Transport Committee of ICAOShefali Juneja, has been elected as chairperson of the United NationsOn 24th October 2022, Dr Shefali Juneja was elected as the chairperson of the Air Transport Committee (ATC) of the International Civil Aviation Organization (ICAO), a specialized agency of the United Nations.

Key Highlights:
i. According to the National Stock Exchange (NSE), Nomura Singapore discharged 26,39,673 shares, amounting to a 1.52% stake in the company.
ii. The shares were sold at an average price of Rs 232.3 per share. the total transaction amount is Rs 61.31 crore.
iii. Meanwhile, Maybank Securities Pte. Ltd., a wholly-owned subsidiary of Maybank Kim Eng Holdings Limited, purchased the shares at the same price.
iv. On the NSE, the shares of CSB Bank closed 2.42% lower at Rs 228.20 per share.

Red Bull Co-founder Dietrich Mateschitz passed away

On 22 October 2022, Dietrich Mateschitz, owner and co-founder of energy drink company Red bull of Austria passed away at the age of 78. He was born on 20 May 1944.
i.He was named as Austria’s richest person by Forbes in 2022 with an estimated net worth of $27.4 billion.
ii.In Formula 1, Red Bull won their first drivers and constructors titles with the German driver Sebastian Vettel at the wheel in 2010.
iii.In the 2022 Formula 1 Aramco United States Grand Prix, the Red Bull Racing won the Constructors Championship.

ii.In 1995, UNGA adopted the resolution A/RES/50/72 and invited the Governments and international and national non-governmental organizations to actively take part in the observance of Disarmament Week.

World Sustainability Day 2022 – October 26 World Sustainability Day - October 26 2022World Sustainability Day is annually observed across the globe on the 4th Wednesday of October to raise awareness of the value of environmental protection and the actions that may be taken. This day is dedicated to Environment.
World Sustainability Day 2022 was observed on 26th October 2022.

  • World Sustainability Day 2021 was observed on 27th October 2021.
  • World Sustainability Day 2023 will fall on 25th October 2023.

Note: World Sustainability Day is observed on different dates depending on the country. For instance, in 2022, the Netherlands celebrated Dutch Sustainability Day (‘Dag van de Duurzaamheid) on October 10th.
Background:
The National Environmental Policy Act (NEPA) of 1969 introduced the idea of sustainable development because air quality, water quality, and other environmental problems were a concern for congress at the time.
Note: NEPA was the 1st major environmental law in the United States. It is often called the “Magna Carta” of Federal environmental laws.
IIT-Madras launches ‘Punch the Plastic’ Campaign as part of World Sustainability Day
Indian Institute of Technology Madras (IIT-Madras), Chennai, Tamil Nadu has launched a ‘Punch the Plastic’ campaign on World Sustainability Day on 26th October 2022.

  • It plans to implement a new method to gather dry and clean plastic packaging for recycling processes like pyrolysis.

Key points:
i. IIT-Madras students, faculty and staff established a “Sustainable Campus Collective” to educate campus inhabitants about waste segregation and reducing water & energy use.
ii. The drive ‘Sustainable Campus Collective’ was launched on 25th October 2022 in the presence of Shanti Sheela Nair, Retired IAS Officer and IIT Madras, Deans, faculty members and students.
Other events launched on the occasion
i. Monkey Proof Food waste Dustbin Hackathon:

  • IIT Madras is working towards creating a larger, more sturdy, and more user-friendly monkey-proof model that can handle both wet and dry garbage.
  • The winner of a hackathon will get funding from the Carbon Zero Challenge 2022.

Delhi L-G Launches One-Time Property Tax Amnesty Scheme ‘SAMRIDDHI 2022-23’Delhi L-G launches one-time property tax amnesty scheme 'SAMRIDDHI 2022-23'SAMRIDDHI 2022-23“, One-Time Property Tax Amnesty Scheme ,a people-friendly initiative of the Municipal Corporation of Delhi (MCD), has been introduced by Vinai Kumar Saxena, Lieutenant Governor (L-G) of Delhi. This scheme will offer significant relief to residents and encourage commercial property owners to end long-standing disputes and associated harassment.

  • SAMRIDDHI is an acronym for Strengthening and Augmentation of Municipal Revenue for Infrastructure Development in Delhi.
  • The scheme will be operational from October 26, 2022, and will conclude on March 31, 2023, with no further extensions.

SAMRIDDHI 2022-23 Scheme
i.The tax amnesty scheme has two options: “One Plus Five” for Residential Properties and “One Plus Six” for Non-Residential Properties.
ii.Residential Property Taxpayers under “One Plus Five” scheme are required to pay the principal amount of property tax for the current year and the previous five years [i.e. FY 2022-23 + FYs 2017-18 to 2021-22], after which 100% interest and penalty on the outstanding tax amount shall be exempted and all previous dues prior to 2017-18 will be waived off. [FY stands for Financial Year].
iii.The “One Plus Six” scheme for Non-Residential Properties requires property owners to pay the principal amount of property tax for the current year and the previous six years [i.e. FY 2022-23 + FYs 2016-17 to 2021-22], after which 100% interest and penalty on the outstanding tax amount shall be exempted, and all prior dues from 2016-17 shall be completely waived off.
iv.If a taxpayer fails to settle his tax dues by March 31, 2023, he will be liable to pay all tax dues, including interest and penalties, since 2004 or from the year it became overdue, and will not be eligible for a waiver.

  • Coercive actions to collect tax dues will be implemented against such defaulters beginning April 1, 2023.

v.If a taxpayer has already paid dues for any of the years 2017-18 or 2016-17 but the payment has not been entered in MCD tax data, they must produce proof of payment so that the tax database may be updated.
vi.Cases where the principal, interest, and penalty were already paid prior to the scheme’s inception would not be reassessed and reopened.

Meghalaya Govt signed MoA with NEEPCO for Hydro Electric ProjectsMeghalaya signs agreement with NEEPCO to commission hydro power plantsOn 25th October 2022, The Power Department of the Government of Meghalaya and North Eastern Electric Power Corporation Limited (NEEPCO) signed a Memorandum of Agreement(MoA) for the development of Wah Umiam Hydro Electric Project (50 megawatts (MW)) Stage-I and Wah Umiam Hydro Electric Project (100 MW) Stage-II.

  • The MoU was signed during a programme held in Shillong, Meghalaya.

  • Prestone Tynsong, Deputy Chief Minister(CM) of Meghalaya attended the programme as Chief Guest.

Background:
i.At present, the Meghalaya government has the capacity to generate only 350 MW and the requirement of the state stands at 650 MW.
ii.The government is working on possible transformations in the power sector to bridge this gap in demand and supply of power.
iii.This MoA with NEEPCO, a Central Public Sector Undertaking(CPSU) is a part of the efforts.
Key Points:
i.Under the MoA, the NEEPCO would set up Umiam stage 1, stage 2 and stage 3 hydropower plants.
ii.The Umiam stage 3 is in the final stage and NEEPCO is expected to start the implementation process soon.
iii.The total generation capacity of the 3 hydroelectric projects is 235 MW.
With a 70% loan, Both Stage-I and Stage-II will cost around Rs 1,750 crore.
iv.The Power Department and NEEPCO will jointly work towards making Meghalaya a surplus producer of power.

Jakson Green to Invest Rs 22,400 Crore for Green Hydrogen Project in RajasthanJakson Green to invest Rs 22,400 cr to set up green hydrogenOn 25th October 2022, Jakson Green Pvt Limited(JGPL), a venture of Jakson Group, signed a Memorandum of Understanding (MoU) with the government of Rajasthan to invest about Rs 22,400 crores to set up a green hydrogen and green ammonia project in Rajasthan.

  • The plant is proposed to be located at Kota, Rajasthan and will be built in phases starting with a 15,000 tons per annum Green Ammonia facility by 2025.

Note: These will be one of the most realistically sized early green ammonia projects in India. 
Signatories:
The MoU was signed by Vish Iyer, Global Chief Commercial Officer(COO) of Jakson Green and Bhaskar S Sawant, Principal Secretary of Energy to the Government of Rajasthan.
Features of the MoU:
i.Under this MoU, Jakson Green will establish a 3,65,000 tons per annum Green Hydrogen & Green Ammonia plant along with an integrated hybrid renewable power complex in a phased manner.
ii.These projects will generate more than 32,000 direct and indirect employment opportunities across various phases of the scale-up, planned between 2023 and 2028
iii.As a part of this MoU, the Rajasthan government will facilitate Jakson Green in
obtaining necessary registrations, approvals, and clearances, and providing incentives, among others.

i.Jakson Green is developing a pipeline of renewable energy, green hydrogen and green ammonia projects across India and abroad.
ii.This is in line with the company’s aim to become a leading developer and integrator of green Hydrogen and green Ammonia assets across select geographies.
