NATIONAL AFFAIRS

Govt Approves 4  major rail projects worth Rs. 24,634 crore across Four StatesIn October 2025, the Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister (PM) Narendra Modi, approved 4 railway multi-tracking projects of the Ministry of Railways (MoR) with a total cost of Rs. 24,634 crore (cr).

• These initiatives are part of the PM Gati Shakti National Master Plan(PMGS-NMP), which aims to enhance connectivity, reduce congestion, and support economic growth across Maharashtra, Madhya Pradesh(MP), Gujarat, and Chhattisgarh.

Details of Approved Projects:
Projects: The 4 projects covering 18 districts in Maharashtra, MP, Gujarat and Chhattisgarh will increase the existing network of Indian Railways(IR) by about 894 kilometre (km). The projects are:

• Maharashtra: Addition of 3rd and 4th lines between Wardha–Bhusawal, spanning 314 km.
• Maharashtra & Chhattisgarh: Construction of 4th line between Gondia–Dongargarh, covering 84 km.
• Gujarat & MP: Development of 3rd and 4th lines between Vadodara–Ratlam, stretching 259 km.
• MP: Establishment of 4th line on Itarsi–Bhopal–Bina corridor, covering 84 km.

Connectivity: The approved multi-tracking project will enhance connectivity to approximately 3,633 villages, which are having a population of about 85.84 lakh and two Aspirational Districts (Vidisha(MP) and Rajnandgaon(Chhattisgarh)).
Prominent destinations: The project provides rail connectivity to prominent destinations such as Sanchi Stupa(MP); Satpura Tiger Reserve(MP); Hazara Falls(MP); Bhimbetka Rock Shelters(MP); and Nawegaon National Park (Maharashtra). etc. attracting tourists from across the country.
Sustainability: These initiatives of Railways are expected to generate an additional freight traffic capacity of 78 million tonnes per annum (MTPA).

• The initiatives will lower oil imports by approximately 28 cr litres and cut CO₂ (Carbon dioxide) emissions by about 139 cr kilograms (kgs), equivalent to planting six cr trees.

DRDO launches IRSA 1.0 standard to build compatibility in Military Services Communication
In October 2025, the Defense Research and Development Organization (DRDO), in collaboration with the Integrated Defense Staff (IDS) and the Tri-Services (i.e., Indian Army(IA), Indian Navy(IN) and Indian Air Force(IAF)), formally released ‘Indian Radio Software Architecture (IRSA) standard 1.0 ’  to enable interoperability in Military Communication, during the National workshop organized at DRDO Bhawan in New Delhi, Delhi.

• Dr Samir V Kamat, Secretary of Department of  Defense Research and   Development(DD R&D) and Chairman DRDO was the Chief Guest of the event. Air Marshal Ashutosh Dixit, Chief of Integrated Defense Staff(CISC), and Dr Rajat Moona, Director IIT (Indian Institute of Technology) Gandhinagar, Gujarat were the Guests of Honour.

About IRSA:
Specification: IRSA is a comprehensive software specification for Software Defined Radios (SDR), defining standardized interfaces, APIs (Application Programming Interface) , execution environments, and waveform portability mechanisms.
Purpose: It is designed to ensure waveform portability, SDR Interoperability, Certification and Conformance.
Background: The initiative began in 2021, with a core technical team led by DRDO initiating work in 2022. After extensive reviews and consultations, IRSA version 1.0 was approved and released.
Milestone: It has become India’s first national specification defining a standardized software architecture for SDRs.

IIT Madras Signed MoU with Indian Navy to Strengthen Research and Technology Collaborations
In October 2025, the Indian Institute of Technology Madras (IIT Madras) and the Indian Navy (IN) signed a Memorandum of Understanding (MoU) to collaborate in the areas of naval technology, ocean structures, and advanced engineering solutions, at the IIT Madras campus, Chennai, Tamil Nadu (TN).

• The MoU was signed by Brigadier Rajesh Karel, Senior Deputy Director General (Sr DDG) & Chief Engineer, Directorate General of Naval Projects (DGNP), Mumbai (Maharashtra), and Professor. Ashwin Mahalingam, Dean (i/c), Industrial Consultancy & Sponsored Research (ICSR), IIT Madras.

About the MoU between IIT Madras and Indian Navy:
Objective: To combine IIT Madras’ research expertise with the Indian Navy’s operational experience.
Implementation: A Joint Steering Committee (JSC) comprising representatives from IIT Madras and the Indian Navy will oversee project execution, knowledge sharing, and prototype development.
Maritime Technologies: Enhancing ship design, hydrodynamics, structural resilience, renewable energy integration, and computational and experimental analysis of ocean structures.
Research Infrastructure: The Department of Ocean Engineering at IIT Madras features world-class resources, including one of Asia’s largest towing tanks, enabling experimental studies in ship hydrodynamics, resistance, propulsion, and manoeuvring.

GoI Unveiled India-AI Impact Summit 2026 Logo Unites Ethics, Heritage and Modern AI Vision
In October 2025, the Government of India (GoI) unveiled the logo of the India-Artificial Intelligence (AI) Impact Summit 2026 which is scheduled to be held from February 19 to February 20, 2025 at Bharat Mandapam in New Delhi, Delhi.

• The selection of logo for the summit was done through the Logo Design Contest, hosted on the MyGov platform from May 28 to June 12, 2025.
• The logo for India-AI Impact Summit symbolizes the blend of tradition (Ashoka Chakra), diversity (color gradient) and clarity (typography).

Selection Process:
Final Entries Reviewed by: The Emerging Technologies team under the Ministry of Electronics and Information Technology (MeitY), who undertook the process of winner selection, had reviewed the final entries for the logo.
Winner: Out of total 599 entries submitted on MyGov platform, the design of Ajith P. Suresh was finalized for the logo.
Key Features of Logo:
Ashoka Chakra at its Centre: The winning logo for the summit features Ashoka Chakra at its centre, an emblem of ethical governance, justice, and constitutional values.
Neural Network Flares: From its centre, neural network flares radiate outward, which represents AI’s transformative impact across languages, industries, and geographies to drive inclusive progress.
Vibrant Gradient & Typography: The colour gradient sweeping across the logo represents innovation and inclusivity which further reflects diverse industries, cultures, and communities that are part of the AI revolution.

• While, clean and modern typography reflects clarity and trust, ensuring robust recall and relevance across digital and print platforms.

INTERNATIONAL AFFAIRS

ILO’s State of Social Justice Report 2025: Inequality and Decline of Trust in Institutions Hinders Social Justice WorldwideIn September 2025, the International Labour Organisation (ILO) released its latest report titled ‘The State of Social Justice 2025: A work in progress’, highlighted that the world is wealthier, healthier and better educated than in 1995, progress remains uneven, with inequality reduction stalling and benefits not equally shared.

• The report was released ahead of the 2nd World Summit for Social Development(WSSD) scheduled to be held in Doha, Qatar in November 2025.

Key Progress:
Child Labour: The report showed that Child labour among those aged between 5-14 years, has decreased from 250 million (1995) to 106 million (2024).

• Also, the rate of child labour has declined from 20.6% (in 1995) to 7.8% (in 2024).

Poverty Rates: The report showed that extreme poverty rate decreased from 4 in 10 people (in 1995) to 1 in 10 (in 2023).

• It further showed that working poverty declined significantly to 6.9% (in 2024) compared to 27.9% (in 2000).

School Completion Rates: Since 2000, school completion rates in primary and secondary schools increased by 10% and 22%, respectively.
Persistent Deficits:
Poverty: The report showed that despite decrease in poverty rates, 800 million people still live on less than USD 3 per day.
Access to Clean Water: As per the report, 1 in 4 people still lacks access to safely managed drinking water.
Wealth and Income: The report highlighted that top1% of the world’s population holds 20% of income and 38% of wealth.

RBI links Bharat Connect, FX-Retail to facilitate dollar transactionsIn October 2025, the Reserve Bank of India (RBI) Deputy Governor (DG) T. Rabi Sankar, launched a pilot on the linkage of FX (Forex)-Retail platform of the Clearcorp Dealing Systems (India) Ltd. (Clearcorp) with the Bharat Bill Payment System (Bharat Connect).

Key Highlights
Background: The FX-Retail platform operated by the Clearcorp, was launched in 2019, with the objective of bringing greater transparency and fairness in the pricing of foreign exchange for its users.

• The platform is currently accessible through an internet-based application, and to broaden its reach and enhance the overall user experience, the linkage was first proposed by the RBI in December 2024.

Launch Place: The pilot was launched in the ‘Global Fintech Fest (GFF) 2025’ at the Jio World Convention Centre, Mumbai, Maharashtra.
Purpose: The linkage will allow individual customers with bank accounts at participating banks to register and transact on the FX-Retail platform through the banks’ digital channels and via Third Party Application Providers (TPAPs).
Pilot mode: The pilot is being made available to the customers of Axis Bank, Federal Bank, ICICI Bank, State Bank of India (SBI) and Yes Bank.

• The customers of these banks can access FX-Retail through CRED and Mobikwik applications to purchase (United States) US Dollar against the Indian Rupee on a ‘value cash’ basis.
• The platform supports transactions for foreign exchange outward remittances, loading of foreign exchange cards, and physical delivery of foreign currency notes.
• Additionally, the customers of Federal Bank and SBI can also access FX-Retail through the internet banking applications of these banks

About Global Fintech Fest:
The Payments Council of India (PCI), National Payments Corporation of India (NPCI), and Fintech Convergence Council (FCC) is organising the GFF 2025, Scheduled from October 07-09, 2025, at the Jio World Convention Centre, Mumbai, India.

• The theme of GFF 2025 is “Empowering Finance for a Better World – Powered by AI: Augmented Intelligence | Innovation | Inclusion.”

NPCI Launches New Subsidiary ‘NTSL’ to Boost Payments Innovation in IndiaIn October 2025, the National Payments Corporation of India (NPCI), apex body that regulates the retail payment and settlement system in India, launched its new tech subsidiary ‘NPCI Tech Solutions Limited (NTSL)’, aimed at promoting experimentation and breakthrough innovations in the financial technology (fintech) sector.

• The announcement was made at Global Fintech Fest 2025, held in Mumbai(Maharashtra) from 7–9 October 2025.
• With this, NTSL now joins the list of existing subsidiaries of NPCI: NPCI BHIM Services Limited (NBSL); NPCI International Payments Limited (NIPL); and NPCI Bharat BillPay Limited (NBBL). 

About NPCI Tech Solutions Limited (NTSL):
Purpose:  NTSL, headquartered in Mumbai(Maharashtra), was set up to drive fintech innovation and develop scalable payment solutions.
Focus:It focuses on R&D (Research & Development), prototyping new payment technologies, improving interoperability (cross-border payments, Unified Payments Interface(UPI), RuPay), and supporting India’s digital economy.
Capital Structure: NTSL commenced operations with an authorized capital of Rs.1.00 million and a paid-up capital of Rs.0.50 million.

Details of Re-Branding:
Cause: Earlier this year, Bajaj Finserv acquired Allianz SE’s 26% stake in its two insurance joint ventures(JV) for Rs. 24,180 crore, gaining full ownership of both businesses.

SBI General Insurance Launches ‘ Health Alpha’ with 50 options
In October 2025, in a move aimed at modernizing health insurance, SBI General Insurance Company Limited, a subsidiary of State Bank of India (SBI), launched ‘Health Alpha’, a do-it-yourself (DIY) health insurance plan that allows customers to customize their coverage from over 50 different options.

Features of Health Alpha:
Up to 10x combined bonus: This is an optional coverage that, in the event that no claims are filed under the policy, offers up to 10x annually.
Wide Range: The coverage ranges from Rs.5 lakh to the maximum amount insured. A five-year policy option with tenure-based premium reductions.
Coverage for gym and sports injuries: The first and only add-on in the industry, gym and sports injury cover covers physical therapy, diagnostic testing, specialist consultations, and prescription medication for injuries sustained while recreational sports or regular fitness activities.
Prepare in advance: If enrolled within 120 days of marriage or birth, this special add-on benefit extends the Waiting Period continuity earned by the policyholder to newlywed spouses (up to age 35) and/or newborn children (up to a maximum of two children).

RBI Cancelled Licence of Satara-based Jijamata Mahila Sahakari Bank
In October 2025, the Reserve Bank of India (RBI) has cancelled the banking licence of Jijamata Sahakari Bank (based in Satara, Maharashtra), Urban Co-operative Bank (UCB), due to the bank’s poor financial position and failure to comply with regulatory norms under the Banking Regulation Act, 1949.

• Following the cancellation of licence, the bank has been restricted from carrying on any business activities with effect from the close of business on October 07, 2025.

Key Points:
Previous Cancellation: Earlier, Satara-based UCB licence was cancelled vide an order dated on June 30, 2016 and was later restored on October 23, 2019 on an appeal made by the bank.
Forensic Audit for FY14: The Appellate Authority instructed a forensic audit of the bank to be conducted for Financial Year 2013-14 (FY14) to evaluate the financial position of bank.

• In its order, RBI highlighted that the bank lacks sufficient capital and earning prospects, and requested the Maharashtra Registrar Co-operative Societies to initiate the UCB’s winding-up process and appoint a liquidator.

Liquidation: As per RBI directions, every depositor will receive deposit insurance claim amount of his or her deposits of maximum Rs 5 lakh from Deposit Insurance and Credit Guarantee Corporation (DICGC).

• As of September 30 2024, DICGC has insured around 94.41% of total deposits.

ECONOMY & BUSINESS

World Bank Raised India’s GDP Growth Forecast to 6.5% for FY26; Lowered GDP for FY27 to 6.3%In October 2025, the World Bank (WB) has released its latest bi-annual report ‘South Asia Update October 2025: Jobs, AI, and Trade’. The report has raised India’s Gross Domestic Product (GDP) forecast to 6.5% for Financial Year 2025-26 (FY26) which is 20 basis points (bps) higher compared to its previous estimate of 6.3%.

• The report highlighted that India is expected to remain the world’s fastest-growing major economy driven by robust consumption, enhanced farm output, and rising rural wages.
• The report further projected that India would surpass China to become the single largest source of energy demand by 2050.

Key Findings:
India’s GDP for FY27: However, the WB latest report, has downgraded India’s GDP projection for FY27 to 6.3% from its previous estimate of 6.5%, due to 50% tariff imposed by the United States of America (USA) on about 3-quarters of exports from India to the USA.
Exports of Indian Goods to the USA: The report highlighted that nearly 1/5th (20%) of India’s goods exports, equivalent to about 2% of GDP, went to the USA in 2024.
South Asia Region Growth Rate: The report highlighted that the USA tariffs are also expected to drag overall growth rate of South Asia region in Calendar Year 2026 (CY26).

• As per the report, South Asia’s growth is projected to remain robust at 6.6% in CY25, which will slow down to 5.8% in CY26.

GDP for Other South Asian Countries: The report has projected growth rate for other South Asian nations: Bangladesh at 4.8% (CY25); 6.3% (CY26); Nepal (2.1% and4.7%); Sri Lanka (3.5% and 3.1%); Bhutan (7.3% and 6.1%); and the Maldives (3.9% and 4%), respectively.

Yaghi Won 2025 Nobel Prize in ChemistryOn 8 October 2025, Hans Ellegren, Secretary-General of Royal Swedish Academy of Sciences announced that the 2025 Nobel Prize in Chemistry was jointly awarded to Japanese Chemist Susumu Kitagawa, Australian Chemist Richard Robson, and Jordanian-American chemist Omar Mwannes Yaghi for the development of Metal–Organic Frameworks (MOFs) during a ceremony held in Stockholm, Sweden.
About the Discovery of Metal–Organic Frameworks (MOFs):
Definition: MOFs are crystalline materials composed of metal ions connected by organic linkers, forming a network with an exceptionally high surface area and porosity.
Applications: MOFs are multifunctional materials widely used in gas storage, separation, carbon capture, catalysis, drug delivery, and environmental remediation.
Sustainable Impact: By enabling efficient CO₂ sequestration and the purification of air and water, MOFs support advances in clean energy, environmental protection, and sustainable chemical processes.
About Nobel Prize in Chemistry:
Total Awards: The Nobel Prize in Chemistry has been awarded 117 times to 200 laureates between 1901 and 2025.

World Cotton Day 2025 – October 7The United Nations (UN) annually observes World Cotton Day (WCD) on 7 October to emphasize cotton’s key role in economic growth, global trade, and poverty reduction.
Background: 
Origin : The idea of World Cotton Day was proposed in 2019 by four sub-Saharan African cotton producers: Benin, Burkina Faso, Chad, and Mali, collectively called the Cotton Four, who suggested to the World Trade Organization (WTO) that 7 October be celebrated as World Cotton Day.
UN Recognition: In August 2021, the United Nations General Assembly (UNGA) adopted resolution A/RES/75/318, officially declaring 7 October of every year as World Cotton Day.
First Observance: The first-ever World Cotton Day was celebrated on 7 October 2021.
2025 Events:
Global Event: On October 7, 2025, the WCD 2025 event, held with the theme “ The Fabric of our Lives” at Food and Agriculture Organization of the UN(FAO)headquarters in Rome, Italy, focused on cotton sector challenges and opportunities. The event was jointly organized by the Republic of Chad, the FAO and the International Trade Centre (ITC).

MP Signed MoU with Spain’s Fira Barcelona International for Convention Centre
In October 2025, the Government of Madhya Pradesh (MP) signed a Memorandum of Understanding (MoU) with Fira Barcelona International a leading Spanish organization specializing in convention and exhibition management, to develop and operate a world-class Convention Centre in Bhopal(MP).

• The MoU was signed at the Kushabhau Thakre International Convention Centre in Bhopal, MP, in the presence of MP Chief Minister (CM) Dr. Mohan Yadav.

AR Launches First Commercial Coal Mine at Namchik-Namphuk Block
In October 2025, Union Minister G. Kishan Reddy, Ministry of Coal and Ministry of Mines, and Pema Khandu, Chief Minister (CM) of Arunachal Pradesh (AR), launched the Namchik Namphuk Coal Mine in Changlang district(AR), marking the state’s first commercial coal mining operation.

About Namchik-Namphuk Coal Mine
Reserves: The Namchik Namphuk Coal Mine holds 1.5 crore tonnes of coal.
Operations: The mine began operations with tools and machinery flagged off by Coal Projects Private Limited (CPPL) at the Namchik-Namphuk coal block.
Background: Initially allotted to Arunachal Pradesh Mineral Development and Trading Corporation Ltd (APMDTCL) in the early 2000s, the coal block faced regulatory and legal delays; it was auctioned to Coal Pulz Pvt Ltd in 2022.
Alignment: : This initiative aligns with India’s vision of ‘Aatmanirbhar Bharat’ (self-reliant India), enhancing energy security and regional development in the Northeast.
India’s Coal Status: India ranks as the world’s 2nd-largest producer and consumer of coal and holds the 5th-largest coal reserves globally.
