On 29th October 2025, Union Minister G. Kishan Reddy, Ministry of Coal and Ministry of Mines (MoM), virtually launched the ‘KOYLA SHAKTI’, a Smart Coal Analytics Dashboard (SCAD) and the Coal Land Acquisition, Management and Payment(CLAMP) Portal in New Delhi, Delhi, to enhance transparency, efficiency, and data-driven governance in India’s coal sector.
- The event witnessed the presence of Vikram Dev Dutt, Secretary, Ministry of Coal, and Rajat Kumar Saini, Managing Director (MD) & Chief Executive Officer (CEO), NICDC, along with senior officials from both organisations.

About KOYLA SHAKTI :
Objective: The initiative enhances coal logistics by enabling real-time coordination and monitoring of production, dispatch, transport, and consumption across coal companies, railways, ports, and power utilities.
Developer: Developed by the National Industrial Corridor Development Corporation (NICDC) under the direction of the Ministry of Coal.
Technological Framework: Powered by the Unified Logistics Interface Platform (ULIP) as part of the National Logistics Policy (2022).
Purpose: Serves as a unified digital platform integrating data data from multiple stakeholders, including:
- Coal producing companies and private miners
- Central Ministries and Departments such as Coal, Railways, Power, Finance, Ports, Shipping & Waterways, and Road Transport & Highways
- State Departments managing coal production (E-khanij platforms)
- Power generation companies and other industrial coal consumers
- Port authorities and private coal-handling terminals.
Integration: With 48 integrated Application Programming Interfaces (APIs) and data from 15 ports, Koyla Shakti offers real-time visibility across the coal supply chain, exemplifying the “One Nation, One Dashboard” initiative.
Key Features: It supports data-driven decision-making, ensures standardization, enhances transparency, and improves operational efficiency through timely alerts, scalable integration, and analytical insights for policy planning and forecasting.
About Coal Land Acquisition, Management and Payment (CLAMP) Portal:
Aim: To provide equitable, transparent, and time-bound compensation to all affected stakeholders.
Developer: Developed by the Ministry of Coal to digitize land acquisition, compensation, and rehabilitation & resettlement processes for coal projects.
Purpose: Serves as a unified digital database for land records, enabling real-time tracking and ensuring transparency in payments.
Coordination: Enhances accountability and promotes inter-agency coordination, minimizing procedural delays.
Commercial Coal Mine Auction:
Union Minister G. Kishan Reddy launched the 14th Commercial Coal Mine Auction, introducing Underground Coal Gasification (UCG) provisions and new blocks to boost investment and private participation in the coal sector.
