Centre Launches State University Research Excellence Scheme to Create Robust R&D EcosystemCentre launches State University Research Excellence scheme to create robust Research and Development Ecosystem

A new innovative scheme named State University Research Excellence (SERB SURE) has been introduced by the Science and Engineering Research Board (SERB), a statutory body of the Department of Science and Technology (DST), Ministry of Science and Technology (MoS&T).
State University Research Excellence (SERB SURE)
It is a new scheme that fosters collaboration for high-end research to enhance research capabilities in a structured way in order to create a healthy Research and Development (R&D) ecosystem in State Universities and Colleges.
Objective: To offer research support to active researchers at State Universities and Colleges, as well as Private Universities and Colleges across India, in order to conduct R&D in frontier fields of Science, Engineering and Quantitative Social Science.
i. The new scheme, SERB-SURE, will help integrate the University System into mainstream research and provide young faculty members access to cutting-edge research.

Indian Navy’s all-women crew completes 1st independent surveillance mission over Arabian SeaIn a first, all-women Navy crew completes surveillance mission over Arabian Sea

Five officers of the Indian Navy created history by completing the first all-women independent maritime reconnaissance and surveillance mission in the north of the Arabian Sea,  onboard a Dornier-228 aircraft. The mission was completed on 3rd August 2022.

  • This first-of-its-kind independent maritime mission showcased ‘Nari Shakti’  in its real spirit.
  • This accomplishment has paved the way for women officers in the aviation cadre to assume greater responsibility and aspire for more challenging roles.

About the All Women Crew:
i.The Dornier-228 aircraft was captained by the Mission Commander,  Lieutenant Commander Aanchal Sharma, who was accompanied by a team of pilots, Lieutenant Shivangi and Lieutenant Apurva Gite, Tactical and Sensor Officer Lieutenant Pooja Panda and Sub Lieutenant Pooja Shekhawat.

  • They are part of the Indian Naval Air Squadron (INAS)-314, based at Naval Air Enclave, Porbandar, Gujarat.

About INAS 314:
i.The INAS 314 is a frontline naval air squadron that operates the state-of-the-art Dornier 228 maritime reconnaissance aircraft.
ii.The squadron is commanded by Commander SK Goyal, a qualified navigation instructor.

In 2018, Six women officers of the Indian Navy successfully circumnavigated the globe on the Indian Naval Sailing Vessel Tarini (INSV Tarini). The expedition known as the Navika Sagar Parikrama, was the first-ever Indian circumnavigation of the globe by an all-women crew.

PM Narendra Modi Inaugurates & Lays Foundation Stone of Various Projects of Shrimad Rajchandra Mission in Valsad, Gujarat  PM lays foundation stone of various projects of Shrimad Rajchandra Mission

Prime Minister (PM) Narendra Modi inaugurated and laid the foundation stone for various projects of the Shrimad Rajchandra Mission, Dharampur, in Valsad district, Gujarat, through video conferencing.  Bhupendrabhai Rajnikantbhai Patel, the Chief Minister (CM) of Gujarat, participated in the ceremony.
Projects of Shrimad Rajchandra Mission Launched by The PM
i. Shrimad Rajchandra Hospitalin Valsad, Gujarat 
The PM inaugurated Shrimad Rajchandra Hospital at Dharampur, Valsad in Gujarat. It is estimated to cost around Rs. 200 crores.

  • It is a 250-bed multispecialty hospital with state-of-the-art medical infrastructure that will offer world-class tertiary healthcare, particularly to the residents of Southern Gujarat.

ii.Shrimad Rajchandra Animal Hospital in Valsad, Gujarat 
The PM also laid the groundwork for the Shrimad Rajchandra Animal Hospital in Valsad, Gujarat and it will be built at a cost of around Rs. 70 crores.

It will have top-notch facilities, a committed team of veterinarians, and ancillary staff.

  • The hospital will offer conventional medicine and holistic medical services for the care and maintenance of animals.

iii. Shrimad Rajchandra Center of Excellence for Women in Valsad, Gujarat 
During the occasion, PM Modi laid the cornerstone for the Shrimad Rajchandra Center of Excellence (CoE) for Women in Valsad, Gujarat.

  • It will be built at an estimated cost of Rs. 40 crores.

It will include rest areas, recreational facilities, and classrooms for sessions on self-development. It will employ over 700 tribal women and provide a livelihood for many others.

i.The President of Maldives Ibrahim Mohamed Solih was on a 4-day visit to India from August 1-4, 2022 on the invitation of Prime Minister (PM) of India, Narendra Modi. This is Maldivian President’s third visit to India since assuming office in November 2018.
ii.The President along with high-level delegation arrived at Receptorium Air Force Station in Palam, New Delhi (Delhi).
iii.He was received by Indian Minister of State (MoS) Dr. Sanjeev Kumar Balyan, Ministry of Fisheries, Animal Husbandry and Dairying; and senior officials of the Indian Ministry of External Affairs (MEA).

NHA partners with QCI to Accredit Health Solutions Integrated with ABDMNHA partners with QCI to accredit health solutions integrated with Ayushman Bharat Digital Mission

The National Health Authority (NHA) partners with the Quality Council of India (QCI) for six months to accredit and rate the Health Management Information System (HMIS) and Laboratory Information Management System (LMIS) solutions integrated with the  Ayushman Bharat Digital Mission (ABDM).

  • The National Accreditation Board for Hospitals and Healthcare Providers (NABH), a constituent board of the QCI, is responsible for national accreditation in the domain of healthcare.
  • The programme for accreditation of software solutions under the ABDM for the management of hospitals, laboratories and clinics will enhance the technological development of healthcare in India.

Key points:
i.The complete accreditation exercise will be conducted in a phased manner, where the first phase will focus on accreditation and rating of the HMIS solutions successfully integrated with the ABDM.

  • The other phases will include subjective parameters and other categories of healthcare solutions like LMIS, health lockers, health tech, PHR (personal health records) apps etc.

ii.The NHA in collaboration with the QCI will develop a review plan and complete the accreditation and review of at least 10 HMIS solutions (public and private) that have successfully integrated with the ABDM in the next six months.
iii.The NABH will help in accrediting and rating the ABDM-compliant solutions on various parameters, including ease of usage, user interface, pricing, number of modules or features and value for money so that the prospective purchasers  get credible information.
iv.The NABH and the QCI with the help of digital health experts, develop an accreditation standard for digital health solutions across various categories of products (for example HMIS, LMIS, health locker etc.) that have successfully completed their ABDM integration.
v.The NHA will also provide the review parameter for the test environment. Applicants such as public health programmes, software providers, hospitals, laboratories and healthcare aggregators are required to submit their “accreditation application” to the NABH, along with their compliance to accreditation standards and the ABDM requirements.

TN Forest Department set up 1st of its kind Urban Animal Rescue Centre at Guindy National Park, Chennai

Tamil Nadu Forest Department has established a first-of-its-kind Urban animal rescue centre located inside the Guindy National Park, Chennai, Tamil Nadu(TN).
The rescue centre which is a part of the Guindy National Park, gets support from the veterinarians and foresters associated with it.

  • The rescue centre has 2 big enclosures and 3 smaller ones for injured animals.
  • As a part of the infrastructure improvement, the centre also got a new post mortem room.

Recently, the TN government announced that a remodel of Guindy National Park will be carried out at a cost of Rs 20 crore.

Union Rail Minister Inaugurates Badi Sadri-Mavli Gauge Converted Rail Section

Union Minister of Railways, Ashwini Vaishnaw,  inaugurated the Badi Sadri-Mavli gauge converted rail section.

He flagged off Badi Sadri-Udaipur City daily special at Badi Sadri railway station and Rewa-Udaipur City weekly special and Siuri-Sealdah MEMU train in West Bengal virtually through video link during the event organized at Badi Sadri in Chittorgarh, Rajasthan.
The project for the conversion of the 82-km Badri Sadri- Mavli meter gauge railway track started(exists since 1930) in 2016 and it is estimated to cost Rs 420 crore.
The new track has 219 underbridges with 91 level crossings and 12 stations enroute.

HDFC Raises USD 1.1 Billion Social Loan for Financing Affordable Housing ProjectsHDFC raises $1.1 bn social loan

On 5th August 2022 HDFC Limited raised the largest social finance issuance of USD 1.1 billion (around Rs 8,700 crore) from investors under Syndicated Social Loan Facility at a 3.3 percent coupon rate for financing affordable housing projects in India.

  • HDFC Limited has raised the amount through External Commercial Borrowings (ECBs) which is the largest social loan globally and first ECB loan deal out of India.

Highlights:
i.MUFG Bank Limited (MUFG) is the lead social loan coordinator for this transaction and also one of the Mandated Lead Arranger and Borrowers (MLAB).

  • CTBC Bank, Mizuho Bank, State Bank of India (SBI) and Sumitomo Mitsui Banking Corporation are the other MLABs and joint social loan coordinators.

ii.The loan was priced at 90 basis points over the secured overnight financing rate (SOFR) which is a broad measure for borrowing cash overnight with treasury securities.
KeyNote:
i.In July 2022, the Reserve Bank of India (RBI) increased the limit of ECBs under the automatic route from USD 750 million to USD 1.5 billion.
ii.HDFC, in its first quarter, approved around 23 percent of home loans in terms of volume and 10 percent in terms of value towards affordable housing.

  • Since its inception, HDFC has financed 9.5 million housing units which totals to a gross loan of Rs 6.7 trillion.

AD Ports Group, based in Abu Dhabi, United Arab Emirates(UAE),  signed a Memorandum of Understanding (MoU) with Adani Ports and Special Economic Zone(SEZ) Limited for strategic joint investments in end-to-end logistics infrastructure in Tanzania.

French Govt Honours Indian Publisher Kannan Sundaram with Chevalier Award

The French government has honoured  Kannan Sundaram, publisher of Kalachuvadu, with Chevalier de l’Ordre National du Mérite, the Knight of the Order of the Merit, for his contribution to the publishing collaboration between India and France.

  • A ceremony to confer the award will be organised in New Delhi at the residence of the French Ambassador in September or October
  • L’Ordre national du Mérite is a French order of merit with membership awarded by the President of the French Republic. It was founded in 1963 by President Charles de Gaulle.

DRDO Successfully Test Fires Indigenously Developed Laser-Guided ATGMsDRDO successfully test-fires indigenously developed laser-guided Anti-Tank

On 4th August 2022, Defence Research and Development Organisation (DRDO) and the Indian Army successfully test fired indigenously developed Laser-Guided Anti-Tank Guided Missiles (ATGM) from Main Battle Tank (MBT) Arjun Mark 1A at KK Ranges in Ahmednagar, Maharashtra, with support of Armoured Corps Centre & School (ACC&S).

  • The missiles successfully destroyed the targets at two different ranges with precision and the flight performance of the missiles recorded by the telemetry systems are satisfied.

About ATGM:
i.The ATGM employs a tandem High Explosive Anti-Tank (HEAT) warhead to defeat Explosive Reactive Armour (ERA) protected armoured vehicles.
ii.It has been developed with multi-platform launch capability and is currently undergoing technical evaluation trials from the 120 mm rifled gun of MBT Arjun.
About Arjun Mk-1A Main Battle Tank (MBT):
i.Arjun Mk-1A Main Battle Tank (MBT) has been developed by the Defence Research and Development Organisation (DRDO) for the Indian Army under a multi-laboratory programme of DRDO mainly at the Combat Vehicles Research & Development Establishment (CVRDE) facility.
ii.It is named after the warrior prince Arjuna from the Indian epic Mahabharata.

South Korea Launches its First Moon Mission: Danuri 

On 4th August 2022 South Korea’s first-ever lunar mission, The Korea Pathfinder Lunar Orbiter(KPLO) (nicknamed Danuri), was launched onboard a SpaceX Falcon-9 from launch complex 40 at the Cape Canaveral Space Force Station in Cape Canaveral in Florida to observe the Moon and it aims to reach the Moon by mid-December.

  • Danuri is a portmanteau of Korean words “Moon” and “Enjoy” which translates to “enjoying the moon”.

Highlights:
i.This lunar mission has been jointly developed by the National Aeronautics and Space Administration (NASA) and the Korea Aerospace Research Institute (KARI).

  • If this mission succeeds, South Korea will become the seventh country in the world to have launched an unmanned probe to the Moon.
  • So far, 8 countries have launched the moon mission which includes the Soviet Union, the United States, Japan, China, India, Luxembourg(launched on china’s Long March 3C rocket(failed)) and South Korea.

ii.This is a USD 180 million mission in lunar exploration which features a boxy, solar-powered satellite designed to move 100 km above the lunar surface.

  • Scientists expect to collect geologic and other data for at least a year from this low polar orbit.

About Danuri:
i.During the mission, Danuri will use 6 different instruments, including a highly sensitive camera provided by NASA for conducting research and investigating the lunar surface to identify potential landing sites for future missions.

  • The instruments will also evaluate disruption-tolerant, network-based space communications.

ii.Danuri will develop a wireless Internet environment to link satellites or exploration spacecraft.
iii.Danuri features a boxy, solar-powered satellite designed to skim just 62 miles (100 kilometers) above the lunar surface, during which it will collect geologic and other data for at least a year from this low polar orbit.

KeyNote:
i.In June, South Korea successfully launched its first domestically developed three-stage Nuri space rocket at a cost of 2 trillion won (USD 1.5 billion).
ii.In May, South Korea joined a National Aeronautics and Space Administration (NASA) led coalition to explore the moon with astronauts in the future which is targeted to launch in its Artemis programme.

  • Under the coalition, an empty crew capsule will be sent around the moon and back to test the systems before a crew flies.

China Launches Terrestrial Ecosystem Carbon Inventory SatelliteChina launches terrestrial ecosystem carbon monitoring satellite

China successfully launched a Terrestrial Ecosystem Carbon Monitoring Satellite as well as two other satellites from the Taiyuan Satellite Launch Center in Shanxi Province, North China.This was China’s 28th launch of the year 2022.

  • The main payload was the Terrestrial Ecosystem Carbon Inventory Satellite (TECIS 1). TECIS 1 is built by the China Academy of Space Technology (CAST).
  • The two secondary payloads were the HEAD 2G and Minhang Youth Satellite.
  • The Long March 4B was provided by the Shanghai Academy of Spaceflight Technology (SAST).

Other Satellites Launched as Part of This Mission:
i. A satellite that gathers data on global ship navigation and flight status.
ii.A satellite that facilitates student participation in space science research and engineering practices.

  • All the satellites were successfully launched by a Long March-4B carrier rocket into their intended orbit.
  • This launch represented the 430th mission for the Long March series of carrier rockets.

Terrestrial Ecosystem Carbon Monitoring Satellite
Significance: The carbon monitoring satellite is primarily used for monitoring the carbon content of terrestrial ecosystems, surveying and monitoring terrestrial ecology and resources, & monitoring and evaluating major national ecological projects.

  • Additionally, it will offer operational assistance and research services in domains like agriculture, meteorology, environmental protection, surveying and mapping, and disaster mitigation.

Essential Features: The satellite uses a wide range of remote sensing techniques, spanning laser, multi-angle, multi-spectral, hyperspectral, and polarization, to detect and measure vegetation biomass, atmospheric aerosol, and chlorophyll fluorescence.

  • It can also collect multi-factor remote sensing data on global forest carbon sinks, improve the efficiency and accuracy of carbon sink measurement, and assist in the carbon peaking and neutralization efforts of China.

Assam Govt. Sign Four  MoUs with HCL, Walmart, Flipkart on various fieldsAssam inks 4 MoUs with HCL, Walmart, Flipkart on various fields

The Assam government signed four Memorandum of Understandings (MoUs) with HCL, Walmart and Flipkart for various purposes, including skilling the youths, exporting local products and creating talent for the e-commerce supply chain.
Key people:
HCL Technologies Vice President Subbaraman Balasubramanyan, Flipkart Director Akash Misra, Swasti Operations Head Amarnath Sharma, Assam Skill, Employment and Entrepreneurship Minister Jayanta Mallabaruah and others.
About the Four MoUs:
i.The first MoU was signed between the Directorate of Employment and Craftsmen Training (DECT) and the IT firm HCL Technologies to facilitate the entrepreneurship and employment development among youths of Assam under various programmes.

  • The HCL will collaborate with DECT to provide training to the Class 12 passed students with an aim to reduce regional imbalance in terms of skilled people.

ii.The second MoU was signed between Assam Skill University (ASU) and HCL Training and Staffing Services (HCL-TSS) to help aspirants to join HCL-TSS skilling and employment programmes and provide mutual support for counseling and conducting assessment of eligible candidates in university campus or any other campus provided by ASU.

  • It will help the students from rural and remote areas to get skills and employment opportunities.

iii.The third agreement was signed by Walmart Vriddhi with the Industries, Commerce and Public Enterprises Department (ICPED) and Skill Employment Entrepreneurship Department (SEED).

  • It will provide assistance for the development of MSMEs in terms of showcasing and exporting their products, and also exchange ideas for successful commercialisation of their products by providing them market access.

iv.The fourth MoU was signed between Flipkart and Assam Skill Development Mission (ASDM).

  • Under the agreement, Flipkart will provide opportunities to youth of Assam in the Flipkart Supply Chain Operations Academy by training, certifying and creating a pool of e-commerce supply chain talent.
  • The youth will get the opportunity to do on-the-job training at Flipkart and receive a stipend of Rs 17,500 during the training period.

UP Government Intends to Boost Farmers’ Income Through Panchamrut YojanaUP govt plans to double farmers’ income

The Uttar Pradesh (UP) Government is set to launch the Panchamrut Yojana, with the goal of doubling farmers’ income through the implementation of cost-effective technical measures and the promotion of co-cropping methods.
Objective

  • The scheme has the combined objective of reducing costs through saving water and maximum use of stubble and the leaves of sugarcane, sparing use of fertilizers and pesticides.
  • It promotes the cultivation of more than one crop for greater productivity; enhances the income of farmers as well as controlling pollution as there will be no need to burn leaves in the fields.

Significance
The Panchamrut scheme intends to minimize sugarcane production costs while increasing productivity and land fertility through five techniques, which include an integrated trench method for sugarcane seeding, ratoon management and trash mulching, drip irrigation, and co-cropping.

  • The UP government hiked the sugarcane support price by Rs.350 in advance of the last crushing season, with Rs.340 for normal sugarcane and Rs. 335 for species considered unsuitable.

A Prospective Glimpse of the Scheme
i. The UP government would initially select 2028 farmers in the state ahead of the autumn season to develop model plots in order to accomplish the aim of the Panchamrut Yojana.
ii.The plot must be at least 0.5 hectares in size, and at least 15 plots will be chosen in each of the Sugarcane Development Councils of Central and Western UP, as well as 10 in Eastern UP.
iii. Under the “Panchamrut Yojana,” different goals have been set for each district in terms of implementing methods for maximum results.
iv.In addition to sugarcane, the Panchamrut scheme will allow farmers to grow oilseeds, pulses, and vegetables to augment their income.

  • Furthermore, the UP government will ensure that farmers are paid the right price for their produce.

v.Additionally, the Panchamrut scheme will reward farmers with Uttam Sugarcane Farmer” awards if they are successful in increasing both in revenue and productivity.

Arunachal Pradesh Cabinet approved naming Hollongi Greenfield Airport as Donyi Polo Airport, ItanagarArunachal Pradesh Cabinet approves

The Cabinet of Arunachal Pradesh approved the naming of the under-construction Greenfield Airport as “Donyi Polo Airport, Itanagar”.The Airport will start operations on August 15, 2022.

  • The airport will be able to accommodate 200 passengers during peak hours and will be the first in Arunachal Pradesh with a runway of 2,300m, suitable for operating Boeing 747s, one of the largest passenger aircraft.

Highlights:
i.The name of the  Airport will symbolize the age old tradition and rich cultural heritage of  Arunachal Pradesh.

  • It will also showcase the people’s age-old indigenous reverence on the Sun (Donyi) and the Moon (Polo).

ii.Currently, there is no airport in the vicinity of Itanagar, the closest one being Lilabari airport in Assam’s North Lakhimpur district, around 80 km away.
iii.The cabinet also approved various proposals for the upgradation of health infrastructure in Arunachal Pradesh.

  • The proposal was passed for setting up six-bed Intensive Care Unit facilities at BPGH Pasighat, and general hospitals in Aalo, Bomdila, Tezu Khonsa and Ziro at an estimated cost of Rs 6.06 crore.

About the Airport:
i.The airport is located around 15 km from Itanagar, built at a cost of Rs. 645 crore under  the Capital Connectivity Scheme. The scheme aims to build a fixed wing air connectivity facility to Itanagar.

  • The first flight test-landed at the airport on July 19.

ii.It is spread around an area of 4,100 sqm, the airport is equipped with all modern facilities for passengers.
iii.The terminal is an energy-efficient building with a rainwater harvesting system and sustainable landscape

AP Government Signs MoU with NISG
On 4th August 2022 Andhra Pradesh (AP) government entered into a Memorandum of Understanding (MoU) with National Institute for Smart Government (NISG).
Key Points:
i.Under the agreement, NISG will assist the AP government in preparation and development of an integrated land management system with advanced technology in fixing the boundaries.

  • Any new services added with regard to land administration will also be available.

ii.Both parties entered into agreement as a part of implementation of YSR Jagananna Saswatha Bhu Hakku Bhu Raksha scheme.

  • The objective of the scheme is to provide litigation-free land ownership.

About YSR Jagananna Saswatha Bhu Hakku Bhu Raksha scheme:
i.Jagananna Saswatha Bhu Hakku Bhu Raksha Scheme was launched on 18th  January 2022, a comprehensive re-survey program to store the digital records of land through which duplication of land registrations can be avoided.
ii.Through this scheme, QR code-based smart title cards will be issued to the landowner with the name of the property owner along with a unique identity, photo, and QR code for safe transactions.
