India’s CSIR & Israel’s DDR&D sign MoU on Industrial Research and Development Cooperation India, Israel sign MoU on Industrial Research and Development Cooperation with focus on several key technology areasOn May 2, 203, Council of Scientific and Industrial Research (CSIR) under the Ministry of Science & Technology (MoST) and Directorate of Defense Research and Development (DDR&D), Ministry of Defense of the State of Israel, signed a Multi-Sectoral Memorandum of Understanding (MoU) on Industrial Research and Development Cooperation focusing on several key technology areas.

  • The agreement was signed by Dr N Kalaiselvi, Director General (DG) of CSIR and Dr Daniel Gold, Head of DDR&D, at the CSIR-Science Centre, New Delhi, Delhi in the presence of Dr Jitendra Singh Union Minister of MoST.

Note: The agreement was signed during the meeting between the high-level Israel delegation led by Dr Daniel Gold, Head of DDR&D and Union Minister Jitendra Singh.

Key Points:
i. The key technology areas under this MoU include Aerospace, Electronics Instrumentation, Civil, Infrastructure & Engineering, Ecology, Environment, Earth & Ocean Sciences and Water, Mining, Minerals, Metals & Materials, Chemicals and Petrochemicals, Energy (Conventional & Non-Conventional) and Energy Devices, Agri, Nutrition & Biotech and Healthcare.
ii.In November 2021, Defense R&D Organization (DRDO) and DDR&D have inked a Bilateral Innovation Agreement (BIA) to promote innovation and accelerated R&D in startups and MSMEs of both countries

  • Now, this agreement will open a new phase in India-Israel partnership in areas like Innovation, Technology, and StartUps.

iii.The year 2023 marks 30 years of successful diplomatic relations between India and Israel.

DoE launches Vivad se Vishwas scheme for relief to MSMEs for COVID-19 periodGovernment launches Vivad se Vishwas schemeOn May 2, 2023, The Department of Expenditure (DoE), Ministry of Finance, has launched the scheme, ‘Vivad se Vishwas I – Relief to MSMEs’ for providing relief to Micro, Small and Medium Enterprises (MSMEs) for COVID-19 period.

  • It was launched on the lines of the Union Budget FY24 announcement by the Union Minister Nirmala Sitharaman, Ministry of Finance.
  • The scheme was commenced from April 17, 2023 and the last date for submission of claims is June 30, 2023.

Backdrop: To provide relief to MSMEs, Nirmala Sitharaman stated (in the Union Budget for FY24) that 95% of the forfeited amount relating to bid or performance security will be returned to them by government and government undertakings in cases of failure by MSMEs to execute contracts during the Covid -19 period.

Key Points:
i.Under the scheme, Ministries have been asked to refund performance security, bid security and liquidated damages deducted during the COVID-19 pandemic.
ii.Eligibility: Relief will be provided in all contracts for the procurement of Goods and Services, entered into by any Ministry/ Department/ attached or subordinate office/ autonomous body/ Central Public Sector Enterprise (CPSE)/ Central Public Sector Banks/ Financial Institution etc. with MSMEs, which meet the following criteria:

  • Registered as MSME as per the relevant scheme of the Ministry of MSME on the date of claim by supplier/ contractor.
  • The original delivery period/ completion period stipulated in the contract was between 19.02.2020 and 31.03.2022.

iii.The Government will provide the following additional benefits to eligible MSMEs, affected during the COVID-19 period:

  • 95% of the performance security forfeited shall be refunded.
  • 95% of the Bid security shall be refunded.
  • 95% of the Liquidated Damages (LD) deducted shall be refunded.
  • 95% of the Risk Purchase amount realized shall be refunded.
  • In case any firm has been debarred only due to default in execution of such contracts, such debarment could also be revoked, by issuing an appropriate order by the procuring entity.

iv.No claim shall be entertained if the firm has been ignored for placement of any contract due to debarment in the interim period (i.e. date of debarment and the date of revocation under this order) and no interest shall be paid on such refunded amount.

Note – A dedicated web page has been created by Government e-Marketplace (GeM) for the implementation of this scheme. Only GeM was authorised to process eligible claims.

NITI Aayog Released ‘Best Practices in Social Sector: A Compendium, 2023’ in Collaboration with UNDP NITI Aayog Releases Compendium on Best Practices in Social Sector 2023On May 1, 2023, the NITI Aayog (National Institute for Transforming India) in collaboration with the United Nations Development Programme (UNDP) released the ‘Best Practices in Social Sector: A Compendium, 2023’ which features 75 case studies which truly highlight the theme ‘Achievement@75’ at the grassroot levels.

  • The compendium was also framed to commemorate 75 years of India’s independence.
  • The case studies have been sourced from the 28 States and 8 Union Territories (UTs) and over 30 Ministries and Departments of the Government of India.
  • Suman Bery, Vice Chairman, NITI Aayog launched the compendium in the presence of NITI Aayog Members Dr. V K Saraswat, Dr V K Paul and Dr. Arvind Virmani and B.V.R Subrahmanyam, CEO (Chief Executive Officer), NITI Aayog, and Ms Shoko Noda, Resident Representative, UNDP India.

Key Points:
i.The compendium is a compilation of innovations in policymaking at national and state levels in 14 key social sectors such as health, education, agriculture, information technology (IT), the environment, etc.
ii.The 75 case studies which include best practices have been chosen from over 200 innovative initiatives received from the states/UTs and Ministries.

  • UNDP supported NITI Aayog in reviewing and compiling these 75 best practices.

iii.The 75 best practices highlight models which are innovative, sustainable, replicable and impactful.
iv.The compendium intends to synthesise lessons for the future to expand, enhance and improve life at the grassroots level.
v.The Compendium has been prepared under the overall guidance of Suman Bery, Vice Chairman, NITI Aayog and the leadership of Dr. Yogesh Suri, Senior Adviser, NITI Aayog.

IA’s MES inks MoU with IIT Kanpur for making Cantonments Carbon-Neutral Army ropes in IIT Kanpur for making cantonments carbon-neutralThe Indian Army’s (IA) Military Engineer Services (MES) Jhansi in Uttar Pradesh (UP) signed a Memorandum of Understanding (MoU) with Indian Institute of Technology Kanpur, UP (IIT-K) to convert IA’s stations/cantonments into carbon-neutral campuses.

  • This collaboration will showcase a proof-of-concept model through coordinated initiatives in sustainable practices.

Signatories:
The MoU was signed between Col. Akhil Singh Charak, Commander Works Engineer (CWE) & IITK alumnus, and Major Sunny Attri, Garrison Engineer from MES Jhansi, and Prof. A.R. Harish, Dean of R&D, IIT Kanpur.
What will be done under the MoU?
Under this, five MES Jhansi cantonment campuses will be converted into net zero carbon, net zero energy, net zero water, and net zero waste campuses in a phased manner. IIT-K will carry out yearly audits of cantonments, and oversee the entire on-ground processes of the Army campuses selected under the MoU.

  • IIT-K will also train Army personnel through on-job training for sustainable practices.

Key Points:
i.The transformation of Army cantonments will be done on the basis of the crucial parameters of NetZero including energy sources, consumption, carbon footprint, sustainable alternatives adoption, on-site tree planting, and habit-related factors.
ii.This initiative will not only help in reducing carbon emissions but also in conserving natural resources.
iii.Both sides plan to create a carbon-neutral roadmap for India by utilizing the vast land area covered by Army cantonments to achieve India’s vision of net zero emissions by 2070.

INTERNATIONAL AFFAIRS

AIME-23: 1st ASEAN-India Maritime exercise initiated in SingaporeMaiden ASEAN-India Maritime exercise starts in Singapore! Ten countries to participatei.On May 2, 2023, the opening ceremony of the inaugural ASEAN (Association of Southeast Asian Nations)-India Maritime Exercise (AIME-23) was held at the Changi Naval Base in Singapore which was inaugurated and co-officiated by Admiral Radhakrishnan Hari Kumar, Chief of the Naval Staff (CNS), Indian Navy (IN) and Rear Admiral Sean Wat, Chief of Navy (CNV), Republic of Singapore Navy (RSN) and senior dignitaries from ASEAN.
ii.Through this exercise the Navies from ASEAN and IN will conduct joint drills.
iii.India is represented by RAdm (Rear Admiral) Gurcharan Singh, the Flag Officer Commanding Eastern Fleet (FOCEF) along with indigenous warships INS (Indian Naval Ship) Delhi and INS Satpura, and P8I maritime patrol aircraft.

Key Points:
i.Jitendra Singh chaired the India-UK Science & Innovation Council meeting co-chaired by George Freeman, UK Science Minister.
ii.At the council meeting, Jitendra Singh announced the joint establishment of the India-UK ‘Net Zero’ Innovation Virtual Centre focusing on industrial decarbonisation and launching the first-ever India-UK scientific deep sea voyage.
iii.On April 26, 2023, India and the UK  signed a landmark agreement to collaborate on science and innovation that will drive economic growth, create skilled jobs and improve lives in the UK, India, and worldwide.

  • Under the agreement, India was named as a partner for the UK’s International Science Partnerships Fund, carrying forward the UK-India science partnership built through the Newton-Bhabha fund.

Jaishankar jointly inaugurated the Embassy of India in Santo Domingo, Dominican Republic, in the presence of Raquel Pena, Vice President of the Dominican Republic, Eduardo Estrella, President of the Senate of the Dominican Republic and other cabinet ministers.

Global Fintech 2023: APAC to Become World’s Top Fintech Market by 2030APAC to overtake US, become world’s top fintech market by 2030According to the report titled “Global Fintech 2023: Reimagining the Future of Finance”, jointly produced by Boston Consulting Group(BCG) and QED Investors, the Asia-Pacific (APAC) region is expected to outpace the United States of America(USA) and become the world’s top fintech market by 2030 with a projected compound annual growth rate (CAGR) of 27%.

  • The fintech sector, which currently holds around 2% share of global financial services revenue, is estimated to reach USD 1.5 trillion in annual revenue by 2030(a 6-fold growth), with banking-related fintech representing 25% all banking valuations.
  • The sector is estimated to witness revenue share grow to 7% by the end of this decade.

Airtel Payments Bank Partners with NPCI to Roll out Face Authentication for AePSAirtel Payments Bank rolls out face authentication for AePSAirtel Payments Bank collaborated with the National Payments Corporation of India (NPCI) to roll out Face Authentication for AePS (Aadhaar-enabled Payment System) at its 5 lakh banking points to drive financial and digital inclusion.

  • Through this launch, Airtel Payments Bank became one of the first four banks to offer face authentication for AePS in India.

Prevailing authentication: So far, transactions were being authenticated using the customer’s Aadhaar number and fingerprint or iris match in the UIDAI (Unique Identification Authority of India) records.
Face Authentication Feature:
i.Under the face authentication facility the customers could validate a transaction using face authentication along with the Aadhaar number.
ii.Process: The Aadhar Face authentication RD Service Application which was developed in-house by UIDAI will be used for processing authentication.
iii.The NPCI’s AePS feature will enable the customers to carry out financial and non-financial transactions at any banking point using their Aadhaar number or virtual ID to access their Aadhaar-linked bank account.
Airtel Payments Bank’s Face Authentication Process:
i.Process

  • The Banking Correspondent (BC) will enter the customers’ details i.e. Aadhaar number enter it into the business App and confirms the type of authentication that customers wish to opt for i.e. either fingerprint or face.
  • If the customer selects face authentication, then the face authentication RD App will capture the live Image of the customer and the BC will enter their mPIN and completes the transaction.

ii.The face authentication facility was deployed by Airtel Payments Bank in different phases. The first phase includes non-financial transactions like balance enquiry and mini-statements.
iii.The face authentication feature was scheduled to be made available by Airtel Payments Bank within a few weeks for financial transactions.

  • The facility is now made available to customers of Airtel Payments Bank who are enabled for face authentication modality only.
  • Airtel Payments Bank also plans to enable the functionality for other bank customers and Airtel Payments Bank customers at other banking outlets.

Pine Labs Partners ICICI Bank to Accept Digital Rupee on its PoS TerminalsPine Labs partners ICICI Bank to enable Digital Rupee on PoS terminalsOn May 2, 2023, Pine Labs India, the Merchant commerce platform, announced the acceptance of the digital Rupee (e-Rupee- e₹) or central bank digital currency (CBDC), on its PoS (point-of-sale) terminals across key retail outlets in Mumbai (Maharashtra) and Bengaluru (Karnataka) in partnership with ICICI Bank.
Key Points:
i.The execution of Pine Labs’ e-Rupee payment process is completely digital via dynamic QR built within its smart Android PoS terminals.
ii.The acceptance of the e-Rupee will provide a seamless payment option to the users and improve the operational efficiency of merchants with Pine Labs PoS terminals.
iii.As the e-Rupee will accelerate the migration from paper-based currency to digital, the Pine Lab is partnering with ICICI Bank in launching the e-Rupee as a payment option under the pilot run by the Reserve Bank of India.
Backdrop:
i.On December 1, 2022, the Reserve Bank of India (RBI) launched its pilot on retail digital currency/ rupee called e-Rupee, which is an electronic form of sovereign currency.
ii.The RBI’s CBDC pilot for both person-to-person (P2P) and person-to-merchant (P2M) e-Rupee transactions is currently live with leading banks like State Bank of India, ICICI Bank, Yes Bank, IDFC First Bank, Union Bank of India, Bank of Baroda, Kotak Mahindra Bank, and HDFC Bank.
iii.This controlled retail CBDC pilot is expected to expand to more banks, users, and locations, in addition to more applications.
iv.After being formally introduced to pan India as a legal tender, the e-Rupee is expected to reduce the operational costs of the management of physical cash, improve financial inclusion, and deliver resilience and efficiency in payment transactions.

Bharti Airtel & Dialog Axiata signs Binding Term Sheet for the Merger of their Sri Lankan SubsidiariesSri Lanka’s Dialog Axiata, India’s Bharti Airtel sign binding term sheet for mergerBharti Airtel Limited (Airtel), an Indian multinational telecommunications services company, and Dialog Axiata PLC, Sri Lanka’s largest telecommunications service provider, signed a binding term sheet for the merger of their Sri Lankan subsidiaries.

  • The binding is to combine the operations of Bharti Airtel Lanka (Private) Limited, Airtel’s wholly-owned subsidiary, with Dialog, a subsidiary of Malaysian multinational telecommunications conglomerate Axiata Group Berhad.
  • The new entity is set to become the largest telecom provider in Sri Lanka.

Key Highlights:
i. As part of the agreement, Airtel would receive a stake in Dialog that represents the fair market value of Airtel Lanka.

  • Upon the completion of the transaction, new shares of Dialogue would be issued to Airtel.

ii. The proposed transaction is still going on between the parties and with the relevant regulatory authorities as per applicable laws and regulations.
iii. The proposed transaction is subject to the signing of legal agreements and necessary closing conditions including shareholder approvals and required regulatory clearances.

  • Dialog Axiata has 17.4 million subscribers, accounting for 57% of the country’s mobile market.
  • Airtel Lanka has over 5 million customers and operates in 25 administrative districts and has a distribution network of over 50,000 retailers with 4G and 2G services present across major towns in Sri Lanka.

ICAI & ICAEW Renews their MoU

The Institute of Chartered Accountants of India (ICAI) and the Institute of Chartered Accountants in England and Wales (ICAEW), the 2 premier globally renowned accounting bodies, have renewed their Memorandum of Understanding (MoU), which will open opportunities for the “appropriately qualified” member of both the institutes.
The MoU, which will be reviewed after 3 years, was renewed on 24th April 2023 in London, the United Kingdom.

  • The ICAI has over 3.8 lakh members, whereas ICAEW has over 2 lahks.
  • The MoU was signed by Aniket Sunil Talati, President of ICAI, and Julia Penny, President of ICAEW in the presence of Ranjeet Kumar Agarwal, Vice President of ICAI, along with other Council Members, ICAI and senior functionaries of ICAEW.
  • The 1st MoU between the two Institutions, which established the relationship between ICAI and ICAEW, was signed in 2008.

Note: Members of each Institute who have successfully completed the training and education requirements of their respective Institutes are considered to be “appropriately qualified” members.

BharatPe acquires 51% stake in Trillion Loans

BharatPe, a fintech in the payment space, has acquired a 51% stake in Mumbai (Maharashtra)-based Trillionloans Fintech Private Limited, a non-banking financial company (NBFC).

  • Trillion Loans sells a range of secured and unsecured loans to small businesses and credit products such as auto, gold, and education loans to retail customers.
  • Following the acquisition, Trillion Loans will operate as an independent entity with a separate team under the supervision of the board.
  • BharatPe will bring in the product and technology capabilities to enable Trillion Loans to launch new and path-breaking digital lending products that will cater to a diverse set of business owners and clients.

Phintella dhritiae & Phintella platnicki: ZSI team discovered 2 New Spider Species in Karnataka & TN

Researchers of the Zoological Survey of India (ZSI) have discovered 2 new species of jumping spiders from southern India, namely, Phintella dhritiae from Mookambika Wildlife Sanctuary in Karnataka and Phintella platnicki from Salem district of Tamil Nadu (TN).

  • The name ‘Phintella dhritiae’ has been given in honour of Dr Dhriti Banerjee, the first woman Director of the ZSI
  • The name ‘Phintella platnicki’ has been given in honour of the late Dr Norman Platnick for his contribution to the field of arachnology.

Note: Arachnology- The scientific study of arachnids, which comprise spiders and related invertebrates such as scorpions and pseudoscorpions.

About the Discovery:
Family: Salticidae/ Genus: Phintella.
i. The newly described species are small-to-medium-sized, colourful spiders, usually covered with metallic iridescent scales.
ii. The head is rather rounded or oval, relatively high with a distinct posterior slope and the abdomen is ovoid or elongated, usually with pale and dark horizontal bands.
Highlights: 
i. Prior to the discovery of these new jumping spider species, 12 species of Phintella were known to be valid from India.
ii. A prominent publication called “Arthropoda Selecta” published an article about the discovery of these 2 new species in its March 2023 issue.
Note: In early 2023, the team described another 2 new jumping spiders – ‘Cocalus shendurneyensis’, ‘Habrocestum mookambikaensis’, ‘Stenaelurillusmegamalai’ and ‘Stenaelurillusneyyar’ from the Western Ghats region.

Badminton Asia Championships 2023: Chirag Shetty and Satwiksairaj Rankireddy won Men’s Doubles satwik-chirag make history, first indians to become asian champs in 58 yearsIndian pair Chirag Shetty and Satwiksairaj Rankireddy won the men’s doubles title at the 2023 Badminton Asia Championships(BAC) defeating Malaysian pair Teo Ee Yi and Ong Yew Sin.  They became the first Indian men’s doubles pair to win the title at the BAC.

  • 2023 BAC was held at the Sheikh Rashid Bin Hamdan Indoor Hall in Dubai, United Arab Emirates(UAE) from 25th to 30th April 2023.
  • This also marks India’s 2nd ever title at the BAC after Dinesh Khanna, who won India’s first gold, in men’s singles, at BAC in 1965.

Note:

  • Dipu Ghosh and Raman Ghosh, bronze medallists from 1971, were the last Indian men’s doubles pair to reach the semi-finals of BAC.

  • Red Bull’s Max Verstappen, the Dutch-Belgian driver, secured 2nd position on the podium and Ferrari’s Charles Leclerc, a Monacan driver secured 3rd position.

Sergio Perez became the 1st-ever repeat winner of the Azerbaijan Grand Prix. His 1st Azerbaijan Grand Prix victory was at the 2021 Azerbaijan Grand Prix.

Mahatma Gandhi’s Grandson Arun Manilal Gandhi, Author and Socio-Political Activist, Passed Away

On 2nd May 2023, Mahatma Gandhi’s Grandson Arun Manilal Gandhi, the 89-year-old author and socio-political activist, passed away at Kolhapur in Maharashtra. He was born to Manilal Gandhi and Sushila Mashruwala in Durban, South Africa, on 14th April 1934.

  • He is the 5th grandson of India’s legendary leader, Mohandas Karamchand Gandhi (Mahatma Gandhi).
  • Arun Gandhi along with his wife Sunanda Gandhi started the M. K. Gandhi Institute for Nonviolence at the Christian Brothers University in Memphis, Tennessee, United States of America (USA) in 1991.

Arun Gandhi penned several books including “Kasturba: A Life” (2000); “The Forgotten Woman: The Untold Story of Kastur Gandhi, Wife of Mahatma Gandhi” (2016); and “The Gift: Ten spiritual lessons for the modern world from My Grandfather, Mahatma Gandhi” (2018).

  • The 2023 theme signifies the enabling element of freedom of expression to enjoy and protect all other human rights.

i. The observance of World Press Freedom Day on 3rd May was recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO) during its 26th General Conference held in Paris, France, from 15th October to 7th November 1991.
ii. The day was proclaimed by the United Nations General Assembly (UNGA) in December 1993.
