On May 5, 2020 The National Institution for Transforming India(NITI) Aayog in association with Piramal Foundation(the philanthropic arm of the Piramal Group) launched virtually the ‘Surakshit Dada-Dadi & Nana-Nani Abhiyan’ campaign to ensure well being of senior citizens during the COVID-19 pandemic.Key Points
i.Aim of the campaign– To create awareness about various aspects of senior citizens’ health and lifestyle including preventive measures and requisite behavioural changes in view of COVID-19 pandemic.
ii.It focus on behaviour change, access to services, early detection & tracking of COVID-19 symptoms
iii.The campaign will reach over 2.9 million senior citizens in 25 Aspirational Districts across Assam, Bihar, Jharkhand, Madhya Pradesh(MP), Maharashtra, Rajasthan & Uttar Pradesh(UP)
What are Aspirational Districts?
These are districts in India, that are affected by poor socio-economic indicators. Improvement in these districts can lead to the overall improvement in human development in India.
Gist about Aspirational Districts Programme(ADP)
i.It was launched by Prime Minister Narendra Modi in January 2018 with a vision of a New India by 2022 where the focus is to quickly and effectively transform these districts
ii.Aim- to improve the socio-economic status of 117 districts from across 28 states.
iii.Objective-Â to monitor the real-time progress of aspirational districts.
iv.The 3 core principles of the programme are:
Convergence(of Central & State Schemes), Collaboration(among citizens and functionaries of Central & State Governments including district teams), and Competition among districts.
v.ADP is based on 49 key performance indicators (81 data points) identified from the 5 themes namely: Health & Nutrition, Education,Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure.
vi.Primarily it is driven by the states, where ADP focuses on the strengths of each district, identifies low-hanging fruits for immediate improvement, measures progress, ranks districts and prioritizes the attainable outcomes for immediate improvement.
vii.At the Government of India level, the programme is anchored by NITI Aayog. In addition, individual Ministries have assumed responsibility to drive the progress of districts.
viii.It is one of the largest experiments on outcomes-focused governance in the world.
