DGQI Assessment for Q3 FY23: MoPSW Ranked 2nd among 66 Ministeries with Score 4.7 MoPSW ranked 2nd amongst the Ministries

Ministry of Ports, Shipping and Waterways (MoPSW) has secured the second position among 66 ministries with an score of 4.7 (out of 5) in the highly influential ‘Data Governance Quality Index (DGQI) assessment for 2022-2023 Q3 (Third Quarter of FY23)’.

  • DGQI Assessment for FY23 was conducted by Development Monitoring and Evaluation Office (DMEO), an attached office of NITI Aayog.
  • The MoPSW’s 2nd position highlighting its commitment to excellence in data governance.

About DGQI:
i.Data Governance Quality Index (DGQI) is prepared by Development Monitoring and Evaluation Office (DMEO), an attached office of NITI Aayog, to enable a comprehensive self-assessment of data preparedness levels with a scorecard of DGQI for the government agencies at the central and state level.
ii.DGQI survey measure the maturity level of administrative data systems and their use in decision-making of various ministries and departments on the implementation of Central Sector Schemes (CS) And Centrally-Sponsored Schemes (CSS).
MoPSW’s Progress: MoPSW’s success in the DGQI assessment is mainly supported by the efforts of the National Technology Centre for Ports, Waterways, and Coasts (NTCPWC) at IIT (Indian Institute of Technology) Madras, which was tasked with improving MoPSW’s Management Information System (MIS) in compliance with DGQI standards.

IDMC Report: 71.1 Million Internally Displaced Worldwide in 2022

More Than 71 Million People Internally Displaced Worldwide In 2022 new

According to the ‘Global Report on Internal Displacement 2023 (GRID 2023): Internal Displacement and Food Security’ released jointly by the Norwegian Refugee Council (NRC) and Internal Displacement Monitoring Centre (IDMC), the number of internally displaced people (IDPs) around the globe reached 71.1 million in 2022, an increase of 20% from 2021.

  • A total of 60.9 million new internal displacements were meanwhile reported in 2022, with some people forced to flee multiple times during 2022.

Internal displacements by disasters– 32.6 million.
Internal displacements by conflict and violence– 28.3 million.
i. Russia’s invasion of Ukraine led to 5.9 million people being forced to move inside Ukraine by the end of 2022,
ii. The overall number of people internally displaced by conflict and violence to more than 62.5 million, a rise of 17% since 2021.
iii. 8.7 million people were internally displaced by the end of 2022 as a result of disasters including floods and starvation, an increase of 45% from 2021.

AIIMS Delhi Partners with WHO, Duke-NUS on Patient Safety, Quality ControlAIIMS Delhi partners with WHO, Duke-NUS on patient safety and quality control

All India Institute of Medical Sciences (AIIMS), Delhi  has collaborated with World Health Organization -South East Asian Regional Office (WHO-SEARO) and Duke-NUS to ensure patient safety and quality control.

  • Under the collaboration, AIIMS will follow the learning curriculum proposed by WHO in collaboration with the Duke-NUS (Institute of Patient Safety & Quality(IPSQ)).

Note – Duke-NUS is a collaboration between Duke University in the United States and the National University of Singapore in Singapore.
Partnership to Overcome Patient Harm
Patient Harm: WHO recognize Patient harm as one of the key concerns in global public health which adversely impacts the financial, social, and psychological well-being of patients.
Initiative Undertaken by AIIMS Delhi:
i.In May 2023, a meeting was held between AIIMS Director, Dr M Srinivas, and WHO and SEARO representatives to advance patient safety and quality of patient care at AIIMS to the level of the global standard of zero avoidable harm.
ii.Under the meeting, AIIMS Delhi has made the announcement of following implementation to address the current challenge in global public health is patient harm, which is a leading cause of avoidable mortality and morbidity.

  • AIIMS Delhi plans to start patient safety and quality control measures with the Department of pediatrics including neo-natalogy and paediatric Surgery including Neonatal Surgery.
  • A core committee for Patient Safety and Quality at AIlMS is being constituted for implementation of advanced patient safety and quality initiatives across various departments.

iii.Key Points:

  • WHO would support through cross sharing of healthcare practices and improvement journeys.
  • Patient Safety Secretariat was set to be created with the Department of Hospital Administration at AIIMS, Delhi to implement the WHO initiatives and eventually becoming a WHO Collaborating Center on patient safety.
  • The Patient Safety Secretariat will coordinate between the WHO and AIIMS Delhi and will also act as a channel to share the best practices being followed at AIIMS on public platforms which will enable dissemination of evidence-based knowledge.

BANKING & FINANCE

Quant Mutual Fund Launched an Open-ended Equity Scheme ‘Quant Business Cycle Fund’Quant Mutual Fund launches Quant Business Cycle FundQuant Mutual Fund has launched an open-ended equity scheme following business cycles-based investing theme named ‘Quant Business Cycle Fund’.

  • The New Fund Offer is open and will close for subscription on May 25 2023.
  • Objective: To generate long-term capital appreciation by investing with a focus on riding business cycles through allocation between sectors and stocks at different stages of business cycles.
  • The performance of the scheme will be benchmarked against NSE (National Stock Exchange) 500 TRI (Total Returns Index).

Key Points:
i.Minimum Application Amount: 

  • The minimum subscription amount for investment in this scheme is Rs 5,000 and in multiples of Re 1 thereafter.
  • The minimum additional purchase/switch in this scheme is Rs 1,000 and in multiples of Re 1 thereafter.
  • The minimum Systematic Investment Plan (SIP) amount for weekly, fortnightly, and monthly SIP is Rs 1,000 and in multiples of Re 1 thereafter.
  • The minimum SIP amount for Quarterly SIP is Rs 3,000 and in multiples of Re 1 thereafter.

ii.The scheme will offer Regular Plan and Direct Plan with Growth and IDCW (income distribution cum capital withdrawal) options.
iii.The scheme will provide long term growth by investing at least 80% of its net assets in equity and equity-related instruments (including equity ETFs (Exchange Traded Funds)) selected on the basis of business cycle.
iv.This fund also plans to invest up to 20% of its net assets into debt & money market instruments (including debt ETFs), up to 20% into Gold & Silver ETFs, or up to 10% in Real estate investment trusts (REITs) and Infrastructure investment trusts (InvITs). Investments in Foreign Securities shall not be more than 20%.

Note – The scheme is suitable for investors who are seeking capital appreciation over the long term. It will have the flexibility to invest across sectors and market capitalization.

RBI: Banks to Commence ‘100 Days 100 Pays’ Campaign for Return of Unclaimed DepositsRBI launches '100 Days 100 Pays' campaignAs per the announcement of Reserve Bank of India (RBI) on May 12, 2023, banks are set to commence a ‘100 Days 100 Pays’ campaign, where they will trace and settle the top 100 unclaimed deposits of every bank in every district within 100 days.The banks will commence the campaign on June 01, 2023.

  • Objective of ‘100 Days 100 Pays’ campaign is to complement the ongoing efforts and initiatives by the RBI to reduce the quantum of unclaimed deposits in the banking system and return such deposits to their rightful owners/ claimants.
  • As per the RBI data, at the end of February 2023, the total amount of unclaimed deposits transferred to the RBI by Public Sector Banks in respect of deposits that have not been operated for 10 years or more was Rs 35,012 crore.

Key Points:
i.Unclaimed Deposits: Balances in savings/current accounts which are not operated for 10 years, or term deposits not claimed within 10 years from date of maturity are classified as “Unclaimed Deposits”.
ii.These amounts are transferred by banks to the “Depositor Education and Awareness” (DEA) Fund maintained by the Reserve Bank of India.
iii.The Reserve Bank, has encouraged its members of the public to identify and approach the bank concerned for claiming such deposits.
iv.Recently, the Reserve Bank has also announced the setting up of a Centralised Web portal for public to search unclaimed deposits across multiple banks.
v.In the backdrop of settling the unclaimed deposits RBI has introduced the ‘100 Days 100 Pays’ campaign for banks to trace and settle the top 100 unclaimed deposits of every bank in every district of the country within 100 days.

PayNearby launches ‘PayNearby Mall’ for Small Businesses & Consumers ahead of ONDC Platform

On 12th May 2023, PayNearby, India’s leading branchless banking and digital network, launched “PayNearby Mall”, a meta-commerce platform to enable the availability of goods and services, in an assisted mode at the last mile.

  • This will soon be integrated with the Open Network for Digital Commerce (ONDC) platform.

Prof. Jayant Vishnu Narlikar Awarded the first ASI Govind Swarup Lifetime Achievement Award 2022
Prof. Jayant Vishnu Narlikar gets the first Astronomical Society of India Govind Swarup Lifetime Achievement Award in PuneOn May 11 2023, Professor Jayant Vishnu Narlikar, an eminent astrophysicist and past president of the Astronomical Society of India (ASI) was awarded the first ASI Govind Swarup Lifetime Achievement Award 2022 for his outstanding contributions to the field of Astronomy and Astrophysics in India.

  • In 2022, ASI celebrated its golden jubilee and instituted the Govind Swarup Lifetime Achievement award for the year 2022, which was named after Professor Govind Swarup (1929-2020), who is widely recognised as the pioneer of Indian radio astronomy.
  • Professor Jayant Vishnu Narlikar is the founding director of Inter-University Centre for Astronomy and Astrophysics (IUCAA) Pune, Maharashtra.

Award Felicitation:
i. The award was announced at the 41st ASI meeting held at IIT (Indian Institute of Technology) Indore, Madhya Pradesh in March 2023.
ii. As Professor Jayant Vishnu Narlikar was unable to attend the meeting. ASI President Professor Dipankar Banerjee visited Pune to present the award to Professor Jayant Vishnu Narlikar in person.
About Jayant Vishnu Narlikar:
i. In 1960, Jayant Vishnu Narlikar won the Tyson Medal for astronomy and during his doctoral studies at Cambridge in the United Kingdom (UK), he won the Smith’s Prize in 1962.
ii. During 1966–72, he served as the founding staff member of the institute of Theoretical Astronomy in Cambridge (UK) established by Fred Hoyle.
Note: He developed the conformal gravity theory, known as Hoyle–Narlikar theory with Sir Fred Hoyle, it synthesises Albert Einstein’s theory of relativity and Mach’s principle.
iii. In 1981, he became a founding member of the World Cultural Council.
iv. In 1988, the Indian University Grants Commission set up IUCAA in Pune, Maharashtra and he became its Founder and Director.
v. During 1994–1997, he was the President of the Cosmology Commission of the International Astronomical Union, he was amongst the first to initiate cosmology research in India.

Other Awards Received by Vishnu Narlikar:
i.In 2004 he was awarded Padma Vibhushan in the field of Science & Engineering and in 1965, he received the Padma Bhushan award from the Indian Government for his research work.
ii.In 2011, the Government of the State of Maharashtra honoured him with the State’s highest civilian award of Maharashtra Bhushan. 
iii.In 2014, the Sahitya Akademi, the premiere literary body in India, selected his autobiography for its highest prize in regional language (Marathi) writing.

About ASI Govind Swarup Lifetime Achievement award:
i. The ASI GovindSwarup Lifetime Achievement Award for Astronomy and Astrophysics has been instituted by ASI and is awarded to senior scientists of eminence once in two years.
ii. As the award is named in honour of ProfessorGovindSwarup, widely regarded as the father of Indian radio astronomy, conceived of and led the construction of the Ooty Radio Telescope (ORT) and the Giant Metrewave Radio Telescope (GMRT) using innovative, cost-effective ideas optimised for the Indian environment.
iii.The award carries a citation and plaque, and a cash prize of Rs 1,50,000.
iv.Nomination Criteria: The nominee must be 60 years of age or above and have an Indian affiliation for the bulk of the work done.
v.The award will not be given posthumously unless the passing away occurs after the process has begun.

2023 Swansea University Dylan Thomas Prize won by Arinze Ifeakandu 
Arinze Ifeakandu wins Dylan Thomas Prize 2023On May 11, 2023 Nigerian writer Arinze Ifeakandu, 28 years was announced as the winner of the 2023 Swansea University Dylan Thomas Prize, for his debut book ‘God’s Children Are Little Broken Things’, a stunning short fiction collection in English language.

  • Dylan Thomas Prize is one of the United Kingdom’s (UK) most prestigious literary prizes, one of the world’s largest literary prizes for young writers, which is named after the Swansea-born writer, Dylan Thomas, and celebrates his 39 years of creativity and productivity.
  • Arinze Ifeakandu was awarded the prestigious £20,000(Pounds) Prize at a ceremony held in Swansea in the UK on the 70th death anniversary of Dylan Thomas.

Note: Dylan Thomas Prize 2022 winner was Patricia Lockwood, an American poet, novelist for her debut novel No One Is Talking About This.
About God’s Children Are Little Broken Things book:
i. God’s Children Are Little Broken Things book was published by the British Publisher Orion, Weidenfeld & Nicolson from London.
ii. The collection of nine stories in the book that examine queer love, family and loneliness against the backdrop of Nigerian society.
Annual International Dylan Thomas Day 2023:
May 14 2023, marks the observation of the 9th Annual celebration of International Dylan Thomas Day, to celebrate the life and work of Welsh poet Dylan Thomas.
Note: 14th May, because it’s the date when Under Milk Wood (a 1954 radio drama by Welsh poet Dylan Thomas) was first read on stage at 92Y The Poetry Center, New York (United States of America) in 1953.
Other Honor of Arinze Ifeakandu:
In 2022 he won the UK’s Republic of Consciousness Prize for the United States and Canada for the book God’s Children Are Little Broken Things.
About Annual Swansea University Dylan Thomas Prize:
i. The International Dylan Thomas Prize was launched in 2006 by Peter Stead, Founder and President, awarded annually for the best published literary work in the English language, written by an author aged 39 or under.
ii. The Prize celebrates the international world of fiction in all its forms including poetry, novels, short stories and drama.
iii. Swansea University is the chief sponsor of the Prize and the Prize is a registered charity.

  • Linda Yaccarino is the current head of New York (United States of America) headquartered NBC(National Broadcasting Company)Universal’s advertising sales and is set to begin her role as a CEO of Twitter in six weeks.
  • Yaccarino is the first female Twitter CEO and also the first to come from a non-tech background.

Key Points:

i.On May 12 2023, Linda Yaccarino left her role as chairman of Global Advertising & Partnerships at NBCU.

ii.Elon Musk, disclosed his transition to the position of executive chair and chief technology officer, overseeing product development, software, and system operations.

iii.Linda Yaccarino as a new CEO will primarily focus on the business operations of the social media platform, which has been struggling to make money.

Note: In 2022, Elon Musk bought the social media platform US Dollar 44billion and had been under pressure to find a lead for Twitter and refocused his attention on some of his other businesses, which include electric carmaker Tesla and rocket firm SpaceX.

i. Linda Yaccarino worked at NBCUniversal since 2011, where she was involved with the launch of its streaming service, and before that she served as an executive vice president in advertising at Turner Entertainment, an American multimedia company for nearly 15 years.
ii. According to the Wall Street Journal in 2012, her negotiating style within the industry earned her the nickname the “velvet hammer”.
iii. In 2014, she joined the Advertising Council, commonly known as the Ad Council, an American non-profit organisation and became chair of the Ad Council’s board of directors from 2021-2022.

Alia Bhatt becomes 1st Indian Global Ambassador of Gucci

Alia Bhatt, a Bollywood actress, producer, and entrepreneur, has been announced as the 1st Indian global ambassador for Gucci, a high-end luxury fashion house based in Florence, Italy.
She will make her 1st appearance as the brand ambassador at the Gucci Cruise 2024 show, to be staged in Seoul, South Korea, at Gyeongbokgung Palace, on 16th May 2023, which will mark the 25 years since the brand opened its first store.

  • Recently, Alia Bhatt made her debut at the MET Gala 2023 on 1st May 2023.
  • The other brand endorsed by Alia Bhatt are Cadbury, Make My Trip, Blenders Pride, Lay’s, Caprese, Manyavar, Cornetto, Titan Raga, Phonepe, Phillips and many more.

NASA Launches 2nd Super Pressure Balloon from New ZealandNASA Launches 2nd Super Pressure Balloon from New ZealandThe National Aeronautics and Space Administration (NASA)’s Scientific Balloon Program has launched a 2nd football-stadium-sized, heavy-lift Super Pressure Balloon (SPB) from Wānaka Airport, New Zealand, on a technology mission aimed for 100 days or more of flight in the Earth’s upper atmosphere.

  • The overall goal of the mission is to test and qualify the SPB technology for flight.
  • This balloon launch is the second and final for NASA’s 2023 New Zealand balloon launch campaign.

NASA conducts SPB launch from New Zealand in collaboration with the Queenstown Airport Corporation, Queenstown Lake District Council, New Zealand Space Agency, and Airways New Zealand.
Note: The 1st Super Pressure Balloon launched on 16th April 2023. It has already completed 3 revolutions about the Earth’s southern hemisphere flying at about 108,000 feet.
Key Highlights:
i.The 2nd Balloon is flying with the Extreme Universe Space Observatory 2 (EUSO-2), a science mission from the University of Chicago, Illinois, that aims to build on data collected during a mission in 2017.
ii. EUSO-2 will detect ultra-high energy cosmic-ray particles from beyond our galaxy as they enter Earth’s atmosphere.
iii. About the Super Pressure Balloon (SPB):

  • Helium-filled and almost the size of a football stadium when completely inflated, the 18.8 million cubic foot (532,000 cubic metres) balloon has an operational float height of around 110,000 feet (33.5 miles).
  • Wānaka, New Zealand, is NASA’s dedicated launch site for mid-latitude, long-duration balloon missions.

iv. NASA’s balloons are fabricated by Raven Aerostar, a world leader in the design and manufacture of aerospace platforms.

Eminent Singer Kalyani Kazi Passed Away

On 12th May 2023, Kalyani Kazi, the eminent singer and the youngest daughter-in-law of poet Kazi Nazrul Islam, passed away in Kolkata, West Bengal, at the age of 87.

  • Kalyani Kazi was a member of the advisory council of Poschimbongo Kazi Nazrul Islam Akademi
  • She was honoured with the Sangeet Mahasamman Award from West Bengal in 2015.

On 10th May 2023, the embassy of Lithuania released a comic titled “First Lithuanian Travelers in India”, which was launched by Diana Mickevičienė, Lithuanian ambassador to India.

  • The comic book, which has been translated into Hindi, has been released as a sign of friendship between the two nations.
  • The comic book depicts real historical personalities men and women from Lithuania whose individual discovery of India was the first recorded connection between the two countries.
  • The comic is based on the historical books, India & Lithuania: A Personal Bond and From Lithuania to Santiniketan Schlomith Flaum & Rabindranath Tagore.

World Migratory Bird Day 2023 – May 13World Migratory Bird Day - May 13 2023United Nations (UN)’s (backed campaign) World Migratory Bird Day (WMBD) is annually observed across the globe on 2 occasions (2 peak days each year), the 2nd Saturday in May and in October, to raise awareness about the importance of migratory birds and their conservation.
World Migratory Bird Day 2023 was observed on 13th May & 14th October 2023.

  • World Migratory Bird Day 2022 was observed on 14th May & 8th October 2022.
  • World Migratory Bird Day 2024 will be observed on 11th May & 12th October 2024.

The Theme of World Migratory Bird Day 2023 is “Water: Sustaining Bird Life”.
i. WMBD was initiated in 2006 by a collaborative partnership among 2 UN wildlife treaties, the Convention on the Conservation of Migratory Species of Wild Animals (CMS) and the Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) and the non-profit organization, Environment for the Americas (EFTA).
ii. The 1st ever WMBD was launched by AEWA and CMS on the weekend of 8-9 April 2006.

International Day of Plant Health - May 12 2023United Nations (UN)’s International Day of Plant Health (IDPH) is annually observed across the globe on May 12 to create global awareness of the importance of plant health to end hunger, reduce poverty, protect biodiversity and the environment, and boost economic development.

  • 12th May 2023 marks the observance of the 2nd International Day of Plant Health.

The theme of International Day of Plant Health 2023 is “Plant Health for Environmental Protection”.
i. The United Nations General Assembly (UNGA) adopted the resolution A/RES/76/256 on 29th March 2022 and proclaimed May 12 of every year as the International Day of Plant Health.
ii. The 1st ever International Day of Plant Health was observed on 12th May 2022.

Himachal CM Sukhu launches 'Him Data Portal' for better deliverance of servicesOn May 12 2023, Himachal Pradesh Chief Minister (CM) Sukhvinder Singh Sukhu launched the ‘Him data portal‘, a common digital platform to improve the delivery of welfare schemes by integrating real-time and accurate data of all government bodies to better serve the public.

  • The launch was made at a conference organised by the Bharti Institute of Public Policy of the Indian School of Business (ISB) on governance and technology at Mohali, Punjab.
  • The portal was developed in collaboration with the Department of Information Technology, Government of Himachal Pradesh.

Benefits of the portal:
i.Objective: The Him Data Portal aims to serve as a one-stop platform to provide easy access to more than 200 datasets with all State-specific information available at the highest accuracy including block and village-level information.
ii.It will improve the efficiency and transparency in the working of the state government.
iii. The data portal will bring valuable data from multiple domains together and help in visualising patterns, gaps, opportunities and connections together.
iv.Smart recovery process and connected system outages to benefit both the public and the state government. Time saving, transparent as well as efficient.
Knowledge Partner: The knowledge partner, Indian School of Business (ISB) in Punjab, would help in making the Himachal Data Portal more useful. The state government and the ISB plans to work together in the fields of education, information technology, forests and governance.

Note: ISB was also invited to set up a Center for Policy Research in Himachal Pradesh.
Project Him Parivar & Him Pulse:
i.Govt of Himachal Pradesh plans to start the project ‘Him Parivar’  from July 2023, which will give a special digital identity to the people of the State. 

  • Information about essential facilities like ration card, family register, electricity, drinking water etc would be available on a single click through Him Parivar Project.

ii.The project will also strengthen the State’s benefit delivery systems through ‘Him Pulse’ which will support and enhance the capacity of Him Parivar in linking digital identity to the delivery of benefits to the targeted population.

  • Him Pulse’ was designed to enhance governance, help with last-mile delivery, and assess the trends of inclusion and exclusion of welfare beneficiaries.

Note – As per the statement of Sukhvinder Singh Sukhu, people associated with the ‘Him Pariyojna’ project would get information about various welfare schemes easily.
