MP cabinet approves 'Learn and Earn' schemeOn May 17 2023, the State Cabinet of Madhya Pradesh chaired by Chief Minister (CM) Shivraj Singh Chouhan announced a new scheme named ‘Mukhyamantri Sikho Kamao Yojana’ (Chief Minister Learn and Earn Scheme) to provide opportunity to learn skills for unemployed youths of the state.

Objective:

  • To provide employment-oriented skill training to about a lakh youth of MP.
  • The scheme will also provide stipend to the youths along with training, skill upgradation which will boost employment opportunities and pave the way for a better way of earning.

Eligibility:

Candidates accommodated in Madhya Pradesh and aged between 18 and 29, with a minimum educational qualification of 12th class, ITI (industrial training) are eligible for the scheme.

Features:

i. 703 work areas types including: Engineering, Tourism, Hotel Management, Hospital, Railway, ITI, Software Development, Banking, Chartered Accountant, Industries, and other financial services have been identified for training.

ii. Establishments working in media, art, law and legal services, education-training and service sectors will also be included in the scheme.

iii. It will also provide industry-oriented training to the trainees, proficiency in latest technology and processes, thereby enhancing their regular employability.

iv. State Council for Vocational Training (SCVT) certificate will be given by the Madhya Pradesh State Skill Development and Employment Generation Board (MPSSDEGB) to the candidates who pass.

Note: Industrial and private institutions of India and Madhya Pradesh will be connected with the scheme.

  • 75% of stipend will be paid by DBT (Direct Benefit Transfer) to the trainee on behalf of the state government. The concerned establishment will have to deposit 25% of the prescribed minimum stipend in the bank account of the trainee.

Committee for the Scheme:

i. Chief Secretary of Madhya Pradesh, Iqbal Singh Bains will be the chairperson of the Empowered Committee that will operate the scheme.

ii.Member secretary – Manu Srivastava, Additional Chief Secretary/Principal Secretary of Skill Development and Employment Department.

iii.Members –  Additional Chief Secretary/Principal Secretary of Finance, Industrial Policy and Investment Promotion, Micro-Small and Medium Enterprises, Labour, Higher Education and Technical Education Departments of MP.

Registration:

i. The registration of establishments for training the youths will begin on 7th June 2023 and the registration of youths will start from 15th June 2023.

ii. From August 1 2023, the youth will start working/get training and the first monthly stipend will come on August 31.

Additional Info:

Workshops will be held between May 22, 2023 to June 6, 2023 in Pune (Maharashtra), Bengaluru (Karnataka) and Noida (Uttar Pradesh) to link key establishments with the scheme.

Also, activities/workshops will be conducted at the divisional and district level from June 1 2023 to June 14 2023 for the purpose of giving information about the scheme.
