India and Nepal Signs Agreements to Boost Cross-Border Energy TransmissionOn October 29,2025, India and Nepal signed agreements to develop two new high-voltage cross-border power transmission lines, aimed at enhancing electricity trade and deepening regional energy cooperation.

  • The Joint Venture and Shareholders’ Agreements (JV&SHA) were signed between India’s Power Grid Corporation of India (POWERGRID), a Maharatna Central Public Sector Enterprise (CSPE) of India, and Nepal’s Nepal Electricity Authority (NEA) in the presence of Union Minister Manohar Lal, Ministry of Power(MoP) and Kulman Ghising,  Minister for Energy, Water Resources and Irrigation of Nepal, in New Delhi(Delhi).

Key Details of Agreements:
Proposed Transmission Projects: The Cross-Border Transmission System Projects include:
The proposed Cross-Border Transmission System Projects includes,

  • Inaruwa (Nepal)-New Purnea (India) 400 Kilovolt(kV) Double Circuit (Quad Moose) Transmission Link. This line will cover approximately 26 kilometres(km) in Nepal and 109 km in India,
  • Lamki (Dodo Dhara) (Nepal)-Bareilly (India) 400 kV Double Circuit (Quad Moose) Cross-Border Transmission Systems. It will extend about 33 km in Nepal and 185 km in India.

Financing Structure: Both projects will follow a financing model comprising 80% debt and 20% equity.
Timeline: Both countries have agreed to complete the construction of the transmission lines by 2030.
JV Formation: The agreement enables the creation of two JV entities :one in India and one in Nepal, between NEA and POWERGRID to develop the high-capacity cross-border transmission lines.

Union Minister G. Kishan Reddy Launches ‘KOYLA SHAKTI’ Dashboard and CLAMP PortalOn 29th October 2025, Union Minister G. Kishan Reddy, Ministry of Coal and Ministry of Mines (MoM), virtually launched the ‘KOYLA SHAKTI’, a Smart Coal Analytics Dashboard (SCAD) and the Coal Land Acquisition, Management and Payment(CLAMP) Portal in New Delhi, Delhi, to enhance transparency, efficiency, and data-driven governance in India’s coal sector.
About KOYLA SHAKTI :
Objective: The initiative enhances coal logistics by enabling real-time coordination and monitoring of production, dispatch, transport, and consumption across coal companies, railways, ports, and power utilities.
Developer: Developed by the National Industrial Corridor Development Corporation (NICDC) under the direction of the Ministry of Coal.

TCoE India Signed Pacts to Roll Out Samriddh Gram Phygital Services Pilot Project in 3 StatesIn October 2025, Telecom Centres of Excellence (TCoE) India, under the Department of Telecommunications (DoT), Ministry of Communication, has signed agreements with leading implementation partners Digital Empowerment Foundation (DEF) in Ari & Umri(Madhya Pradesh, MP), I-Novate Infotech Private Limited in Chaurawala(Uttar Pradesh, UP) and Corpus Enterprises Private Limited in Narakoduru(Andhra Pradesh, AP) to roll out the Samriddh Gram Phygital Services Pilot.

  • These agreements were formally signed by Rajesh Sharma, Director & Chief Executive Officer (CEO), TCoE India and the Implementation Partners in the presence of Dr. Neeraj Mittal, Secretary (Telecom), Ministry of Communication and others.

  • Education & Skilling: Smart Classrooms, Augmented Reality/ Virtual Reality (AR/VR)-based learning, and digital skilling aligned with the Government of India (GoI)’s schemes or initiatives.
  • Agriculture: These centres will provide Internet of Things (IoT)-based soil testing, drone support, and digital irrigation systems.
  • Healthcare: These kendras will facilitate teleconsultations, health Automated Teller Machines (ATMs), and emergency care.
  • e-Governance: These kendras will provide access to citizen services, documentation, and grievance redressal.
  • e-Commerce & Financial Inclusion: These centres will facilitate integration with Open Network for Digital Commerce (ONDC) and digital marketplaces for local startups; and will also offer digital banking and payments facilities.
  • Connectivity Backbone: These kendras will help in strengthening BharatNet Fibre-To-The-Home (FTTH) with a Village Area Network(VAN) and public Wireless Fidelity (Wi-Fi) hotspots.

Union Minister Shivraj Singh Inaugurates NSC Seed Processing Plants, Seed Management 2.0 PlatformOn October 27, 2025, Union Minister Shivraj Singh Chouhan, Ministry of Agriculture and Farmers Welfare (MoAFW), inaugurated a new state-of-the-art vegetable and flower seed processing and packaging unit of the National Seeds Corporation (NSC), MoAFW, at Pusa Complex in New Delhi, Delhi.

  • He virtually inaugurated five NSC seed processing plants in Bareilly (Uttar Pradesh, UP), Dharwad (Karnataka), Hassan (Karnataka), Suratgarh (Rajasthan), and Raichur (Karnataka).
  • He also launched Seed Management 2.0 system and an online seed booking platform for farmers.

Highlights:
Vegetable Processing Plant: The plant has a processing capacity of 1 tonne of seeds per hour. It is designed to handle, clean, grade, and package vegetable and flower seeds efficiently, ensuring minimal wastage and better-quality control.
Five NSC Plants: The five plants have a processing capacity of 4 tonnes per hour, enabling large scale handling of seeds. They are equipped with advanced seed processing, grading, and packaging technologies to maintain purity, viability, and germination quality.

NTPC Green Energy Limited Upgraded to Schedule ‘A’ CPSE by GoIIn October 2025, NTPC Green Energy Limited (NGEL), subsidiary of NTPC Limited, has been officially upgraded from Schedule ‘B’ to Schedule ‘A’ Central Public Sector Enterprise (CPSE) by the Government of India (GoI), effective from October 28, 2025. This recognition marks a major milestone in NGEL’s growth within the Renewable Energy (RE) sector.

  • This upgrade is expected to enhance NGEL’s strategic and financial autonomy, allowing greater flexibility in decision-making, faster execution of projects, and improved competitiveness in the RE sector.

Framework by: The Department of Public Enterprises (DPE) under the Ministry of Finance (MoF) has laid out criteria for classification as well as re-classification of CPSEs into different schedules.
Categories: DPE has grouped CPSEs into 4 different schedules, namely, Schedule ‘A’, Schedule ‘B’, Schedule ‘C’ and Schedule ‘D’.
Total CPSEs in Each Schedule: As per the data of Public Enterprise (PE) Survey for Financial Year 2023-24 (FY24), there were 191 Scheduled CPSEs in India, of which 73 in Schedule ‘A’, 67 in Schedule ‘B’, 45 in Schedule ‘C’ and 6 in Schedule ‘D’ (as of March 31, 2024).
Upgradation : Proposals for CPSE upgradation are initiated by the respective ministry, approved by the financial advisor and minister-in-charge, and then submitted to the DPE, which reviews them in consultation with the Public Enterprises Selection Board (PESB).
Key Parameters: As per DPE, the proposal should contain performance of the concerned CPSE for past 5 years based on:

  • Quantitative Parameters (definitions as per PE Survey): investment, capital employed, net sales, profit before tax , number of employees and units, capacity addition, revenue per employee, among others.

India Commenced Tri-Services Exercise ‘Ex Trishul’ in Coordination with IAF & IN

Key Deployments:  The IA has deployed over 20,000 troops with tanks, howitzers, and armed helicopters for drills like ‘Trinetra’, while the IAF conducts ‘Mahagurjar’ operations using Rafales, Su-30MKIs, and AEW&C aircraft. The IN has positioned frigates and destroyers off the Gujarat coast for combat manoeuvres.

Union Minister Piyush Goyal Launches Rs.1 Lakh Crore Anusandhan Fund
On October 29, 2025, Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoC&I), launched Anusandhan National Research Fund (Anusandhan Fund) worth Rs.1 lakh crores (approximately USD 12 billion) during The Indus Entrepreneurs Conference(TiEcon) Delhi-National Capital Region (NCR) in New Delhi, Delhi.

SBI Foundation & ICRISAT Launch “SMART-CROP” Project to Support Smallholder Farmers
In October 2025, SBI Foundation, the Corporate Social Responsibility (CSR) arm of State Bank of India (SBI), in collaboration with the University of Agricultural Sciences (UAS), the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), and Agribridge, launched the SMART-CROP (Sustainable Monitoring and Real-time Tracking for Crop Resilience and Optimal Practices) project, in Hyderabad, Telangana.

  • The three-year initiative is supported under SBI Foundation’s LEAP (Livelihood and Entrepreneurship Accelerator Programme).

U.S.A, Singapore accounted for one-third of FDI during FY25: RBI censusIn October 2025, the Reserve Bank of India (RBI) released the provisional result of the 2024-25 round of the annual census on foreign liabilities and Assets (FLA).

  • As per the census, the United States of America (USA) and Singapore accounted for over one-third of the Foreign Direct Investment (FDI) in India during 2024-25.

Key Findings:
Top Sources: Apart from the USA and Singapore, the other top sources included Mauritius, the United Kingdom (UK) and Netherlands.

  • In case of ODI also, Singapore, the United States and the United Kingdom were the top destinations.

Percentage Distribution:
Of the total FDI during 2024-25 was Rs 68,75,931 crore, the share of the US was 20 per cent, followed by Singapore (14.3 per cent), Mauritius (13.3 per cent), the UK (11.2 per cent) and the Netherlands (9 per cent).

  • In case of outward direct investment (Rs 11,66,790 crore), the share of Singapore was 22.2 per cent, followed by the US (15.4 per cent), the UK (12.8 per cent) and the Netherlands (9.6 per cent) during 2024-25.

ADB Approved USD 460 Million Loan for Agricultural Solarization in MaharashtraIn October 2025, the Asian Development Bank (ADB) approved a USD 460 million results-based loan for the ‘Maharashtra Power Distribution Enhancement Program for Agricultural Solarization to strengthen rural power infrastructure and promote solar-powered irrigation.

  • An additional USD 40 million concessional loan from the Clean Technology Fund (CTF), administered by ADB, will complement the program.

On October 28,2025, Bharat Petroleum Corporation Limited (BPCL) and Oil India Limited (OIL) signed a Memorandum of Understanding (MoU), to explore collaboration for BPCL’s upcoming greenfield refinery and petrochemical complex near Ramayapatnam Port, Nellore district Andhra Pradesh(AP).

Replica of Ancient Crown: Lee Jae Myung, President of South Korea presented a specially gilded replica of an ancient Korean Kingdom crown to USA President in a ceremony held at Gyeongju National Museum in Gyeongju.

  • The original crown, which is over 1,000 years old, was found from Cheonmachong tomb in 1970 in Gyeongju, which served as the capital of the ancient Silla Kingdom, which ruled about a 3rd of the Korean peninsula until 9th century.
  • The crown features towering gold prongs and dangling leaf shapes and symbolizes the divine connection between the authority of the heavens and sovereignty on Earth, as well as strong leadership.

Grand Order of Mugunghwa: Established in 1949, it is usually awarded to the President of South Korea upon or after assuming office.

  • It was named after South Korea’s national flower ‘pink hibiscus’ (also known as the Rose of Sharon in English), in recognition of his role as a ‘Peacemaker’ on the Korean Peninsula.

In October 2025, Incumbent President of Cameroon, Paul Barthélemy Biya’a bi Mvondo, representing the Cameroon People’s Democratic Movement (CPDM), won the Cameroon’s 2025 Presidential Election, securing 53.7% of the votes against Issa Tchiroma Bakary, who received 35.2% of the votes. This victory marked his eighth consecutive term in office.

  • With this win, Paul Biya became the world’s longest-serving and oldest President at the age of 92 years.

In October 2025, the Uttar Pradesh (UP) government announced the creation of its 76th district, Kalyan Singh Nagar, named in honour of former Chief Minister (CM) Kalyan Singh, by merging parts of Aligarh and Bulandshahr districts.
