Overview of Russian President Vladimir Putin’s Visit to India from December 4 to 5, 2025President of Russia Vladimir Putin was on a two-day official visit to India from 4 to 5 December 2025, at the invitation of Prime Minister (PM) Narendra Modi,  to attend the 23rd India–Russia Annual Summit.

• The visit marks the 25th anniversary of the India-Russia Strategic Partnership, which was established in 2000.

Highlights of Russian President Vladimir Putin’s Visit to India:
Key Events:PM Narendra Modi hosted a private dinner for Russian President Vladimir Putin at Hyderabad House in New Delhi, gifting him a Russian-language edition of the Bhagavad Gita as a gesture of goodwill.

• On December 5, 2025, President of India Droupadi Murmu welcomed Russian President Vladimir Putin to Rashtrapati Bhavan in New Delhi and hosted a banquet in his honor.

23rd India–Russia Annual Summit: PM Narendra Modi and Russian President Vladimir Putin participated in the 23rd India–Russia Annual Summit held at Hyderabad House in New Delhi.

• During the Summit, a Joint Statement was released highlighting key agreements, areas of cooperation, and shared strategic priorities between the two countries.
• Both the leaders welcomed the adoption of the Programme 2030 for strategic economic cooperation and emphasized removing trade barriers, improving logistics, payment systems, and connectivity to reach a USD 100 billion trade target by 2030.

Key MoUs Signed: During the 23rd India–Russia Summit, the leaders witnessed the exchange of several documents, including MoUs on trade and commerce, migration and mobility, maritime cooperation, health and food safety, fertilizers, academic exchanges, media collaboration, and strengthening people-to-people ties.
Other Announcement:During Russian President Vladimir Putin’s Visit to India, PM Narendra Modi announced that the Government of India (GoI) will offer a free 30-day e-tourist visa to Russian citizens.

• Russia has formally joined the International Big Cats Alliance (IBCA), an initiative led by the GoI, focused on conservation of Big Cats Worldwide.
• Delhi University (New Delhi) partnered with Higher School of Economics (HSE) University, Russia, to launch the Space Mirror Lab, with an aim to promote joint research, innovation, and education in space technologies and astrophysics.

India-Malaysia Military Exercise ‘Harimau Shakti’ Commenced in RajasthanOn December 05 2025, the 5th edition of the joint military exercise ‘Harimau Shakti 2025’ between Indian Army(IA) and Royal Malaysian Army commenced at Mahajan Field Firing Range (MFFR) in Rajasthan.

• The exercise will continue till December 18, 2025, aimed to enhance interoperability in sub-conventional operations under the United Nations (UN) Chapter VII mandate.

About Exercise Harimau Shakti:
Overview: It is a bilateral military exercise conducted annually between the armies of India and Malaysia, since 2012.
Key Participants: The Indian contingent is led by the troops from the DOGRA Regiment, while the Malaysian contingent is represented by troops from the 25th Battalion Royal Malaysian Army (RMA).
Exercise Curriculum: As part of joint military exercise, both countries will practice tactical actions such as cordon search and destroy missions, heliborne operations, among others.

• Apart from these activities, Army Martial Arts Routine (AMAR), combat reflex shooting and Yoga will also form the part of the exercise curriculum.

Other Key Activities: Also, both countries will rehearse drills to secure helipads and undertake evacuation during counter-terrorist operations.
Key Focus: The collective efforts aim to achieve an enhanced level of interoperability amongst the troops and reduce the risk of life and property while aligning with the interests and agenda of the UN during peace-keeping operations.
Previous Edition: The 4th edition of joint military exercise Harimau Shakti was held in Bentong Camp, Malaysia.

DRDO Hands Over 7 Indigenous Technologies to Indian Armed ForcesIn December 2025, In December 2025, the Defence Research and Development Organisation (DRDO) handed over seven indigenous technologies developed under the Technology Development Fund (TDF) scheme to the Indian Armed Forces including the Indian Air Force (IAF), Indian Army (IA), and Indian Navy (IN) during an Empowered Committee meeting held at DRDO Bhawan in New Delhi, Delhi.

• The seven technologies include: an Indigenous High-Voltage Power Supply (IHVPS); a Tide-Efficient Gangway (TEG); Advanced Very Low Frequency–High Frequency Switching Matrix Systems (VLF–HF SMS); VLF Loop Aerials (VLF-LA); an Indigenous Waterjet Propulsion System (IWPS); a Novel Process for Recovery of Lithium Precursors (NPRLP) and a Long-Life Seawater Battery System (LLSBS).

About Empowered Committee meeting :
Chair: The meeting was chaired by Dr. Samir V. Kamat, Secretary of Defence R&D and Chairman of DRDO, and attended by senior officials from the Indian Armed Forces, Department of Defence Production (DDP), Ministry of Defence (MoD), and DRDO.
Development:  Each of these technologies has been designed, developed, and rigorously tested by Indian industry in close collaboration with DRDO experts and the Tri-Services.
New Projects Approved: Additionally, 12 new projects spanning strategic, aerospace, naval, and electronic warfare technologies were approved.

NeGD & MEA Launch ‘PVR Feature’ on Digilocker
On December 4, 2025, National electronic (e)-Governance Division (NeGD), under Ministry of Electronics and Information Technology (MeitY), in collaboration with the Ministry of External Affairs (MEA) launched the ‘Passport Verification Records (PVR)’ feature to the DigiLocker platform.

About DigiLocker PVR Feature:
Accessing PVR: Through this feature, following verification, citizens can view their PVR in the “Issued Documents” section of DigiLocker through the website or application(app).
Key Benefits: The feature ensures faster processing, reduced paperwork, secure and tamper-proof records, enables easy digital sharing and verification, and supports paperless, eco-friendly governance.
DigiLocker: A secure cloud-based digital document wallet, launched by MeitY, in 2015, under the Digital India initiative. It enables citizens to store, access, and share official documents digitally, with the same legal validity as physical documents.

Indian Army Makes First-Ever Ascent of Mount Kangto, AR
In December 2025, an 18-member Indian Army (IA) Eastern Command (EC) mountaineering team successfully summited Mount Kangto, Arunachal Pradesh’s (AR) highest peak (7,042 metres (m)/23,103 feet (ft)), marking the first-ever recorded ascent of the previously unconquered sentinel of the Kameng Himalayas, AR.

• The mission was flagged off by the General Officer Commanding, Gajraj Corps, and later flagged in by Lieutenant General Ram Chander Tiwari, IA Commander, EC, who commended the team’s courage and professionalism.

Expedition Overview
Journey: The team undertook a gruelling trek across rugged Himalayan terrain, braving rarefied air, sub-zero temperatures, icy ridgelines, deep crevasses, and near-vertical ice walls.
Spirit: The expedition showcased the IA’s grit, discipline, teamwork, and indomitable spirit, reflecting its commitment to operational excellence and human endurance.
Motto: The achievement embodied the IA’s ethos: “Nothing is impossible for the Indian Army.”
Strategic Location: Mount Kangto straddles India-China border in West Kameng district of AR; symbolises Army’s high-altitude operational mastery.

DBT, BIRAC & CEPI Renewed ‘Engagement Strategy’ for Cooperation on Vaccine R&D
The Department of Biotechnology (DBT) under the Ministry of Science and Technology (MoS&T), along with Biotechnology Industry Research Assistance Council (BIRAC) have renewed their ‘Engagement Strategy’ with the Coalition for Epidemic Preparedness Innovations (CEPI), for cooperation on vaccine and allied technology research, development, and innovation.

• The renewal agreement was formally signed on September 18 2025, marking a continuation of the previous partnership established in October 2019 for a period of 5 years.

About DBT-BIRAC & CEPI Collaboration:
Partnership: Since 2019, BIRAC and DBT have collaborated with CEPI to promote vaccines for epidemic-prone diseases such as Chikungunya, Coronavirus, and Monkeypox (M-pox).
Recognised Facilities: Two Indian facilities: DBT-BIRAC-THSTI Biosafety Laboratory and Experimental Animal Facility, have been recognised by CEPI and supported vaccine development from pre-clinical to phase-3 trials.
Capacity Building: Multiple training programmes on vaccine development have been conducted, enhancing India’s expertise and capacity in vaccine Research and Development(R&D).
Expanded Scope: The strategy now covers pathogens listed on the World Health Organisation (WHO) Blueprint Priority Diseases. It also includes monoclonal antibodies (mAbs), lab-made proteins that mimic the immune system to target specific cells and antigens.

NMDC Signs MoU with IIT-Kanpur to Foster Cybersecurity
In December 2025, National Mineral Development Corporation (NMDC), a Public Sector Undertaking (PSU) under Ministry of Steel (MoS), Government of India(GoI) signed a Memorandum of Understanding (MoU) with Indian Institute of Technology (IIT)-Kanpur (Uttar Pradesh, UP) to enhance cybersecurity.

• The agreement leverages IIT Kanpur’s C3iHub expertise for cyber risk assessments while driving digital transformation in mining operations.

Signatories: The MoU was signed by Satyendra Rai, Executive Director (ED) (Digital Transformation), NMDC; and Professor Ashok De, Dean of Research and Development (R&D), IIT Kanpur, in the presence of Professor Manindra Agarwal, Director, IIT Kanpur.
Technology: The MoU aims to promote the use of digital technologies, including Cybersecurity, Artificial Intelligence (AI), Machine Language (ML), Information Security across NMDC operations.
Areas of Collaboration: It includes Cybersecurity risk assessment, governance, and compliance; Integration and advancement of AI and ML; Security operations and incident response; Capacity building, Knowledge sharing, and training programs; and Joint research, pilot projects, and proof-of-concept development.

BANKING & FINANCE

Fino Payments Bank Becomes First Payments Bank to Receive RBI’s Approval for Conversion into SFBIn December 2025, the Reserve Bank of India (RBI) granted in-principle approval to Fino Payments Bank Limited (FPBL) to convert into a Small Finance Bank (SFB), becoming the 1st Payment Bank(PB) in India to get such approval.

• This conversion will enable the FPBL to accept larger deposits, provide loans, and credit facilities to individuals and small enterprises, and expand its customer base and services.

Key Details of Approval:
Background: FPBL, which was operationalized in 2017, had applied for a SFB license in December 2023.
Approval Granted Under: Fino’s application for SFB license was examined under the ‘On Tap’ Licensing of SFBs in the private sector, aimed to promote financial inclusion and competition.
Eligibility Criteria: As per RBI’s ‘on tap licensing’ norms, existing payment banks which are controlled by residents and have completed 5 years of operations are eligible  to apply for conversion into SFBs.

• PB interest for conversion into a SFB, is required to maintain a minimum net worth of Rs 300 crore, or,
• It is required to infuse additional paid-up voting equity share capital to achieve net worth of Rs 300 crore within 18 months from the date of receiving in-principle approval or as on the date of commencement of operations, whichever is earlier.

LIC Partners and Yes Bank Signs Strategic Bancassurance Deal to Boost Insurance Accessibility
In December 2025, the Life Insurance Corporation of India (LIC), India’s largest life insurance company, entered into a strategic bancassurance partnership with Yes Bank Limited, leading private sector bank in India.

• The formal announcement of this partnership was made in the presence of R. Doraiswamy, Managing Director(MD) and Chief Executive Officer (CEO) and of LIC and Prashant Kumar, MD & CEO of Yes Bank, along with senior officials from both organisations.

About Bancassurance partnership:
Objective: The collaboration aims to make life insurance more accessible across the country and realize India’s vision of ‘Insurance for All by 2047’.
Benefit: Through this partnership, Yes Bank customers will be able to access LIC’s comprehensive range of life insurance products through the Yes bank’s extensive branch network and digital platforms.

NHAI Received SEBI’s In-principle Approval For Registration of RIIT as InvIT
In December 2025, the National Highways Authority of India (NHAI) received in-principle approval from the Securities and Exchange Board of India (SEBI) to register the Raajmarg Infra Investment Trust (RIIT) as an Infrastructure Investment Trust (InvIT).

• The approval was granted under the SEBI (Infrastructure Investment Trusts) Regulations, 2014.

Key Details:
Final Approval : In order to receive the final approval, RIIT is required to meet the specific conditions over the next 6 months, including, the appointment of directors, submission of requisite financial statements, and compliance with other regulatory norms.
Investment Manager: In November 2025, NHAI incorporated Raajmarg Infra Investment Managers Pvt. Ltd. (RIIMPL) as the Investment Manager for RIIT.
Equity Venture: RIIMPL has been established as the collaborative equity venture with participation from leading private and public sector banks(PSBs) as well as financial institutions in India including State Bank of India (SBI), Punjab National Banks (PNB); National Bank for Financing Infrastructure and Development (NaBFID); Axis Bank; Bajaj Finserv Ventures Ltd; HDFC Bank; ICICI Bank; IDBI Bank; IndusInd Bank, and Yes Bank.

PNB Launches Premium Rupay Metal Credit Card ‘Luxura’
In December 2025, Punjab National Bank (PNB), India’s 2nd largest Public Sector Bank (PSB), launched a new premium RuPay credit card ‘Luxura’ in New Delhi, Delhi to strengthen its presence in the high-value credit card segment.

• During the event, PNB announced Indian Women’s Cricket Team Captain Harmanpreet Kaur as its first female brand ambassador.

About Credit Card ‘Luxura’:
Age Criteria: The Luxura credit card is available for individuals aged 21–70 years.
Income Criteria: Salaried applicants must earn Rs.2.5 lakh/month or more, while non-salaried applicants need a minimum annual income of Rs.30 lakh.
Credit Limit: PNB has set the credit card limit in the range of Rs 1 lakh to Rs 5 lakh.
Joining Fee: In order to avail the benefits of new credit card, interested entities are required to pay joining fee of Rs 9,000 (including Goods and Services Tax, GST) and annual fee of Rs 7,500 (including GST).
Other Key Launches: PNB also rolled out updates to its PNB One 2.0 mobile banking platform, introduced a digital rooftop solar financing process under Digi Surya Ghar, and joined the India International Bullion Exchange (IIBX) for online gold bullion transactions.

Kalikesh Narayan Singh Deo Re-elected as NRAI President
In December 2025, Kalikesh Narayan Singh Deo was re-elected as the President of the National Rifle Association of India (NRAI) for the first four four-year term (2025–2029), succeeding Raninder Singh, during the General Body meeting held at the Park Plaza Hotel in Mohali(Punjab), which was supervised by Justice (Retired) Nirmaljit Kaur.

• Pawan Singh, a renowned administrator and technical expert, was elected unopposed as the new Secretary General of NRAI, succeeding Kanwar Sultan Singh, who has moved to the position of Vice President(VP) of NRAI.

Leadership: He has led the NRAI since April 2023, initially serving as Acting President.
Previous Term: He was earlier elected as NRAI President on 21 September 2024 for a one-year term.

GM Arjun Erigaisi Wins Jerusalem Masters 2025 by Defeating Viswanathan Anand in IsraelOn 4th December 2025, Indian Chess Grandmaster (GM) Arjun Erigaisi won the 2nd edition of Jerusalem Masters 2025 title by defeating the five-time world champion and Indian Chess GM Viswanathan Anand in the final held in Jerusalem, Israel from November 30 – December 3, 2025.

About Jerusalem Masters 2025:
Format: The Jerusalem Masters is a closed invitational event where twelve players compete in a round-robin stage, with the top four advancing to the semifinals and final.
Organizers: The event is organized by the Israel Ministry of Culture and Sports, Jerusalem Municipality, and Israeli Chess Federation (ICF).
Participants: Featured elite players including Viswanathan Anand, Peter Svidler, and Ian Nepomniachtchi.

• Lovely Professional University (LPU), Punjab, secured second place with a total of 78 medals (32 gold, 24 silver, and 22 bronze), and Guru Nanak Dev University (GNDU), Amritsar (Punjab), secured third place with a total of 72 medals (32 gold, 22 silver, and 18 bronze).

OBITUARY

Former Chairperson of Lakme Simone Tata Passed AwayOn December 5, 2025, Simone Tata, former Chairperson of Lakme and Mother of Noel Tata, Chair of Tata Trust, passed away at the age of 95 in Mumbai, Maharashtra. She was born in Geneva, Switzerland on March 2, 1930.

About Simone Tata:
Early Life: Simone Tata, also known as Simone Dunoyer, married Naval Hormusji Tata in 1955 and subsequently settled in Mumbai, Maharashtra.
Career with Tata: In 1961, she joined as the Director of Lakme, which was a small subsidiary of Tata Oil Mills Company (TOMCO). She transformed Lakme as India’s best-known cosmetics brand by expanding its product range.

• She became Chairperson of Lakmé in 1982, and Lakmé was sold to Hindustan Unilever Limited (HUL) in 1996.
• She reinvested that sale proceeds to start Trent Limited. Under Trent, she launched Westside in 1998.

Philanthropy: She was actively involved in philanthropy, supporting institutions like the Sir Ratan Tata Institute, and inspiring many with her positive outlook.
Titles: She was widely known as ‘Cosmetic Czarina of India’ and as ‘Doyen of India’s Beauty Industry’.

Renowned Visionary Architect Frank Gehry Passed AwayOn December 05 2025, Renowned Canadian-American architect Frank Gehry, recognised globally for his innovative designs and structures, passed away at the age of 96 in Santa Monica, California, the United States of America (USA).

• He was born as Frank Owen Goldberg on 28 February 1929 in Toronto, Canada.

About Frank Gehry:
Profile: He was a visionary architect known for pushing the boundaries of modern architecture, transforming public space with his sculptural use of steel, glass, and wood.
Notable Work: Some of the iconic structures/buildings designed by Frank Gehry are: the Guggenheim Museum Bilbao (in Spain); the Walt Disney Concert Hall (in Los Angeles, the USA); and the DZ Bank Building (in Berlin, Germany).
Iconic Skyscrappers: He also designed the headquarters of the InterActiveCorp, known as the IAC Building in New York, the USA. The building took the shape of a shimmering beehive when it was completed in 2007.

• He completed his career’s 1st skyscraper in 2011 i.e. a 76-storey residential tower located in New York (the USA), which carried his signature wavy flow on the exterior.

Global Recognitions: He was awarded with the Pritzker Architecture Prize in 1989, in recognition of his exceptional contributions in the field of modern architecture.

• He also received several national and international awards, including the Japan Art Association’s Premium Imperiale Prize for Architecture (1992), the National Medal of Arts (1998), the American Institute of Architects Gold Medal (1999), the Gold Medal for Architecture from the American Academy of Arts and Letters, and the USA’s Presidential Medal of Freedom (2016).

Armed Force Flag Day 2025 – December 7Armed Forces Flag Day (AFFD) is observed annually on 7th December across India to honour the courage, sacrifice, and commitment of personnel serving in the Indian Army(IA), Indian Navy(IN), and Indian Air Force(IAF).

• 7th December 2025 marks the 77th annual observance of AFFD.

Background:
Origins: On 28th August 1949, India’s then Union Minister, Baldev Singh, Ministry of Defence(MoD) formed a committee to initiate the observance of AFFD.
First Celebration: The first AFFD was observed on 7th December 1949.
Armed Forces Flag Day Fund (AFFDF):
Creation: The MoD established the Armed Forces Flag Day Fund (AFFDF) in 1949 to support the welfare of serving personnel, veterans, and families of the fallen.
Fund Merger: In 1993, the MoD consolidated all related welfare funds, including the Amalgamated Special Fund, Armed Forces Flag Day Fund, St. Dunstan’s & Kendriya Sainik Board Fund, and Indian Gorkha Ex-Servicemen’s Welfare Fund, into a single unified AFFDF.
Flag Distribution & Donations: Small red, dark blue, and light blue flags representing the IA, IN and IAF are distributed nationwide, with citizens contributing donations in exchange.
Kendriya Sainik Board (KSB):
Role of KSB: The Kendriya Sainik Board (KSB) serves as the central government body overseeing welfare programmes for ex-servicemen and their families through RSBs in state capitals and Zila Sainik Boards (ZSBs) at the district level.
Management o: KSB administers the AFFDF to extend financial assistance to needy ex-servicemen, war widows, and their dependents.
