28th Singapore-India Maritime Bilateral Exercise ‘SIMBEX’ 2021 held in South China Seai.On September 2-4, 2021, the 3 days 28th Singapore-India Maritime Bilateral Exercise ‘SIMBEX-2021’ was held between the Indian Navy and Republic of Singapore Navy (RSN) in the southern edge of the South China Sea. It was hosted by RSN as ‘at sea only’ i.e. without any physical interactions due to COVID-19.
ii.The India Navy was represented by the following:
- Guided Missile Destroyer INS (Indian Naval Ship) Ranvijay with a ship borne helicopter,
- ASW (Anti-submarine warfare) Corvette INS Kiltan

Tripartite Karbi Anglong Agreement inked between Union & Assam State Govt with KAACi.In order to foster peace and prosperity in Assam, on September 4, 2021, the Central Government has signed a tripartite Karbi Anglong Agreement/Memorandum of Settlement under which all conditions of the Karbi people will be fulfilled in a stipulated time.
ii.Karbis are major ethnic community of Assam.
iii.It was signed between the Central Government, Assam Government, and Karbi Anglong Autonomous Council (KAAC) in the presence of Union Minister Amit Shah, Ministry of Home Affairs (MHA); Union Minister Sarbananda Sonowal, Ministry of Shipping and Waterways; Assam chief minister Dr. Himanta Biswa Sarma; and Chief Executive Member of KAAC, Tuliram Ronghang, among other representitives in New Delhi.
iv.As a part of agreement, there will be investment of Rs 1,000 crore by the Union and Assam government for development of the Karbi Anglong area in the next 5 years

PM Addressed the 6th EEF; Petroleum Minister Hardeep Singh Puri Participated in EEF; OVL, IOC Signed MoU with Russia’s Gazprom In September 2021, Prime Minister (PM) Narendra Modi virtually addressed the plenary session of the 6th Eastern Economic Forum (EEF) i.e. the 2021 edition of EEF, which was held in Vladivostok, Russia.
- The PM stressed the importance of greater economic and commercial engagement between the two nations in line with the ‘Special and Privileged Strategic Partnership’.
- Minister of Petroleum and Natural Gas Hardeep Singh Puri led the Indian delegation of Indian oil and gas companies to have a 5-day visit to Russia from September 1 to 5, 2021. Under the visit, he attended the 6th EEF in Vladivostok, Russia.
- ONGC Videsh Ltd, the overseas arm of Oil and Natural Gas Corp (ONGC), and the Indian Oil Corporation (IOC), signed a Memorandum of Agreement (MoU) with Russia’s Gazprom for cooperation in the hydrocarbon sector. The MoU was signed at the 6th EEF.

i.EAM was invited to attend the 2021 Bled Strategic Forum (BSF), an annual international conference which was held in Slovenia and participate in the panel discussion on ‘Partnership for a Rules-Based Order in the Indo-Pacific’.

Indian Army participates in ‘International Army Games – 2021’ hosted by Russia; India announces Defence Procurement from RussiaThe 7th edition of the International Army Games 2021 that was held between 22nd August and 4th September saw the participation of the Indian Army. A 101-member contingent was sent by the Indian army to participate in various army games that were hosted by Russia.
Participating events – Army Scout Masters Competition (ASMC), Elbrus ring, polar star, sniper frontier and safe route games.
i.India finalised deal with Russia for the purchase of around 70,000 AK-203 assault rifles to replace the existing Indian Small Arms System (INSAS) 5.56mm*45mm assault rifle.
ii.United Shipbuilding Corporation of Russia confirmed that the delivery of first Krivak or Talwar Class stealth frigate(War Ship) out two to India by the mid of 2023 due to delay caused by the pandemic.

India, Moroccan Navies Conducted 1st Maritime Partnership Exercise; INS Tabar reaches Egypt’s AlexandriaThe Indian Navy has conducted the 1st ever Maritime Partnership Exercise with the Moroccan Navy.
- Indian Naval Ship (INS) Tabar, the 3rd Warship of the Talwar class frigate built for the Indian Navy in Russia, participated in a Maritime Partnership Exercise with Royal Moroccan Navy ship ‘Lieutenant Colonel Arrahman’ off Casablanca port as a part of its ongoing 4-month deployment (June to September 2021) across Europe & Africa.
- INS Tabar has reached Alexandria harbour in Egypt.
- Navy ships that have visited Alexandria for Exercise Bright Star with Egypt are also present for the reception of INS Tabar.
- ‘Exercise Bright Star 2021’: Egypt Army hosted the joint military exercise ‘Bright Star 2021’, the largest multinational military training in the Middle East.

The military exercise that is organised by China will work on multinational peacekeeping live exercises, in line with the United Nations – “Action for Peacekeeping”.

ADB Provides USD 150 million Loan for Urban Housing Projects in Tamil NaduThe Asian Development Bank (ADB) has approved a USD 150 million loan for building sustainable housing projects for Urban Poor in Tamil Nadu.
- From this loan the Tamil Nadu Slum Clearance Board (TNSCB) will construct houses in 9 different locations.
Objective- To provide safe, affordable housing infrastructure and services to vulnerable sections.
Highlights:
i.The loan will facilitate access to inclusive, resilient and sustainable housing projects in the slums areas.
ii.It will boost the economic growth of Tamil Nadu as it contributes 8.54% to India’s Gross Domestic Product(GDP).
iii.TNSCB will construct houses and relocate about 6000 households vulnerable to natural hazards to safer locations.
iv.The Directorate of Town and Country Planning of Tamil Nadu will make plans to map the economic and infrastructure development.
v.The ADB is providing assistance to the USD 1.5 million Technical Assistance(TA) grant from its Technical Assistant Special Fund. It will enhance capacity building of government agencies. The technical assistance programmes like graduation programmes for vulnerable relocated beneficiaries etc.

Shailendra Singh wins Behler Turtle Conservation Award 2021 Indian biologist Shailendra Singh has conferred with 2021 Behler Turtle Conservation Award also known as ‘’Nobel Prize for Turtle Conservation” for bringing three critically endangered turtle conservation species back from the edge of extinction. The award has been bestowed by many global bodies including Turtle Survival Alliance(TSA), Turtle Conservation Fund (TSF), Turtle Conservancy (TC), International Union for Conservation of Nature (IUCN) /Species Survival Commission (SSC) Tortoise and Freshwater Turtle Specialist Group (TFTSG) etc.
Highlights
- Shailendra Singh has been named to lead the Turtle Survival Alliance (TSA)/Wildlife Conservation Society (WCS) India Turtle programme.
- Now the work has been started in four priority conservation areas, it protects 29 out of 18 turtle and tortoise species, including critically endangered.
(Note- There are 29 species of freshwater turtles and tortoises in the country.)
Why was he given this award?
He was awarded for bringing three critically endangered turtle conservation species back from the brink of extinction. These species are red-crowned roofed turtle (Batagur kachuga), northern river terrapin (Batagur baska), and black softshell turtle (Nilssonia nigricans).
Currently these turtles are being conserved as a part of TSA India’s research, conservation and breeding education programme at sites of the country. Such as
i.The Northern River Terrapin (Batagur baska) is being conserved at the Sunderbans.
ii.The Red-crowned Roofed Turtle (Batagur kachuga) of Chambal River region.
iii.The Black Softshell Turtle (Nilssonia nigricans) at different temples in Assam.

- Established in 2006, it is a major annual international award honoring excellence in the field of tortoise and freshwater turtle conservation and biology, and leadership in the chelonian conservation and biology community.

New Species of Gecko Discovered in Goa Named Hemiphyllodactylus goaensisScientists of the Department of Zoology, Goa University and the Thackeray Wildlife Foundation, Mumbai, discovered a new species of slender gecko on the campus of Goa University. It was commonly termed as Goan slender gecko.
- The species belongs to the Hemiphyllodactylus genus and it was given a scientific name after Goa (as it was found there) – Hemiphyllodactylus goaensis. It is the only 2nd Indian Hemiphyllodactylus known from a distance of 100 m above sea level.
Key Points:
i.It is the smallest known species of Hemiphyllodactylus genus (with a maximum length of 32 mm) and it is the 1st species of animal to be discovered from Goa University.
ii.The species is found in two different locations viz, the Western Ghats region and Chandor, Goa.
iii.Prior to the gecko, a cecilian and a crab that were found in Goa also have been named after the Goa.
iv.The research study was led by Akansh Khandekar, Thackeray Wildlife Foundation and the other members of the research team include Dikansh S. Parmar, Nitin Sawant, and Ishan Agarwal.

Max Verstappen wins F1 Dutch Grand PrixRed Bull Racing Honda’s Max Verstappen (23 years) from the Netherlands won the 2021 Formula 1(F1) Heineken Dutch Grand Prix held at the Circuit Zandvoort in the dunes north of Zandvoort, the Netherlands from 3rd to 5th September 2021. This victory also marks his 7th win of the season and the 17th win of his career.
The 2021 F1 Dutch Grand Prix was organised by Dutch Grand Prix(DGP).

- Mercedes drivers Lewis Hamilton (United Kingdom(UK)) and Valtteri Bottas(Finland) finished 2nd and 3rd respectively.
- Dutch Grand Prix was held after 36 years & Max Verstappen was its 1st winner. The last Dutch GP was held in 1985.
- With this victory, Max Verstappen gained 3 points ahead of the defending world champion Lewis Hamilton who finished the race in 2nd.

Indian Cricketer and Coach, Vasoo Paranjape Passed away
Former Indian cricketer and renowned coach, Vasoo Paranjape passed away in Mumbai, Maharashtra. He played cricket between 1956 and 1970 for Mumbai and Vadodara, Gujarat and served as a coach at National Cricket Academy and was also appointed as director of coaching by the Board of Control for Cricket in India in the 1980s.
- His son Jatin co-authored a book along with cricket journalist Anand Vasu based on the life story of Vasudeo Paranjape titled ‘Cricket Drona: For the Love of Vasoo Paranjape’.
- As a coach, he contributed more to improving the careers of eminent cricketers including Sunil Gavaskar, Rahul Dravid, Sachin Tendulkar, Yuvraj Singh, Rohit Sharma, among others.
Former Union Health Secretary Keshav Desiraju Passed Away in Tamil NaduKeshav Desiraju, former Union Health Secretary and grandson of former first President of India Dr. Sarvepalli Radhakrishnan, passed away at the age of 66 years in Chennai, Tamil Nadu due to “acute coronary syndrome“.

In a first, Punjab inks MoU with AMCHAM India to promote investmentOn September 4, 2021, the Punjab state government and the American Chamber of Commerce in India (Amcham India) signed a first-of-its-kind Memorandum of Understanding (MoU) during the virtual 29th annual general meeting of the Amcham India.
- It will promote investment in the state and enhance ease of doing business for the US (United States) member companies.
- There will be formation of a joint working group (JWG), which will include members from Invest Punjab and Amcham India.

The MoU was signed by the CEO (Chief Executive Officer) of Invest Punjab, Rajat Agarwal and the programme director of Amcham India, Wing Commander Rajiv Anand, in the presence of Punjab’s principal secretary, investment promotion, Hussan Lal.

i.Global companies such as Amazon, Walmart, Quark, Cargill, Tyson, John Deere, Gates, Schreiber, Pepsi, Coca Cola, Teleperformance, Compu-Vision Consulting and Netsmartz Infotech are among the 20 firms which chose Punjab as their preferred investment destination.

Himachal Pradesh Govt Signed 27 MoUs Worth Rs 3307 Crore with Various Industrial OrganisationsThe Government of Himachal Pradesh has signed 27 Memorandums of Understanding(MoUs) worth Rs 3307 crore with various industrial organisations which are capable of providing direct and indirect employment opportunities to more than 15000 people.
Rakesh Kumar Prajapati Deputy Commissioner, Kangra at Dharamshala signed the MoU on the behalf of the government of Himachal Pradesh.
Features of the MoUs:
i.6 MoUs worth Rs 1000 crore were signed to establish ethanol plants in Himachal Pradesh. This is in line with the target of the government of India for blended fuel and making India self-reliant.
ii.The State government of Himachal Pradesh offers distinct advantages to the investors such as Affordable land cost, high quality and reliable power supply, proactive and accessible administration.

Manipur Chief Minister(CM) N Biren Singh launched a COVID-19 Affected Livelihood Support Scheme to provide assistance to those who had been severely affected by the COVID-19 in the state.
- Under the start-up scheme, the first installment of Rs 2500 was planned to be disbursed to 6,276 applicants bearing a total amount of around Rs 1.56 crore.
