Overview of Russian President Vladimir Putin’s Visit to India from December 4 to 5, 2025President of Russia Vladimir Putin was on a two-day official visit to India from 4 to 5 December 2025, at the invitation of Prime Minister (PM) Narendra Modi,  to attend the 23rd India–Russia Annual Summit.

  • The visit marks the 25th anniversary of the India-Russia Strategic Partnership, which was established in 2000.

Highlights of Russian President Vladimir Putin’s Visit to India:
Key Events:PM Narendra Modi hosted a private dinner for Russian President Vladimir Putin at Hyderabad House in New Delhi, gifting him a Russian-language edition of the Bhagavad Gita as a gesture of goodwill.

  • On December 5, 2025, President of India Droupadi Murmu welcomed Russian President Vladimir Putin to Rashtrapati Bhavan in New Delhi and hosted a banquet in his honor.

23rd India–Russia Annual Summit: PM Narendra Modi and Russian President Vladimir Putin participated in the 23rd India–Russia Annual Summit held at Hyderabad House in New Delhi.

  • During the Summit, a Joint Statement was released highlighting key agreements, areas of cooperation, and shared strategic priorities between the two countries.
  • Both the leaders welcomed the adoption of the Programme 2030 for strategic economic cooperation and emphasized removing trade barriers, improving logistics, payment systems, and connectivity to reach a USD 100 billion trade target by 2030.

Key MoUs Signed: During the 23rd India–Russia Summit, the leaders witnessed the exchange of several documents, including MoUs on trade and commerce, migration and mobility, maritime cooperation, health and food safety, fertilizers, academic exchanges, media collaboration, and strengthening people-to-people ties.

India-Malaysia Military Exercise ‘Harimau Shakti’ Commenced in RajasthanOn December 05 2025, the 5th edition of the joint military exercise Harimau Shakti 2025’ between Indian Army(IA) and Royal Malaysian Army commenced at Mahajan Field Firing Range (MFFR) in Rajasthan.

  • The exercise will continue till December 18, 2025, aimed to enhance interoperability in sub-conventional operations under the United Nations (UN) Chapter VII mandate.

  • Apart from these activities, Army Martial Arts Routine (AMAR), combat reflex shooting and Yoga will also form the part of the exercise curriculum.

Other Key Activities: Also, both countries will rehearse drills to secure helipads and undertake evacuation during counter-terrorist operations.

DRDO Hands Over 7 Indigenous Technologies to Indian Armed ForcesIn December 2025, In December 2025, the Defence Research and Development Organisation (DRDO) handed over seven indigenous technologies developed under the Technology Development Fund (TDF) scheme to the Indian Armed Forces including the Indian Air Force (IAF), Indian Army (IA), and Indian Navy (IN) during an Empowered Committee meeting held at DRDO Bhawan in New Delhi, Delhi.

  • The seven technologies include: an Indigenous High-Voltage Power Supply (IHVPS); a Tide-Efficient Gangway (TEG); Advanced Very Low Frequency–High Frequency Switching Matrix Systems (VLF–HF SMS); VLF Loop Aerials (VLF-LA); an Indigenous Waterjet Propulsion System (IWPS); a Novel Process for Recovery of Lithium Precursors (NPRLP) and a Long-Life Seawater Battery System (LLSBS).

About Empowered Committee meeting :
Chair: The meeting was chaired by Dr. Samir V. Kamat, Secretary of Defence R&D and Chairman of DRDO, and attended by senior officials from the Indian Armed Forces, Department of Defence Production (DDP), Ministry of Defence (MoD), and DRDO.
Development:  Each of these technologies has been designed, developed, and rigorously tested by Indian industry in close collaboration with DRDO experts and the Tri-Services.

NeGD & MEA Launch ‘PVR Feature’ on Digilocker
On December 4, 2025, National electronic (e)-Governance Division (NeGD), under Ministry of Electronics and Information Technology (MeitY), in collaboration with the Ministry of External Affairs (MEA) launched the ‘Passport Verification Records (PVR)’ feature to the DigiLocker platform.

Indian Army Makes First-Ever Ascent of Mount Kangto, AR
In December 2025, an 18-member Indian Army (IA) Eastern Command (EC) mountaineering team successfully summited Mount Kangto, Arunachal Pradesh’s (AR) highest peak (7,042 metres (m)/23,103 feet (ft)), marking the first-ever recorded ascent of the previously unconquered sentinel of the Kameng Himalayas, AR.

  • The mission was flagged off by the General Officer Commanding, Gajraj Corps, and later flagged in by Lieutenant General Ram Chander Tiwari, IA Commander, EC, who commended the team’s courage and professionalism.

DBT, BIRAC & CEPI Renewed ‘Engagement Strategy’ for Cooperation on Vaccine R&D
The Department of Biotechnology (DBT) under the Ministry of Science and Technology (MoS&T), along with Biotechnology Industry Research Assistance Council (BIRAC) have renewed their ‘Engagement Strategy’ with the Coalition for Epidemic Preparedness Innovations (CEPI), for cooperation on vaccine and allied technology research, development, and innovation.

  • The renewal agreement was formally signed on September 18 2025, marking a continuation of the previous partnership established in October 2019 for a period of 5 years.

NMDC Signs MoU with IIT-Kanpur to Foster Cybersecurity
In December 2025, National Mineral Development Corporation (NMDC), a Public Sector Undertaking (PSU) under Ministry of Steel (MoS), Government of India(GoI) signed a Memorandum of Understanding (MoU) with Indian Institute of Technology (IIT)-Kanpur (Uttar Pradesh, UP) to enhance cybersecurity.

  • The agreement leverages IIT Kanpur’s C3iHub expertise for cyber risk assessments while driving digital transformation in mining operations.

BANKING & FINANCE

Fino Payments Bank Becomes First Payments Bank to Receive RBI’s Approval for Conversion into SFBIn December 2025, the Reserve Bank of India (RBI) granted in-principle approval to Fino Payments Bank Limited (FPBL) to convert into a Small Finance Bank (SFB), becoming the 1st Payment Bank(PB) in India to get such approval.

  • This conversion will enable the FPBL to accept larger deposits, provide loans, and credit facilities to individuals and small enterprises, and expand its customer base and services.

Key Details of Approval:
Background: FPBL, which was operationalized in 2017, had applied for a SFB license in December 2023.
Approval Granted Under: Fino’s application for SFB license was examined under the ‘On Tap’ Licensing of SFBs in the private sector, aimed to promote financial inclusion and competition.
Eligibility Criteria: As per RBI’s ‘on tap licensing’ norms, existing payment banks which are controlled by residents and have completed 5 years of operations are eligible  to apply for conversion into SFBs.

  • PB interest for conversion into a SFB, is required to maintain a minimum net worth of Rs 300 crore, or,
  • It is required to infuse additional paid-up voting equity share capital to achieve net worth of Rs 300 crore within 18 months from the date of receiving in-principle approval or as on the date of commencement of operations, whichever is earlier.

LIC Partners and Yes Bank Signs Strategic Bancassurance Deal to Boost Insurance Accessibility
In December 2025, the Life Insurance Corporation of India (LIC), India’s largest life insurance company, entered into a strategic bancassurance partnership with Yes Bank Limited, leading private sector bank in India.

PNB Launches Premium Rupay Metal Credit Card ‘Luxura’
In December 2025, Punjab National Bank (PNB), India’s 2nd largest Public Sector Bank (PSB), launched a new premium RuPay credit card ‘Luxura’ in New Delhi, Delhi to strengthen its presence in the high-value credit card segment.

  • During the event, PNB announced Indian Women’s Cricket Team Captain Harmanpreet Kaur as its first female brand ambassador.

Income Criteria: Salaried applicants must earn Rs.2.5 lakh/month or more, while non-salaried applicants need a minimum annual income of Rs.30 lakh.
Credit Limit: PNB has set the credit card limit in the range of Rs 1 lakh to Rs 5 lakh.
Joining Fee: In order to avail the benefits of new credit card, interested entities are required to pay joining fee of Rs 9,000 (including Goods and Services Tax, GST) and annual fee of Rs 7,500 (including GST).
Other Key Launches: PNB also rolled out updates to its PNB One 2.0 mobile banking platform, introduced a digital rooftop solar financing process under Digi Surya Ghar, and joined the India International Bullion Exchange (IIBX) for online gold bullion transactions.

Kalikesh Narayan Singh Deo Re-elected as NRAI President
In December 2025, Kalikesh Narayan Singh Deo was re-elected as the President of the National Rifle Association of India (NRAI) for the first four four-year term (2025–2029), succeeding Raninder Singh, during the General Body meeting held at the Park Plaza Hotel in Mohali(Punjab), which was supervised by Justice (Retired) Nirmaljit Kaur.

  • Pawan Singh, a renowned administrator and technical expert, was elected unopposed as the new Secretary General of NRAI, succeeding Kanwar Sultan Singh, who has moved to the position of Vice President(VP) of NRAI.

  • She became Chairperson of Lakmé in 1982, and Lakmé was sold to Hindustan Unilever Limited (HUL) in 1996.
  • She reinvested that sale proceeds to start Trent Limited. Under Trent, she launched Westside in 1998.

Flag Distribution & Donations: Small red, dark blue, and light blue flags representing the IA, IN and IAF are distributed nationwide, with citizens contributing donations in exchange.
Kendriya Sainik Board (KSB):
Role of KSB: The Kendriya Sainik Board (KSB) serves as the central government body overseeing welfare programmes for ex-servicemen and their families through RSBs in state capitals and Zila Sainik Boards (ZSBs) at the district level.
Management o: KSB administers the AFFDF to extend financial assistance to needy ex-servicemen, war widows, and their dependents.
