11th Joint Military Training 2022 commended between IAF & RSAF at Kalaikunda, WB

Joint Military Training-2022On November 3, 2022, a six-week long 11th edition of the annual Joint Military Training (JMT) 2022 between the Indian Air Force (lAF) and the Republic Singapore Air Force (RSAF) commenced at Air Force Station, Kalaikunda, West Bengal (WB).

  • This exercise is held after a gap of two years amid the COVID-19 pandemic.
  • The 10th edition of JMT was held from 31 October to 12 December 2019 at Kalaikunda Air Force Station, West Bengal, India.

Participation:
IAF: Su-30 MKI, Jaguar, MiG-29 and LCA Tejas aircraft
RSAF:  F-16 aircraft
Key Points:
i.This exercise provides an opportunity to share valuable operational knowledge, experiences and best practices, strengthen professional bonds and enhance the relationship between both nations in the domain of defence cooperation.
ii.The bilateral phase of the exercise will be conducted from November 9-18, 2022 featuring sophisticated air combat simulations.
iii.From October 26-30, 2022, the 29th edition of the Singapore-India Maritime Bilateral Exercise (SIMBEX) was held in Visakhapatnam, Andhra Pradesh (AP).
iv.IAF is also conducting a bilateral exercise, named ‘Garuda VIl’, with the French Air and Space Force (FASF) from October 26 to November 12, 2022, at Air Force Station Jodhpur, Rajasthan.

CPGRAMS Monthly Report October 2022: UIDAI tops Grievance Redressal Index for 3rd month in a rowUIDAI tops Grievance Redressal Index third month in a row & Unveils new chatbot ‘Aadhaar Mitra’

According to the (Centralised Public Grievance Redress and Monitoring System) CPGRAMS Monthly Report October 2022, a rankings report published by the Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions for October 2022, Unique Identification Authority of India (UIDAI) topped the Grievance Redressal Index amongst all Group A Ministries, Departments and Autonomous Bodies. 

  • UIDAI has topped the Grievance Redressal Index for the 3rd month in a row. 
  • In October 2022, 84535 PG  cases were received on the CPGRAMS portal, 92592 PG cases were redressed. So, there exists a pendency of 75971 PG cases in October 2022 (data till 25th October 2022), the lowest ever in the Central Secretariat in 2022.

Toppers of CPGRAMS Monthly Report October 2022:

i.UIDAI and the Department of Defence Finance are the top performers among the Group A  Ministries, Departments and Autonomous Bodies for resolving public grievances.
ii.The Department of Financial Services (Pension Reforms) & Ministry of Development of North Eastern Region(MDoNER) are the top performers among Group B.

About UIDAI Achievements:
i.UIDAI has a robust grievance redressal mechanism comprising UIDAI headquarter in New Delhi, Delhi, its Regional Offices, Technology Centre, and engaged contact centre partners.
ii.It is a facilitator for both ease of living and ease of doing business
iii.Through its resident-centric coordinated approach, UIDAI resolved nearly 92% of Customer Relationship Management (CRM) Grievances within a week.
iv.The CRM solution has been designed with advanced features, and supports multi-channels like phone call, email, chatbot, web portal, social media, letter, and walk-in through which the grievances can be lodged, tracked and resolved effectively.
UIDAI Unveils new chatbot ‘Aadhaar Mitra’ for better resident experience
In order to further enhance residents’ experience, UIDAI has also launched its new AI (Artificial Intelligence)/ML (Machine Learning) based Chatbot, Aadhaar Mitra with enhanced features like – check Aadhaar enrollment/update status, information on enrollment centre etc.

  • Residents can also register their grievances and track them using Aadhaar Mitra.

MoE Establishes Committee to Strengthen Assessment & Accreditation of Higher Education InstitutionsGovt sets up panel to strengthen assessment, accreditation of higher educational institutionsThe Ministry of Education (MoE) has established a high-level committee to enhance the assessment and accreditation of Higher Educational Institutions.

  • The committee will be headed by Dr. K. Radhakrishnan, Chairperson of the Board of Governors at Indian Institute of Technology (IIT) Kanpur in Uttar Pradesh. He is also the chairperson of the IIT Council’s Standing Committee.
  • The committee’s mandate is to develop a road map for the National Accreditation Council (NAC), which is envisioned in the National Education Policy 2020 (NEP 2020).

Other members of the committee include: Mridul Hazarika, Vice-Chancellor, Mahapurusha Srimanta Sankaradeva Viswavidyalaya, Assam; Bharat Bhasker, Professor, Indian Institutes of Management (IIM), Lucknow (Uttar Pradesh); and Joint Secretary, Department of Higher Education, MoE.
Necessity of Accreditation:
i.Accreditation is crucial in integrating quality assurance into the operations of higher education institutions.
ii.It aids higher education institutions in recognizing their strengths and weaknesses through a systematic evaluation process.
iii.It also acts as a credible source of information for students, employers, and society on the quality of education offered by the institution.

Aibawk cluster in the Aizawl, Mizoram becomes the First Cluster to be completed under SPMRM

The Aibawk cluster in the Aizawl district of Mizoram has become the first cluster to be completed under the Shyama Prasad Mukherji Rurban Mission (SPMRM). The cluster has completed all 48 projects planned under SPMRM.
About developments:
Aibawk cluster is spread over an area of 522 sq. km across 11 villages and covering a population of 10,963. Its developments include the following:
i.Agri-link road, pedestrian footpaths, and inter-village road connectivity projects to improve market access.
ii.Infrastructure developments include roads, footpaths, drains, water supply, and car parking and social infrastructures like a conference center, sports infrastructure.
iii. Livelihood developments for the economic well-being of the locals include Dragon fruit cultivation, piggery and poultry activities, nature trail projects, Rurban Eco Estate Phulpui and Nature Park.
About Shyama Prasad Mukherji Rurban Mission (SPMRM):
Launched in 2016, it envisages to provide amenities to rural areas which are perceived to be urban and have the potential to stimulate local economic development. Such clusters were selected for well-planned and holistic development.
The scheme is implemented by the Ministry of Rural Development(MoRD).

GoI to Create National Drugs Database to Monitor Quality of Medicines in IndiaGovt to set up national drugs database to monitor qualityGovernment of India (GoI) will set up a comprehensive database of drug formulations manufactured and marketed in India to strengthen the monitoring mechanism and plug loopholes.

  • Ministry of Health and Family Welfare (MoH&FW) has constituted an 7 member expert panel, named ‘Constitution of a Committee for preparation of National Drugs Database’.The chairman of the committee is AK Pradhan, joint drugs controller of India.
  • The database will provide detailed information about the dosage form, strength, and details of the manufacturer, marketer, or importer of the drug.
  • Presently, there is no comprehensive national database which provides all details on drugs.

Key highlights

i.The members of the panel include Dr HG Koshia, commissioner of food and drug control administration (FDCA), Gujarat, Dr Pooja Gupta from AIIMS, New Delhi, Dr Jerian Jose, scientist at the Indian Council of Medical Research, New Delhi, DR Gahane, joint commissioner of food and drug administration (FDA), Maharashtra, BT Khanapure, state drugs controller, Karnataka, and Navneet Marwaha, state drugs controller, Himachal Pradesh.

ii.The committee will give recommendations and prepare a comprehensive database of drug formulations manufactured and marketed in india.
Note – The Ministry of Health maintains ‘Sugam’, an index of drug licences issued to companies by state Food and Drug Administrations (FDAs), while drug prices regulator NPPA separately collects data on companies for price control.

AEPC launches Apparel Industry Sustainability Action 2022-23

 

The Apparel Export Promotion Council(AEPC) has launched Apparel Industry Sustainability Action (AISA) 2022–2023, with an aim to encourage textile companies which are working with sustainability. 

 i.It also aims to evaluate the Indian garment industry, encourage sustainability measures amongst Micro, Small and Medium Enterprises(MSMEs), and to enhance the sustainable companies on a global platform.

 ii.AEPC also released a sustainability compendium, the companies included in it will be showcased on the dedicated sustainability social media platform for wide publicity that will finally culminate in sustainability awards.

 iii.The Award-winning Indian companies will showcase their collection in ‘Sustainability Corner’ of India Pavilion in 2023.

 iv.The world’s biggest fashion hub is Pure London, UK and Who’s Next, Paris.The garment manufacturing companies and agencies also got an opportunity to showcase their efforts in the area of sustainability during the conclave. The participating companies included, SNQS, Poppys, ITC RMG, Shahi, Sulochna, TUV, Tirupur cluster, HOS Services, Only good, etc.

 v.Global garment production is expected to increase by 63 percent by 2030

FAO Flagship Publication: State of Food and Agriculture 2022FAO Flagship Publication State of Food and Agriculture 2022The United Nations (UN) Food and Agriculture Organization (FAO) has released the 2022 edition of the State of Food and Agriculture (SOFA), which examined how automation in our agrifood systems might contribute to reaching Sustainable Development Goals (SDGs).

  • The SOFA is one of FAO’s major annual flagship publications, aiming to offer balanced science-based assessments of vital issues in food and agriculture.

Key Points:
i.Food production can be made more efficient and environmentally friendly by using agricultural automation, which can range from tractors to Artificial Intelligence (AI).

  • However, if it remains inaccessible to small-scale producers and other marginalised groups, it can worsen inequalities.

ii.The report examined 27 case studies spanning multiple technologies across the world.

  • Of the 27 service providers, only 10 are profitable and financially stable. These ten providers, who are primarily based in high-income countries, used mature solutions (widely adopted). These methods mostly served large-scale producers.

iii.The spread of automation varies greatly between and within nations, with adoption being especially limited in Sub-Saharan Africa.

  • In 2005, Japan had more than 400 tractors per 1,000 hectares of arable land, whereas Ghana had only 0.4.

Europe approves World’s 1st one-dose drug to protect babies against RSV

On 4th November, the European Union (EU) authorised a laboratory-developed antibody, nirsevimab, the world’s 1st one-dose drug by AstraZeneca and Sanofi’s Beyfortus (nirsevimab) to protect babies during the 1st exposure to Respiratory syncytial virus (RSV), a highly contagious common sickness that infects nearly all babies by age 2.

  • It is the RSV passive immunisation for the general newborn population, including those born healthy, at term or prematurely, or with special medical issues.
  • Babies at high risk of the disease can be given monthly shots to protect them during RSV season.

BANKING & FINANCE

ADB Approves USD 350 million Loan to Improve Road Connectivity in MaharashtraADB clears $350 million loan to improve roadOn 3rd  November 2022, Asian Development Bank (ADB), a multilateral funding agency, approved a USD 350 million (around Rs 2,900 crore) loan to improve the road connectivity of key economic areas in Maharashtra.

  • The roads will be built under the Maharashtra State Road Improvement Project approved by ADB in April 2020 to upgrade state highways and major district roads of Maharashtra.

About the Project:
i.Under the project, around 319 kilometres (km) of state highways and 149 km of district roads, will be upgraded, incorporating climate and disaster-resilient features.

  • In addition, 5 km of major district roads connecting Nanded and Telangana will also be constructed.

ii.The Connecting Economic Clusters for Inclusive Growth in Maharashtra project will further develop the core road network in the Ahmednagar, Hingoli, Jalna, Kohalpur, Nagpur, Nanded, Nashik, Pune, Sangli and Satara districts.
Significance:
i.This road connectivity will help in connecting underdeveloped rural communities with off-farm opportunities and markets, improves access to health and social services and also improves agricultural value chains by reducing transport costs for small and medium-sized enterprises.
ii.This project will also promote gender equality and social inclusion in highway programmes, schools, health, and social services.

  • Integrated service centres will be set up to provide basic sanitation, education, and other services along with skills training for enterprises that are led by poor women and disadvantaged groups for livelihood opportunities.

MUFG Bank & M1xchange Partners to Digitize Corporate Trade FinanceMUFG Bank partners M1xchange to digitize corporate trade financeMUFG Bank has partnered with M1xchange to facilitate digital invoice financing for its customers. The bank also leverages the digital ecosystem established by M1xchange and hence enhances the efficiency of its client services.
Key points:
i.Through this partnership, the MUFG bank would offer digital trade solutions to its customers while adding value to Micro Small and Medium Enterprises (MSME) enterprises, who will be the end users of the supply chain.
ii.MUFG Bank is supporting technology startups through its USD 300 million Ganesha Fund and also supports leveraging its network across the world..
iii.MUFG Bank mainly funds the MSME suppliers with early funding for their receivables under a bidding mechanism through Under M1xchange’s TReDS (Trade Receivables Discounting System).
About M1xchange:
M1xchange TReDS is a digital marketplace to sell the receivables to banks or Non Banking Financial Company (NBFC) set up under the approval of Reserve Bank of India (RBI) to facilitate the discounting of invoices and bills of exchange on a Permanent Account Number (PAN) India basis.

RBI Gives Approval to C2FO for Setting up TReDS platform in India

The Reserve Bank of India (RBI) has provided in-principle approval to C2FO Factoring Solutions Private Limited, India arm of C2FO, a global on-demand working capital platform, to set up and operate Trade Receivable Discounting Systems (TReDS) platform in India.
Highlights:
i.The C2FO is the largest Early Pay platform that provides working capital to more than 10 lakh businesses across the 160 countries of the world, out of which, 2 lakh businesses are in India, especially micro, small and medium enterprises (MSMEs).

  • The C2FO will also leverage its network to around 50,000 MSME suppliers and bring new technology solutions to address the working capital needs of businesses.

ii.Currently there are 3 TReDS platforms running in India including, Receivables Exchange of India Limited (RXIL), M1Xchange and Invoicemart, which are operational since 2017.
iii.With this approval, C2FO has become the 4th platform to get the licence on TReDS platform.
About TReDS:
i.TReDS is an electronic platform for facilitating financing or discounting of trade receivables of Micro Small and Medium Enterprises (MSMEs) through multiple financiers.
ii.In July 2014, RBI launched TReDS to address the credit challenges faced by MSMEs, which forms the backbone of the Indian economy.

  • MSME contributes nearly 30 percent of India’s Gross Domestic Product (GDP) and also generates over 110 millions employment opportunities.

iii.In August 2021, the Government of India (GoI) amended the Factoring Regulation Act (Amendment) 2021 to permit Non-Banking Finance Companies (NBFCs) to register on TReDS for discounting MSME invoices.
Note – As per RBI’s data, the value of transactions undertaken on all TReDS platforms in FY22 has doubled to Rs 34,362 crore from Rs 17,080 crore in FY21, and more than tripled from Rs 11,165 crore during FY20.

India & Taiwan Business Groups Sign 3 MoUs  Indian Chamber of Commerce signs MoU with TaiwanAt the 2022 India-Taiwan Industrial Collaboration Summit held in New Delhi, Delhi, business groups from Taiwan and India inked 3 Memoranda of Understanding (MoU) to establish tighter cooperation in electronics manufacturing and green technology.

  • The summit was jointly hosted by the Federation of Indian Chambers of Commerce and Industry (FICCI), India and the Chinese National Federation of Industries (CNFI), Taiwan.

The Three MoUs are:
i.The first MoU was signed between Taiwanese memory chipmaker Adata Technology and the Electronic Industries Association of India (ELCINA).
ii.The second MoU between Srikaarya Industries, India and UWin Nanotech Co., a Taiwanese precious metal recycling expert.
iii.The third was signed by the Taiwan Environmental Manufacturers Association, Taiwan’s China Productivity Center, Industrial Technology Research Institute, and Water Affairs Organization, as well as India’s International Centre for Clean Water and Steady-Taps Consulting.
Key Points:
i.The MoU signing ceremony was attended by Chen Chern-Chyi, Deputy Economics Minister of Taiwan, who led the Taiwanese delegation to India.
ii.Electronics manufacturing, electric vehicles, batteries, and the advancement of electronics/information, and communications technologies were among the topics discussed.

ACC appointed Non-Executive Chairman in four Public Sector Banks

The Appointments Committee of the Cabinet (ACC) chaired by the Prime Minister (PM) of India Narendra Modi has appointed a Non-Executive Chairman on the Boards of four Public Sector Banks (PSBs) viz. Canara Bank, Punjab National Bank (PNB), Union Bank of India and Punjab & Sind Bank (PSB).

Following are the appointments:
Canara Bank
Vijay Srirangam has been appointed as part-time Non-Official Director and Non-Executive Chairman of Canara Bank for three years.
PNB:
K G Ananthakrishnan has been appointed as part-time Non-Official Director and Non-Executive Chairman of PNB for three years.
Union Bank of India:
Srinivasan Varadarajan has been appointed as part-time Non-Official Director and Non-Executive Chairman of Union Bank of India for three years.
PSB:
Charan Singh has been appointed as Non-Official Director and Non-Executive Chairman of Punjab & Sind Bank for two years.

Elon Musk to serve as Twitter CEO

 

Elon Musk appointed himself as the chief executive officer(CEO) of Twitter, the social media company, as he acquired Twitter for USD $44 billion.

 i.He replaced Parag Agrawal, as new CEO.

 ii. He is also the CEO of Tesla, SpaceX, Neuralink and The Boring Company.

 

Vivek Joshi Appointed as Financial Services Secretary

On 1st November 2022, Vivek Joshi Appointed as the Secretary of the Department of Financial Services (DFS) under the Ministry of Finance.Joshi replaced Sanjay Malhotra.

  • Sanjay malhotra will be appointed as new revenue secretary, he will replace Tarun Balaji.

ii.Previously Joshi, IAS officer of Haryana cadre of 1989 batch, was the Registrar General and Census Commissioner under the Ministry of Home Affairs.
iii.DFS  oversees the functioning of banks, financial institutions, insurance companies and the National Pension System.

K V Kamath appointed as Independent Director of RIL & Non-Executive Chairman of RSIL

On 4th November 2022, the Board of Directors of Reliance Industries Limited (RIL) approved the appointment of Kundapur Vaman Kamath (K. V. Kamath) as an Independent Director for a period of 5 years.

  • He was also appointed as an Independent Director and non-executive Chairman for Reliance Strategic Investment Limited (RSIL), a wholly-owned subsidiary of RIL.
  • V. Kamath, Padma Bhushan awardee (2008-Trade & Industry), is currently the Chairman of the National Bank for Financing Infrastructure and Development (NaBFID).
  • The company plans to rename RSIL to Jio Financial Services (JFSL) after the de-merger of financial services operations.

Union Minister Giriraj Singh unveiled a booklet on “Agenda for Members of Panchayati Raj Institutions for Rural Development”

On 4th November 2022, Giriraj Singh, Union Minister for Rural Development and Panchayati Raj unveiled the booklet “Agenda for Members of Panchayati Raj Institution for Rural Development” at Krishi Bhawan, New Delhi. This booklet will soon be brought in regional languages.

  • With the help of this booklet, information about all the schemes will be available to the representatives and the general public.
  • The schemes like Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Deen Dayal Antyodaya Yojna- National Rural Livelihood Mission, PM Awas Yojna- Grameen, PM Gram Sadak Yojna, etc are available in this booklet.
  • It would also enable Gram Panchayat members to understand the schemes and their eligibility, which will increase transparency and public engagement.

World Tsunami Awareness Day 2022 – November 5World Tsunami Awareness Day - November 5 2022The United Nations (UN)’s World Tsunami Awareness Day (WTAD) is annually observed across the globe on 5th November to create awareness about Tsunami and to promote the measures for risk reduction.

  • The UN Disaster Risk Reduction (UNDRR), in collaboration with other UN systems, facilitates the observance of World Tsunami Awareness Day.

Note: The word “tsunami” comprises the Japanese words “tsu” (meaning harbour) and “nami” (meaning wave).
Significance: 
The aim of WTAD coincides with the International Day for Disaster Reduction (October 13) and the 7 Sendai Framework for Disaster Risk Reduction 2015-2030 goals.
i. The United Nations General Assembly (UNGA) adopted the resolution A/RES/70/203 on 22nd December 2015 and declared the 5th November of every year as World Tsunami Awareness Day.
ii. The WTAD was initiated by the Government of Japan, to raise awareness of the need for Tsunami preparedness. The 1st World Tsunami Awareness Day was observed on 5th November 2016.
iii. The designated date 5th November was chosen to mark the story of “Inamura-no-hi” (The fire of rice sheaves), an anecdote, which took place on 5th November 1854.

Assam Govt Signs MOU with Bright Star Investments for Development of Medical InfrastructureAssam government inks an MoU with Bright Star Investments to ramp up medical infrastructurOn 4th November 2022, the Assam government signed a Memorandum of understanding (MoU) with Bright Star Investments Private Limited for the infrastructure development of the academic block of the 2nd medical college in Guwahati, Assam.

  • This is the first time that the Assam Govt has collaborated with the Private sector for the infrastructure development of a medical college in Assam.

Signatories: The MoU was signed by Commissioner and Secretary to the government of Assam Siddharth Singh and Promoter & Founder of Bright Star Investments Private Limited, Radhakishnan Damani.

  • The MoU was signed during a programme held at Janata Bhawan in Guwahati in presence of Assam Chief Minister(CM) Himanta Biswa Sarma, Assam Health Minister Keshab Mahanta and other senior officials of the Assam government and Bright Star Investments.

Background:
i.In 1960, the first medical college was established in Guwahati to cater to the needs of the people of Assam and its neighbouring states.
ii.The second medical college to be constructed in Guwahati will have the provision of 1000 bedded hospital and academic block with hostels for boys and girls for 100 annual intake MBBS students.

  • Bright Star Investments Private Limited will provide its Corporate Social Responsibility (CSR) contribution of Rs 150 crore for infrastructure development of the Academic Block, Under Graduate (UG) and Intern Hostels of the new Medical College.

Highlights:
i.Assam is the first state to be chosen by Bright Star Investments Private Limited for such development.
ii.Assam has a vision of one medical college per district and has already taken steps for setting up 15 new medical colleges in addition to the 9 existing.

  • Out of the 15 new medical colleges, 7 are under construction in the areas of Nalbari, Nagaon, Kokrajhar, Tinsukia, Charaideo, Biswanath Chariali and the second Medical College at Guwahati.
  • The Assam government will begin construction of another 5 medical colleges at Golaghat, Bongaigaon, Marigaon, Tamulpur and Dhemaji in November 2022 and the remaining 3 colleges at Sivasagar, Karimganj and Goalpara will be constructed in near future.

Facts – In Assam, with the increase in medical colleges, the MBBS seats have also increased  from 726 in 2014 to 1200 in 2022 and until 2014 total Post Graduate (PG) seats in Assam was 395, whereas in 2022 the total number of PG seats have been increased to 711.

Bellatrix to set up USD 76-million R&D Centre

 

Bellatrix Aerospace, Bengaluru-based space tech startup, announced an investment of USD 76 million(around Rs 630 crore) to establish a research and development(R&D) centre and manufacturing factory for space taxis (orbital transfer vehicles or OTVs) in Bengaluru, Karnataka.

 i.It will begin the first phase of operations on a five-acre facility at the aerospace park near Kempegowda International Airport (KIA), Bangalore, Karnataka by 2023.

 ii.This new facility is expected to manufacture thrusters, hall thruster, microwave plasma thruster, nano thruster, and green propulsion systems.

 iii.It signed an Memorandum of understanding(MoU) with the government of Karnataka, to set up its 2.1-lakh-sq ft space factory to manufacture propulsion systems every year, in addition to manufacture its OTVs.
