On 10th March 2022 The SKOCH Group, a delhi-based think tank released the SKOCH Governance Report Card for 2021, in New Delhi ranking the states according to their performance in various projects at state, district and municipal level.
- Andhra Pradesh has retained its top position for the 2nd consecutive year and secured 1st in star state category whereas Telangana has showed good improvement by securing 6th position and entered into performer state category.
- Andhra Pradesh also bagged top position in police and safety, agriculture, district administration and rural development.
- The states or Union Territories that have slipped from their ranking in the previous year are Tamil Nadu, Karnataka, Kerala, Punjab, Uttarakhand, Delhi, Jharkhand, Arunachal Pradesh, Tripura and Sikkim.

i.The SKOCH State of Governance report is an annual report that studies project-level outcomes across various states of India.
ii.The SKOCH State of Governance report also maps the shifting interests of different state governments and provides valuable insights into governance trends and opportunities.
- In 2021, focus has been shifted towards Agriculture, Ease of Doing Business, Finance & Revenue, Power & Energy, Social Justice & Security, Urban Development and Water.
- In 2022, the focus might be shifted towards education because of increasing educational institutes after a substantial period.

According to the ranking, the states are divided in 4 categories, namely, Star states, Performer states, Catching-up states and Other States.
