India and Nepal Signs Agreements to Boost Cross-Border Energy TransmissionOn October 29,2025, India and Nepal signed agreements to develop two new high-voltage cross-border power transmission lines, aimed at enhancing electricity trade and deepening regional energy cooperation.

• The Joint Venture and Shareholders’ Agreements (JV&SHA) were signed between India’s Power Grid Corporation of India (POWERGRID), a Maharatna Central Public Sector Enterprise (CSPE) of India, and Nepal’s Nepal Electricity Authority (NEA) in the presence of Union Minister Manohar Lal, Ministry of Power(MoP) and Kulman Ghising,  Minister for Energy, Water Resources and Irrigation of Nepal, in New Delhi(Delhi).

Key Details of Agreements:
Proposed Transmission Projects: The Cross-Border Transmission System Projects include:
The proposed Cross-Border Transmission System Projects includes,

• Inaruwa (Nepal)-New Purnea (India) 400 Kilovolt(kV) Double Circuit (Quad Moose) Transmission Link. This line will cover approximately 26 kilometres(km) in Nepal and 109 km in India,
• Lamki (Dodo Dhara) (Nepal)-Bareilly (India) 400 kV Double Circuit (Quad Moose) Cross-Border Transmission Systems. It will extend about 33 km in Nepal and 185 km in India.

Financing Structure: Both projects will follow a financing model comprising 80% debt and 20% equity.
Timeline: Both countries have agreed to complete the construction of the transmission lines by 2030.
JV Formation: The agreement enables the creation of two JV entities :one in India and one in Nepal, between NEA and POWERGRID to develop the high-capacity cross-border transmission lines.

Union Minister G. Kishan Reddy Launches ‘KOYLA SHAKTI’ Dashboard and CLAMP PortalOn 29th October 2025, Union Minister G. Kishan Reddy, Ministry of Coal and Ministry of Mines (MoM), virtually launched the ‘KOYLA SHAKTI’, a Smart Coal Analytics Dashboard (SCAD) and the Coal Land Acquisition, Management and Payment(CLAMP) Portal in New Delhi, Delhi, to enhance transparency, efficiency, and data-driven governance in India’s coal sector.
About KOYLA SHAKTI :
Objective: The initiative enhances coal logistics by enabling real-time coordination and monitoring of production, dispatch, transport, and consumption across coal companies, railways, ports, and power utilities.
Developer: Developed by the National Industrial Corridor Development Corporation (NICDC) under the direction of the Ministry of Coal.
Technological Framework: Powered by the Unified Logistics Interface Platform (ULIP) as part of the National Logistics Policy (2022).

TCoE India Signed Pacts to Roll Out Samriddh Gram Phygital Services Pilot Project in 3 StatesIn October 2025, Telecom Centres of Excellence (TCoE) India, under the Department of Telecommunications (DoT), Ministry of Communication, has signed agreements with leading implementation partners Digital Empowerment Foundation (DEF) in Ari & Umri(Madhya Pradesh, MP), I-Novate Infotech Private Limited in Chaurawala(Uttar Pradesh, UP) and Corpus Enterprises Private Limited in Narakoduru(Andhra Pradesh, AP) to roll out the Samriddh Gram Phygital Services Pilot.

• These agreements were formally signed by Rajesh Sharma, Director & Chief Executive Officer (CEO), TCoE India and the Implementation Partners in the presence of Dr. Neeraj Mittal, Secretary (Telecom), Ministry of Communication and others.

About Samriddh Gram Phygital Services Pilot Project:
Aim: This pilot project, envisaged as pioneering phygital (physical and digital) services model, is designed to transform rural India through a seamless integration of physical and digital services using BharatNet Infrastructure.
Implementation: The DoT has identified 3 villages: Ari & Umri (MP); Narakoduru (AP); and Chaurawala (UP), in which this pilot project will be implemented.

• Each village will host Samriddhi Kendra (SK) which will serve as an integrated digital service hub for a period of 2 years.

Key Services: These SKs will provide range of services such as:

• Education & Skilling: Smart Classrooms, Augmented Reality/ Virtual Reality (AR/VR)-based learning, and digital skilling aligned with the Government of India (GoI)’s schemes or initiatives.
• Agriculture: These centres will provide Internet of Things (IoT)-based soil testing, drone support, and digital irrigation systems.
• Healthcare: These kendras will facilitate teleconsultations, health Automated Teller Machines (ATMs), and emergency care.
• e-Governance: These kendras will provide access to citizen services, documentation, and grievance redressal.
• e-Commerce & Financial Inclusion: These centres will facilitate integration with Open Network for Digital Commerce (ONDC) and digital marketplaces for local startups; and will also offer digital banking and payments facilities.
• Connectivity Backbone: These kendras will help in strengthening BharatNet Fibre-To-The-Home (FTTH) with a Village Area Network(VAN) and public Wireless Fidelity (Wi-Fi) hotspots.

Union Minister Shivraj Singh Inaugurates NSC Seed Processing Plants, Seed Management 2.0 PlatformOn October 27, 2025, Union Minister Shivraj Singh Chouhan, Ministry of Agriculture and Farmers Welfare (MoAFW), inaugurated a new state-of-the-art vegetable and flower seed processing and packaging unit of the National Seeds Corporation (NSC), MoAFW, at Pusa Complex in New Delhi, Delhi.

• He virtually inaugurated five NSC seed processing plants in Bareilly (Uttar Pradesh, UP), Dharwad (Karnataka), Hassan (Karnataka), Suratgarh (Rajasthan), and Raichur (Karnataka).
• He also launched Seed Management 2.0 system and an online seed booking platform for farmers.

Highlights:
Vegetable Processing Plant: The plant has a processing capacity of 1 tonne of seeds per hour. It is designed to handle, clean, grade, and package vegetable and flower seeds efficiently, ensuring minimal wastage and better-quality control.
Five NSC Plants: The five plants have a processing capacity of 4 tonnes per hour, enabling large scale handling of seeds. They are equipped with advanced seed processing, grading, and packaging technologies to maintain purity, viability, and germination quality.

NTPC Green Energy Limited Upgraded to Schedule ‘A’ CPSE by GoIIn October 2025, NTPC Green Energy Limited (NGEL), subsidiary of NTPC Limited, has been officially upgraded from Schedule ‘B’ to Schedule ‘A’ Central Public Sector Enterprise (CPSE) by the Government of India (GoI), effective from October 28, 2025. This recognition marks a major milestone in NGEL’s growth within the Renewable Energy (RE) sector.

• This upgrade is expected to enhance NGEL’s strategic and financial autonomy, allowing greater flexibility in decision-making, faster execution of projects, and improved competitiveness in the RE sector.

About CPSEs:
Framework by: The Department of Public Enterprises (DPE) under the Ministry of Finance (MoF) has laid out criteria for classification as well as re-classification of CPSEs into different schedules.
Categories: DPE has grouped CPSEs into 4 different schedules, namely, Schedule ‘A’, Schedule ‘B’, Schedule ‘C’ and Schedule ‘D’.
Total CPSEs in Each Schedule: As per the data of Public Enterprise (PE) Survey for Financial Year 2023-24 (FY24), there were 191 Scheduled CPSEs in India, of which 73 in Schedule ‘A’, 67 in Schedule ‘B’, 45 in Schedule ‘C’ and 6 in Schedule ‘D’ (as of March 31, 2024).
Upgradation : Proposals for CPSE upgradation are initiated by the respective ministry, approved by the financial advisor and minister-in-charge, and then submitted to the DPE, which reviews them in consultation with the Public Enterprises Selection Board (PESB).
Key Parameters: As per DPE, the proposal should contain performance of the concerned CPSE for past 5 years based on:

• Quantitative Parameters (definitions as per PE Survey): investment, capital employed, net sales, profit before tax , number of employees and units, capacity addition, revenue per employee, among others.
• Qualitative Factors: National importance, complexities of problems faced by the company, level of technology, prospects for expansion and diversification of activities, and competition from other sectors.
• Other Key Factors: Share price, Memorandum of Understanding (MoU) ratings, Maharatna/Navratna/Miniratna status and International Organization for Standardization (ISO) Certification.

India Commenced Tri-Services Exercise ‘Ex Trishul’ in Coordination with IAF & IN
On October 30 2025, India commenced the large scale tri-services military exercise ‘Ex Trishul’ conducted along the western border with Pakistan border and will run till November 10, 2025.

• The exercise is being held in close coordination with the Indian Army(IA), Indian Navy (IN) and Indian Air Force (IAF).

About Ex Trishul:
Leadership: The Southern Command under the leadership of Lieutenant (Lt.) General Dhiraj Seth.
Exercise Area: Codenamed “Trishul” (internally “Mahagurjar”), the exercise covers the Thar Desert region from Jaisalmer (Rajasthan) to Sir Creek (Gujarat).
Key Objectives: The Southern Command troops will conduct joint operations across desert, creek, and coastal areas, including amphibious landings and multi-domain drills in Intelligence, Surveillance and Reconnaissance (ISR), Electronic Warfare (EW), and cyber warfare, focusing on indigenous systems and tactical upgrades.
Key Deployments:  The IA has deployed over 20,000 troops with tanks, howitzers, and armed helicopters for drills like ‘Trinetra’, while the IAF conducts ‘Mahagurjar’ operations using Rafales, Su-30MKIs, and AEW&C aircraft. The IN has positioned frigates and destroyers off the Gujarat coast for combat manoeuvres.
Notice to Airmen (NOTAM): The IAF issued a NOTAM restricting airspace over Rajasthan and Gujarat from October 30 to November 10, 2025, for the ongoing exercises.

Union Minister Piyush Goyal Launches Rs.1 Lakh Crore Anusandhan Fund
On October 29, 2025, Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoC&I), launched Anusandhan National Research Fund (Anusandhan Fund) worth Rs.1 lakh crores (approximately USD 12 billion) during The Indus Entrepreneurs Conference(TiEcon) Delhi-National Capital Region (NCR) in New Delhi, Delhi.

About Anusandhan Fund:
Aim: The fund aims to provide sustained financial support for transformative research and innovation projects, enhancing the technological and industrial growth of India.
Focus Areas: The fund focuses on areas, including advanced manufacturing, deep tech, green technologies, Artificial Intelligence (AI), semiconductors, and biotechnology.
Implementation: The fund will be implemented by Anusandhan National Research Foundation (ANRF), under Ministry of Science and Technology (MoS&T).
ANRF: It was established by ANRF Act 2023 under MoS&T. It replaces and subsumes the previous Science & Engineering Research Board (SERB).

• Its mandate is to guide and promote research, innovation, and entrepreneurship across India’s universities, colleges, and Research and Development (R&D) institutions.

NCA and DoT Signs MoU with IIMC to Boost Telecom Sector Development
In October 2025, the National Communications Academy (NCA) under the Department of Telecommunications (DoT), Ministry of Communication, signed a Memorandum of Understanding (MoU) with the Indian Institute of Management Calcutta (IIMC)(West Bengal, WB),to strengthen cooperation in telecom policy, research, and capacity building at Sanchar Bhawan in New Delhi, Delhi.

About the MoU:
Signatories:  The MoU was signed by Prof. Alok Kumar Rai, Director, IIMC, and Atul Sinha, Director General(DG), NCA-Technology (NCA-T), Ghaziabad, Uttar Pradesh(UP) in the presence of Dr. Neeraj Mittal, Chairman, Digital Communications Commission (DCC) and Secretary (Telecom), Ministry of Communication.
Aim: The collaboration aims to promote capacity building, policy research, and training in emerging areas such as Information and Communication Technologies (ICTs), Mobile Communication, and Cyberspace.
Facilitate: It will facilitate joint research, consulting, and executive education programmes to strengthen human resource development in the telecommunication sector.
Expectations: This partnership is expected to bridge the academia–industry gap, enhance policy formulation, and support India’s Digital India vision by fostering innovation and leadership in the telecom ecosystem.

SBI Foundation & ICRISAT Launch “SMART-CROP” Project to Support Smallholder Farmers
In October 2025, SBI Foundation, the Corporate Social Responsibility (CSR) arm of State Bank of India (SBI), in collaboration with the University of Agricultural Sciences (UAS), the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), and Agribridge, launched the SMART-CROP (Sustainable Monitoring and Real-time Tracking for Crop Resilience and Optimal Practices) project, in Hyderabad, Telangana.

• The three-year initiative is supported under SBI Foundation’s LEAP (Livelihood and Entrepreneurship Accelerator Programme).

About SMART-CROP Project:
Aim: To strengthen the resilience and productivity of over 8,000 smallholder farmers in Karnataka (Bidar, Kalaburagi, Raichur) and Telangana (Sangareddy, Vikarabad).
Technology Used: Satellite imaging, remote sensing, and Artificial Intelligence/Machine Learning (AI/ML) analytics.
Function: Provides real-time crop stress monitoring to enable preventive action against climate risks, pests, diseases, and soil degradation.
Focus Crops: Pulse crops, specifically chickpea and pigeonpea.

U.S.A, Singapore accounted for one-third of FDI during FY25: RBI censusIn October 2025, the Reserve Bank of India (RBI) released the provisional result of the 2024-25 round of the annual census on foreign liabilities and Assets (FLA).

• As per the census, the United States of America (USA) and Singapore accounted for over one-third of the Foreign Direct Investment (FDI) in India during 2024-25.

Key Findings:
Top Sources: Apart from the USA and Singapore, the other top sources included Mauritius, the United Kingdom (UK) and Netherlands.

• In case of ODI also, Singapore, the United States and the United Kingdom were the top destinations.

Percentage Distribution:
Of the total FDI during 2024-25 was Rs 68,75,931 crore, the share of the US was 20 per cent, followed by Singapore (14.3 per cent), Mauritius (13.3 per cent), the UK (11.2 per cent) and the Netherlands (9 per cent).

• In case of outward direct investment (Rs 11,66,790 crore), the share of Singapore was 22.2 per cent, followed by the US (15.4 per cent), the UK (12.8 per cent) and the Netherlands (9.6 per cent) during 2024-25.

ADB Approved USD 460 Million Loan for Agricultural Solarization in MaharashtraIn October 2025, the Asian Development Bank (ADB) approved a USD 460 million results-based loan for the ‘Maharashtra Power Distribution Enhancement Program for Agricultural Solarization’ to strengthen rural power infrastructure and promote solar-powered irrigation.

• An additional USD 40 million concessional loan from the Clean Technology Fund (CTF), administered by ADB, will complement the program.

About Maharashtra Power Distribution Enhancement Program for Agricultural Solarization:
Program Overview: It aims to transform rural power infrastructure, promote renewable energy adoption, and enhance agricultural productivity through reliable daytime solar power.
Alignment: Aligned with Maharashtra’s Power Sector Vision 2030 to boost renewable energy and rural energy access.
Key Components:

• Grid Modernization: Upgrade 180 distribution substations, install 4,500 distribution transformers, develop 3,000 circuit kilometers (ckm) of high-tension lines and 1,200 ckm of low-tension lines, and deploy 500 megawatt-hour (MWh) of distributed Battery Energy Storage Systems (BESS).
• Digitization: Introduce Agricultural Solarization Dashboards and monitoring systems for 2,500 substations.
• Viability Gap Funding: Support 1,000 megawatts (MW) of decentralized solar generation.

Targets and Outcomes: The program will deliver daytime solar power to 900,000 farmers by 2028, cut 3 million tons of greenhouse gas (GHG) emissions, lower costs and losses, and reduce transformer failures by 25%.
Social Impact: The program will train 5,000 people, including 1,500 women, promote green livelihoods and women’s empowerment, and provide technical support for carbon credits, community engagement, and future phases.

IA Fintech Received IFSCA In-Principle Approval to Operate as PSP at GIFT-IFSC
In October 2025, IA Fintech IFSC Private Limited (IA Fintech), a wholly-owned subsidiary of Infibeam Avenues Limited (IAL), has received in-principle approval from the International Financial Services Centres Authority (IFSCA) to operate as a Payment Service Provider (PSP) at the Gujarat International Finance Tec-City – International Financial Services Centre (GIFT-IFSC) in Gandhinagar, Gujarat.

About the In-Principle Approval: 
Approved Services: IA Fintech has received approval to offer Escrow Services, Cross-Border Money Transfers, and Merchant Acquisition within the GIFT-IFSC ecosystem, subject to final authorization.

BPCL and OIL Signs MoU to Build Greenfield Refinery in AP
On October 28,2025, Bharat Petroleum Corporation Limited (BPCL) and Oil India Limited (OIL) signed a Memorandum of Understanding (MoU), to explore collaboration for BPCL’s upcoming greenfield refinery and petrochemical complex near Ramayapatnam Port, Nellore district Andhra Pradesh(AP).

Key Details of MoU:
Joint Venture: The companies will assess opportunities for partnership, including the possibility of OIL acquiring a minority equity stake in the proposed joint venture.
Investment: The 9–12 million tonnes per annum (MTPA) facility will be developed with an estimated investment of Rs 1 lakh crore (USD 11 billion).
Ethylene Cracker Unit: The Ramayapatnam complex will include a 1.5 MTPA ethylene cracker unit, the first of its kind in southern India, with 35% petrochemical intensity, among the highest in the country.
Operational By: Expected to be operational by Financial Year 2029-30(FY30), the project will boost industrial growth, job creation, and regional energy security.

South Korea Confers ‘Grand Order of Mugunghwa’ on USA President Donald TrumpIn October 2025, during his visit to South Korea, Donald Trump, President of United States of America (USA), was conferred with the ‘Grand Order of Mugunghwa’, South Korea’s highest civilian honour, and presented with a replica of a Silla-Dynasty gold crown.

• With this, Donald Trump became the 1st USA President to receive this honour.
• These honors were presented on the sidelines the Asia-Pacific Economic Cooperation (APEC) leaders’ summit held in Gyeongju, South Korea.

Key Details:
Replica of Ancient Crown: Lee Jae Myung, President of South Korea presented a specially gilded replica of an ancient Korean Kingdom crown to USA President in a ceremony held at Gyeongju National Museum in Gyeongju.

• The original crown, which is over 1,000 years old, was found from Cheonmachong tomb in 1970 in Gyeongju, which served as the capital of the ancient Silla Kingdom, which ruled about a 3rd of the Korean peninsula until 9th century.
• The crown features towering gold prongs and dangling leaf shapes and symbolizes the divine connection between the authority of the heavens and sovereignty on Earth, as well as strong leadership.

Grand Order of Mugunghwa: Established in 1949, it is usually awarded to the President of South Korea upon or after assuming office.

• It was named after South Korea’s national flower ‘pink hibiscus’ (also known as the Rose of Sharon in English), in recognition of his role as a ‘Peacemaker’ on the Korean Peninsula.

Cameroon President Paul Biya Becomes World’s Oldest President at 92
In October 2025, Incumbent President of Cameroon, Paul Barthélemy Biya’a bi Mvondo, representing the Cameroon People’s Democratic Movement (CPDM), won the Cameroon’s 2025 Presidential Election, securing 53.7% of the votes against Issa Tchiroma Bakary, who received 35.2% of the votes. This victory marked his eighth consecutive term in office.

• With this win, Paul Biya became the world’s longest-serving and oldest President at the age of 92 years.

About Paul Biya:
Overview:In 1962, he joined the Presidency of the Republic. He served in various administrative and ministerial roles, including as Secretary-General of the Presidency from1968–1975.
PM & Presidency: In 1975, the then President Ahmadou Ahidjo appointed Biya as Prime Minister(PM) of Cameroon. Upon the resignation of Ahmadou Ahidjo, Paul Biya succeeded him, becoming the President of Cameroon in 1982.

• He was re-elected multiple times in 1984, 1988, 1992, 1997, 2004, 2011, 2018, and 2025.
• In 2008, he abolished presidential term limits, enabling him to run indefinitely.

Russia Tests Nuclear-Powered ‘Poseidon’ Underwater Drone
In October 2025, Vladimir Putin, President of Russia, announced that Russia had successfully tested nuclear-powered ‘Poseidon’, Unmanned Underwater Vehicle (UUV), termed as ‘super weapon’ because it is impossible to intercept.

Key Features:
Specifications: Poseidon, named after the Greek god of the sea, is 20 metres (m) long, 1.8 m in diameter and weighs 100 tonnes.
Strike Range & Speed: Poseidon, known in North Atlantic Treaty Organization,(NATO) as Kanyon (formerly labelled Status-6), has a strike range of 10,000 kilometer (km) or 6,200 miles, with maximum speed of up to 185 km per hour (km/h).
Warhead: Capable of carrying a 2 megaton (MT) nuclear payload capable of causing massive coastal destruction, Poseidon is launched from specially modified submarines like the Belgorod-class (Project 09852) and Khabarovsk-class vessels.
Significance: Poseidon is 100 times smaller than those on submarines, and the power of its nuclear warhead is significantly higher than Russia’s most advanced ‘Sarmat’ intercontinental ballistic missile (known as SS-X-29 or Satan II).

Punjab’s Namitbir Singh Walia Achieves International Master Title in ChessIn October 2025, Punjab’s Namitbir Singh Walia from Jalandhar achieved an International Master (IM) in Chess after securing the 4th  position at the 3rd Annemasse International Masters Tournament, held in France, marking a major milestone as Punjab’s 2nd player to achieve this title.

• Dushyant Sharma made history on 1st February, 2022, by becoming Punjab’s first IM in chess.
• The title was awarded by the International Chess Federation (FIDE).

First Observation: The first WSD was observed on 31 October 1924.
Observance Date: In India, WSD was shifted to October 30 after the tragic assassination of then Prime Minister (PM) Indira Gandhi on October 31, 1984.

UP Creates New District Named After Kalyan Singh
In October 2025, the Uttar Pradesh (UP) government announced the creation of its 76th district, Kalyan Singh Nagar, named in honour of former Chief Minister (CM) Kalyan Singh, by merging parts of Aligarh and Bulandshahr districts.

About New District:
Tribute: The proposed district is being planned as a tribute to former CM Kalyan Singh, whose political influence and legacy continue to shape western UP.
Location: The district is expected to include Atrauli and Gangiri tehsils from Aligarh and Dibai from Bulandshahr.
Requested by: The move follows a proposal from Rajveer Singh, former Member of Parliament(MP) and son of Kalyan Singh, who requested CM Yogi Adityanath to recognize his father’s lifelong contribution to the region’s growth and governance.
