Note:After Kerala’s Ayyankali Urban Employment Guarantee Scheme (AUEGS), Jharkhand is the 2nd state in the country to launch a job guarantee scheme for the urban poor.
Aim of the scheme:
To provide guaranteed employment for unskilled poor workers in urban regions to increase employment amid the COVID-19 pandemic.
About the Mukhyamantri SHRAMIK Yojna:
i.This scheme will provide provision for unemployment allowance if the local body fails to provide a job within 15 days.
ii.The works will be divided into various categories like cleanliness, water harvesting, tree plantation, public works construction or repair and managing shelter homes.
iii.For the first 30 days of unemployment, the worker will be provided one-fourth of the wages which will be reduced into half in the second month and in the third month without employment the worker will be provided basic minimum wage which will be 40% higher than the Rs.194/day provided under MGNREGS.
iv.The minimum wage per day in Jharkhand ranges from Rs 274.81 to Rs 438.39 based on the skill of the workers.
v.Urban workers will be registered and will be provided with job cards similar to the labours of MGNREGS.
Criteria to apply for urban job card:
- The person should be aged 18 years or above.
- Should be a resident of the urban areas since April 1 2015.
- Shouldn’t have MGNREGS card in rural areas.
- Workers staying in government shelters for at least 3 years are also eligible for this scheme.
Key Points:
i.The scheme is formulated and scheduled to roll out after the approval of the state cabinet through the state urban livelihood mission this scheme will be conducted by the urban development and housing department.
ii.Nodal officers of this scheme will be Municipal commissioners, executive offices or special officers of municipal bodies.
iii.The skill mapping of 2.5 lakh workers done by Jharkhand Rural Development Department has revealed that around 30% of the migrant workers are unskilled labourers.
