20th India -US Joint Military Exercise YUDH ABHYAS‘ commences in RajasthanIndia, US joint military exercise 'Yudh Abhyas 2024' commences in RajasthanOn September 9, 2024, the 20th edition of the India-United States of America (USA) Joint Military Exercise ‘YUDH ABHYAS’ began at the Foreign Training Node in Mahajan Field Firing Ranges, Rajasthan. It will run until September 22, 2024.

  • YUDH ABHYAS 2024 exercise marks a significant increase in both the scope and complexity of the exercise in terms of military power and equipment.

Background:
i.Exercise YUDH ABHYAS has been held annually since 2004. This year’s exercise involves increased troop strength and advanced equipment.
ii.The 19th edition of YUDH ABHYAS was held in Alaska, USA.
About YUDH ABHYAS 2024:
i.Aim:To strengthen interoperability, camaraderie, and defence cooperation between the two nations
ii.The exercise focuses on enhancing joint counter-terrorism capabilities in a semi-desert environment under Chapter VII of the United Nations (UN) Charter.
iii.Indian and US troops will rehearse tactical drills, including joint responses to terrorist actions and combined field training.
iv.It marks a significant increase in complexity and scope, promoting shared best practices in joint military operations.
Participants:
i.The IA contingent comprising 600 personnel is being represented by a battalion of the RAJPUT Regiment along with personnel from other arms and services.
ii.The USA contingent comprising 600 personnel will be represented by the troops of 1-24 Battalion of the Alaska based 11th Airborne Division of the USA Army.

Pradhan Mantri Kisan Maandhan Yojana Completes 5 Years of Successful ImplementationFive Successful Years of Pradhan Mantri Kisan Maandhan YojanaThe Pradhan Mantri Kisan Maandhan Yojana (PM-KMY), a Central Sector Scheme (CSS) which provide social security to all landholding Small and Marginal Farmers (SMFs) across the country, has completed 5 years of successful implementation.

  • PM-KMY was launched on 12th September, 2019 by the Prime Minister (PM) Narendra Modi at Ranchi, Jharkhand.
  • The scheme is being administered by Ministry of Agriculture and Farmers Welfare (MoA&FW) in partnership with Mumbai(Maharashtra) based Life Insurance Corporation of India (LIC).

Key Points:
i.PM-KMY is a voluntary and contributory pension scheme for SMFs which aims to ensure better income for farmers of the country after they reach their old age.
ii.Under the PM-KMY, eligible SMFs receives a fixed monthly pension of Rs 3,000 after attaining the age of 60 years, provided they meet the exclusion criteria of the scheme.

Indian Army & IAF Signed MoU with GSV To Enhance Logistics ExpertiseIndian Army and Indian Air Force signs MoU with Gati Shakti VishwavidyalayaThe Indian Army (IA) and the Indian Air Force (IAF) have signed a Memorandum of Understanding (MoU) with Gati Shakti Vishwavidyalaya (GSV) to enhance the logistics capabilities of the Indian Armed Forces.
Key People:The MoU was signed in presence of Union Minister Rajnath Singh, Ministry of Defence(MoD); General Anil Chauhan, Chief of Defence Staff (CDS), MoD and Union Minister Ashwini Vaishnaw, Ministry of Railways (MoR) in New Delhi, Delhi.
Note: Vadodara(Gujarat) based GSV, formerly known as the National Road Transport Institute (NRTI) is India’s first University in the Transportation and Logistics sectors, which was established through an Act of Parliament in 2022.
About MoU:
i.The MoU aims to strengthen the logistics expertise of the IA and IAF by ensuring the development of in-house knowledge and skills essential to modern logistics operations.
ii.It is in line with national development strategies such as the National Logistics Policy (NLP) 2022 and the Pradhan Mantri Gati Shakti National Master Plan (PMGS-NMP) 2021.
iii.It will improve the ability to use knowledge, creativity, and collaboration to meet the dynamic demands of modern warfare.

MoD Signed Rs 26,000 Crore Contract with HAL for 240 AL-31FP Aero EnginesDefence Ministry Signs ₹26,000 Crore Contract with HAL for 240 AL-31FP Aero EnginesOn 9th September 2024, the Ministry of Defence (MoD) signed a contract worth Rs 26,000 crore with Hindustan Aeronautics Limited (HAL) for procurement of 240 AL-31FP Aero Engines for Su-30MKI aircraft of the Indian Air Force (IAF). This contract marks a major step in India’s drive towards self-reliance under the Aatmanirbhar Bharat initiative.

  • The contract was signed and exchanged between the senior officials of MoD and HAL in the presence of Giridhar Aramane, Secretary, MoD; Sanjeev Kumar, Secretary of Defence Production, MoD and Air Chief Marshal V.R. Chaudhari, Chief of the Air Staff (CoAS), India in New Delhi, Delhi.

Note: On 2nd September 2024, the Cabinet Committee on Security (CCS) chaired by Narendra Modi, Prime Minister (PM) of India approved the proposal for procurement of 240 AL-31FP Aero Engines from HAL.
Key Points of the contract:
i.As per the contract, these aero-engines will be manufactured at Koraput division of HAL in Koraput district, Odisha. It aimed to fulfill the requirements of IAF to sustain the operational capability of the Su-30 fleet for the defence preparedness of the country.
ii.HAL will supply 30 Aero-engines annually as per the contract delivery schedule. The delivery all 240 aero-engines, expected to be completed over the period of next 8 years.
iii.By the end of the delivery of the programme, HAL aims to enhance the indigenization content up to 63%, up from current average of more than 54%.
About Su-30MKI Aircraft:
i.It is a multi-role air fighter jet designed especially for the IAF by Russian manufacturer Sukhoi and assembled by HAL.

  • At present, the IAF has a fleet of 259 Su-30 MKIs.

ii.It is equipped with two AL-31FP turbofan engines and has maximum speed of Mach 2.
iii.It has a strike range of 3,000 kilometer (km) that can extend to 8,000 km with in-flight refueling.

UNGA Declares July 6 as ‘World Rural Development Day’UN General Assembly declares July 6 as ‘World Rural Development Day’On 6 September 2024, The United Nations General Assembly (UNGA) unanimously adopted a draft resolution (A/78/L.84/Rev.2) proclaiming 6th July of every year as “World Rural Development Day” (WRDD).

  • The first-ever United Nations (UN’s) World Rural Development Day will be observed on 6 July, 2025.
  • The establishment of WRDD is to call for global attention and response to accelerate actions on rural development to meet the Sustainable Development Goals (SDGs) in 2030.
  • The resolution was initiated by Bangladesh and supported by a core group of countries comprising India, Nepal, Peru, the Philippines, Sri Lanka, Thailand, etc.

Nepal Becomes 101st full Member of International Solar AllianceNepal Becomes 101st Member Of International Solar AllianceNepal has become the 101st country to join the International Solar Alliance(ISA) as a full member. The Instrument of Ratification for the same was exchanged between Nepal’s Charge d’ affairs Dr. Surendra Thapa, and Abhishek Singh, Joint Secretary Economic Diplomacy Multilateral Economic Relations (ED&MER), Ministry of External Affairs (MEA), India during a meeting in New Delhi, Delhi.

  • In June 2024, Paraguay became the 100th full member of ISA.

About International Solar Alliance (ISA):
i.The ISA was established in 2015 as a joint effort by India and France to mobilize efforts against climate change through the deployment of solar energy solutions.
ii.It was conceptualized on the sidelines of the 21st Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Paris in 2015.
Key Points:
i.Its purpose is to endorse clean energy, a sustainable environment, public transport, climate, and deploying cost-effective and transformational solutions through solar energy, especially in the Least Developed Countries (LDCs) and the Small Island Developing States (SIDS).
ii.ISA’s ‘Towards 1000’ strategy targets mobilizing USD 1 trillion investments in solar energy by 2030, providing clean energy access to 1 billion people, and installing 1 terawatt (TW)/1000 Giga Watt (GW) of solar energy capacity.

IATA Announces Theme for 2024 World Safety and Operations Conference
The Montreal (Canada)-based International Air Transport Association (IATA), the trade association for the world’s airlines, has announced the theme for its 2nd World Safety and Operations Conference (WSOC) 2024 as “Embracing Innovation and Technology for Safe and Efficient Operations.”

  • WSOC will take place from 1-3 October 2024 in Marrakech, Morocco, hosted by Royal Air Maroc (RAM), the largest national airline of Morocco, with routes for over 80 countries across the world.

i.WSOC 2024 is a forum for industry leaders and experts to share knowledge and make the industry more resilient, focusing on addressing challenges like regional conflicts, cybersecurity threats, extreme weather, etc.
ii.WSOC 2024 will feature over 45 hours of expert sessions over 4 tracks (Safety, Cabin, Flight Operations, and Crisis Management).
iii.It will provide over 15 hours of exclusive networking opportunities and will highlight the latest innovative solutions from sponsors and exhibitors.
Note: The 1st IATA WSOC took place in Hanoi, Vietnam in September 2023 under the theme “Leadership in Action: Driving Safer and More Efficient Operations.”

SBI Launches 3 New Offerings To Ease Payments For CommutersSBI introduces 3 new offerings to ease payments for commutersThe State Bank of India (SBI) has launched three new offerings namely MTS RuPay NCMC prepaid card, the OneView mobile Application (App), and an advanced design for the SBI FASTag to enhance convenience, security, and efficiency for the daily commuters.

  • These offerings are designed to simplify payment processes and contribute to India’s overall goal of digital Financial Inclusion (FI).

MTS RuPay NCMC prepaid card:
i. MTS RuPay NCMC prepaid card, India’s first of its kind, was created to provide a seamless, offline payment solution for National Common Mobility Card (NCMC) – enabled transport systems, including metro rails, buses, ferries, tolls, and parking.
ii.It also allows commuters to make payments in places with limited internet availability.
OneView mobile App:
i.OneView mobile App is designed to handle SBI’s NCMC Prepaid Cards, allowing customers to top-up, track, and manage their cards from a single platform.
ii.It provides the customers a convenient and effective way to manage transit payments, streamline the process and improve the entire customer experience.
SBI FASTag:
i.The SBI has introduced an advanced design for its FASTag in the Vehicle Class (VC-04) category such as Car, Jeep, Van, etc.
ii.It is designed to improve vehicle identification and toll collection efficiency, reducing travel time for commuters across India.
iii.This enhanced FASTag technology is a key component of SBI’s efforts to improve the convenience and speed of toll payments, resulting in smoother and faster journeys for millions of road users.
iv.It reduces chargebacks for incorrect issuance and increases revenue for the government by recovering the correct toll fee.
Note: FASTag is a device that uses Radio Frequency Identification (RFID) technology to facilitate toll payments directly from a prepaid or savings account linked to it.

US Government to Partner with IIT Madras Research Park for SE, GH, EVs, & Batteries, and GBs
The Government of the United States of America (USA) and the Indian Institute of Technology Madras Research Park (IITMRP) in Chennai, Tamil Nadu (TN) will partner to work in 4 broad areas namely, Solar energy (SE), Green Hydrogen (GH), Electric Vehicles (EVs), and Batteries, and Green Buildings (GBs).

  • The partnership aims to bring together researchers, academia, and industry from both countries to build an ecosystem in these 4 areas.
  • Dedicated working groups will be established to focus on each area, with one member from the American government and one from the IITMRP.
  • The USA will assist TN in cleaning the Cooum River, leveraging expertise from San Antonio.

Note: TN accounts for 9% of India’s carbon dioxide (CO2) emissions but 25% of carbon offsets. TN’s workforce is inclusive with high women participation (41% compared to India’s 19% average).

  • Union Minister Amit Shah has been holding the position of Chairperson of the Committee from 2019 to 2024.
  • The committee was reconstitute during a meeting of held in New Delhi, Delhi.

Points to Note:
i.The Department of Official Language, MHA is developing software for automatic translation of languages in the 8th Schedule on a technical basis.
ii.2024 marks the 75th year since Hindi was accepted as the official language.

  • A large conference is being organised at Bharat Mandapam in Delhi to mark the 75th year.

About the Official Language:
i.The Constituent Assembly accepted Hindi, written in the Devnagari Script as the Official Language of the Union of India based on the Munshi-Ayyangar formula, on 14 September 1949.

  • The Munshi-Ayyangar Formula was proposed in 1950, which recommended Hindi in Devanagari Script to be the Official Language in India along with English for an interim period (15 years).

Note: The Committee of Parliament on Official Language aims to increase Hindi’s acceptance without competing with other Indian languages.
Committee of Parliament on Official Language:
i.The Committee of Parliament on Official Language was established in 1976 under the provisions of Section 4 of the Official Languages Act, 1963.
ii.It is a high-powered committee responsible for reviewing the progress made in the use of Hindi in the official work of the Union.
iii.The committee consists of 30 Members of Parliament (MPs):

  • 20 from the Lok Sabha (lower house of Parliament)
  • 10 from the Rajya Sabha (upper house of Parliament)

iv.The committee is headed by a chairperson, typically a senior Cabinet Minister.

  • Members are nominated by the Speaker of Lok Sabha and the Chairman of Rajya Sabha respectively.

Functions:
i.Review the progress of the use of Hindi in government offices and institutions.
ii.Suggest measures to promote the use of Hindi in official communications.
iii.Submit reports to the President of India on its findings and recommendations.

NSPL, subsidiary of Nibe Limited, is Set to Establish India’s 1st Earth Observation Satellite ConstellationNibe Limited announces setting up India's first earth observation satellite constellationOn 8th September 2024, Nibe Space Private Limited (NSPL), a subsidiary of Nibe Limited, has announced plans to set-up India’s 1st multi-sensor, all-weather, high-revisit Earth Observation Satellite Constellation (EOSC) at an event held in Mumbai, Maharashtra.

  • It aims to promote India’s defence and space capabilities while promoting self-reliance in the strategically important defence-space sector.

Key Dignitaries: Dr. Samir V. Kamat, Secretary, Department of Defence Research & Development (DDR&D) and Chairman of Defence Research and Development Organisation (DRDO); Jayant Patil, Executive Council Member at Larsen & Toubro (L&T); Ashish Chauhan, Managing Director (MD) and Chief Executive Officer (CEO), National Stock Exchange (NSE) Limited, among others were present at the event.

  • While, Union Minister Nitin Gadkari, Ministry of Road, Transport and Highways (MoRTH); and Radhakrishna Vikhe Patil, Minister of Revenue, Government of Maharashtra virtually attended the event.

Key Points:
i.During the event, NSPL has signed Memorandum of Understandings (MoUs) with leading Indian and global infrastructure and defence companies to collaborate as a Consortium.
ii.The consortium includes L&T, Centum Electronics Limited (CEL), Space Fields, SISIR Radar Private Limited, CYRAN AI Solutions Private Limited, Agnikul Cosmos Private Limited, DV2JS Innovation Limited Liability Partnership (LLP), Cannes (France)-based Thales Alenia Space and Thales India Private Limited, which will serve as the technology partner.
iii.The consortium will provide equipment, services, skills, systems and support services, among others, to build and operate a Private Earth Observation Constellation and corresponding ground segment to offer this constellation on a leased or user-definable exploitation model.
iv.Through this consortium, NSPL aims to deploy a constellation of 40 Low-Earth Orbit (LEO) satellites over the next 5 to 6 years. The constellation will offer high-resolution imagery and enhanced revisit times for defence and strategic purposes.

Curcuma ungmensis : New Curcuma Species Discovered in Nagaland
Researchers have discovered a new species of Curcuma named ‘Curcuma ungmensis’ in Nagaland.

  • The detailed research findings were published in the international journal Phytotaxa.

Renowned Film scholar Aruna Vasudev, ‘Mother of Asian Cinema’ Passed Away
Aruna Vasudev, a renowned Indian film scholar, critic, festival curator and painter, has passed away at the age of 88 in New Delhi(Delhi). She was born in 1936 in British India.

  • She was called by the nickname ‘Mother of Asian Cinema’, renowned for raising interest and knowledge on Asian film cultures around the world.

i.In 1988, Aruna Vasudev launched ‘Cinemaya: The Asian Film Quarterly’, a pioneering film magazine specialised to Asian cinema published in Delhi.
ii.In 1991, she established the independent non-profit organisation Network for the Promotion of Asian Cinema (NETPAC), which is committed to the propagation of films from across the continent.
iii.She had also directed around 20 documentaries, and edited several books, including a translation from French into English of Jean-Claude Carriere’s “In Search of the Mahabharata: Notes of Travels in India with Peter Brook”.
iv.She has won numerous awards which includes the France’s highest cultural awards Officier de l’Ordre des Arts et des Lettres (Officer of the Order of Arts and Letters) in 2019 and the first Satyajit Ray Memorial Award by Fédération Internationale de la Presse Cinématographique-International Federation of Film Critics (FIPRESCI) India.

15th Himalaya Diwas – 9 September 2024Himalaya Diwas, also known as Himalaya Day, is annually observed across India, especially in the state of Uttarakhand on 9 September to raise awareness about the importance of the Himalayan mountain range and its ecosystem.

  • 9 September 2024 marks the 15th edition of Himalaya Diwas.

Background:
i.Himalaya Diwas was first observed in Uttarakhand in 2010 as an initiative of a group of environmentalists including Sunderlal Bahuguna, Anil Prakash Joshi, and Radha Behen.
ii.In 2014, Harish Rawat, the then Chief Minister (CM) of Uttarakhand officially declared September 9 as ‘Himalaya Diwas’, to promote conservation of the Himalayan ecosystems across the state.
iii.In 2015, the Uttarakhand government began celebrating Himalaya Diwas officially, with the 1st State government-recognized observance held on 9 September 2015.

The Ministry of Home Affairs (MHA) has appointed Manish Kumar Gupta, a 1991 batch Indian Administrative Service (IAS) officer of Arunachal Pradesh (AR), Goa, Mizoram and other Union Territories (AGMUT) cadre, as the new Chief Secretary (CS) of AR with immediate effect.

  • He replaced CS Dharmendra, who has been appointed as Chief Secretary (CS) of Delhi.
  • He has served as the Principal Secretary of MHA and as the Additional CS in the Delhi administration.
