UN Member States Agreed on Treaty to protect marine biodiversity: ‘High Seas Treaty’  UN delegates reach historic agreement on protecting marine biodiversity in international watersFor the first time, United Nations members agreed on a legally binding ocean treaty ‘High Seas Treaty  to ensure the conservation and sustainable use of marine biological diversity that lie outside the national boundaries (i.e. the international waters).

  • The agreement was reached by delegates of the Intergovernmental Conference on Marine Biodiversity of Areas Beyond National Jurisdiction (BBNJ).

Why new Treaty?
The existing convention of ‘UN Convention on the Law of the Sea’ (UNCLOS) was established in 1994, i.e. before marine biodiversity was well-established.
Thus an updated framework to protect marine life in the regions outside national boundary waters, known as the high seas, was discussed for more than 20 years (from 2004) and framed the UN High Seas Treaty.
About UN High Seas Treaty:
i.The Treaty places 30% of the world’s oceans into protected areas, frames new rules for mining at high seas, funds more money into marine conservation, and covers access to and use of marine genetic resources.

  • The treaty will create a new body to manage the conservation of ocean life.

ii.The treaty was framed to address the biodiversity loss and degradation of ecosystems of the ocean, due to, in particular, climate change impacts on marine ecosystems, such as warming and ocean deoxygenation, as well as ocean acidification, pollution, including plastic pollution, and unsustainable use, treaty had been agreed
iii.The high seas will cover almost two-thirds of the world’s ocean that lies outside national boundaries. But only 1% of high seas is currently protected.
iv.About 10% of the assessed marine animal and plant species are currently classified by the International Union for Conservation of Nature (IUCN) as at risk of extinction.
v.The treaty will provide a legal framework for establishing vast marine protected areas (MPAs) to protect against the loss of wildlife and share out the genetic resources of the high seas.

vi.Recently, the EU (European Union) announced nearly 820m euros (£722.3m) for international ocean protection.

World Bank’s Women, Business, and the Law 2023 report: Nearly 2.4 Billion Women Globally Don’t Have Same Economic Rights as MenNearly 2.4 Billion Women Globally Don’t Have Same Economic Rights as MenAccording to the 9th edition of the World Bank’s “Women, Business, and the Law 2023” report, women across the world only have 77% of the legal rights that men do, and nearly 2.4 billion women of working age live in countries that do not provide them the same rights as men.

  • Furthermore, the global pace of reforms towards equal treatment of women under the law slowed to a 20-year low in 2022.
  • From 2021 to 2022, the global average score on the Women, Business, and Law index increased just by half a point to 77.1.

Women, Business and the Law 2023
“Women, Business, and the Law 2023” examines laws and regulations impacting women’s economic participation in 190 economies from 1971 to 2023 (calendar years 1970 to 2022).

  • The report focuses on eight indicators: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pensions.

It gives an in-depth analysis of global progress towards gender equality in the law during the last five decades.
Key Takeaways from the Report:
i.The global average score for Women, Business, and the Law has increased by about two-thirds since 1970, climbing from 45.8 to 77.1 points.
ii.Only 14 high-income economies presently have laws guaranteeing women the same rights as men, and progress has been uneven over time and across regions.
iii.Only 34 gender-related legal reforms were noted in 18 economies in 2022, the lowest since 2001.
iv.The index specifically notes a significant slowdown in the reforms pertaining to women’s rights to inherit and own property.
v.At the current rate, it would take at least 50 years on average to achieve considerable legal gender equality everywhere in the areas and it will need another 1,549 reforms to reach that target.
vi.In 2022, Sub-Saharan Africa made great progress, accounting for more than half of all reforms globally, with seven economies—Benin, the Republic of Congo, Côte d’Ivoire, Gabon, Malawi, Senegal, and Uganda—adopting 18 positive legal changes.
vii.The average global Gross Domestic Product (GDP) per capita may increase by about 20% over the long term by closing the gender employment gap.
viii.According to studies, if women started and scaled new firms at the same rate as men, the global economy would gain USD 5-6 trillion.
